Alice in Winterland festival Southwark Park Ecological Statement

Compiled by Jon Best, Ecology Officer, Southwark Council 19th September 2018.

The location of the event is in the northern end of Southwark Park (see Plan). The site is parkland

and is dominated by amenity grass and mature Plane trees. The GLA habitat records lists the habitat

within the site as: Amenity grass (60%, 15.17ha); Bare artificial (5%, 1.26ha); Non- native wood (25%,

6.32ha); Non-native hedge (1%, 0.25ha); Scat trees (7%, 1.77ha); Shrubbery (2%, 0.51ha) The habitat

described has a low ecological value. There are records of 6 red or amber data species of bird and 3

species of bat recorded within 200m of the site.

The event occurs during the winter months so the impact on wildlife is considered to be low for the

following reasons:

Birds:

The majority of birds have completed nesting in England by August and many species will have

migrated to warmer climates by November. So there is a negligible risk of adverse impact on birds

from this event.

Bats:

Bats begin hibernating at the end of October so there would be no impact on bats as they are not

active during the events dates.

In conclusion there is a negligible risk to wildlife from this event. It is the view of the Ecology Office

that no ecology surveys are required for the reasons set out above.

Following on from the visit undertaken on Friday 11 Jan 2010, Quadron IDVerde are

in the process of clearing the site of leaves and debris as scheduled. This will

continue throughout today/tomorrow with ongoing litter picking for cable

ties/trackway grips and other items.

All site areas are accessible to the public.

All equipment, plant and site infrastructure was removed from site on

departure date.

Damaged Areas

There area 4 areas which will require additional reinstatement to include levelling.

Paradise Gate entry point – requires raking, seeding and soil.

Production area – requires raking, seeding and soil.

Grassed area near the band stand (where large grotto marquee was sited) and the

Dog and Duck pub area / Bone yard – requires levelling, raking, seeding and soil,

Rotavation is not required as was anticipated.

Generator area / Turfed space – the turfed area had now been fenced off to

prevent any further access) (animals digging holes in turf) this area will be raked,

seeded and soiled using the specific soil as advised by Philip Barwell. The cost of

the soil for this area (only) can be sent to the production company to forward to the

contractors.

Additional areas around where the public walkway (white supertrak) was sited will

require raking and seeding (Humpty Dumpty area / Chess board)

Reinstatement timetable

Works are ongoing and reinstatement works are expected to be completed by the

week ending 25 Jan.

Soil is being delivered at the end of this week.

Ecological and Aboricultural report.

Officers are arranging a site visit and will feedback their comments. The Park

manager is not aware of any issues.

Park Infrastructure

Nicola Cheetham has confirmed that there is no damage to park infrastructure –

benches, fencing or sign posts. No damage has been done by the steel shield.

Signage/banners

All banners and signage have been removed from the park. The marketing

team are in the process of removing borough wide marketing – there are 25

locations in total, over half have been removed and this task should be

completed by end of play tomorrow (16/11/2019)

Costs

Quadron IDVerde have submitted a quote for services however additional works

have been identified since the quote was submitted. A new quote has been

requested to be submitted on or before the end of this week (Friday 18 Jan 2019)

Next steps.

Quadron IDVerde to submit a final quote for works.

Eco and Aboricultural officers visit site and submit comments.

Events Team/Parks will monitor the reinstatement works over the next 2

weeks.

1. Decision That the application made by Marcus Van Der Gaag for a time limited premises licence to be granted under s.17 of the Licensing Act 2003 in respect of the premises known as Southern Park Lantern & Lights, Southwark Park North Section, Groom Road, London, Se16 2TX is granted as follows:

3. Conditions

The operation of the premises under the licence shall be subject to relevant mandatory conditions, conditions derived from the operation schedule highlighted in Section M of the application form, the conditions agreed with the environmental protection team during the conciliation process and the following additional conditions agreed by the sub-committee: 1. That the site will be cleared of all patrons by 23:00 hours each day.

2. That the tower lights will be turned off by 23:00 hours each day.

3. That waste receptacles will be provided in the external queuing area and waste

and/or refuse will be picked at the exit routes from the venue through the park at least once per hour throughout the day and 15 minutes after closing.

4. That the following policies shall be approved by the safety advisory group and will be provided to the licensing authority and kept with the licence:

Crowd management plan to include one SIA officer per 100 patrons queuing outside and signage outside the event arena to direct patrons to queue quietly. The SIA are also to actively discourage the consumption of alcohol in the queue outside the event.

Transport plan which includes active discouragement of driving to the premises and parking in the local roads and housing estates.

Noise management plan.

