CAL OES EMERGENCY MANAGEMENT CERTIFICATION ANDCREDENTIALING VISION
TheCaliforniaOfficeofEmergencyServices(CalOES)strivestoprovide astaterecognizedpathwayforthose seeking professionalstandardsinEmergency Management.CalOESinconjunctionwiththeCaliforniaSpecialized TrainingInstitute (CSTI)has implementednewEmergencyManagementProfessionalDevelopmentCertificationandEmergencyOperationsCenter(EOC)PositionCredentialingPrograms.Featuresoftheseprogramsincludeamulti‐level emergencymanagementprofessionalcertification program,andastandardizedpath forindividualstoserveinspecificrolesintheEOC.
TheEmergency ManagementCertificationandEOCPositionCredentialingProgramisauserdrivenprocess,basedonnationalstandards.Theprocessconsistsofseveralelementsincluding:

INTRODUCTION AND OVERVIEWCalifornia’spublic,private,volunteer,andtribalemergencyservicespersonnelservetheircommunitieswithprofessionalismanddedication.Thepotentialforcommunitiestorequiredisasterassistancehassignificantlyincreased.CalOES’EOCPositionCredentialingProgrampromotesan enhancedlevelofreadinessandresponseforday‐todayemergenciesandcatastrophicdisastersbyensuringqualifiedand competentstaffingforEOCs,DepartmentOperationsCenters(DOCs),andsupportcenters.
The needforemergencyservicesstafftodeployoutsidetheirjurisdictionhasplacedadditionaldemandsonemergencyservicessystems.Existing mutual‐aidsystemsmustguaranteeswiftandsuccessfulsupportbydeployingqualifiedemergencyservicespersonneltoanydomesticemergency/disaster.
CalOES’EOCPositionCredentialingProgramhelpspromoteelementsoftheStandardizedEmergencyManagement System(SEMS)andisdesigned toflowintothelarger effortoftheNational IncidentManagement System(NIMS)GuidelinesfortheCredentialingofPersonnel.TheNIMSGuidelinesrequirestatesto initiatedevelopmentofa State/Territory/Tribalsystem(thatincorporateslocaljurisdictions)tocredentialemergencymanagement/responsepersonneltoensureproperauthorizationandaccesstoanincidentincluding involvingmutualaidagreementsand/orassistanceagreements1.Byfollowingthe frameworkoftheFederalGuidance,California’sprogramwillfacilitateaseamlesstransitionintoanationalsystem.
CalOES’EOCPositionCredentialingProgrampromoteseffectiveandefficientpersonnel resourcemanagement,andenhances thelevelofprofessionalismandcapabilitiesforemergencyservicespersonnel.TheTypeIandIIProgramsalsosupportstheEmergencyManagementMutualAid(EMMA)andEmergency Management AssistantCompact(EMAC)effortswhilemeetingSEMS/NIMS requirements.CalOES’EOCPositionCredentialingProgram’sneteffectwillhelpreducelossoflife,anddamagetothe environmentandpropertyduringanemergency/disaster.
TypeIEOCCredentialedstaffhavethe abilitytobejoinedtogetherwithotherTypeI staffforthepurposesofcreatingTypeIEOCOverheadTeams. ATypeIEOCoverheadteamhasthe abilitytobedeployedtolocaljurisdictionsrequestingthisresourcetoassistthelocal EOCstaffduringlarge‐scale,complex,emergencies/disastersthatreduce theresponsecapacityoftheaffectedjurisdiction.TypeIteamsshouldbeconsideredan aidtoalocaljurisdictionandshouldnotbereliedonasasubstituteforhavingafunctionalEmergency ManagementProgram.

