A total of 186 participants(bishops, priests, religious, andlay people) from the diocesesof Tandag, Surigao, Butuan,Malaybalay and Cagayan de
Oro graced the 1st CABUSTAMBEC Regional Assembly. Thiswas held at San Lorenzo deRuiz Pastoral Center, Ampayon,Butuan City on August 12-14,2015 with the theme: “BuhingKristohanong Katilingban,Kalig-on sa Simbahan saKabus.”
The Archdiocese ofCagayan de Oro sent 27delegates headed by Most. Rev.Antonio J. Ledesma, SJ, DD, andRev. Fr. Julius B. Clavero, SSJV,BEC Director together withother BEC formators.
The delegates were
welcomed during the openingmass at St. Joseph Cathedralby the main presider, Most Rev.Juan de Dios M. Pueblos, D.D.,Bishop of Butuan. In his homily,
Bishop Pueblos emphasizedthat true Christian witnessesin the community starts andare nourished in basic ecclesialcommunities.
Some of the highlights ofthe said event were: the talkof Bishop Emeritus ZachariasC. Jimenez, DD on the impactof the BEC on the Church ofthe Poor; the national BECsituationer presented by Rev.Fr. Amado Picardal, CSsR,Executive Secretary of theNational Commission on BEC.Most Rev. Jose A. Cabantan, DD,
incoming Bishop in-charge ofthe National Commission onBEC, also shared his valuablethoughts, experiences, andhopes for the BEC.
At the end of the assembly,the delegates drafted andapproved the CABUSTAMBEC statement afirming theimportance of BEC, its lightsand shadows, as well as thechallenges and dreams of BECin each diocese and the wholeregion.

