Organisation and Administration
Institute at a glance
Bhagalpur College of Engineering (BCE), Bhagalpur was set up by the Department of Science
and Technology, Government of Bihar in the year 1960 with a view to establishing an
efficient system of technical education in Bihar. Earlier the affiliation of the institute was
under Tilkamanjhi Bhagalpur University (TMBU), Bhagalpur. Later on the college was
affiliated to Aryabhatta Knowledge University (AKU), Patna. Since the inception of this seat
of learning, it has moved ahead with the singular aim of training the students in the field of
science and technology, with an aim to offer down-to-earth practical solutions to the
innumerable engineering problems faced by the various industries, R&D cells and Govt.
Departments across the globe. This institute boasts of around 6000 alumni, contributing to
the enhancement of science and technology in India and abroad in several important
capacities which is a testament to the glorious tradition and contribution of BCE, Bhagalpur.
The institute offers full-time Bachelor of Technology (B.Tech.) degree programs in five
disciplines of science and technology, namely, Civil Engineering, Mechanical Engineering,
Electronics & Communication Engineering, Electrical Engineering and Computer Science
Engineering. Further, Master of Technology (M.Tech.) programme has been started in the
Electronics & Communication Engineering department from the year 2019. It has added a
new dimension to the academic frontier of the college.
BCE campus is located on NH-80, Sabour Road, Bhagalpur, Bihar. The college is
situated by the side of the Ganges and has a sprawling campus with lush green fields spread
over an area of 167 acres .The Bhagalpur Railway station is around 10 km away from the
college and the Bhagalpur Bus Station is approximately 8 km campus far. The proposed civil
aviation airport is 3 km from college campus. It has been organized in four functional
sectors:

Administration
The college is under the administrative control of the Department of Science and
Technology, Govt. of Bihar. For the academic and related areas it has to follow the guidelines
of the All India Council for Technical Education, New Delhi and Aryabhatta Knowledge
University, Patna. The Principal is the overall in-charge of all the activities and movements
of the Institute for smooth functioning and in order to make the administrative as well as
academic work efficient and effective, he nominates faculty members of proven capability to
look after each and every aspect.
Technical Education Quality Improvement Programme(TEQIP)
BCE, Bhagalpur had the privilege of being selected under the TEQIP II project of the
World Bank (2014-16). It was one of the two colleges of Bihar to achieve this status.
After the successful completion of the TEQIP II, the college was awarded the TEQIP
III project along with 6 other state engineering projects. The success of the TEQIP projects in
BCE, Bhagalpur can be gazed through its improved infrastructure, newly set up state of the
art laboratories, improved performance of the students in the GATE exams, placements and
so on.

Adequacy of budget allocation
Budget requirements are collected from every departments and sections before the
commencement of the financial year. Allocations are made as per the availability of funds. Spending is
monitored by the accounts section. Supplementary allocations are made in special cases. The institution
carefully monitors the expenses so that the necessities are met without affecting the smooth working of
the institution. The management has been very efficiently doing this over the past several years that the
institution never had any serious budget crunch that affected the functioning of the college.
Utilization of allocated funds
Funds are allocated by the Management. Department Heads/Section-in charges are
intimated of the extent of funds allocated against their budget proposals. Major works like construction,
up-gradation of existing infrastructure are executed by the management. Procurement and maintenance
of common utilities, house-keeping, procurement of furniture, lab equipment, books and journals,
computers, etc. are made by the purchase department.
Actions for procurement of lab equipment, up-gradation of existing lab facilities, purchase of
consumables etc. are initiated from the respective departments and the funds are released on a case by
case basis from the accounts department.

Departmental Activities
Department of Civil Engineering
The Department of Civil Engineering, since its establishment in 1960 has been at the forefront
of teaching in the field of Civil Engineering. Currently, the Department admits 60 candidates for
the Under-Graduate programme. In its regular academic programme, the department offers
basic B-Tech course in Civil Engineering which includes Structural Engineering, Geotechnical
Engineering, Transportation Engineering, Water Resources Engineering, Environmental
Engineering and Engineering Geology. The course makes the students capable in identifying,
formulating and solving civil engineering problems that meets specified performance, cost,
time, safety and other quality needs and objectives with professional and ethical responsibility.
The laboratories are well equipped with the state of the art instruments. The projects offered
are in keeping with the needs of the industry and the recent advancement in the technical field.
The Department provides research and consultancy services to various public and private
sector organisations, and receives research and modernization grants from DST Bihar, MHRD,
and AICTE. The Civil Engineering department had earlier been assigned projects of HUDCO in
which low cost housing in rural and urban areas are being constructed. One such low cost
housing building in the institute funded by HUDCO serves as an example to the public living in
rural and urban areas of Bhagalpur. The department also serves as a State Technical Agency to
the Ministry of Rural Development, Government of India.

intensive teaching learning process to meet global demands in the field of
Civil Engineering.

