Message from the Regional Director
Indeed, the year that was proved to be auspicious for DILG-CAR in many ways.
The region is no stranger to victories. For 2011 alone, Local Government Units were awarded Seals of
Good Housekeeping, barangays excelled in peace and order and Lupong Tagapamayapa. It strengthened rela-tions with Non Government Organizations, Civil Society Organizations and People’s Organizations on top of its already robust dealings with the regional line agencies. It is commendable for initiating a recognition program
for Barangay Peace and Order Councils and Barangays themselves with exemplary performances which were well appreciated by barangays and Civil Society Organizations. There were also personnel who were promoted
after tedious screening processes. Total publication of LGU financial status was greatly encouraged when officials interfaced with the Secretary of the Interior and Local Government himself on Full Disclosure Policy. These and many more occupied the time and proved DILG-CAR’s aptitude for excellence.
There were stumbling blocks along the way. But as duty calls, these were made into stepping stones
sturdy enough to make the people of the Cordillera emerge tougher than before. These things did not just hap-pen, of course, everyone worked hard to get these things qualify on the ―list of accomplishments.‖
Our great reward in doing our job well is making new acquaintances as we implemented programs and projects. The greater one is knowing that we were instrumental in making local governance better in the region
thru active participation with Civil Society Organizations. The greatest incentive we could get is that we build castles in heaven for our thankless job.
Congratulations to everyone for being part of a fruitful year.

Looking back at what was a challenging year for DILG-CAR, we are pleased that we
have duly accomplished our CY 2011 targets. Our capacity building programs and activities for LGUs enhanced the managerial, administrative and technical capabili-
ties of our local officials and empowered them to serve their constituents more ef-fectively.
To all the staff and field personnel, we are optimistic that renewed focus on our cli-ents’ needs, along with careful execution of our strategy, will further our ability in
realizing our mission of promoting peace and order, ensuring public safety, strengthening capability of local government units through active people participa-tion and a professionalized corps of civil servants.
Let us remain fully committed to increasing the value of our clients’ trust believing
that what matters most is that we put our heart in doing our job.

Executive Summary
Guided by a legacy of transparent and accountable government, the DILG
-CAR embarked on another year of challenging set of plans, programs and activi-
ties. The following are highlights of the DILG-CAR’s accomplishments for 2011:
Conduct of the Regional Capacity Development Expo;
Conduct of three (3) workshops on the Sagana at Ligtas na Tubig sa
Lahat Program in coordination with the OPDS, DILG-CO and the moni-
toring of the Program’s implementation;
Conduct of orientations on BPLS in Apayao, Ifugao, Kalinga and Mt.
Province in coordination with the DTI-CAR
Conduct of a collaboration activity between National Government
Agencies, Local Government Units and Civil Society Organizations
dubbed as NGA-LGU-CSO Partnership Workshop on Advancing Good
Local Governance for the Cordillera Administrative Region;
Introduction and implementation of the DILG-CAR’s reinvention initia-
tive award, the Siglat Mo Awards and the Conduct of the First Award-
ing Ceremonies;
Assessment of all the 83 LGUs in the region on the Seal of Good
Housekeeping and the Conferment of Awards to the first round pass-
ers;
Conduct of the Search for the Most Outstanding Barangay Peace and
Order Committees and the Recognition of Winners;
Conduct of the Tapatan Roadshow on Full Disclosure Policy in coordi-
nation with the DILG-CO with the SILG as the Guest Speaker;
Conduct of assessment of LTIA Committees at the regional, provincial
and municipal levels resulting in the nomination of Barangay Ambas-
sador, Tublay, Benguet to the national level. Barangay Ambassador
landed as Second Runner-up Outstanding Lupong Tagapamayapa in
the National Awards under the Fourth to Sixth Class Municipalities
Category; and
Strengthened the LGRRC-CAR with the conduct of a Consultation
Meeting on the Institutionalization of the LGRC with MSAC Members
and the Conduct of a Knowledge Management Audit and Action Plan-
ning for LGRRC-CAR External Stakeholders.