We, Muslim and Christian religious and sectoral leaders from various parts of Mindanao, gathered in Cagayan de Oro City on August 29, 2015 toconsider the fate of the proposed Bangsamoro Basic Law (BBL) currently
pending b efore Cong ress.
The BBL—one that is meaningful—is a key ingredient of the peace process between the government and the Moro Islamic Liberation Front(MILF) that aims to give closure to the armed conflict that began in 1968. Thedecades-long rebellion has claimed the life of at least 120,000 people and ledabout a million to permanently flee their homes and communities to restarta new life away from strife.
A meaningful BBL is one that includes the spirit of social justice articulated
in the Constitution, addresses the historical grievances of Muslims, faithfulto the Comprehensive Agreement on the Bangsamoro (CAB), and respects thehuman rights of every one.
Therefore, as advocates of peace, we are hoping that Congress will enacta meaningful BBL. Congress should match the gains already achieved bycommunities and grassroots peoples in Mindanao in maintaining the peacethrough the long and arduous years of establishing a civilian-led ceasefiremonitoring mechanism and advocacy for peaceful and nonviolent means toresolve the Moro conflict.
We are saddened that prejudice, bias, and deep-seated bigotry stilldominate public discourse and opinion-forming about the BBL, to whichmany legislators pander on in order to advance their interests in electoral
politics. This is not healthy for a legislative exercise aimed to shape a newreality for a people and region long mired in conflict and underdevelopment.
The peace process transcends electoral politics. We therefore call on themembers of Congress to rise above themselves in the interest of social justice.
We are worried over the persistent delays suffered by the proposed BBL in
Over the past three months, religious leaders from various faith
traditions have met and raised their voices in support of the peace
process in Mindanao and, in particular, for the passage of an enhanced
Bangsamoro Basic Law (BBL) draft now pending in both houses of
Congress.
The Catholic Bishops’ Conference of the Philippines Plenary
Assembly issued its statement, “Striving for a Just Peace, the Moral Road,”
on 11 July 2015. Subsequently, on August 29, at a Religious Leaders-
Legislators Meeting in Cagayan de Oro, convened by Tulay Kalinaw
Mindanaw, Christian, Muslim and Lumad representatives issued “A Call
for the Primacy of Social Justice.” Then on Sept. 21, the Universal Day of
Peace, a larger group of multireligious leaders convened at the Ramon
Magsaysay Center in Manila to express their views towards “Action of
Solidarity for Peace in Mindanao.” This interfaith group, including
women religious superiors and Muslim women, also agreed to form an
Interreligious Council of the Philippines.
In the two gatherings of multi-religious leaders, several consensus
points were expressed.
Enactment by Congress of a meaningful BBL is necessary for the
success of the GPH-MILF peace process. A meaningful BBL should adhere
closely to the Framework Agreement and the Comprehensive Agreement
on the Bangsamoro (CAB). These were earlier signed by both government
and MILF peace panels and widely publicized. The current drafts in the
House of Representatives and the Senate, as analyzed by Atty. Maria Julia
Asis in the Cagayan de Oro forum and Atty. Marlon Manuel in the Manila
forum, fall short of the expectations of civil society and the MILF. In
particular, the Senate alternative bill formulated by the Marcos committee
even removes some of the powers already granted to the Autonomous
Region of Muslim Mindanao (ARMM).Social justice as the central theme of the 1987 Philippine Constitution
provides the overriding framework and spirit for the BBL. Atty. Christian
Monsod, one of the presentors in the Manila forum, elaborates on this:
“Our Constitution gave social and economic rights equal primacy
with civil and political rights based on the primacy of human dignity….
Adjusting starting positions is what social justice is about, which is the
central theme of the 1987 Constitution…. Bangsamoro is about social
justice.”
The CBCP statement points out the three major grievances of Muslim
communities which need to be addressed by social justice provisions:
“the reduction of their ancestral territory, the erosion of their cultural
identity, and the loss of self-determination in the development of their
communities.” “Social justice,” continues the CBCP statement, “implies
the other moral principles of just peace and inter-religious harmony.
A CALL FOR THE PRIMACY OF SOCIAL JUSTICEthe legislative mill. We are also concerned that the current versions that cameout of the committee-level considerations in the House of Representativesand the Senate do not measure to the minimum requirements for genuineautonomy. Hence, there is growing perception among the Moro communitiesthe government is not serious in making true its commitments enshrined inthe CAB.
Among others, the histor y of the peace process with Moro rebels islittered with examples that act to strengthen this perception: the 1976Tripoli Agreement of Peace that was not implemented; the 1996 Final Peace
Agreement to implement the 1976 agreement but was not thoroughly carriedout; the 2008 Memorandum of Agreement on Ancestral Domain that wasaborted due to legal questions.
We ask Congress to optimize its legislative calendar in an effort to churnout a meaningful BBL, soonest.
We have listened and reflected upon the obtaining dynamics of ourcommunities. We are concerned that a failure to have a meaningful BBLwould only favor the interests of traditional politicians and lead to the
growth of adherents to extremist approaches and ways.On our part, we will continue the work of helping foster tolerance for
religions and cultures to lessen or take away biases and prejudices. We willreach out to like-minded peace advocates to widen and sustain this long-term effort.
The road towards a peaceful and progressive Mindanao is still long, and probably winding and thorny. Even then, we wil l continue treading this road for as long as it takes.