Workshops/ Events/Seminars organized
a) A seminar was held on ‘‘Design of Concrete mix’’ by Dr.Achintya, former principal
of BCE Bhagalpur on 05/07/2018. In the seminar, he delivered lecture on history,
scope, processes involved in manufacturing cement, types of concrete, various tests
for concrete (its components) and detail design procedure as per IS 10262: 2009 of
concrete.
b) A seminar was held on “Soil and Land irrigability classification for soil of
bhawanpur distributary ” by Dr. LB Roy, Professor of NIT Patna on 07/07/2018. In
the seminar he talked about soil characteristics for modified soil irrigability, Land
irrigability classification and different ways to determine soil irrigability class.
c) The webinar of around 60 minutes was conducted by UltraTech and hosted by BCE
Bhagalpur,on 28-03-2019. Lecture was given by Dr.K.V.L. Subramaniam , professor

d) A Workshop on AutoCAD software for students by CAD Desk was held from 30-07-
2018 to 04-08-2018. The workshop was on the basics of AutoCAD software like
Draw Toolbar, Modify Toolbar, and Dimensioning etc. The students also got hands on
practice on these toolbars. These courses were provided to the students to enhance
their all-round development.
e) The event “SETUBANDH" -a bridge making competition was successfully held under
"Civil Society”, Civil Engineering Department, BCE Bhagalpur on 10/04/2019. A total
of 13 groups competed in the competition. The groups were given a total duration of
5.5 hours to design and build the bridge and submit it for testing. The evaluation was
on the basis of efficiency and aesthetics of the bridge.

f) The Students of B Tech Civil of 3rd year visited to 4 Lane Cable Stayed Bridge
construction site at AguwaniGhat as an industrial visit on 04/02/2019. They learned
different component of bridge, importance of cable stayed Bridge and various
challenges faced while constructing the bridge. Project Manager also briefed them
about the project and also explained different aspects of this project like economy
and techniques. It was indeed a fruitful educational trip for the students at such an
early stage of their undergraduate engineering programme.

Department of Mechanical Engineering
Established in 1960, Bhagalpur College of Engineering is one of the oldest engineering colleges
in Bihar. The department offers courses to provide the students with sound knowledge in the
area of Mechanical Engineering for current need of modern industries. Mechanical Engineering
is one of the oldest departments in the college. Present intake of the department is 60 in the
undergraduate course. The department has well qualified and experienced faculty members,
well equipped laboratories, a centralized workshop and technical staff to guide students. Apart
from academic, industrial visits, software training, communication skill development classes
and industrial training are also arranged for the students. The department offers an excellent
teaching, learning environment to enrich students’ understanding about Mechanical
Engineering and techno economic development of the nation. Course curriculum has been
designed to prepare its graduates to become intellectual leaders in industry and academia.

Department of Electrical Engineering
The Electrical Engineering Department of BCE Bhagalpur was established in the year 1960. The
department offers one undergraduate program (B Tech in Electrical Engineering)
The department has highly dedicated and qualified faculty who impart individual attention to
the students, prompting them to rise above ordinary levels to face the competitive world. The
alumni are well placed in electrical core industries like SBPDCL, NBPDCL, BSNL, NTPC, IOCL,
BARC, ISRO, CIL, GAIL, ONGC, DVC as well as in various core industries. Our alumni are also
working as faculty in various government aided/self-financing engineering colleges. Also, a
fairly good number of our students had joined for post graduate programmes. Some of our
students are entrepreneurs too. The Electrical maintenance wing of the college is under the
Electrical department enabling the students to gain practical exposure from the department
itself. Also the various industrial visits, industry internships, attending industrial exhibitions
and talks by experts from the industry have helped the students to keep abreast with the latest
developments in the industry.
Apart from academics, the Department constantly strives to inculcate an awareness and
understanding of moral, ethical and professional obligations among the youngsters to mould
them as valuable engineers both for the industry as well as for the society. The department has
to its credit as Indian patent of an automatic electrical item developed by Dr.Patralekh, a
brilliant alumnus and HOD of electrical engineering.