Almost two years after the 2010 election, the pro-
gram on the Newly Elected Official (NEO Orientation Train-
ing) is still very much around specially on its demand-driven
components. Before end of 2011, every LGU in the region
has already formulated their duly approved CapDev Agenda
making a 100% accomplishment on submission of the said
document. That means, all the 6 provinces, 75 municipali-
ties, 1 highly urbanized city and 1 component city complied
with DILG MC No. 2007-71 on Harmonizing Development and Implementation of Training Programs for Local Government Units directing them to prepare their Capacity Development
(CapDev) Agenda which shall contain their competency gaps
and needs in local governance areas that require intervention
and which shall be the basis for attendance / participation of
local officials and functionaries to any capacity development
activities. The submission of the said document paved the
way for the successful conduct of the Regional CDEX on Au-
gust 2011.
With the 2010 NEO Program, 65 of the 83 LGUs were
able to formulate their Executive-Legislative Agenda (ELA).
Sixty-two (62) LGUs were provided assistance in conducting
their demand driven trainings. Four (4) SCALOG trainings
were also conducted in the provinces of Apayao, Benguet,
Mt. Province and Ifugao.

DILG-CAR conducted a very important activity called the Re-
gional CDEX or the Capacity Development Expo wherein the summary
of the Capacity Development (CapDev) Agenda of all LGUs in the re-
gion were presented and highlighted. It was a venue for the conver-
gence of Capacity Development interventions for the LGUs matching
the supply and demand situation in the region. Through this activity,
service providers and stakeholders like the NGAs, NGOs, CSOs, LRIs,
Academe, Media, and even the LGUs themselves, were given the rare
chance of having a glimpse of the capacity development demands of
local governments (Provinces, Municipalities, City) that resulted to a
more focused and responsive interventions.
The regional CDEX was conducted on August 9, 2011 at the
Senator Nene Pimentel Hall, DILG-CAR Compound, Barangay Center,
Baguio City. For the record, all LGUs in CAR or one hundred percent
(100%) submitted their approved CapDev Agenda prior to the con-
duct of the activity.
All participating NGAs, training institutions, CSOs brought with
them fliers/brochures/info materials of their programs and services
specially on their list of training offerings which the LGUs could avail
to aptly respond to their capacity development needs.
The CDEX was considered as a very fruitful collaboration with
all those who advocate excellence in local governance. One milestone
in the conduct of the CDEX was the forging of a tripartite Memoran-
dum of Agreement (MOA) between and among the DILG-CAR, the
Province of Benguet and the University of the Cordilleras with the pri-
mary aim of fostering advancement in the field of local governance
and public policy making. The ceremonial MOA signing was done on
January27, 2012 at the office of the Provincial Governor of Benguet in
the capital town of La Trinidad.
Capacity Development Expo (CDEX)

The latest BNEO Program is titled Laying the Foundation for GRassroots Empowerment for Accountable and Transparent (GREAT) Barangays. It is a local response to the Administration’s call for
―Tapat na Palakad, Bayang Maunlad‖ and anchored on the three ten-
ets of Biyaheng Pinoy namely: 1) Seamless performance that nur-
tures accountability 2) Transparency, sense of ownership and in-
formed decisions through participation and collective action and 3)
Integrity where the people can surely sleep soundly.
With this policy in mind, this capability intervention was car-
ried out by DILG-CAR in its continuing efforts to enhance the profi-
ciency of barangay officials in performing their mandated tasks and
responsibilities in barangay governance.
The program consisted of three (3) components:
Component 1 – Ensuring Smooth Transition, of which 734
barangays completed or 62% of the 1175 barangays in
the region;
Component 2 – Laying the Foundation, wherein 1,153 barangays took part or 98% of all the barangays;
Component 3 – Citizenship Building, and there were 267 barangays or 23% who completed the module;
Component 4 - Sharpening the Saw, where as of Decem-ber 30, 2011, 425 barangays or 36% conducted a demand-driven training.
All trainings conducted were facilitated by the pool of Provin-
cial Trainers in partnership with other stakeholders who were previ-
ously trained on the art of coaching. Component 2 of the BNEO is not
considered complete unless the barangays submitted the required
output which is the Barangay Agenda for Governance and Develop-ment (BAGAD) and as of the last working day of 2011, there were
1,006 BAGAD documents submitted accounting to 86% of the baran-
gays in the region.