BBL Whither?Religious Leaders Call for Peace in Mindanao

The BBL addresses and tries to put a closure to the long history of
conflict among the peoples of Mindanao –involving Muslim, Christian,
and indigenous people communities. “Mamasapano is not one incident;”
points out Monsod, “it is part of a 40-year war that has been interrupted
by attempts at peace.” Chairman Mohagher Iqbal, the other speaker at
the Manila forum, pointed out three stages in the MILF’s struggle for the
Bangsamoro: from armed struggle to a political struggle (in the crafting
of the BBL), to a democratic struggle (once the BBL is passed and a
plebiscite and elections are held). He reiterated the MILF’s readiness to
engage in a peace-and-development process for Muslim Mindanao.
A diluted BBL cannot bring about a just and lasting peace for the
peoples of Mindanao. Chairman Iqbal presents the MILF perspective:
“A watered down BBL violates the letter and spirit of the FAB andCAB. To the MILF, a bad BBL is worse than no BBL at all. This kind of
law will not only be a menu for the continuation of the problem, but will
also bring the MILF down. The MILF’s credibility and any claim to moral
ascendancy will be severely hit or shattered. Consequently, those who do
not believe in the way of peace will celebrate and boost their chances to
be heard and get recruits to push their agenda through radical means. Let
us join hands to prevent this to happen.”
Religious leaders exercise a key role in removing biases and
prejudices among the peoples of Mindanao as well as in other parts of
the country. The CBCP statement points out the historical paradox of this
situation: “Bias and prejudice are part and parcel of the deep mistrust
between Christians and Muslims, two peoples coming from the same
Abrahamic faith.”
In the workshop group discussions, several recommendations were
made: engage in intra-faith and inter-faith dialogue; conduct culture
of peace seminars; listen to the voices of Muslim and Christian women
in dialogue; organize a peace vote for the coming elections; project the
message of peace through mass media and social communications.
Fr. Albert Alejo, SJ, one of the panel reactors in the Manila forum,
recalled the six summary S’s for peace that came out of Mindanao-
wide consultations several years earlier. These are Sincerity, Security,
Sensitivity, Solidarity, Spirituality, and Sustainability. Ms. Amina Rasul-
Bernardo, another panelist, proposed the person of Maryam (or Mary) in
the Koran and the Bible as the focal point for a common devotion to our
Mother of Peace among Muslims and Christians alike.
Whither BBL? Regardless of its final outcome in Congress, the
imperatives for Social Justice and lasting Peace provide the moral
guideposts for the continuing engagement of multi-religious leaders in
Mindanao. Peace among religions can be the first step.

SEEDS OF HOPE
RECONCILIATION MEANS HEALING THE PAST
Perhaps, the most important part of the seminar is the healing process where the
participants sit in a circle in a victim-offender setting and where each participant is given the
chance to speak his or her painful experience of the past while the others listen with emp athy.
The process is usually highly charged with emotion. In this session, one gets to realize that
he or she does not have the monopoly of pain. Then, the whole process ends up with the
participants hugging each other in reconciliation and making peace with one another.

As part of rebuil ding the communi ties affected by the wars, the parish has organi zed
several villages inhabited by Muslims, Christians and indigenous people. Representatives
of the parish, village leaders and local Muslim peace advocates negotiated with the military
and MILF not to make these villages battlegrounds for their forces. Instead of driving the
combatants away, we made them as partners, believing that no one has the monopoly of
goodness. In these villages, several socio-economic projects and peace-building activities were
implemented in order to address the visible and invisible effects of war. These communities
are now called “Spaces for Peace and Children as Zones of Peace” communities.
Last Holy month of Ramadhan, I brought a journalist to one of these villages. The
village leader told us that the Interfaith Council that we organi zed three years ago is still active
and that the members still meet every month. He said that last Eid’lFitr (end of Ramadan)
the Muslims and Christians contributed food. They placed the food on a long table and they
joyful ly ate together with thei r bare hands- Muslims and Christians, men and women, child ren
and adults.
DIALOGUE AS A WAY OF LIFE
The seed of reconciliation has been sown and it seems it continues to grow bit by bit.
The process is slow but it brings hope and a lot of surprises. Where before you didn’t see a
Muslim coming to the parish compound, now you see them come. It is no longer a private
space for Christians alone but a public space. Muslim kids selling corn and peanuts freely
come without fear. Some Muslim friends would sometimes come to the convent and share
meals with the priests. During the meal s, sometimes they would lead the prayer; at other times
the priests do.
During Muslim weddings, th ere are also Christians who stand as sponsors. At the same
time, during Christian weddings, there are also Muslims who stand as sponsors. At one
wedding at the parish church, I was surprised to see three bridesmaids wearing ‘tundung’ or
headdresses. I found out later that they were Muslims and that they were classmates of the
bride in high school. I also stood as a sponsor in two Muslim weddings.
During patronal fiestas, the parish usually receives Muslim visitors in the convent and
the parish prepares ‘halal’ food for them. Likewise, during their religious celebrations such as
Ramadan, Christians also go around visiting their Muslim friends to show their solidarity with
them.
Every summer, the parish youth
ministry holds a month-long sports andcultural fest. Aware of the new vision-
mission of the parish, for the last three years
the youth leaders have opened the event to
Muslim and Protestant youth as well; many
of them are their neighbors, classmates and
friends.
CHALLENGE TO RELIGIOUS LEADERS
Pikit parish is reaching out to the
different parishes in the archdiocese,
conducting intra-religious dialogue among
priests and lay leaders first; and then inter-
religious dialogue and culture of peace
seminars among Muslims, Christians and
Indigenous people second.
Dialogue is not just the work of one or two experts in Islam. It is an “integral part of the
evangelizing mission of the Church” (Redemptoris Missio). Hence, it must be t he local church,our Basic Ecclesial Communities that must be in the forefront of this dialogue work of the
Church.
In saying this, I would like to point out that religious leaders play a very important role
in this work. However, there are some of us who, without the knowing it, become part of the
problem by re-enforcing the thick walls of division , biases and prejudice; rather than being part
of the solution by building bridges of reconciliation.
The challenge for parishes is not so much to build their own kingdom but to build the
kingdom of God. To realize this, parishes must recommit to the Gospel and be ready to become
instruments of God’s goodness to every human being, regardless of who they are.
PLANTING THE SEED
Grassroots peace-building is like building blocks. You don’t put the blocks on top. You
start from the bottom up. In Pikit, we continue to plant the seed of goodness not even knowing
if and when it is going to grow. But we trust in God’s Providence that whatever goodness we
have planted will blossom only in goodness and that goodness alone will remain in the end.