Workshops/ Events/ Seminars organized
a) A 3 days hand on training was conducted for students and faculty members on “IoT
usingArduino” in April’19. The event was organized by Electrical Engineering
Department. Using an Arduino Uno and a DHT sensor, students learned to develop
an electronic device that will stream temperature and humidity data over the
internet. They were taught to program the system in such a way that whenever
there was a temperature/ humidity change, the system would send notification via
email as well as SMS from a remote location.
b) A lecture on Counseling on Psychology &Behaviourby Prof. C.B.P. Singh,
Professor of Psychology Department, Tilkamajhi University was held for students
on 02.04.2019.

Department of Electronics and Communication Engineering
The department of Electronics and Communication Engineering offers course on Analog and
Digital electronics, Microwave Engg., Radar Engg. and Antenna Engg., Microprocessor and
peripherals, Computer Communication and Networking. The course structure provides/ unique
blend of s/w skills along with the hardware skills. The student acquires proficiency in many
programming language ( like BASIC, FORTRAN, C, C++, Java, Dot Net, HTML and many more…
Stress is given on subject like Microprocessor, Programming Methodology, Signal Processing,
Computer Architecture and Organization, Data Communication, Networking and
Semiconductor Physics. With the changing face of communication, ample stress has been given
on subject like Digital communication and Mobile Communication along with sound theoretical
knowledge. Rigorous practical session provides students with all the necessary skills which
help them cope up with the requirements of the industry and the recent advancement in the
field.

Department of Computer Science and Engineering
The field of Computer Science and Engineering has been pushing the envelope of almost all
other disciplines, which use computing as a fundamental means of inquiry and tool for
discovery. Computer science and engineering offers exciting, intellectually challenging, and
rapidly growing career opportunities. It is the heart of where the action is: whether this means
intelligent game playing, mobile applications, smart robots, cloud computing, data security,
social networks, or bioinformatics.
The Department of Computer Science and Engineering was established in 2001 with an intake
of 45, enhanced to 60 in 2018. The department is headed by M.K. Mandal. The department
comprises well qualified faculties.
Teaching-Learning process is given at most priority in pursuit of improving the quality of
technical education. Innovative teaching aids and methodologies are used by the department
towards this goal. The efficacy of the Teaching-Learning process is reflected in the consistently
excellent results being achieved every year.

Twinning Activities a) A special lecture series was arranged for students of BCE Bhagalpur by the faculty members
of IIEST Shibpur on 17.12.18 and 18.12.18. An Optimization techniques course was
organized for the entire college and special lectures were taken for the students of Civil and
ECE department.
Moreover, a meeting was also held with the department twinning programme coordinators
to discuss future action plans of BCE Bhagalpur with IIEST Shibpur.
b) Students of CSE, ECE, Electrical & Civil engineering department of BCE Bhagalpur
participated in following programs at IIEST Shibpur in June’19.
(i) Deep Learning & Its Usability through Hardware Interaction: 24/06/2019 to
28/06/2019 (CSE Department)
(ii) Research and Innovations in Traffic Safety Engineering: 17/06/2019 (Civil Engineering
Department)

c) A Faculty Development Programme on Application and trends of IoT based Automation was
held in the month of June, 2019 at IIEST, Shibpur. It was attended by Mr. Rahul Kumar of ECE
department.

d) A Faculty Development Programme on Research and Innovation in Plastic Safety
Engineering during June, 2019 at IIEST, Shibpur was attended by Prof. Bikash Kumar Sah of
Civil Engineering Department.
e) Under collaborative research, three research project proposals were submitted jointly by the
faculty members of BCE and IIEST under the CRS of TEQIP III. Out of them, one project on
“Early Stage Breast Cancer Detection through Microwave Imaging System”was approved by
AICTE and other on “Adsorptive removal of heavy metals from water using hydroxyapatite
composites”, approved by AKU.
f) Two students of Civil Engineering Department from BCE Bhagalpur visited the Civil
Engineering Department, IIEST Shibpur on 13-14 May’19 with Mr. MD Nadir, Assistant
Professor (Civil) for the testing of soil samples taken from nearby areas of NTPC Kahalgaon.
This visit was regarding the college project work.
g) Four students from ECE Department of BCE Bhagalpur visited IIEST Shibpur on 08-09
May’19 for fabrication & testing of antenna for their project work and successfully completed
their work.
h) Around 100 students completed their summer internship at IIEST, Shibpur from 15 June to
15 July 2019 (20 each from CE,ME,EE,ECE,CSE).
i) The Electrical, Civil, ECE, CSE and Mechanical Department have successfully submitted the
SAR files with due assistance from IIEST, Shibpur. Meetings were conducted in this regard at
IIEST, Shibpur in December, 2018 and March,2019 in which the faculty members of BCE,
Bhagalpur were given the required feedback.