UPSCALING COMMUNITY BASED MONITORING SYSTEM (CBMS)
As of December 31, 2011, 4 provinces, 1 city and 42
municipalities had adopted the implementation of the CBMS.
Among these LGUs, 2 provinces (Ifugao and Mt. Province)
and 24 municipalities (Apayao-1, Benguet-2, Ifugao-11 and
Mt. Province-10) had completed the four (4) modular train-
ings with the required outputs. The provinces of Benguet
and Kalinga together with its component municipalities/city
and the municipalities of Luna and Sta. Marcela (both in
Apayao) were in the process of data encoding, map digitiz-
ing, data processing and/or poverty mapping. Luna is in its
2nd implementation while for Abra and Baguio City, the CBMS
is not yet adopted or implemented. Conner, Apayao had
suspended the CBMS due to lack of fund allocation.
GOOD PRACTICES ON LOCAL GOVERNANCE: FACILITY FOR ADAPDATION AND REPLICATION (GO-FAR) PROGRAM
GO-FAR Program aims to assist LGUs in building
their capacities by providing simple methodologies to help
them choose and easily adopt, replicate and expand rele-
vant and possible local governance models and good prac-
tices. The by-product of the GO-FAR would help LGUs im-
prove their service delivery to their constituents.
The following activities were conducted in the re-
gion in 2011 to promote the GO-FAR Program:
Adoption of the GO-FAR template in docu-
menting several possible good practices in
advancing the quest of the Cordillera as an
autonomous region by the RDC;
Identification of at least one good practice in
every province and its documentation in ac-
cordance with the GO-FAR template and to
be submitted to the Regional Office;
Consolidation of all good practices in the
Cordillera region to be contained in a book
called the Cordillera Almanac Volume 3.
Attendance of the GO-FAR Focal Persons to
trainings conducted by the Central Office.
In every opportunity, all LGUs were also encour-
aged to replicate one good practice of model LGUs any-
where in the country to promote excellence in local gov-
ernance.
The training on CBMS Module 2 conducted on May 12-14, 2011 at the Davidson Hotel, Tabuk City, Kalinga.

The Millennium Development Goals Monitoring and
Evaluation (MDG M&E) Tracking System was piloted to the 6
municipalities covered by the UNFPA 6th Country Programme.
These are Asipulo, Lagawe and Tinoc in Ifugao; and Bontoc,
Paracelis and Sagada in Mt. Province. Based on the monitor-
ing of the regional office, all of these municipalities had al-
ready submitted their respective MDG M&E tracking reports
to the Bureau of Local Government Development, DILG Cen-
tral Office.
With the issuance of DILG Memorandum Circular No.
2011-141 dated 30 September 2011, requiring the imple-
mentation of the Tracking System to all provinces and mu-
nicipalities, the DILG-CAR Regional Office conducted a Train-
ing-Workshop on the Utilization of the Enhanced MDG M&E
Tracking System on November 3-4, 2011 at the DILG-CAR
Regional Office, Baguio City. The training was attended by
PTAOs on CBMS and MDG from the 7 provincial/city field of-
fices of the DILG-CAR. As an outcome of the training, the
system was implemented in the non-UNFPA municipalities of
Ifugao, namely; Aguinaldo, Banaue, Hingyon, Hungduan,
Kiangan, Lamut, Lista, and Mayoyao. The municipalities of
Aguinaldo and Kiangan have even submitted their reports
ahead of the deadline set which is April 15, 2012.