standardsoutlined inthisbookmaybeused byanyCaliforniaEOC.“Any”includesEOCsorDOCsrunbyspecialdistricts(schooldistricts,utilitiesdistricts,andsoon),privateorganizations(businesses,non‐governmentalorganizations,charities,andthelike),TribalentitiesandStateagencies.TheType IandIIProgramsaredesigned tocredentialthoseemergencymanagementprofessionalsinCaliforniawiththemoststringent setofrequirements.Personnelobtainingthiscredentialareconsideredthosewhowouldbethefirstlineofdeployableresourcesoncomplexdisastersandemergencies,specificallythoseinvolvingFederalinvolvement.
PURPOSEAstatewideEOCPositionCredentialingProgramprovidesEmergencyManagersawaytoidentifymeasuresforEOCpositioncompetencies.Additionally,astatewideEOCCredentialingProgramdocuments professionalqualifications,certifications,training,andeducationrequirementsthatdefinebasiccriteriaexpectedofemergencyservicespersonnel foreffectiveEOCmanagementandoperations.
CalOES’EOCPositionCredentialingProgramverifiesemergency servicepersonnelqualificationsandcertifications.However,theprogramdoesnotprovideautomaticaccesstoEOCsoridentificationofpersonnel.TheprocessforrequestingresourcesforcertainEOCpositionsisaccomplishedthroughtheStandardizedEmergencyManagementSystem(SEMS)resourcerequestprocess.
PROCESSNIMSandSEMScomplianceincludestheentirespectrumofemergenciesfromday‐to‐dayemergenciestocatastrophic.TheintentofSEMS/NIMSistoensureallgovernmentlevels,tribal,privateorganizations,non‐governmental,faith‐based,andcommunity‐basedorganizationscanworktogethereffectivelybyusingthesameorganizationalstructures,terminology,procedures,andsystems.
CalOES’s EOCPositionCredentialingProgramisbasedontheNIMSGuidelinesfor the CredentialingofPersonnel3andHomelandSecurityNIMSTrainingProgram.ToobtainCalOESCredentials,emergencyservicepersonnelmustcomplywiththecertification andqualificationstandardsforeachEOCpositiondesired,andfollow theCalOES EOCPositionCredentialingProgramguidelines.ProfessionalsmustachieveallrequirementsoftheTypeIII&IIProgramspriortoadvancingtotheTypeIProgram.
CalOES’EOCPositionCredentialingProgramisconsistentwithSEMSregulationsandguidelines.SEMSregulations§2428 (a)and(b)requireemergencyservicespersonneltodemonstrateandmaintainminimumSEMSperformancetrainingobjectives.SEMSregulations§2443stateslocalgovernmentsmustuseSEMStobeeligibleforstatefunding.ForCalOESTypeI EOCpositioncredentialing,applicantsmust:

POLICYParticipation intheCalOESEOCcredentialingprogramisvoluntary.However,credentialingEOCstaffhelpstoensurethatpersonnelpossesstheminimumknowledge,skillsandexperiencenecessarytoexecuteemergencymanagementEOCactivitiessafelyandeffectively.
OnlythosewithaType IIorIcredentialwillbeconsideredforEMMAand/orEMACdeployment.4
DOCUMENTATION STANDARDSDocumentation(i.e.coursecertificates)submittedtothestateEOCcredentialingprogrammustbeissuedbyanyoftheconsortiummembersreferencedontheCalOESwebsiteasbeingtrainingpartnersofCSTI.
Initialdocumentationconsideredforthecredentialingprogrammusthavebeenobtainedwithinthepastfive(5)years.EquivalencyrequestsmaybesubmittedtoCSTIforreviewandconsiderationusingtheprocessoutlinedintheequivalencysectionofthissetofstandards.
RECERTIFICATIONTherecertificationrequirementmaybemetbydocumentingactualincidentexperiencesinaposition,fillingequivalentlocalEOC section/positions,drills,exercisesorotherrefreshertraininginsubjectmatter,positionand/orfunctionlistedabovewithin athree(3)yearperiod.
Advancementtothe TypeIcredential,withinthe originalfour (4)yearperiod oftheTypeIIcredential,willautomaticallyresettherecertificationtimelineasofthedatetheTypeIcredentialisissuedbyCalOES.
4AfiveyeargraceperiodwillbeineffectforEMMAand EMACdeploymentsfromJuly1,2016untilJuly1,2021tomeettheneedsoflocalgovernment duringdisastersituations.

POSITIONS & CORE CURRICULUMTypeIcredentialingisthehighestcredentiallevelavailable intheCalOESprogram.Itisheldtothehigheststandardofreal‐worldemergencymanagementandresponseexperience.TypeIpersonnelareconsideredtheoptimalchoiceforEmergencyManagementAssistanceCompact(EMAC).ToadvancetotheType I ProgramallTypeIIrequirementsmustbesatisfiedinfullfortheposition.
EOCCREDENTIALED POSITIONSBasicEOCpositionsthatmayexistinanEOCorganizedundertheIncidentCommandSystem(ICS)havebeenidentifiedasa standardwhichcanbeusedinanyEOC.ThesepositionsareofferedascredentialedpositionswithintheCal OESEOCcredentialprogram.
TheICSmodelfor organizingan EOCisnotthe ONLYwayto organizean EOC.JurisdictionsmayusetheStateEmergencyFunction(EF)structureorFederalEmergencySupportFunction(ESF)structure.YoumaycontactyourlocalOfficeof Emergency Services(OES)andaskwhichcredentialedpositionsmaycorrelatetopositionsinthesestructures.
Additionally,somepositionsmaybenamedthesameasthe structureprovidedbutmightbelocatedinadifferentsectionorbranchthannoted.Forthisreason,theEOCcredentialingprogramisbasedontheposition(notthesection).YourlocalOESwillbeable toidentifythesedifferencesforyouandsuggestwhichcredentialedpositionyoushouldchooseforthetasksyouwillbeaskedtoperformin your EOC.
DuringEMMA&EMAC deployment,personnel requestingtofillpositionsshouldinquireduringtheMissionTaskingprocessastowhichSEMSfunctiontheirpositionmay belocatedinwithintherequestingEOC.