Induction Program
Bhagalpur College of Engineering, Bhagalpur had prepared itself to conduct a 3-week long
Induction Program which was scheduled to start from 09.08.2018 and continue till
31.08.2018. The event ran smoothly till 23.08.2018 and students were attending various
sessions with zeal. However, due to some unfortunate circumstances, the college was closed
during 24.08.2018- 14.08.2018. As a result, the Induction Program had to be stopped
midway. This resulted in cancellation of some important activities like familiarization to
innovation, local area visit etc. The proposed 21-day Induction Program ran for 14 days but
still the students benefitted a lot from the programme..
The following pages contain the details of events/activities conducted during the duration
of 14 days.
A. Inaugural Day
The inauguration ceremony was conducted on 09.08.2018 at the Seminar Hall, AutoCAD
Building. The chief guest Sri Vikas Vaibhav along with other dignitaries inaugurated the
Induction Program by lighting the lamp. The Principal, Prof. Nirmal Kumar, the guests &
dignitaries.. The students were audience to the valuable words of Sri Vikas Vaibhav, Prof. P.
Mahanta, Prof Vijay Kumar, Lt. Col. A. M. Velankar and Prof. K. K. Mukherjee.
Sri Vikas Vaibhav shared his experience at IIT Kanpur and gave a 3-D success formula i.e.
Desire, Dedication & Determination. Prof. P Mahanta asked the students to develop
flexibility in their mindset as they will have to face many challenges ahead. Prof. Vijay
Kumar advised the students to have good company and develop network among senior-
juniors for peer learning and mutual help. Prof. K K Mukherjee advised to keep a safe
distance from social media as most of the time students’ set a target but they forget it due
to distraction from social media.
B. Diagnostic Test/English/ProficiencyModules

To assess the shortcomings of newly admitted students in English, a diagnostic test was
conducted by Prof. Anshu Priya. In this more than 120 students were diagnosed with
problems in the usage of English language.
C. Diagnostic Test/Computer/ Proficiency Modules
To assess the shortcomings of newly admitted students in working on a computer, a
diagnostic test was conducted by Mr. Gaurav Kumar. In this more than 120 students were
found to be lacking in sufficient knowledge of the basics of computer usage.
D. General EnterpriseTest
General Enterprise Tendency (GET) test was conducted for first year students. The test is
aimed to find out the enterprising potential of a student. The test assesses six quality
parameters namely; Enterprising Skill, Self-Motivation, Creative Tendency, calculated Risk
Taking Ability and Locus of Control. It consists of 54 questions. Anyone scoring more than
81% has the maximum enterprising potential i.e. they can go for start-up at any time. The
aim of the test was to find out the dreamers who can have innovative ideas. The start-up
cell conducted this test in which around 125 students participated.
E. Expert Talk (Smt. Sampada Pachaury)
Smt. Sampada Pachaury focused on the development of skills. She told the students to focus
more on developing their skills and bringing new ideas rather than acquiring only bookish
knowledge. She told them that they have enough time for this and only requirement is to
have courage. She said that they are full of energy and they can achieve anything. Being
honest to ourselves helps in boosting our confidence. She also talked about Internet of
Things & Artificial Intelligence and gave them some idea of these topics as there is lot of
innovative works going on through these.

G. Human Values (Dr. Meena Rani)
Dr. Meena Rani started her lecture by talking about the youth power. She said we need to use
our youth wisely. She discussed the qualities of an ideal student. She quoted the famous poet
Robert Frost and ask the students not to fear from difficult situations. Motivating the students,