On September 07, 2015, I was sentby His Excellency Archbishop Antonio J.Ledesma, S.J., D.D., for a week-long 4thAsia Oceania Mariological Conferenceheld at the Capuchin Retreat House inLipa, Batangas. Cardinals, archbishops,bishops, priests, deacons, seminarians,nuns and a few lay leaders fromdifferent parts of Asia participated inthe conference which carried the theme“Eucharistic and Marian Consecration ofthe Church of the Poor.”
The conference started onSeptember 08, the Feast day of theNativity of the Blessed Virgin Mary witha dawn motorcade and a regatta, (luvialprocession) bringing the differentimages of the Mother of God – Motherof the Poor – Mother of Asia around Taal
Lake and ended at the Municipality ofLaurel with the celebration of the HolyEucharist.
This is actually a tour conferencewhere talks were conducted in thedifferent Marian Shrines and sites of theentire Archdiocese and a good numberof Mariologists from different parts ofAsia were invited to expound on the sub-themes.
The irst conference was given byMost Rev. Bishop Broderick Pabillo,D. D., Auxiliary Bishop of Manila,about Poverty in Holy Writ, MarianPerspective. In this conference, the goodBishop presented poverty in Scriptures– views of the poor, theological frame,key biblical texts, expressions, whythe poor are poor and the Christianresponse. This was immediately
followed by the second conference givenby Most Rev. Joseph Vianney Fernando,D. D., Bishop of Kandy, Sri Lanka, aboutConsecrated Life in the Service of LayEvangelization among the Poor of Asia.Bishop Fernando stressed the meaningof evangelization and consecrated life inthe Asian scenario today, contemporarychallenges to consecrated life in Asiaespecially the challenge of prayer whichI quote here:
Prayer and contemplation aretwo highly valued religious exercisesin all Asian religions. Do our religiouscommunities give the primarywitness of being centers of prayer andcontemplation? For Jesus, His being andHis mission to the world was deeplybound up with prayer. The Gospels
present Jesus absorbed in prayer, attimes, throughout the night. The wayJesus carried out His mission was theway of contemplation and action.
The next conference was held inCalaca, Batangas on the theme: MaryPoor, for the Poor and from the Poor.” Thetalk was given by an Argentine Priest,Fr. Luciano Felloni, – who has been inthe Philippines for 21 years, most of itin Smoky Mountain, Manila. He sharedsome notes on Teologia del Pueblo(Theology of the People). I noticed thatit seemed to him very easy to share to usthis kind of theology because he actuallylived with the literally poor people inPayatas whom he “loved so much andso dear to his heart.” He stressed thatit is the theology of Pope Francis (who
was once his confessor when he was
still in the seminary in Argentina), atheology that is universal but needsinculturation – it is t he same messagebut said in different ways. He furtherstressed that, “Teologia del Pueblogives great value to popular pietyas deeper form of popular devotion– sees popular faith as fruit ofevangelization – theological virtuesinculturated.”
The following day, theparticipants were brought to the88-meter tall (288 feet) monument ofthe Mother of all Asia, a 130-hectareworld destination in Monte Maria(Mount of Maria), Batangas City. The4th conference was given by MostRev. Rolando Santos, C.M., a Filipinomissionary bishop assigned to Papua
New Guinea (PNG) on the theme“Poverty: Blessing or Curse?” Most ofhis sharing was his experiences withthe poor in PNG. From his experience,he said that indeed, “poverty is botha blessing and a curse, depending onthe kind of life man lives.”
Right after this conference,the 5th one was given by Rev. Fr.David Gomes, a Marian priest fromBangladesh on “Mary, Mother of AllAsia, Mother of the Poor.” Fr. Davidlimited his presentation on “Mary,who came from the common peopleof her time, lived a life of Gospelpoverty, and thus she is the Mother ofthe poor. He then presented how in aspecial way Mary as the Mother of thepoor is also the Mother of all Asia, “asAsia is home of many who are poor,
the poor of Yahweh.”Back to the Capuchin Retreat
House the following day, we had our6th conference given by a JapaneseMariologist, Sr. Luca Maria RitsukoOka, STD., on “Marian Icons of Poverty.”Sr. Luca Maria (Luke Mary) presentedthe overwhelming icon of Mary inthe Scripture as poor. “She lived inNazareth, a little and insigniicantvillage in Galilee—a place far fromJerusalem, the center of Israel.” Otherimages of Mary presented by Sr. LucaMaria were from the Old Testamentespecially the many prophesies aboutMary, the Vatican II documents andthe many encyclicals on Mary.
Immediately after the conferenceof Sr. Luca, the 7th was given by
Telesphore P. Cardinal Toppo, anIndian, about the theme “Mary Starof Evengelization and the IndigenousPeoples.” His sharing focused onwhat he thinks of Mary as the Starof Evangelization in connection withthe indigenous people in India that heserves. With this, three things came tohis mind as the center of his down toearth sharing: 1. Mary as the Star—that shines; 2. Mary as the Star—thatguides; and 3. Mary as the Star—thatoffers comfort and protection.