The DILG-CAR, in cooperation with the Office of the
Project Development Services, DILG-CO conducted three (3)
training workshops in Baguio City to capacitate LGU benefici-
aries of the Sagana at Ligtas na Tubig sa Lahat (Salintubig)
Program.
The first training was entitled, ―Seminar-Workshop on
the Preparation of Simplified Feasibility Studies for Water
Supply System‖. It was held on June 22-24, 2011 at the
Diamond Hall, Hotel Supreme, Magsaysay Avenue, Baguio
City. The three-day activity was participated in by 117 local
officials and functionaries representing 4 provinces and 14
municipalities from Regions I, II and CAR. Participants were
the Municipal Mayors, Municipal Planning and Development
Coordinators (MPDCs), Municipal Engineers (MEs), MLGOOs,
Provincial Health Officers, Provincial Engineer, Provincial
Planning and Development Coordinators and DILG Provincial
WATSAN Coordinators.
The second training was a continuation of the first
training. It was entitled ―Program Planning-Workshop and
Skills Enhancement on Procurement and Construction Super-
vision‖. The activity was held again at the Hotel Supreme,
Magsaysay, Avenue, Baguio City on November 8-11, 2011.
There were a total of 39 participants composed of the
MPDCs, MEs, MLGOOs, BAC Chairmans, BAC Technical Work-
ing Group Members (1) and Municipal Accountants of the ten
(10) beneficiary municipalities coming from Regions 1 and
CAR.
The third training was a ―Writeshop on Preparing Sim-
plified Feasibility Study for Water Supply Systems‖ which
was held at the Nene Pimentel Hall on November 14-18,
2011. This training was conducted specifically for the Mu-
nicipality of Tineg, Abra to fast track the completion of their
feasibility study and detailed engineering design. The train-
ing was attended by personnel from Tineg.
The table shows the status of implementation of the
Program as of December 31, 2011. Of the 6 LGUs that have
already been released with the 40% first tranche, 2 are in
the construction stage (Flora and Pudtol), 2 (Calanasan and
Kabugao) are in the procurement stage or are preparing
their bid documents and 2 (Conner and Sta. Marcela) are fi-
nalizing their Detailed Engineering Designs. Tineg is still to
get its first tranche 40% funding since it is still to sign the
Memorandum of Agreement (MOA) with the Department of
Health regarding the Program’s implementation.
The Salintubig Program is jointly implemented by the
Department of the Interior and Local Government (DILG),
Department of Health (DOH) and the National Anti-Poverty
Commission (NAPC).

As can be seen in the chart, many LGUs in CAR
prepared ahead their respective Executive Legislative
Agenda (ELA) than their Comprehensive Development
Plan (CDP).
Of the total 77 LGUs (75 municipalities and 2
cities) in the region, 19.5% approved/adopted their
CDP while 79.2% had approved/adopted their ELA. In
the case of Baguio City, it is about to complete its CDP
and ELA.
The low results were brought about by issues on
the plan/agenda formulation such as: a) the office of
the local planning and development office is being
manned by one personnel only; 2) no budget allocation
due to lack of funds at the LGU; c) ELA is more easier
to formulate than the mandated plans; d) lack of tech-
nical expertise of the DILG personnel assigned at the
cities/municipalities; and e) data sourcing is difficult at
the LGU level.
To capacitate the LGUs in preparing their CDPs,
an Orientation on the Formulation of CDP/Planning
Workshop was conducted on July 14, 2011 at the Luna
Conference Hall, Luna, Apayao. On October 24-27,
2011, DILG-Apayao together with the Provincial Gov-
ernment of Apayao, conducted the Ecological Profiling
(EP), Geographic Information System (GIS) Training
and Comprehensive Development Plan (CDP) Formula-
tion Workshop at the Grand Octagon Resort, Laoag
City, Ilocos Norte. It was attended by 67 participants
composed of Municipal Planning and Development Co-
ordinators (MPDCs), Municipal Engineers, MPDC Staff,
Mun. Engineer Staff, Municipal Health Officers and
MLGOOs.

