The “State of the City” will be presented by Mayor Linda

Dahlmeier & the City Council on Friday, April 1st at the Historic State Theatre.

The public is invited and encouraged to attend this event. The presentation will be

given three times, 3:00 PM … 5:00 PM … 7:00 PM. A great opportunity to hear,

first hand, how our City is doing. Fresh popcorn, water and information about the

City museums and events will be available in front of the theatre.

Thursday History Talk at MugShots Coffeehouse on Montgomery Street in Historic Downtown Oroville being well attended, it is obvious Alberta Tracy is a big draw. Her rendition of August Johnson, complete with the replica fish, made to size (eight feet, seven and one-half inches) by her late husband, David Tracy, was entertaining, interesting and educational.

This vibrant woman readily shares her vast knowledge with those lucky enough to be close by and listen.

We who enjoy history, appreciate Alberta’s passion and enthusiasm. Watching her in action is enjoyable, like savoring a delicious desert.

For those who are bored by history, meet Alberta Tracy. You are in for a treat. In her presence, history quickly comes alive.

Time to Get Wild: Wildflower Season Is Here!Photos and story by Alice M. Patterson

Oroville boasts many “one-of-a-kinds,” but the North Table Mountain Ecological Reserve (NTMER) just might be one of the most beautiful. Whether you’ve lived in the area for years, or are visiting for the first

time, Table Mountain’s wildflowers are a must-see. Created by ancient lava (basalt) flows, the North Table Mountain Ecological Reserve (NTMER) is an elevated basalt mesa with beautiful vistas of spring wildflowers, waterfalls, lava outcrops, and a rare type of vernal pool, called Northern Basalt Flow Vernal Pools. Fissures in the basalt soak up winter rains, forming seasonal streams and waterfalls. In a few places, however, the underlying basalt is impermeable to water forming a temporary pool. Soon to dry up after rains end, only specialized plants and animals adapted to this habitat can survive over time.

The area is great for self-guided tours, but every year during March and April, guided public tours of North Table Mountain are offered at 10:00 a.m.

and 1:00 p.m. Tour leaders discuss the area’s geology, vernal pools, waterfalls, wildflowers and wildlife. The hike lasts about two hours with a distance of 2 to 2.5 miles and involves hiking without established trails, over irregular terrain, and through several ravines. Stream crossings and somewhat difficult hill climbing

are required. Streams (depending on the frequency of rain) are often full earlier in the season, making crossings more challenging. You’ll want to assess your physical abilities before you register.

“Our family has been visiting Table Mountain every year for the last decade,” said Jann Carle of Chico. “The wildflowers are amazing, and we see something different every time we go… it’s a fantastic outing for the entire family,” she said.

Wildflower season begins slowly with a few species flowering in late February and progresses through April and a little into May, with peak blooms about middle April. However, the peak and intensity of

wildflower blooms can vary highly from year to year depending on the timing and amount of rain.

Tours are limited to 25 participants, and will go rain or shine – hazardous weather will cancel. Dress for the weather. Hats, sunscreen, snacks, water, and sturdy closed-toe footwear and are recommended. Dogs and pets are not allowed on tours.

North Table Mountain Ecological Reserve is open to the public year round dawn to dusk. To get there from Hwy 70 in Oroville, exit at Grand Ave (Exit 48). Go East on Grand Ave for one mile. Go left on Table Mountain Boulevard for one- tenth of a mile. Go right on Cherokee Road approximately 6.3 miles north to the reserve. Official access is through a small parking lot on the west side of Cherokee Road. For additional information, call 916-358-2869.

What would happen if you were mentally or physically unable to take care of yourself or your day-to-day affairs? You might not

be able to make sound decisions about your health or finances. You could lose the ability to pay bills, write checks, make deposits, sell assets, or otherwise conduct your affairs. Unless you’re prepared, incapacity could devastate your family, exhaust your savings, and undermine your financial, tax, and estate planning strategies. Planning ahead can ensure that your health-care wishes will be carried out, and that your finances will continue to be competently managed.

It could happen to youIncapacity can strike anyone at any time. Advancing

age can bring senility, Alzheimer’s disease, or other ailments, and a serious illness or accident can happen suddenly at any age. Even with today’s medical miracles, it’s a real possibility that you or your spouse could become incapable of handling your own medical or financial affairs.

What if you’re not prepared?Should you become incapacitated without the

proper plans and documentation in place, a relative or friend will have to ask the court to appoint a guardian for you. Petitioning the court for guardianship is a public procedure that can be emotionally draining, time consuming, and expensive. More importantly, without instructions from you, a guardian might not make the decisions you would have made.

Advanced medical directivesWithout legal documents that express your wishes,

medical care providers must prolong your life using artificial means, if necessary. With today’s modern technology, physicians can sustain you for days and weeks (if not months or even years). To avoid the possibility of this happening to you, you must have an advanced medical directive.

There are three types of advanced medical directives: a living will, a durable power of attorney for health care (or health-care proxy), and a Do Not Resuscitate order (DNR). Each type has its own purpose, benefits, and drawbacks, and may not be effective in some states. You may find that one, two, or all three types of advanced medical directives are necessary to carry out all of your wishes for medical treatment. Be sure to have an attorney prepare your medical directives to make sure that you have the ones you’ll need and that all documents are consistent.

