• Had a “kitchen cabinet” of advisers in addition to the official cabinet

• Used the presidential veto often, especially against projects that crossed state lines

• Spoils system—gave jobs to his friends; based on who you know, and not on ability

• Rotation in office—replaced some office holders so things would not get too set in their ways

• Believed that people were competent to help rule themselves