ENHANCED LGU OPERATION THRU e-GOVERNANCE (e-LOG)
The e-LOG project aims to assist LGUs manage their
information requirements using information technology. The
project has component softwares that were developed by the
Bureau of Local Government Development, DILG Central Of-
fice, to cater to specific office or operations of the LGUs.
Among the component software is the Sanggunian Informa-
tion System (SIS) which was designed to strengthen the
technical and administrative capability of the Sanggunian in
effectively discharging its duties. It can track down various
Sanggunian records, transactions and documents in aid of
efficient legislation and can provide status of performance of
the individual members and of the various Sanggunian com-
mittees.
For 2011, only the Municipality of Flora, Apayao was
installed with SIS. The installation and user’s training was
conducted on July 26-28, 2011. Four (4) personnel from the
Office of the Sanggunian participated and were trained on
the installation, operation and maintenance of the software.
The e-LOG software is offered to LGUs for free. Inter-
ested LGUs may submit their letter-requests to the DILG to-
gether with a SB Resolution authorizing the LCE to enter into
a Memorandum of Agreement (MOA) with the DILG. Con-
tents of the MOA are the roles and responsibilities of the
DILG and the LGU in the implementation of the e-LOG.
Among the roles of requesting LGUs is the shouldering of all
expenses relative to the implementation of the project such
as expenses for the conduct of the installation and the corre-
sponding hand’s on user’s training including the travelling
and accommodation expenses of DILG personnel who will
conduct the installation and act as trainers during the train-
ing. Among the roles of the DILG aside from installing and
conducting the user’s training will be the provision of the in-
staller softwares and user’s manual.
DISASTER RISK REDUCTION AND MANAGEMENT (DRRM)
The passage of RA 10121 otherwise known as the
Disaster Risk Reduction and Management Act of 2010 and its
Implementing Rules and Regulations serve as an impetus for
new actions and accomplishments for DILG-CAR. As the vice
chair for Disaster Preparedness to the Cordillera Regional
Disaster Risk Reduction and Management, capacity-building
activities for organic personnel and client LGU officials and
functionaries were done through collaborative efforts among
stakeholders due to the dearth of funds. Field officers, de-
spite non membership in the local councils, play vital roles in
the end of saving lives and properties from calamities. Rec-
ognizing this, the Regional Office coordinated with OCD-CAR
and LGUs and conducted an orientation for the said field offi-
cers in the first quarter. Trainings and workshops to equip
focal persons for the job ahead was also made possible
through cost-sharing with other agencies such as the OCD,
the NDRRMC and Civil Society Organizations on topics such
as orientation on the law, Early Warning Systems, Hazard
Assessment and Mainstreaming DRRM in Local Development
Plans.

The BPLS Streamlining program is presently being
implemented only in selected LGUs all over the country. For
CAR, there are only three (3) pilot LGUs, namely: Baguio
City; La Trinidad, Benguet; and Bangued, Abra. Orientation
for these LGUs have been conducted jointly by the DILG-CAR
and DTI-CAR in 2010.
To encourage more LGUs to adopt the BPLS, the DILG
-CAR and DTI-CAR conducted activities in 2011. Orienta-
tions were conducted in Apayao, Ifugao, Kalinga and Mt.
Province covering a total of 29 LGUs - 28 municipalities and
1 component city. A floating of survey questionnaire was
also done in all LGUs in September 2011 to determine their
readiness in streamlining BPLS. As a result, the following
LGUs voluntarily enrolled with the BPLS: Luna, Apayao; Al-
fonso Lista, Ifugao; and Bauko, Mt. Province.
On the compliance of LGUs to BPLS requirements
(please refer to table), two (2) of the three (3) pilot LGUs
almost complied with all the requirements—Bangued and La
Trinidad—while Baguio complied only with three (3) require-
ments. For the other LGUs, it is worth noting that the City of
Tabuk complied with all the requirements except for comput-
erization.

A one day collaboration activity between National Government Agencies, Local Government Units and Civil Society Or-
ganizations dubbed as NGA-LGU-CSO Partnership Workshop on Advancing Good Local Governance for the Cordillera Adminis-
trative Region was held on October 27, 2011 at the AIM Conference Center, Camp John Hay, Baguio City.
A total of 56 or 93% of the 60 expected participants from the two cities
and six provinces of the region attended, the biggest group coming from the
CSO side.
Prior to the conduct of workshops, participants were oriented on Converging and Localizing Poverty Reduction Programs by NSCB, CPFI, JVOFI,
DSWD, DOH, OPAPP and DILG. DC Rosario B. Dumelod during her synthesis
reiterated the importance of CSO participation saying that the CSOs will serve
as the connectors and bridges in the gaps.
The activity ended with the participants’ signing their Pledge of
Commitment towards strengthening the partnership by determining
more robust areas of collaboration and engagements and translating
them into mutual undertakings.

