hould the plan to privatize government
hospitals be approved, the largest govern-
ment-run hospital in Region 8, the Eastern
Visayas Regional Medical Center, or EVRMC,
will be one of them, it being included among the
26 state hospitals House Bill 6069 seeks to privat-
ize.
This is to the advantage of the have-nots in
this part of the country. Lawmakers in Congress
ought to reconsider the plan and weigh things in
favor of the less fortunate. We understand it is in
line with President Benigno Aquino IIIs Public-
Private Partnership program wherein govern-
ment hospitals nationwide are to be privatized.
But even the government, although tasked to
ensure the welfare of the citizenry, cannot afford
to close its eyes to the needy, though certain prior-
ity projects designed for the good of the majority
are begging for attention. It cannot always
be pro-development while some citizens are
suffering from various illnesses resulting in
deaths.
We have yet to know exactly how the re-
gion could benefit from a privatized govern-
ment hospital. On the contrary, though, the
disadvantages are glaring. For one, it will
deprive the people of government healthservices, thereby reducing health access es-
pecially of the poor, resulting in a more sick-
ly populace, and even more deaths.
At the moment, said bill is already filed in
both Congress. We just hope it will be greet-
ed with protests in both chambers, and that
protesters to that bill will come out from the
lawmakers themselves so that it will be sub-
jected heated arguments that may lead to its
disapproval.
Every elector should keep
watch of activities hovering in and
around every nook and cranny in
the Philippine archipelago starting
January 13, this coming second
Sunday of year 2013. By that day,
the election period in this country
opens, to last until June 12, 2013.
That is made clear by the Commis-
sion on Elections in its Resolution
numbered 9385.
The election period covers elec-tion-related activities, giving focus
on the midterm elections which fall
on May 13, 2013, a Monday.
Also, according to Resolu-
tion 9385, the campaign period
for senators and party-list groups
starts February 12, while the cam-
paign period for House of Repre-
sentatives and local ofcials
starts March 29, and that thecampaign period ends May
11. This means, no cam-
paign activities are allowed
outside of these schedules.
When we say not allowed,
we mean that those done be-
fore February 12 and from
midnight of May 11 until
election time on May13, in
the case of senatorial andparty-list group candidates,
are VIOLATIONS that may
result in disqualication of
the erring hopeful. Candi-
dates for congress and local
positions are also prohibited
to campaign before March
29 and from midnight of
May 11 until election time
on May13.
Good citizens of the
Philippines must immedi-
ately report to the Comelec
ofce nearest them every
incident of violations. They
may also inform the media
personnel (radio, television,
newspaper). In reporting
and informing, they should
be sure about the name ofthe candidate (person or

JESUS IN NAZARETH
Jesus returned to Galilee in the power of the Spirit, and news ofhim spread throughout the whole region. He taught in their synagoguesand was praised by all. He came to Nazareth, where he had grown up,and went according to his custom into the synagogue on the Sabbathday. He stood up to read and was handed a scroll of the prophet Isaiah. He unrolled the scroll and found the passage where it was written: TheSpirit of the Lord is upon me,/ because he has anointed me/ to bringglad tidings to the poor./ He has sent me to proclaim liberty to cap-tives/ and recovery of sight to the blind,/ to let the oppressed go free,/and to proclaim a year acceptable to the Lord. Rolling up the scroll,he handed it back to the attendant and sat down, and the eyes of all inthe synagogue looked intently at him. He said to them, Today thisscripture passage is fullled in your hearing. And all spoke highly ofhim and were amazed at the gracious words that came from his mouth.
They also asked, Isnt this the son of Joseph?
THAT POOR FACE!
If we do not love our neighbours, we do not love God. He whodoes not love his brother whom he has seen can not love God whom hehas not seen (1 Jn 4:20). Who is the brother or sister John is talkingabout? They are the people whose drawn faces and restless, tearfuleyes are caused by destitution, a dilapidated bed, foul air, hunger, sick-nesses. They are the ones who are driven into the crucible of humansuffering, by humiliating work conditions, unemployment, depressionand war. Their miseries are often caused by other peoples selshness, conceit, cowardice, greed, and lust. The face of any person sufferingfrom inhumanity of others, must haunt every Christians conscience, for we are all partly to blame for the miseries of others. In order todrive home the point that our love of God must be translated into lov-ing actions to alleviate sufferings of others, Jesus inaugurated his pub-lic ministry by proclaiming that he had been sent by his Father, topreach the good news to the poor, to proclaim release to the captives, sight to the blind and to set at liberty those who are oppressed (Lk4:18). May the merciful Christ turn his divine light on us, so that, inhis light, we can recognize in the afflicted, the faces we have cut, the
mouths we have twisted, the eyes we have darkened, and the light wehave extinguished, the effects or our own selsh indifference. May wealways remember that selshness is that detestable vice, the vice thatone cannot forgive in others, and yet no one is entirely without it. Things To

