2010 With rapid growth a new Civic Centre was envisioned by

the location had been decided through the 1979 City Centre Secondary Plan -
“…built form with buildings facing directly
onto public spaces, well-related to amenities
and pedestrian movement”
there were 246 entries
THE COMPETITION CRITERIA:Urban Design – a departure from existing suburban building form (40,000 sq. m.), a landmark with integrated civic square
Energy – efficient with low annual operating costs
Expansion – some areas to have tenants but allow for city staff & use expansion
Budget - $56 million
Phasing and Construction – phase one to be City Hall and phase two to add civic square