she said just don't follow the usual path. Try to make your own path so that others follow you.
She asked the students to keep the curiosity alive in them so that they can learn more & more.
Talking on poverty, she said if someone is poor, he should take his poverty in a positive way.
Poverty motivates a person to work with more zeal. A student must not waste money to look
rich; instead he should wisely use money to buy books so that he can learn more & more. She
also talked on importance of time management and told the students to utilize their time wisely.
They should not waste time in unproductive works instead they should utilize their time to
groom theircareer.
H. Motivational Talk (Sri Rajiv Kant Mishra)
Sri Rajiv Kant Mishra talked on personality development. He said that you can gain
technical knowledge in the next 4 years but personality development is something you will
not gain through reading books. It is a quality you have to develop. Nobody will judge you
in your college during your study period but once you go for a job, you are judged on the
basis of your technical as well as personality development. He said students should not fear
from failure. Students must participate in extracurricular activities & join students' club to
carry out extracurricular activities right from start. This will boost their confidence and
help them groom theirpersonality.
I. Registration for National Cadet Corps(NCC)
JCO of 3 Bihar Signal Company introduced NCC to newly admitted B.Tech to 1styear
students at the NCC office in BCE campus. He told the students that NCC provides a
platform for students of BCE ,Bhagalpur to make career in defence services, to live life with

respect and pride, to produce future leaders for the country. NCC also provides opportunity
of foreign tour and tourism on foreign sea shore. The objectives of NCC are character
formation, develop communication skills and brotherhood among students and also
develop leadership qualities. NCC makes responsible citizens and promotes national
integration in the mind of students.
Many students voluntarily came forward and showed their interest to join the 3 Bihar
Signal Company of NCC. The NCC activities ran under the supervision of Prof. Santosh Tudu,
NCC Officer, BCE, Bhagalpur.
J. Joy of Computing
Prof. Sourabh Suman took an interesting session on “Joy of Computing”. Through examples
and activities, he made the students understand the world of computers. He told the
students how the programming, animation etc. are joyful. The students were learnt basics
of computing, programming and animation. The students were also asked to make
animations.

K. Eminent Alumni Talk (Prof. Dhirendra Prasad Kumar)
Prof. Dhirendra Prasad Kumar is an alumnus of BCE, Bhagalpur. At present, he is heading
the department of Mechanical Engineering of BCE, Bhagalpur. During the talk, he shared his
experiences as a student of this college. He told the students about the history of BCE and
how BCE has gone through many changes from his time as a student to his time as a teacher
of BCE. He told about the esteemed alumni of BCE working across the country as well as
abroad. He tried to motivate the students to follow the path of BCE alumni and achieve
great heights.
L. Self-Development (Er. K. P.Rama)
Er. K. P. Rama told the students how to be a successful student with total personality
development. Er. Rama told the students about the magic of 3-A’s in life; Amplitude,
Attitude and Altitude. He said these three are not dimensions but decide the height any
student achieves. He told about the 9 steps of success in student life; skill, idea, team work,
customer satisfaction, deciding goals, new technology, high quality, noble suggestion and
right and smart execution of work.
He also told about the 9 hurdles that stop a student; old technology, idleness, standstill, leg
pulling, mutual misunderstanding, unproductive talks, absence, laziness and hate.
M. Importance of Spirituality in Modern Stressed Life (Swami Ishwarnam Das)
Swami Ishwarnam Das talked about the importance of spirituality in modern stressed life.
He talked about values like morality, respect, integrity and honesty. He talked about how
the society is losing morality and how this has led to increase in crime, corruption and drug

addiction among the current generation. He told that the actual progress lies in peace,
happiness, life satisfaction and security.
N. Professional Values (Sri Anubhav Jain)
Sri Anubhav Jain told the students that whether you go for a job or start your own venture,
professional values are very important for survival. He told the students that to get the
desired results in life; you need to be at the right place at the right time. He conducted
quizzes and discussions among the students to understand what he delivered during his
sessions.
O. Universal HumanValues
The regular lectures on Universal Human Values (UHV) were based on A Foundation
Course in Human Values & Professional Ethics prepared by Prof. R. R. Gaur, Prof.
Rajeev Sangal & Sri Ganesh Bagaria. The UHV lessons were delivered by Prof. Abhishek
Kumar Choudhary. The students were told that education is clearly about understanding

(what to do?), learning skills (how to do?) and practicing the understanding & skills leading
to fulfilment of one’s purpose. It is not just about learning skills (how to do?). Value
education deals with “what to do” (and “what not to do”) – it facilitates development of
right understanding. Technical Education or Professional Education deals with “how to do”
– it facilitates development of skills.
Cultural Club/Music
The Music Club organized workshops during the induction program for 1st year students.
Demo shown were FL Studio and Adobe Audition. Students were familiarized with music
theory concepts. They learnt about BPM (Tempo), harmony group, chords and melody.
They learnt how to sing with karaoke, microphone positioning. Every participant was given
the task to sing songs, solo/group. They performed well in duets.
P. Cultural Club/Photography
Picturesque- The Photography club organized a photo walk around the BCE campus in
small groups. The idea was to encourage the young minds to explore the aesthetic beauty of
the mundane campus grounds through their cameras. The students were given
demonstrations on particular photography techniques which they could utilize. About 95
students have registered in this club.
The sessions were conducted by Mr Pranab Baruah and Miss Anshu Priya, the faculty
coordinators discussed the tricks and tips for the basics of photography. The students were
provided information about focusing the image, placement of the subject, colour palette,
picture composition and so on. The skills that the students managed to hone were
immediately tested in the Photography competitions organized by the club on 21/08/2018
and 23/08/2018. The themes were Institution Building and Textures. Almost all students
has sent their entries and the winners were awarded. The pictures will later be displayed
on the club notice board.