I nd the work of a fel-
low cartoonist very timely
and relevant to our contin-ued interaction with nature,
particularly with natural
calamities, which have
become common and fre-
quent nowadays.
Juan dela Cruz, merely
boarding a metallic ba-
sin, busily xes an erod-
ing mountain of sacks full
of soil obviously put up
to blockade the onslaught
of floodwater. This col-
lapsing wall-like structure
recurrently falls apart as
suggested by its label, the
label of floodwater, and thecomplaint of Juan.
Clearly underscored in
this cartoon is the erod-
ing wall softened by risen
waters. The emphasis is
the headache that it brings
to people, that every time
heavy downpours come,
This writer, a practicing
marine biologist and an ad-
vocate for the preservation
and conservation of the
countrys marine resources,
fully agrees that the Present
Dispensation should dou-
ble time and put more teeth
to laws crafted to protect
the marine ecosystem. The
destructions of the Philip-
pines marine environment
are both man-made and
acts of Nature, the former
could be stopped, corrected
by man himself, e.g. pollu-
tion, illegal shing practic-
es (dynamite, and Muro-
Ami shing, use of
cyanide, toxic substances
Part II Greenpeace Gains Support for Need
to Protect the Marine Ecosystem
extracted from plants like
Toba). The latter chemi-
cals, likewise, have been
found to be detrimental to
the coral organisms and
the micro-algal flora living
symbiotically. Death of
the microfloral population
in coral reefs affects the
sh catch by shallow-water
sherfolks.
Pollution in the aquatic
environment is aggravated
each time oil tankers sink.
The experience in Panay
Island was painful to the
sherfolks as both sh
catch and seaweed farms
were destroyed, including
the sh spawning ground,
mangrove areas. Hydrocar-
bon from crude/bunker oildeposited in the sea bottom,
kills benthic organisms like
shellsh, corals, sea grasses
and seaweeds. This writer
was sorely concerned hav-
ing spent years to document
the marine algal vegetation
of Region 6. His (Cord-
eros) crusade against par-
ties involved in the worst
oil-spill in Panay Island
and Visayas Sea, saw him
present his paper on the
afore-mentioned nightmare
as resource speaker in an
international forum in Bei-
jing, China. Also, he wrote
several technical/non-tech-
nical articles castigating the
issue of oil pollution have
been published nationally!
The contributions of the
LGUs Bantay-Dagat Teams
in curving illegal shing
activities is well-accepted.
This writer, in the course of
eld-data gathering in the
NE coast of Leyte Island,
witnessed the swift action
it caves in and falls to the
lower ground, thus al-
lowing the floods to rushto where damage to lives
and properties awaits. Re-
currence of floods is also
stressed here, perhaps due
to substandard drainage,
irresponsible and improper
disposal of non-biodegrad-
able materials, and the
most common cause of
floodingthe depleted for-
est covers and woodlands.
How the message could
be decoded relies heav-
ily on labels that could
inform what the main ob-
jects represent. Even thefloodwater, which is used
literally to mean flooding,
is still labeled by the car-
toonist as persistent flood-
ing to yield its particular
meaning. Sans the label on
the blockading wall, too,
which is cycle of rebuild-
ing and recovery, it could
not be properly identied.
Juans action is likewise
blurred were it not for his
saying something by way
of monologue. Here we go
again, he says.
A collapsing structure
is a typical destruction
brought about by flooding
and other catastrophes. And
preventing such wreckage
is instinctively a thing that
Filipinos do in the face of
disasters. Having these
sights imaged in a cartoon
is therefore a precise mir-
roring of what transpires
when calamities strike. But,
as usual, the ill-prepared-
ness of Juan dela Cruz and,
at times, his inability in ad-
dressing destruction cour-
tesy of natural disasters is
always evident, unable to
grapple with situations un-
less an outside help comes
his way.
Like what most people
would feel, the cartoon-
ist is sort of disgusted, fed
up with the recurrent trou-
ble of having to combat
the effects of calamities
ill-equipped. The damage-
mitigating projects being
put up in disaster-prone ar-
eas are either insufcient,
or are substandard in qual-
ity they could not stand the
onslaught of destruction.
The result is a vicious cycle
of recovery and rebuilding,
which is both expensive
and laborious, not to men-
tion the fact that they take
time to repair when dam-aged, during which disas-
ters could wreck havoc on
lives and properties, catch-
ing people ill-prepared.
No viewer could per-
haps question the reality
of situation depicted by the
cartoon in many parts of the
country, even in the Ilocos
Region where this cartoon
was produced. Elsewhere
in the country today, ru-
ral as well as urban key
areas increasingly end up
being flooded, even with
a meager amount of rain-
fall. These are sufciently
documented by media, a
common knowledge to all,
something that newspaper
readers could attest to be a
real phenomenon, though it
comes in a cartoon form.
by the lowly paid Bantay-
Dagat force of Tanauan,

Solving the deleterious
effects of global warm-
ing, an off-shot of Cli-

option to adapt to the CC,
instead. Mitigation used to
be the initial option of man,
but found it an equally
mighty challenge to Na-
tures wrath! It appears
easier for man to reforest
denuded mountains caused
by Slash-andBurn
(Kaingin) farming, by
planting trees species en-
demic to the affected area.
Again, this writer re-
iterates by supporting the
Greenpeace concern ofprotecting the countrys
marine ecosystem and the
need to increase natu-
ral sh production from
its high six million tons
through strict implementa-
tion of pertinent sheries
and pollution laws of the
land. The Filipino people
have a big role in the desire
to up the sh catch of the
lowly sherfolks, by pro-
tecting the municipal wa-
ters and the entire marine
ecosystem.