In CY 2011, implementation of
the Local Governance Performance
Management System (LGPMS) Version
2.1 was launched integrating the LGU
Scorecard on Health of the Department
of Health (DOH) and the Local Tourism
Statistics System (LTSS) of the Depart-
ment of Tourism (DOT) as subsystems.

form in providing a performance man-
agement and performance information
tool for local governments. With the
online reports, the LCEs will now be
guided in the preparation and imple-
mentation of their plans and programs
for health and tourism. Our partner
agencies would now have an empirical
data as basis to determine
which local government units
need assistance or interven-
tion to uplift the quality of
health services and tourism
industry in the country.
In the LGPMS online
reports, the State of Local
Governance Performance for
Data Capture Year (DCY)
2010 vis-à-vis the perform-
ance in DCY 2009 of the six
(6) provinces, one (1) highly
urbanized city, one (1) com-
ponent city and 75 municipali-
ties in the region is presented.
Although no LGU reached the
Excellent Overall Performance
Index (OPI) in any of the five (5) Per-
formance Areas of LGPMS, the LGUs
with High OPI increased by 9% from
48% in DCY 2009 to 57% in DCY 2010.
Consequently, those with Fair OPI de-
creased from 51% to 41% or by 10%.
The increase in the OPIs is due to the
increase in the Performance Area Indi-
ces brought about by the LGUs’ Fair to
Excellent performance in generally all
the 18 applicable Service Areas (SAs)
in the region, except on the following
concerns, viz:
On Administrative Governance,
the common concerns of the
LGUs are on the formulation
and enactment of codes such as
the Code of General Ordinances,
Local Investment and Incentive
Code, Market Code, Health and
Sanitation Code, Code for Chil-
dren, Gender and Development
Code and Environmental Code
as two (2) or three (3) of these
codes are inexistent in most of
the LGUs.
On Social Governance, a num-
ber of LGUs performed Low and
Very Low under the SA on Sup-
port to Housing and Basic Utili-
ties due to the absence of a da-
tabase for the housing sector
such as inventory of informal
settlers, makeshift houses and
sites for potential socialized
housing. Likewise, provision
and/or donation of lots for so-
cialized housing or mass dwell-
ing is also a common factor that
they have not met as this is not
a concern in most of the LGUs.
Hence, a Not Applicable choice
should be provided in the Data
Capture Form so as not to affect
their performance.
On Economic Governance, on
the SA on Support to Agricul-
ture Sector there is lack of full

support to the agriculture sector specifically on the infrastructure support and local government agricultural extension
and on-site research services or facilities and credit facilitation services through cooperatives. In Entrepreneurship,
Business and Industry Promotion where a number of the LGUs performed Low and Very Low, among the factors to be
addressed is the need to promote for a more business-friendly environment through a computerized processing and
releasing of business, occupancy and building permits, implementation of anti-red-tape practices, provision of tax in-
centives, promotion of job fairs, strengthening of the Local Enterprise and Industry Promotion Councils and provision of
direct support services to micro, small and medium enterprises.
On Environmental Governance, a number of municipalities performed below the benchmark in Urban Ecosystems Man-
agement. Common concerns are on the strengthening of the functionality of the SWMBs and establishment of MRFs in
every barangay although clustering of barangays is suggested if such is not feasible in their localities. Likewise, an ef-
fective solid waste collection and disposal system such as a scheduled solid waste collection and establishment of sani-
tary landfills have to be looked into since most of the municipalities use controlled and/or open dumpsites as the final
means in disposing their solid wastes.
On Valuing Fundamentals of Governance, only a few of the municipalities performed Low and Very Low due, among
other factors to the absence of feedback mechanism to generate citizens’ views on the reach and quality of services de-
livered to their constituents and partial or non-usage of the bulletin boards or the tri-media, i.e., print, broadcast and
website as a means to communicate the plans, PPAs, and special events in the LGUs.
With the total 83 LGUs in the region, there is 100% and 96.39% LGU participation in the initial implementation of the
LGU Scorecard on Health and LTSS, respectively with no data entries from three (3) municipalities: Bucloc and Pilar in Abra
and Tublay, Benguet.
With regards to the Annual Report submissions wherein the results of the LGPMS were incorporated therein, only
92.77% or all of the six (6) provinces, one (1) component city, one (1) HUC and 69 municipalities have submitted their Annual
Reports for CY 2010. The six (6) municipalities with no reports are Boliney, Bucloc, Malibcong, San Isidro and Tineg all in Abra
and Natonin in Mt. Province.

