    Kerry, The Count v Kerry Committee of

    the Gaelic League has appointed a deputation to place the question of the grant before the County Tech- nical Committee. Kerry will be se vcrelv hit by the withdrawal because mnnv Irish classes have been organ ised under the Technical Instruction scheme, and there are besides l wo Carlie- Colleges in the county.

    Clare. Clare Countv Committee of Tech-

    nical I nstructiou has protested strongly against the arbitrary action of the Department in abolishing tl. special classes for teachers. Over 100 teachers have been attending the Irish classes under the Technical Instruction scheme.

    Limerick. Technical I nstruction has been

    most successful in County Limerick, and manv teachers have been attend- ing the frish classes. The Commit- le of Technical Instruction has pro- tested against the withdra wal o( tho itrant and has expressed the opin- ion that the action of the Depart- ment will he interpreted as being directed against the teaching of the Irish language. The Limerick Co. Committee of the Cnelic League has joined in the protest.

    Carlow. The Carlow and '\iVicklow C:01n-

    mittee of the l ;.aelic League has passed a strong resolution protest- ing against the withdrawal of the grant for teachers' classes. The re- solution has also been adopted by the Carlow Board of Guard ians, .M.r. Covernev remarked that the Government ,;ould go down to his- tory as one of the meanest that ever existed in Great Britain.

    Dr. Folev , Bishop of Kildare and Leighlin, who was largely respon- sible for the formation of the special classes in Carlow. has stated that the suspension CI of these grants at the present moment, when few of the county schemes have been work- ing a full year, will have ruinous results, and is in my opinion as mean an expedient for saving 111011ey as ever an Executive Covernmcnt had recourse to.''

    AN IDEAL LANCUACE MOVEMENT.

    The language movement is unique in the history of Irish movements. Its spirit is above all party, above all sections, above all petty rivalry. The movement does not advocate a narrow policy of insularism. Quite the con- trary. It has been pointed out that we were more closely in touch with the outside world when our national language was in full vitality; that with the encroachment of the language of our neighbour the gross bulk of her literature came between us and the rest of the world. and now shuts us oif from all her lessons of science and art except what is filtered through and is influenced by England itself. For young Ireland to accept without question the silliest jingles that have caught the ear of the English populace and to remain ignor ant of our varied stores of delightful literature must be deplored not only as a sign of our loss of national education.' but as a lowering of our standard of culture. The adherents of the language move- ment realise the difficulties against which they must contend. the apathy and indifference. the influence of materialism and of a f also conception of modernity. the hostility of those who have been trained in the foreign school of thought, the hate of those who hate all that is for the honour and glory of Irelend.i--wherc in the history of nations shall we search for such an array of difficulties and obstacles ? And yet the language movement is not only marching ahead with redoubled strength, but it has awakened on all sides a. spirit of self-respect. of enter- prise, of temperance and of thrift.

    In endeavouring to convince n. body of Irishmen and women, the majority of whom have been nurtured in anglicised and serni-angliciscd sur- roundings. and whose whole social outlook is in strict conformity with a foreign. and. unfortunately, pre- dominant civilisation that in recent times has all but overshadowed the native life-to endeavour to convince such a. people. eager to avail of the delights of life-that along the narrow path of the Irish language movement lies the only hope of national salvation is a task that may surely be regarded as herculean. Yet when we remember that a spirit. of common nationality exists in the breasts of Young Ireland, the apparent difficulty or the struggle on behalf of the victory we seek vanishes considerably ..

    The appeal of the Irish language is not to a purely utilitarian people. The Gael has not been totally lost to sordid thoughts of self ; materialism has not been allowed to run riot, and to envelop for ever the true ideals of our race. No; nor have we suffered the shafts of cosmopolitan catch-cries to allure us from those trends of Nationality, observance of whic created our martyrs and heroes.

    AMERICAN IRISH INDUSTRIAL COMMITTEE.

    O'Curry College Protest. Rev. Canon O''Dea, Adrn., Ennis,

    in the course of a letter to a meeting of the Committee of the O'Currv College held in Limerick, said that the proposed withdrawal by the De- partment of the grant for teachers' classes was an insult to Irish na- tional sentiment, which was particu larly provoking.

