    Property Owner’s Association

    2018 January Meeting

    January 22, 2018

    Called to Order: Board President Debbie Sharp called the meeting to order at 6:03pm. Board members present were Barclay Bowden, Robert

    Abernathy, John Spears, Robert Hartwick, Lori McGhee and Zac Bradley.

    Approval of Minutes: A motion was made and seconded to approve the Minutes from the Property Owner’s Association Board meeting held

    November

    Guests:

    Julia Hawkins – reported the vacant lot next to their home at 4908 Pebble Beach has a trespassing issue and requested a no trespassing sign

    be installed. After discussion, Julia was told this is ultimately a police matter.

    Jake Yancey – owner of Big Jake’s Tires would like to hold a family friendly music festival in the clubhouse parking lot with a band and

    concessions. Board will discuss before February meeting.

    Ron Rivers (on behalf of Tim Smith)– presented a Lake Maintenance Proposal on behalf of the HLE Lake Committee which included an

    additional $2.00 assessment per household per month. Board to review before February meeting.

    Treasurer’s Report: by Stacy Cyz on behalf of Cheryl Etheridge

    Year end 2017 balance sheet, profit & loss by month, profit & loss budget versus actual, and profit & loss 2016 versus 2017 were all pre-

    sented;

    Year end Net Income was $2,358.64; the budgeted Net Income was $94.38.

    Expenses discussed were Legal fees were less than budgeted and irrigation repairs higher than budgeted due to unbudgeted RPZ repair on

    Waterfall Way.

    Motion was made by Robert Abernathy and seconded by John Spears to approve the financials as presented. Motion carried.

    Manager’s Report: by Stacy Cyz

    Delinquent accounts as of December 31, 2017 were discussed; a motion was made by Barclay Bowden and seconded by Zac Bradley to turn

    two accounts belonging to Robert G. & Veronica Malagon Guevara and Clinton & Kymyra Moore, both of which are over 180 days, to

    the attorney for collection. Motion carried.

    Springhill gate exit side is having issues which seem to be the control board. Door King is replacing it.

    The cracked exterior glass pane in the banquet room of the clubhouse will be replaced by Jones Glass.

    New Business:

    Election of officers was held and the 2018 positions are as follows:

    Robert Hartwick, Vice President

    Lori Adcock-McGhee, Secretary

    Cheryl Etheridge, Treasurer

    The POA bank account needs updated signature cards due to the change in board members. Robert Abernathy and Robert Hartwick volun-

    teered to be added as signors; Debbie Sharp and Cheryl Etheridge will remain on the card. A motion was made by Barclay Bowden and

    seconded by John Spears for Robert Abernathy and Robert Hartwick to be added to the signature card. Motion carried.

    The Benton Planning Committee approved the plat for “The Point” at Hurricane Lake Estates, but the board has not received a copy of the

    Bill of Assurance. Debbie Sharp will contact Ted Van Tassel to obtain a copy for the board’s review.

    Annual owners meeting will be March 4th, 2018 from 2pm to 4pm. Robert Hartwick made the motion which was seconded by Zac Bradley

    and passed.

    July 4th this year is on a Wednesday, so another date must be chosen, and the fireworks company has offered to provide 10% more if the

    $5,000 fee is all paid up front instead of ½ in March and ½ the day of. After discussion, the fireworks will be on June 30, 2018, and the

    payment arrangement will remain the same per the motion by Robert Anthony and the second by Zac Bradley which carried.

    Old Business:

    Office remodel: Stacy Cyz obtained three bids to remodel the offices. Robert Hartwick made a motion to table the project until the next

    meeting. The motion was seconded by Lori Adcock-McGhee, motion carried.

    Highway 5 widening project: estimate late spring to close off main entrance at Waterfall Way and Highway 5. No traffic light has been

    approved; John Spears recommends homeowners write a letter to the highway department.

    Doors needing refinished at 5806 Westminster. James & Andrea McDaniels have been sent two 30 day notices for violation and assessed an

    admin fee for not addressing their weathered front doors. There is already legal action being taken for non-payment of dues. The board

    will revisit the door issue at the February meeting.

    Adjournment:

    A motion was made by Barclay Bowden to adjourn the January 22, 2018 meeting of the Hurricane Lake Estates POA board, the motion was

    seconded by John Spears and carried at 6:53pm. The next meeting will be February 19, 2018.

    day of every month.

    If you are not receiving a POA statement monthly via email

    you need to contact the POA office to verify we have the

    correct email address on file.

    If you do not receive your monthly statement via email

    you are still responsible for the dues & any late fees

    you’ve acquired.

    HLE Property Owner’s Association

    Executive Board Meeting

    February 1, 2018

    Called to Order: Board President Debbie Sharp called the meeting to order at 6:09pm. Board members present were

    Barclay Bowden, Robert Hartwick, Lori McGhee and Zac Bradley.

    Approval of Minutes: A motion was made by Zac Bradley and seconded by Robert Hartwick to approve the Minutes

    from the Property Owner’s Association Board meeting held January 22, 2018.