2012 message of Secretary
Virgilio R. de los Reyes of
the Department of Agrarian
Reform, which he addressed
to people in THE ENTIRE
DAR COMMUNITY:
As we end the year, we
can look back with satisfac-
tion that in 2012, we did a
good job. On January 2013,
we will hit the ground run-
ning. ARCCESS will go fullswing with the delivery of
the common service facilities
and agri-extension services
as well as project monitoring
and business development
services to ARBs by the rst
quarter of 2013. The credit
program being jointly aug-
mented by the Land Bank,
DA, and DAR will also be
in full swing in 2013, this
time augmented by crop in-
surance. Farmworkers in
Hacienda Luisita will see the
fruition of their decades-long
struggle when we nally
distribute the land around
May 2013. The more than
90,000 hectares in the pipe-
line will mature in the rst
semester of 2013 and we will
hopefully witness the DAR
achieving record accom-
plishments in distributing
lands covered under compul-
sory acquisition. The Inter-
Agency Committee created
by Administrative Order No.
34 will nish its study on the
post-2014 institutional ar-
rangements and end the un-
certainties that have plagued
us in the past year.
Once again, let me con-
vey to you my sincerest grat-
itude for your work to better
the lives of our agrarian re-
form beneciaries.

ESCUDERO BRINGS
TOP RANKING INTO
CAMPAIGN PERIOD:
With the campaign period for
this years midterm polls just
a month away, Sen. FrancisChiz Escudero will go into
the hustings carrying the all-
important top ranking among
84 candidates, based on a
number of year-end surveys.
Escudero ranked rst in the
latest survey conducted by
polling agency StratPOLLS
conducted from Dec. 5 to 14
last year. Before that, he also
ranked rst in the Nov. 10-23
survey of pollster Pulse Asia.
The senator likewise topped
the Social Weather Stations
survey conducted from Aug.
31 to Sept. 7 last year. Since
May 2012, Escudero has not
ranked lower than second
in the polls, running neck-
to-neck with fellow reelec-
tionist Sen. Loren Legarda.
Escudero is the only inde-
pendent candidate thus far in
the top 12, although former
Movies and Television Rat-
ings and Classication Board
chairperson Grace Poe, also
an independent candidate,
made the biggest leap, barg-
ing into the Magic 12 last
month from 15th place.
The December Strat-
POLLS survey showed Poe
landing in the 12th spot,
edging out Puerto Princesa
Mayor Edward Hagedorn.
Poe is the daughter of the
late movie great and presi-
dential candidate Fernando
Poe Jr., who ran against Glo-
ria Macapagal Arroyo in the
2004 presidential elections.Poe lost the elections but Ar-
royo was accused of rigging
the polls, and Poe was wide-
ly believed to have won the
vote. Pollsters are expected
to conduct another survey
within the month heading
into the campaign period.

In attendance also was
Jorge Jaraisi the Israeli
who donated and brought
the 14 Stations of the

accompanied by a friend.
The Church is so mag-
nificent and the first time I
prayed, I had goose pumps
and I could feel the holiness
and serenity of the place.
And I found out that eve-
rything inside the church
all came from Israel and
the wood used for the altar
came from Jerusalemdur-
ing the time of our Lord
Jesus Christ more than
2000 years ago.
Looking aback, it is in-deed a miracle how Fr.
Suarez was able to build
this magnificent church,
considering that everything
has to be transported from
Israel to theirsmall island
in Mindoro, and it was n-
ished in such short a time.
My congratulationsagain to Victor and Lucy
Consunji of DCMI, Man-
ny and Edna Sta. Cruz,
Mr. & Mrs. Baby Ignacio
and to Architect Susan
Castillo for a job, magnifi-
cently executed.
I felt that these people
were God sent angels to
help Fr. Suarez, in all his
missions in life.
I notice also how hum-
ble and kind hearted Vic-
tor Consunji is, in trying to
carry my baggages to his
private helicopter.Bishop Filomeno Bac-
tol commented that he real-
ly appreciates Fr. Suarez in
his dedication to help the
poor. He said that he is so
commendable in feeding
5,000 poor people a day
throughout the country
and no one even a Bishopdoes that.
Before the Mass ended,
the Iling Elementary stu-
dents presented, Selfless
Love and the YES, (Youth
Evangelization Services)
an action song.
This was attended by
many townfolk of Iling
and nearby towns of Min-
doro.
The people who are
helping Fr. Suarez in all his
activities are, namely Bro.
Albert, Bro. Dave, Bro.
Ronnie, Bro. Ramil andBro. Boni.
Once again, I would like
to thank our Very Good
Lord Almighty for send-
ing Fr. Suarez to mankind
who heals not only our
bodies but also our souls.