As the Department continues to
promote the culture of excellence in
service delivery pursuant to its mandate
as the primary catalyst for excellence in
local governance, DILG-CAR has em-
barked in an award system dubbed as
SIGLAT MO Awards. This award system recognizes barangay/s, and their re-
spective Punong Barangays and Munici-
pal/City Local Government Operations
Officers (M/CLGOO) for their excellent
performance in local governance. The
primary tool used in the said awards is
the Barangay Governance Performance
Management System (BGPMS) which is
also used to monitor and evaluate the
level of implementation of their respec-
tive Barangay Agenda for Governance
and Development.
SIGLAT MO is an Ilocano term
that means an effective and efficient
worker. It is also an acronym of Ilocano
terms to describe the good qualities of
an excellent leader: Saririt (intelligent),
Ingel (strong-willed), Gaget (hardworking), Laing (action man), Al-isto (alert), Taraki (wholesome),
Madaydayaw (honorable) nga Opisyal (official).
With its initial implementation
this CY2011, from a total of 75 pilot
barangays in the region, only 11 were
nominated, six (6) of which were con-
ferred with the SIGLAT MO Awards on 9
Dec. 2011 at the Sen. Nene Pimentel
Hall, DILG-CAR, Barangay Center, Ba-
guio City. Ms. Blesilda Rachel Paule of
the NBOO graced the occasion as the
Guest of Honor and Speaker in behalf of
the SILG, Hon. Jesse M. Robredo.
The winning barangays
from both the urban and rural
categories were awarded plaques
of recognition and cash incen-
tives of Php 25,000.00, Php
15,000.00 and Php10,000.00 for
the First, Second and Third
Places, respectively. The Punong
Barangays of the winning LGUs
were awarded certificates of rec-
ognition for leadership and ex-
emplary performance while the
M/CLGOO of the First Place win-
ners were awarded certificates of com-
mendation for their excellent perform-
ance as well. Likewise, Cordillera Par-
ents Federation, Inc, a non-
governmental organization as the active
partner during the assessment and vali-
dation process was also recognized for
its unwavering support not only to the
SIGLAT MO Awards but also to the
other programs of the Department, the
Seal of Good Housekeeping and the Ga-
wad Pamana ng Lahi.

Seventy-one (71) of the total eighty-three
(83) LGUs in the region passed the Seal of Good
Housekeeping (SGH) for Local Governments in CY
2011: five (5) provinces, one (1) HUC, one (1) com-
ponent city, and 64 municipalities. SGH is a project
of the Department to recognize LGUs with above
benchmark performance and to scale up participation,
accountability, responsiveness and transparency in
local governance in the LGUs. The twenty-three 4th-
6th class municipalities that were SGH passers during
the first round of implementation were granted PhP1
million each from the Performance Challenge Fund, a
support fund for their development projects. The
LGUs should have fully complied with the Full Disclo-
sure Policy (FDP) and the absence of an adverse or
disclaimer opinion in their Commission on Audit (COA)
Annual Audit Reports (AAR) for CY2010 were the cri-
teria used in acquiring a SGH. Conferment of awards
for the first round passers was done on 9 August
2011 at the Sen. Nene Pimentel Hall, Barangay Cen-
ter, Baguio City. It was participated in by the LGU
awardees’ respective LCEs, treasurers, planning and
development coordinators, engineers and members of
the sanggunian.

Tapatan Roadshow on FDP
A Tapatan Roadshow on Full Disclosure Policy was conducted
on June 14, 2011 at the Ben Palispis Hall, Benguet Capitol Building,
La Trinidad Benguet. The Roadshow is a forum with the SILG
drumbeating to local government units (LGUs) the regular and cor-
rect way of posting their financial status in compliance to the FDP.
The activity was attended by a total of 378 local officials and de-
partment heads representing the 6 provinces, 2 cities and 75 mu-
nicipalities of CAR.
SILG Jesse M. Robredo, the speaker during the roadshow,
stressed that compliance to the FDP may bring more benefits than
just informing the people about the LGU financial status, lessening
graft and corruption and promoting participative, accountable, re-
sponsive and transparent governance. He announced that it may
also qualify an LGU for
the Seal of Good
Housekeeping Pro-
gram which may win

The DILG is authorized under Executive Order No. 115 dated August 5, 2002 to determine the amount and administer
the payment of death and burial benefits of barangay officials. Death benefits of punong barangays amount to P22,000 while
for the other barangay officials (Sangguniang Barangay Member, Secretary, Treasurer and SK Chairman) it is P12,000.