    Old Business:

    Office remodel - Stacy Cyz obtained three bids to remodel the offices. Three bids were obtained and have been

    discussed at prior meetings. After investigation, recommendations, consideration, and discussion, the board

    unanimously chose to use Justin Morrella, pending his answer to one question about the countertops. Stacy

    will get the answers and circulate via email for a final vote once received.

    Broken window in clubhouse – it was discussed in the last meeting that there was a broken pane in the clubhouse.

    Two bids were obtained – Jones Glass and Glass Doctor. Jones Glass being the lesser of the two, Lori

    McGhee made a motion that Jones Glass repair the window; Zac Bradley seconded. Motion carried.

    Jake Yancey – owner of Big Jake’s Tires would like to hold a family friendly music festival in the clubhouse park-

    ing lot open to the public with a band and concessions. For several reasons, including but not limited to liabil-

    ity, noise, and wear and tear on the POA facilities, Robert Hartwick made the motion not to approve the event

    and to refer Mr. Yancey to HLE committees to possibly sponsor an HLE exclusive event. Zac Bradley sec-

    onded the motion; motion carried.

    Ron Rivers (on behalf of Tim Smith)– presented a Lake Maintenance Proposal on behalf of the HLE Lake Com-

    mittee which included an additional $2.00 assessment per household per month.

    There was discussion about the importance of the lake to the neighborhood, but the bylaws prohibit expenditure of

    POA funds for property that is not owned by the POA. The POA does not own the lake. As a result, Robert

    Hartwick made a motion not to approve the $2.00 assessment, and Barclay Bowden seconded. Motion carried.

    Adjournment:

    A motion was made by Barclay Bowden to adjourn the January 22, 2018 meeting of the Hurricane Lake Estates POA

    board, the motion was seconded by John Spears and carried at 6:53pm. The next meeting will be February 19,

    2018.

    Ladies Bible Study

    We will be starting a new neighborhood ladies bible study on January 17th. We

    will be studying "Church of the Small Things, Making a Difference Right

    Where you Are" by Melanie Shankle. The study guide follows our DVD

    study. There's also a book but it doesn't follow along with the DVD but the

    material is related and enjoyable to read. You can purchase it at Lifeway,

    Mardels, Amazon, etc.

    HWY 5 Update

    The Arkansas Department of Transportation will conduct a public involvement meeting to discuss the pro-

    posed widening of Highway 5 between Interstate 30 and Alcoa Road in Saline County. This will be an

    open house meeting with no formal presentation. The public is invited to visit anytime during the sched-

    uled hours to view exhibits, ask questions, and offer comments.

    ArDOT to Host Public Meeting Feb 22 About Hwy 5 Widening The meeting will be Thursday February

    22nd from 4 p.m. to 7 p.m. at Spring Creek Baptist Church in the Fellowship Hall, at 19200 Interstate 30

    Frontage Road, Benton, Arkansas.

    LAKE COMMITTEE MEETING NOTES:

    02-12-18

    Meeting was called to order at 7:05 pm, with welcome by Tim Smith, Lake Committee Chairman.

    Since the last spillway clean up day was rained out, a new day will be established based on weather conditions. Anyone with

    chain saws, ATVs are asked to please help us cut up and burn all the brush to make the area beneath the spillway look nice

    Our AGFC fish count study will be conducted in April with the exact date to be announced soon

    Materials have been purchased to repair the boat bumpers surrounding the boat launch and area near the pedestrian dock. Those

    repairs will be made when the weather gets a little better

    The top of the spillway/level needs mowing and cleaning. Michael Rogers has offered to pay ($600) to get equipment needed for

    project, if the Lake Committee will provide the labor. It was suggested we ask Mr. Rogers for the money before project be-

    gins. Committee voted to contact with Mr. Rogers with that request. Volunteers are needed to assist in the project. Call Tim

    Smith or Bill Corley if you are willing to help.

    General discussion about the request submitted to the Board, asking for a monthly assessment to our dues of $2 per household, to

    maintain Hurricane Lake. This request will be considered by the Board and results announced at the 02-19-18 Board meeting

    Miscellaneous items discussed:

    -HLE Lake Appreciation Day celebration and fund raiser

    -Other ideas for fundraisers for the lake to include bar-b-q, chili cook-off, fish fry,

    cat fishing tournaments for the kids,

    -some vendors have been contacted regarding help with Appreciation Day

    -several ideas with regards to vendors, silent auction, entertainment and etc.

    Lake Committee Donations Most residents are not aware our committees operate solely off

    donations & fundraisers. The Lake Committee has many ideas to

    improve the lake. There are approximately 667 properties in HLE, if

    each property were to donate $24 to the Lake Committee that would

    give them approximately $16,008.00 to help fund these projects. If

    you'd like to make a donation to the Lake Committee you can stop by or

    mail you check to the POA office.

    Please be sure to write "Lake Committee" in the memo section of

    your check.

    If you can please put a sign that reads “Civitan pick up only” on your items you want

    picked up by Civitan. You can pick up your “Civitan pick up only” signs from the POA

    office.