Living willA living will allows you to approve or decline

certain types of medical care, even if you will die as a result of the choice. However, in most states, living wills take effect only under certain circumstances, such as terminal injury or illness. Generally, a living will can be used only to decline medical treatment that “serves only to postpone the moment of death.” Even if your state does not allow living wills, you may still want to have one to serve as an expression of your wishes.

Durable power of attorney for health careA durable power of attorney for health care (known as a health-care proxy

in some states) allows you to appoint a representative to make medical decisions for you. You decide how much power your representative will have.

Do Not Resuscitate order (DNR)A DNR is a doctor’s order that tells all other medical personnel not to

perform CPR if you go into cardiac arrest. There are two types of DNRs. One is effective only while you are hospitalized. The other is used while you are outside the hospital.

Protecting your propertyWithout someone to look after your financial affairs when you can’t,

your property could be wasted, abused, or lost. To protect against these possibilities, consider putting in place a revocable living trust, durable power of attorney (DPOA), or joint ownership arrangement (or a combination of any or all options).

Revocable living trustYou can transfer ownership of your property to a revocable living trust.

You name yourself as trustee and retain complete control over your affairs. If you become incapacitated, your successor trustee (the person you named to run the trust if you can’t) automatically steps in and takes over the management of your property. A living trust can survive your death. There are, of course, costs associated with creating and maintaining a trust.

Durable power of attorney (DPOA)A DPOA allows you to authorize someone else to act on your behalf.

There are two types of DPOA: an immediate DPOA, which is effective immediately, and a springing DPOA, which is not effective until you have become incapacitated. Both types of DPOA end at your death.

A DPOA should be fairly simple and inexpensive to implement. However, a springing DPOA is not permitted in some states, so you’ll want to check with an attorney.

Joint ownershipA joint ownership arrangement allows someone else to have immediate

access to property and to use it to meet your needs. Joint ownership is simple and inexpensive to implement. However, there are some disadvantages to the joint ownership arrangement.

Some examples include: (1) your co-owner has immediate access to your property regardless of incapacity, (2) you lack the ability to direct the co-owner to use the property for your benefit, (3) naming someone who is not your spouse as co-owner may trigger gift tax consequences, and (4) if you die before the other joint owner, your property interests will pass to the other owner without regard to your own intentions, which may be different.

More Rain....Isn’t it wonderful??? Yes! We may have some discharge of what might be called “discharge from the dam.” We have enough H20 to do that. Amazing.

Everything is so green and beautiful. I have lilacs, new little yellow roses and plum blossoms in my yard. Thanks water.

Also, yard cats. My cute little “Spot” has spots on her and on her little cat feet. Adorable. She even has a little black heart on her nose. Cute and charming in a little cat way. Spot and the others do not like the rain very much, but still they play in it. They have their little routines, and so do I. Don’t we all?

We are seeing more Code Enforcement vehicles out and about, checking things out, watching for trouble, ready to serve. Nice to know. Thinking enforcement brings me to the new giant signal light situation at Acacia and Oro Dam and Orange. Something is always happening there, well, just not smooth operating traffic as of today. I’m frequently the only car/driver set at the light, and waiting for the signal to change. I guess its complicated and then I wish for just stop signs instead. I’m impatient I suppose, but will not just drive through. Oh well, someday.

City Museum Docents have been busy with school tours. The kids are always excited to see something new to them, they like to hear the stories that go with those facilities, and they invigorate us. Keeping up with the kids is great. Ms. Bode’s class from Paradise was with me the other day and the mannequins creeped them out, the kids toys were fun, but they LOVED the kitchen. They especially liked the cheese grater, the ice cream churn and the waffle iron. They had so many questions and were so well behaved. Wonderful.

New happenings at the corner of Montgomery and Myers Streets...the Miners Alley Brewery has purchased and is in process of improving the bus corner and making it into a place for pleasant

outdoor eating and visiting. The Patio on Spencer Street is wonderful, beautiful inside, great food and an outdoor eating area is coming up soon. A new restaurant is moving into the Bird Street Cafe location, a new food establishment is on the west side of the Feather River on Oro Dam Blvd., a new Chinese buffet/sushi place is coming at the old Blueberry Twist location on Oro Dam Blvd. next to Rent a Center and the Dollar Store. Soon there will be a Starbucks and a Panda place. We are growing. New housing will be coming soon as well.

A visitor from Texas came in to the Pioneer Museum the other day and went through the building and displays. He was very happy to have come in and stated that he was so surprised because it is huge and has artifacts he has never seen before....Told his kids this was really a “find”. Loved hearing that. It is after all a 6000 foot building crammed with some amazing items and chuck full of stories. If you haven’t been in, come in soon.

I’m still not back on Facebook. I kind of miss it, not that I expected that. I’ll get back on soon, I feel I’m missing out. Will I see you at the Wildflower Festival April 2nd? I hope so. It is fun, and don’t forget the scene on Table Mountain, wildflowers galore. Don’t forget your camera.

The parks and grounds at all the museums look especially good now. The roses at the Lott are getting ready to bloom, the azaleas are already blooming in their stunning fashion and the purple wisteria is lazily draped over the arbor. When I was there the other day a woman and baby were having professional photos done. What a backdrop for photos it is. Come and see us. The fee for the museum is $3.00 or $2.50 with a AARP card. A passport is available at City Hall and is good for four people, for any number of times one wishes to go to any City Museum in a year. Good deal. Check it out. I do love this town and the people in it. Couldn’t ask for a better place. Have an artful day, enjoy! -Freda
