rULE 23: QUESTIONS
Questions can be posed to a speaker if and only if they are accepted by the speaker
Questions must pertain to content of speaker’s speech
The delegation yielded to may accept or deny the yield
You may yield any remaining time from a speech to another delegation
There are no double yields: yielded to delegation may not yield to a second delegation
Rule 27: Right of Reply
Can only be used if a speaker has insulted the national or personal integrity of another delegation
If granted, the offended delegation shall respond to allegations, NOT return insults
Note: Should be submitted in writing for GA Mains committees

Signatures Needed:
• Resolution: 1/5 of body (No fewer than 5 sponsors)
• Amendment: 1/10 of body (No fewer than 3 sponsors)
Any delegate can submit a resolution or amendment
Working Paper (WP)
• List of ideas, informal draft resolution
• No signatures required
Draft Resolution (DR)
• WP with required signatures
• Amendments can be submitted to any DR by any delegate
Voting Procedure
• Voting will take place on amendments (most destructive to least destructive) then the DR as amended

Rule 33: Point of Personal Privilege
The ONLY Point that may interrupt a speaker
Used to inform the Chair of a circumstance that may impair a
delegates’ ability to participate in debate For example:
Delegate cannot hear the speaker or the
Chair
rulE 45: Division oF Resolutions aNdAmendmeNts
• If motioned for, three votes will be take to complete process of dividing:
– A vote on whether the resolution or amendment will be divided at all (procedural vote)
• If passed, all proposed divisions will be accepted (and move on)
– A vote on each of the divided parts (substantive votes)
– A final vote on all of the accepted parts as a single DR (substantive vote)
Note: Preambulatory clauses cannot be amended or divided out
rULE 46: vOTING ON aMENDMENTS
If all sponsors of a DR agree with a submitted amendment, the DR may be withdrawn and resubmitted at the Chair’s discretion
Amendments are voted on in order of most destructive to least destructive via Chair’s discretion
Two contradictory amendments cannot pass
There is no distinction between “friendly” and “unfriendly” amendments.