DMII Conducts Youth Social Media Awareness Seminar

One of the major mission thrusts
of the Daughters of Mary Immaculate
(DMII) is morality in media. Queen of
Peace DMII Circle from Our Lady of
Fatima Parish, Camaman-an, Cagayan
de Oro City, initiated the Youth Social
Media Awareness Seminar held on
August 16, 2015.
Participants were the junior
members of DMII called Squirettes
of Mary International (SMI) who are
circle/diocesan members and officerscoming from different DMII circles/
parishes of the diocese of Cagayan
de Oro City. Parish youth and parish
pastoral council officers/members,
through Sis. Joy Umaran and Bro. Tarc
Cagasan, were in attendance. They gave
their full support physically, morally
and spiritually which inspired the
participants and seminar organizers.
Mr. Uriel Cabaraban Quilingguing,
an accomplished journalist, presented
a lecture that was logical, easy to
understand and full of true-to-life
experiences related to social media
communications. This kept his audience
attentive and interested throughout of
his presentations.
Quilingguing expounded on
the importance of social media,
comparing the past and present
forms of communications, and how it
changed life styles, world views and
social values of the present generation
and the global world. He further
discussed the “DO’s” and “DON’Ts”; the
negative and positive effects of social

and challenges encountered at home,
school and other social environments.