    The following resolutions were adopted unanimously:-

    '' We protest in the strongest terms against the withdrawal by the Department of the fees payable for Teachers' Classes conducted under the regulations, as it strikes directly at the Gaelic Colleges and threatens the continuity of their work."

    "\Ve call upon the Parliamentary representatives and public bodies of the country to support us in resist- ing this injustice, which is part of a general policy of starving Irish education in the name of Public Economy.''

    "We protest against the threat- ened breach of contract bv which the Department propose to withdraw grants for Teachers' Classes on the zoth of February, 1916, in the middle of the working session, under the programmes which the Depart- men t has sanctioned;"

    An Attack on the Fundamentals of Nationality.

    "Laegh,. writing in The Catholic Bulletin, says :-

    "During the past month there have been indications that forces arc being mobilised by small sections here a.nd there for attacks on some of the out- works of our nationality. If rumours count for anything the position of Irish in the National University is to be assailed, the Department and the Board of National Education are to withdraw supplies from Irish Colleges and from Teachers' Classes. It is even said that a raid on the fees for the teaching of Irish, and of the bilingual programme in the primary schools is contemplated. In these days of enthusiasm for the con- servation of small nationalities, the threatened attack on the national element in our education is remarkable To put it on no higher plane, we would mildly suggest to these amateur or professional strategists that such attacks just now are bad as diplomacy and bad as tactics, and are being formulated partly owing to a mistaken idea of the position. They are being formulated by persons to whom Ireland is largely an unknown quantity. But Ireland is not the negligible quantity that some of them assume. Ireland's national con- sciousness is gaining in strength; an attack on the fundamentals of her nationality will be instinctively re- cognised and will be strenuously re- sisted. The struggle. if forced to an issue. may be more far-reaching in its cficcts than the strategists imagine. The resources of native civilisation even in this small nationality are not yet exhausted."

Most of the stories. however. have not hitherto been published.

    Irish in the University. The enemies of Irish in the Univer-

    sity, beaten in their frontal attack. are 110\Y trying a flank movement. The Board of Studies is gentling forward to the Senate a recommendation that a minimum of 35 per cent. in English be made an essential for success in Matri- culation, and that students shall not be allowed to compensate for low marks in English by surplus marks in other subjects. If thi-, recommendution be adopted, students who get less than 20 per cent. 'in Irish may get through Matriculation. High marks in Eng- lish will help to pull them throuzh in Irish, but no amount of surplus ark!::; in I1h will. help the student \YlK, fnils to secure 35 per cent. in 1.;;11g1ih. T'he Senate meets on 11th inst. '\VP l rust it. will stand hy its nresr-ut rule.

    Listowel, writes us :- c , I regret to read in your last week's

    issue, that some classes in Clare have 'already been discontinued on the threat of withdrawal of Departmental grant. I would like to point out that even

    .under the notice issue d, this with- drawal does not take place till the end of February, hut I also venture to submit that the classes under the technical schemes will not be in any way . affected during this year by the withdrawal of the grant. These classes a .e all oraanised by Comity Technical Committees, and it. is with them the contracts -.,f instructors and pupils are made. The Department grant does not go either to instructors or pupils, but goes to the Technical Committee, and is, I believe, usually much in excess of the amount expended. by these Com- mittces on Irish classes.

    I understand the , usu '1.l practice is that the Technical Committees arrange for a lump sum with the Instructor, and then get the fees allowed by the Department. It seems to me, that thes- . contracts with the Technical Committee can be enforced whether any grant by the Department is gh en or not. No person who makes a contract with the County Council or any othe.r body is concerned with the question as to where that body gets the funds to fulfil the contract. That is the business of the Council or Committee, and, in fact. I understand that the expenses of these classes are deri vcd from three sources :-

    " (1) Rate struck by the County Council.

    "(2) Grant from the Department. "(3) Entrance fees paid by pupils." \Ye believe that no classes have yet

    been discontinued. but classes which were being organised have not been sanctioned.