Q. Cultural Club/Literary
Around 15 students expressed an interest in being a part of the literary club. Their
interests were discussed and these aspiring authors were given a chance to showcase their
creative writing talents. They wrote short poems in Hindi and English on subjects of their
interests. In the second meeting of the club, the students were given tutorials on how to
write captions for pictures andchange the meaning of a regular picture or enhance its
value. This culminated in a contest in collaboration with the Photography Club where they
assisted the photography club members in giving appropriate captions to their pictures.
R. Cultural Club/Painting
During the Induction Programme a short introduction on painting activity which comes
under cultural club was delivered to the newly admitted first year students. A few students
shown their interest to join in painting and we have registered their names. A theme on the

name “STARTUP CELL” was given as a challenge to test their painting ability and they were
found to be really interesting. Photographs were not taken.
U. Cultural Club/Drama
BCE, Bhagalpur has a Nukkad Natak Club. An audition was organized to find out the
students for the club. Around 20 students were selected for the Nukkad Natak Club.
S. Cultural Club/ Dance
Around 30 students of 1st year were involved in dance club activity during their Induction
program. There are three faculty coordinators and around 10 student coordinators from
2nd year students. Some of the student coordinators are specialized in some of the dance
forms. On the very first day, students were introduced to dance club and its members. On

the next day, they showed us their some moves and steps of dance and student
coordinators taught them some basic moves of the dance. For next days, they were
practicing dance moves with the student coordinators.
T. Swachhta Abhiyan (An initiative by the GOI)
Swachhta Abhiyan was planned in BCE Bhagalpur during the Students Induction Program
under the Government of India Initiative. The Induction Program was planned from 9thto
31st Aug 2018. Swachhta Abhiyan started with an inauguration event headed by the
Principal and managed by the Faculty Members. The Principal of the College gave a brief
speech on the Cleanliness of Mind Body and Surrounding. He stressed on the plantation in
and around the campus, development of healthy habits by not spreading garbage. He also
motivated the Students and Faculty members to follow Cleanliness in and around the
Campus as well as outside the Campus.
This event was started with the Cleanliness of the hostel areas, area near administrative
building and staff quarters. All the teaching staffs, students and non-teaching staff were
equipped with the required appurtenances for cleaning (i.e. dust removal and segregation
of garbage). A noticeable gathering was observed during this event even on 12thAugust
2018 which was a Sunday.
A. Swachhta group was formed which looked after the collection of all the images,
presentations and videos and various other works.
Swachhta Abhiyan was divided into various modules and work was assigned to the
students and faculty involved for the smooth running of the Abhiyan.

Different Responsibilities were assigned to different Swachhta groups.
One of the unique works done by students under the given responsibilities was the
Swachhta Games organized by them.
Cleaning near the Faculty Staff Quarters
Swachhta human chain was made by the faculty co-ordinator and instructor Mr.
Abhishek Kumar from Civil Engineering.
Around 60 Students divided in 7 groups, on the instruction of Faculty strived hard to
make Swachhta on the ground.
After the formation of the Swachhta human chain, they uttered various Swachhta slogans.

U. Familiarization toDepartment
The students of different branches were taken to their respective departments. They
interacted with faculty members of their department and got to know about their
specialization and area of research interest. The students were shown their department
labs and they were briefed about the use of instruments in different labs. The students
were also briefed about the subjects of their branch and application of subjects in their
field. They were also familiarized with the scope of their branch.
The students were accompanied by Prof. Saurav & Prof. Bikash Kumar Sah (Civil
Engineering), Prof. Reddy Ganesh & Prof. Rakesh Kumar (Electrical Engineering), Prof.
Mintu Singh (Computer Science & Engineering), Prof. Ritesh Kumar (Mechanical
Engineering) and Prof. Pushpendra Dwivedi (Electronics & Communication Engineering).