visits Cagayan de OroAt 5:30 AM of September 7,
2015, the Archdiocese of Cagayande Oro City welcomed the pilgrimsymbol of the InternationalEucharistic Congress 2016 fromthe Diocese of Cebu City. Fr. JoelR. Lasutaz, SSS, Br. Coke Prieto,Fr. Allan Pulgo and Fr. JulianoRetiquez and the enthusiasticcommunities from Santuario
Eucaristico, Consolacion,Nazareno, Macasandig, EcoChurch and the Cathedral werepresent.
A welcome rite, presidedby Fr. Joel, was celebrated tointroduce the pilgrim symbol atthe port’s waiting area. Then amotorcade followed from the portto Santuario Eucaristico where awelcome Mass was celebrated inhonor of the IEC pilgrim symbol.
This was chosen as thesymbol for the IEC as it remainsa reminder of the beginning ofChristianity in the Philippines.The very day in 1521 that thecross stood on this land is thebirth of the Christian faith in our
hearts.That cross is the symbol
of: the faith we embrace; love welive through making ourselveswitnesses of the gospel; the Christin us, our hope of glory.
The replica symbol alsocontains the images of: SanLorenzo Ruiz, Filipino Martyr; St.Pedro Calungsod, Filipino Martyr;St. Joseph, Protector of the Church;Our Blessed Mother Mary.
The purposes of the pilgrimageof the symbol are:
1. Spiritual: The visit of thesymbol is the visit of God. It is areminder of the beautiful gift ofcommunion that as we are gatheredtogether, there is God.
2. Promotion: This serves asan awareness and invitation to allof the upcoming once-in-a-lifetime51st International EucharisticCongress 2016.

After theMass, there was a procession of theBlessed Sacrament and the transferof the IEC pilgrim symbol to SanAugustine Metropolitan Cathedralwhere it stayed another two daysfor the lay community to visit.
On September 10, 2015 at6:30 AM, a farewell Mass in honorof the IEC symbol was celebrated

Parcipants of the Process Seminar
The Christian Familyand Life Apostolate (CFLA)through the MarriageEncounter programconducted a processseminar on September11, 12 and 13, 2015 at
the Missionary Sisters ofthe Holy Family FamilyCenter, Upper Camaman-an,Cagayan de Oro City. Thesaid seminar was open tocouples who have undergone theMarriage Encounter seminar andother interested individuals. It wasattended by seven couples and fourindividuals who are single.
The three-day-seminar aims toenhance personal awareness – thegrowth of each participant – therebypromoting and strengthening therelationship of couples. The mainfacilitator was Sr. Janette D. Porras,MSHF, and she was assisted by iveME couple facilitators: Dodong & BethBeduya; Boy & Darling Lazo; Jin &Fely Araneta; Tony & Tita Pontipedra
and Benjie & Lolit Bacarrisas.The Guide to Personal Analysis(GPA) helped the participants toexamine themselves as a result oftheir lived experiences which stillaffect them now. Journalizing helpedthem to draw out past experienceswhich proved to be very effective intheir journey towards emotional,psychological and spiritual liberation.
The said approach, coupledwith the small group processing,provided a venue to express variousemotional baggages which led themto self-awareness, a crucial stepin the healing process. It also gavethem moral support realizing thatthey are not alone in their struggles.They came to realize that painsand struggles are a part of life andeverything has a purpose, which God
only knows.The day’s session started with
an opening prayer, offering all ofthe group’s intentions to God. Thenthe Gospel of the day was read andfollowed by the individual relectionand sharing. After the morningpraise on Saturday, Holy Mass wascelebrated by Rev. Fr. Garry D. Igot,SSJV. His homily deepened the topicspresented during the day whichhelped the participants’ relection.The day’s activities ended with anight prayer.
There was a fellowship on
the second night, and each groupprepared a presentation. It was anight of all nights of merriment andlaughter as the participants showedtheir talents and versatility.
Everyone is so grateful to Fr.Garry D. Igot, SSJV, ACFLA director;Sr. Melodia A. Tamparong, MSHF,ACFLA coordinator; Sr. Janette D.Porras, Superior General of theMissionary Sisters of the Holy Family,who showed very effective facilitatingskills and knowledge; the smallgroup facilitators; the openness andcooperation of every participant;the unwavering commitment of thesupport staff; the simple, nutritiousand delicious food; the wonderfulambiance; and most of all to the greatGod whose love and compassion
never fails.
