Get Ready for China!

The EU SME Centre is an EU Commission-funded project which helps EU SMEs to do business in China by providing

them with a range of information, advices, training and support services.

The Centre is implemented by a consortium of six partners and was established in October 2010. It successfully

completed its first phase in July 2014 and has now entered its second phase which will run until July 2018.

The China-Italy Chamber of Commerce (CICC) is a business

organization that aims to boost the internationalization and settlement

of Italian business and to promote the “Made in Italy” in the PRC.

The CICC offers informative, training and business networking

opportunities to the companies as well as a voicing platform for them

to share topics of common interest.

Moreover, to companies interested in strengthening their business in

China, the CICC offers consultancy, assistance and marketing

services.

The CICC is one of the six Implementing Partner of the EU SME

Centre.

Introduction

The idea of inanimate objects coming to life as intelligent beings has been around for millennia. The ancient Greeks had

myths about robots, and Chinese and Egyptian engineers built automations.

The beginnings of modern AI can be traced back to classical philosophers' attempts to describe human thinking as a

symbolic system. But the field of AI wasn't formally founded until 1956, at a conference at Dartmouth College, in Hanover,

New Hampshire, where the term "artificial intelligence" was coined.

But achieving an artificially intelligent being wasn't so simple. After several reports criticizing progress in AI, government

funding and interest in the field dropped off – a period from 1974 to 1980 that became known as the "AI winter." The field

later revived in the 1980s when the British government started funding it again in part to compete with efforts by the

Japanese.

The field experienced another major winter from 1987 to 1993, coinciding with the collapse of the market for some of the

early general-purpose computers and reduced government funding.

McKinsey Global Institute estimated in its famous paper "Big data: The next frontier for innovation, competition, and

productivity" that "by 2009, nearly all sectors in the US economy had at least an average of 200 terabytes of stored data".

By 2016, the market for AI-related products, hardware and software reached more than 8 billion dollars and the New York

Times reported that interest in AI had reached a "frenzy".

Guideline on Artificial Intelligence Releases

Key Concepts:

• China as AI global innovation center by 2030.

• Necessity to innovate the basic theories of AI.

• Build innovation platforms to coordinate different hardware, software and clouds.

• Investigate advanced theories which could revolutionize AI (advanced machine

learning, brain-like computing, quantum intelligent computing, etc.)

• Train more AI professionals.

AI Cases in China

Tencent is building a robot research lab in China’s manufacturing heartland

Tencent, the company behind China’s biggest chat platform WeChat, will open a robotics lab in

Shenzhen, upgrading the company’s research effort in the AI area.

• Why robots? Tencent is researching different AI algorithms, from the Go-playing program Fine Art

to AI software control systems: interacting with real objects is also an opportunity to develop AI

research on vision and language.

• Factory reset: Rising labour market prices stimulate the research on robots that can substitute

manufacturing workers in labour-intensive companies in Shenzhen. Therefore the location of the

lab.

• Rising power: Tencent already has two AI research labs, and a publisher of research papers.

China’s other two tech giants, Alibaba and Baidu, are also investing in AI research.