V. Unnat Bharat Scheme
Prof. Reddy Ganesh, Prof. Anish Kumar and Prof. Namami Krishna Sharma took these
sessions. Prof Reddy explained about the Unnat Bharat Abhiyan initiative of the
Government of India. He discussed rudimentary needs of rural India. During discussion,
students were told that employability, education, electricity, connectivity etc. are the actual
problems in India.
Prof. Reddy explained how rural population should be educated about various government
programs so that they can be benefited from. Prof. Anish Kumar shared a case study on
rural education. During the session, one student said that biometric and CCTV can improve
school attendance. Students were motivated to identity local rural problems and provide
innovative solution.
Prof Namami Krishna Sharma told that B.C.E is selected as participating institute in Unnat
Bharat Abhiyan in June 2018. Under this scheme BCE, Bhagalpur has adopted five villages-
Sardho, Mukheya ,Dhankar, Bhitti and Daudba. B.C.E. team has already visited these villages
and identified their local problems.
W. Introduction to Entrepreneurship

To motivate young minds right from the start, a presentation on Introduction to
Entrepreneurship & Start-Up was given by Prof. Abhishek Kumar Choudhary, Coordinator,
Start Up Cell. The motive behind this presentation was to create a change in mindset of
students. Most of the students have a “Job Seeker” mindset and it is the demand of the
situation to change this “Job Seeker” mindset into “Job Creator” mindset. Most of these
students have a very good GET score and therefore properly directing them towards
entrepreneurship is necessary.
X. Art of Living
The “Happiness Program” of the Art of Living was organized for the newly admitted
students under the Induction Program. The 7-day long program was attended by students
as well as some faculty members. The team from Art of Living taught them how to keep
smiling even in adverse situations through various activities, exercises & pranayams. The
students practiced the “Sudarshan Kriya” which is a great method of relieving stress and
releases all negative energies from the body. The instructors told the students that daily
practice of “Sudarshan Kriya” improves immunity, increases memory power, increases
mental strength and keeps away from acquiring negative energy. The students also learnt
and practiced the “Surya Namaskar” and various pranayams for a healthy and stress free
life.

GATE Results (2018-2019)
A special initiative of training the students for GATE exams as well as other competitive exams
has been taken, which is being funded through TEQIP-III. GATE Academy, Bangalore provided
the training to almost 500 students for all the five branches of the institute. Sixty one students
successfully qualified the test. A branch wise description is shown below:

Start Up Initiative Startup Cell and Institute Innovation Council organized various entrepreneurial seminars and
workshops. The cell organized “Startup Bihar Yatra” in collaboration with Startup India on December 15,
2018. A “Boot Camp” was organised in collaboration with Bihar Entrepreneurs Association on January
12, 2019. A team of 5 students and 1 faculty member (Dr. Parimal Sah) attended the Global
Entrepreneurship Summit at IIT Kharagpur in the first week of February. Later in the last week of
February, an “Idea Accelerator” seminar cum workshop was conducted.
The aim of the Startup Cell and Institute Innovation Council is to promote entrepreneurial culture in the
institute. Dreamers are encouraged to shape their dreams into reality.

Extra-curricular Activities
The students participated in the following competitions held on the occasion of the Independence
day.
a) Quiz Competition : Prashnottri
b). Debate (English and Hindi) on the topic UGC Autonomy in Colleges: Boon for higher

The winners were awarded in a prize distribution ceremony held on the Independence day, 2018.
Hurdang- The Dramatic Society of BCE,Bhagalpur presented a street play, “Swachh Bharat
Swasth Bharat” on 6th
October,2018 in the open auditorium of the civil engineering department.
Technoriti 2019
With a cornucopia of events, ranging from „CODERIFT‟ to „Nukkad- natak‟, the recently held
TECHNORITI‟19 (02/03/2019 – 16/03/2019) was organized with the usual pomp and show. Even
when the festival has come to an end, its exuberance and garish vibrancy, is still fresh in our minds.