1. Reasons The reasons for the decision are as follows: The applicant advised that the Southwark Park Lantern and Lights Festival would be a unique lantern experience themed around Alice in Wonderland. The experience will take place in the northern section of Southwark Park. The lanterns are being designed around the popular children’s classic, Alice in Wonderland and will include a walk through the story created in lantern format. The event was designed to be interactive using slides and other audio visual effects to explore the lanterns. There would also be food and beverage traders, entertainers on the bandstand and special effects. There would be on bar at the bandstand area as well as one location on the lights route. The event arena would accommodate 2,000 patrons and there would be a staggered entry, allowing 500 patrons entrance every 30 minutes. The event will be ticketed and both pre-sale and on the door tickets will be available, with a sliding discount for local residents and borough wide residents. The licensing sub-committee then heard from the ward councillor who advised that that it was not appropriate for the events team to consent to an event of this size that would take place seven days a week in excess of six weeks, without the proper consultation of the local community. The area is densely populated, yet many residents were unaware of the proposed event. The events team may have recommended that the applicant liaise with tenant resident associations (TRAs), but no TRAs exist in this area, which the events team should have known. This apparent flaw in the consultation process had caused considerable anger in the community and residents were told any objections received after the licensing consultation period, would not be heard. The licensing officer, accepted a number of objections had been received after the licensing consultation period and in accordance with the Licensing Act 2003 and associated regulations had to be disregarded. The licensing sub-committee noted the representations from six other persons objecting to the application. The licensing sub-committee the licensing sub-committee noted that the representation from the environmental protection team, which had been conciliated. It was also noted by the licensing sub-committee that the applicant gave an undertaking not to apply for any temporary event notices during the period of the time limited licence. The licensing sub-committee were advised by the licensing officer presenting the item that that the application would extend the provision of entertainment at the park by an hour on Sunday to Thursday in addition to allowing the sale of alcohol. Permission for the event had already been given by Southwark’s events team. Effectively, if this licensing sub-committee were to refuse this application, the event could still take place under licence 10878 (but without the sale of alcohol and extended hours for entertainment). This licensing sub-committee is extremely concerned that such approval undermines the licensing process and without consultation with local residents. This licensing sub-committee therefore directs that a report is prepared and presented to the licensing committee on 23 January 2019 detailing the working arrangements between the events team, the safety advisory group and the Southwark’s responsible authorities under the Licensing Act 2003, how these joint working arrangements can be improved to ensure

consultation with the wider community so that the decision making process is open and transparent. In view of this, the licensing sub-committee grant this time limited application. By granting it, the applicant’s activities are regulated, which will be properly enforced, if necessary. In reaching this decision the sub-committee had regard to all the relevant considerations and the four licensing objectives and considered that this decision was appropriate and proportionate. Appeal rights The applicant may appeal against any decision: a) To impose conditions on the licence b) To exclude a licensable activity or refuse to specify a person as premises supervisor.

Any person who made relevant representations in relation to the application who desire to contend that: a) The licence ought not to be been granted; or b) That on granting the licence, the licensing authority ought to have imposed different

or additional conditions to the licence, or ought to have modified them in a different way

may appeal against the decision.

Any appeal must be made to the Magistrates’ Court for the area in which the premises are situated. Any appeal must be commenced by notice of appeal given by the appellant to the justices’ clerk for the Magistrates’ Court within the period of 21 days beginning with the day on which the appellant was notified by the licensing authority of the decision appealed against.

We would like to let you know about Alice in

Winterland - a new, family lantern and light

experience taking pace in the north end of

Southwark Park this festive season.

Alice in Winterland is an immersive experience

where you walk through over thirty famous

scenes. With over 160 giant character lanterns,

some over five metres high, they will be amazing

to see. After the tour there will be a Mad Hatter’s

tea party with Santa’s Grotto, food stalls, a bar

and a Christmas market.

In order to use Southwark Park, Southwark

Council has set a series of conditions on our use

of the site, including that there is ongoing

communication with local stakeholders and

information provided to residents. This letter

outlines the plans for the festival and we have

also collated some frequently asked questions

(FAQs), which answer queries around the impact

of the festival on the park and the local area. The

Things to Do Ltd is based in London and we believe it's important to bring families together at Christmas and other festive seasons, and that's why this event will be so special, giving people the opportunity to make long-lasting memories in the areas that they call home. We have been working with members of the local community, local schools and groups and have the support from the Friends of Southwark Park and local Rotherhithe Area Housing Forum to bring something new to the area. Whether you are an Alice in Wonderland fan, enjoy Christmas markets, are intrigued by the handmade lanterns or simply want a night filled with fun., it's the perfect adventure. Access to the park

We understand that Southwark Park is a well-used local park and it will remain accessible during the standard park opening times. Park users will always have access to areas around the installation and be able to pass through it from east to west until 2pm each day. The space

designated for the event, approximately 20% of

the park, and the access route through it are

marked on the site map. Pathways for residents

will remain open (marked in green) during the

standard park opening times each day, and none

of the entrances to the park will be affected.

Noise Management

Sound and music within the installation will be low

level background noise with some performances

A dedicated cleaning company will keep the park

clean during our time in Southwark Park. There

will be no loading or unloading of skips between

In agreement with police and the council, security

our area of the park and there will be a bag

search before entering the event.

Park protection

We are responsible for returning the park to its