To drumbeat the celebration of the 20th year of local autonomy in the Philippines last October 10, 2011, the Barangay
Assembly for the second semester of CY 2011 was moved to October 9, 2011. The short notice however per Memorandum
Circular No. 2011-144 dated October 5, 2011 plus other unforeseen events resulted to a low percentage in terms of compli-

No synchronized barangay assembly was conducted in the 175 barangays of Ifugao, due to typhoons ―Pedring and
Quiel‖. The typhoons greatly affected the locality with damages to agriculture, properties, infrastructures and others. The com-
munities led by their barangay officials are still doing rehabilitation works such as fixing destroyed houses, removal of slides
along pathways, restoration of damaged water systems and de-clogging of drainages and canals.

For CY 2011, DILG-CAR has received and processed a total of 82 requests for foreign travel by local officials and em-
ployees, an increase of 128% as compared to 2010 total. Majority of the requests came from the Province of Benguet with 36
requests, and the City of Baguio with 27 requests, while only a single request for travel authority from a barangay official from
the Province of Abra was processed.

The Lupong Tagapamayapa of Barangay Ambassador
of Tublay, Benguet once again landed at the National Level
Awards as Second Runner-up Outstanding Lupong Taga-
pamayapa in the 2011 Fourth to Sixth Class Municipalities
Category. The said Lupon was a National winner in the 2009
LTIA but unexpectedly it slid down since its competitors
were able to surpass its performance in some areas. The
awarding ceremonies was held at the Heroes Hall, Mala-
cañang Palace in December 2011. This search covered the
period July 2009 to December 2010.
The LTIA was established pursuant to Executive Or-
der No. 394, s. 1997 in recognition of the Lupong Taga-
pamayapa’s contributions to the promotion of Katarungang
Pambarangay (KP) objectives. It aims to strengthen the
efficacy of the KP as an indigenous mediation structure ca-
pable of resolving disputes within a community and beyond
the formal courts of justice

The Cordillera Regional Manage-
ment and Coordinating Committee
(CRMCC) was created pursuant to DILG
Memorandum Circular No. 94-50 dated
6 April 1994 issued by then DILG Sec-
retary Rafael M. Alunan III. It was cre-
ated to help effectively carry out the
mandate, mission and program thrusts/
priorities of member-agencies at the
regional/field implementing levels and
LGUs concerned.
As part of its implementing
strategies, the CRMCC fixed its monthly
meetings, formulated its 2011 Inte-
grated Action Plan that include Sympo-
siums, Trainings/Seminars/
Orientations, Community Outreach Pro-
grams, CRMCC Sportsfest, Weeding/
Cleaning/Tree Planting, and participa-
tion to all peace and order and public
safety activities and programs, among
others. Likewise, the Technical Working
Group (TWG) was organized to assist
the CRMCC in the administrative and
technical aspects of operations.
Following are the activities con-
ducted by the CRMCC for 2011:
Conducted regular monthly meet-
ings from January to December.
As part of the ―Adopt a Barangay‖
Program, a medical/dental outreach
program was conducted at Ambong-
dolan, Tublay, Benguet on August 2,
2011.
Orientation/briefing to High School
and College Students in different
schools and universities in CAR
which included Drug Abuse Preven-
tion, Crime Prevention, Barangay
Peace and Order, Disaster Aware-
ness, Fire Prevention and First Aid.
Radio guestings at DZEQ and
DZWTIn as part of its IEC program.
Weeding, cleaning and tree planting
activities at Buyog Watershed in
Pinget, Baguio City and Samuyao
Watershed at Cruz, La Trinidad,
Benguet.
Medical/dental mission at the Ba-
guio City Jail.
Conducted a Sportsfest on
July 5, 2011 which was in
participated by the follow-
ing member agencies:
DILG, NAPOLCOM, OCD,
PDEA, BJMP BFP, CARTS,
PATROL 117, PRO-COR and
CIDG. Events were relay,
2-Leg sack race, tug-of-
war, crazy twirl spin, wine
drinking, and water race.
CRMCC member agencies also par-
ticipated in various activities during
the celebrations of the National
Crime Prevention Week
(September), Nutrition Month
(July), and National Disaster Month
(July).