1. RangoliRachna
The „rangoli-rachna‟ competition ,kickstarted the first day of TECHNORITI. The artistic
rangolis not only reminded us of our vibrant and diverse culture but also turned political this
year with beautiful works of art onthe Pulwama Attack, Swachh Bharat, Drug Addiction and
other social issues.
2. Debate
An eventful debate ensued on the topic “Are robots the cause of unemployement?” where the
participants contested how we are heading to a future where robots will replace the need for
human skill in certain job markets.
3. Picasso
The budding engineers unleashed their creative potential and chose their painting brushes to
give an expression to their ideas. The themes of the paintings ranged from deforestation,
pollution and corruption to save the girl-child.

quizzing can make the learning process a lot more fun. The event was conducted in two
rounds. The elimination round gave us four teams who battled it out on the second day of the
quiz completion. What ensued on the final day was a fun-filled war of wit, memory, and
intelligence. The question ranged from politics, science and technology and sports to current
affairs. The audience participation and their crave for earning chocolates for correct answers
made the event widely successful.
5. Coderift
This event was conducted to test the programming skills and the grip of the candidate
over different computer programming languages like C, C++,Java etc. The participants
were divided into two groups. The first group consisted of the students from the first and
the second years and these students were provided with objective questions based on
basic concepts of programming languages. The group of the third and final years (i.e. the
second group) was provided with questions based on simple programs which they had to
run on their respective computers in compilers.

1. Exhibition
The science and arts exhibition was held in the CSE verandah to enhance the technical
and creative skills of the participants. The participants presented different types of models
and art works in the exhibition. Solo as well as group projects were included.
The judges rated different projects on the basis of creativity, application of knowledge
and working method of the models.
2. KavitaRachna
With a pen in hand and an ocean of ideas to choose from, the participants of the bi-lingual
poetry competition, „KavitaRachna‟ recited original works on various themes like
Dharma, Childhood, A beautiful night and so on.

5. FilmiFunia
As the name suggests, Filmifunia was basically a quiz organized to test the knowledge of
the contestants about the entertainment industry. It consisted of 5 rounds.
The first round was a buzzer round and the participants had to answer 5 questions in 60
minutes as a rapid fire round. In the second round the participants had to tell the name of
the while his/her team members had to explain it to him without speaking. In the third
round one Bollywood and one Hollywood movie was selected at random and a clip was
played, the candidates had to tell the name of the movie and the director as well. In the
fourth round the participants had to tell the name of the actor/actress using his childhood
picture. In the fifth round the participants had to create a song using the script provided
by the hosts.

1. Extempore
The participants were given random topics and asked to give a speech without preparation
in a time limit of two minutes. Topics were picked mainly from environment, politics,
science and social awareness.
2. Rapid Maths
In this section, participants were provided with basic maths problems to solve within a
certain time limit. Time management and accuracy were the keys to unlock the trophy
chaste.
3. The writer’s pen
In an idyllic event, „The writer‟s pen‟, students got an opportune moment to pen down
their thoughts and explore their creative potential otherwise lost in the humdrum of
coursework and assignments. Within the time limit of an hour, they had to come up with
literary pieces based on the picture displayed on the smart board.

As Arthur C. Clarke puts it, “Any sufficiently advanced technology is indistinguishable from
magic” ,the competitions were not only aimed at introducing the participants to the world of
robotics but also taking the cardinal step in exploring its intricacies.
Around 10 participants competed in various events which spanned for 2 days. They were:

(i) LFR (Line Following Robot)- Extra people were eliminated using time duration
taken. The robot should be made to reach the end point in minimum time and
there are different paths available.
(ii) ROBOSOCCER- Play football but with robots
(iii) MATASYA AQUABOAT- Use robots to take boats out of water and place it in a
specific place
(iv) CERCUITRY- Round 1: MCQ‟S from Electronics
Round 2: Use circuit, breadboard etc to make robots.
2. Treasure Hunt
The hunt began with the elimination round in which the participants were asked mind
boggling riddles. Only selected teams were allowed in the main game. The participants were
required to find hidden objects and clues within the college campus in order to win the game.

2. Nukkad
Hurdang- The dramatic society of the college organized a street play in the open field of
the college campus on Day 2. The Nukkad team performed on the theme „Kitne Social
hain Hum' in which they sought to convey a message to the audience using songs and
musical instruments. They tried to draw the attention of the netizens towards how we
have engrossed ourselves in electronic devices and social media to such a degree that it
has made us oblivious to our surroundings and our actual living conditions.

The 16th of April, 2019 culminated in Umang as a part of cultural function where the students, both
boys and girls exhibited their talents by way of presenting group dance, songs, skits, poetry and
ramp-walk. The function was marked by prize distribution to the winners of the different
competitions. Umang was marked by gaiety, exuberance and wild applause. The success of the Fest
can only be described by the overwhelming number of participants and Umang‟s „joie-de-vivre‟ was
shared by the students as well as the faculty members. Finally, the function was declared closed with
the national anthem.
