Ouachita River Haven Trip Report

By: Karen Pitts

If you were waiting for the weather to be perfect or the river level to come up, you are definitely going to miss out on a lot of paddling fun!

We all piled into Ouachita River Haven on Friday, June 22. Present were Steve and Grace Eyler with grandson Ben, David and Karen Pitts, both couples with their travel trailers. This left Roy O’Neal, Wayne Kiefer, and Dee Jaye Teutsch camping ORH shelter. I think it was about 8X10. We were joined by new friends Sherry, Hunter, Megan and Richard tent camping close to the river. Other new friends, Dennis and Barbara were camped at Marilyn’s in Mt. Ida. That night other campers at the Haven were celebrating a birthday and we enjoyed their fantastic fireworks show.

Saturday we rallied about 10 am and were excited that it had rained earlier that morning. This gave us a little more water in the river. Our estimate river level was 2.34. That was the best we could find out since there is NO service at Ouachita River Haven. The best bet was to do Dragover Loop because other reports suggested that the rest of the river was just a hike. We found that there was enough water to make it through all those rocks, even Big Rock. No one swam but several were stuck on gravel bars. Saturday’s potluck dinner table was packed full with tortellini spinach salad, meatball sliders, several fruit salads, crudités of vegetables and fruits, ending with a pan of brownies.

If you are interested in river levels check out the Ozark Creek Information Summary http://www.ozarkpages.com/cgi-bin/stages.pl?ST=level . It has the name or section of the river, rating, level and reference gage. On the reference gage is current level and in parentheses the runnable low and high stages. Check it out.

Kids in Boats

By: Sandy Roerig

On June 28, 2018 several members of the Bayou Chapter of the Ozark Society provided their knowledge and expertise to the Outdoor Activities Camp at the Red River National Wildlife Refuge (RRNWR). This camp included girls and boys age 9 through 14 who were gaining experience in fishing, archery, maze maneuvering and other activities.

A highly anticipated activity was going out on Lake Caroline in a canoe or kayak. The 44 camp participants were divided into 4 groups that arrived at predetermined times during the day. The first group, along with their adult leaders from the RRNWR, first received instruction on land about basic safety, paddle strokes and how to safely enter and exit a canoe or kayak. Jack and Marsha Land delivered thorough details about boats and personal flotation devices (PFDs) before demonstrating correct, effective paddle strokes.

The next step was to actually put the boats in the water. There had been a brisk wind around 9:00 that morning, so there was uncertainty about the safety of allowing inexperienced paddlers to venture out in solo kayaks. Fortunately, the wind had subsided by the time the land instructions were finished and several camp participants enjoyed paddling in the bow of a canoe while experienced adults handled the stern position. The rest of the group tried paddling kayaks – with great success. Of course, there was always a safety boat present, thanks to Larry Moore who patiently patrolled the lake during the entire event and Tammy Jernigan who also provided skilled safety boat assistance.

By the time the second group of campers arrived at the boat ramp, the wind had died down and all the kids eagerly vied for positions in one of the boats. Sandy Roerig provided some basic instructions in how to hold a paddle while she fitted PFD’s on everyone. All the campers had a chance to paddle either a kayak or a canoe - their choice.

After a quick lunch, the third group of campers arrived. For this group and the fourth (and last) group, Sandy provided detailed safety instructions on land before taking the kids down to the boats and fitting their PFD’s. The kids quickly learned how to safely enter boats and had plenty of time to enjoy being on the water. Some campers actually got to try both canoeing and kayaking. Everyone had a great time!!

Many thanks to those Bayou Chapter members who provided stern paddling and paddling tips for the young canoeists, Roy O’Neal, Gary Hackman and new member Sarah. Also, thanks to Dick Maxwell who transported the Bayou Chapter kayaks, helped with loading boats and fitting PFD’s as well as provided moral support. Marian Howard served as the official photographer.

It was another fun event – and good example of partnering between the Bayou Chapter and the RRNWR – join us next year!

Ozark Society Board Meeting

By: Sandy Roerig

The Ozark Society Board met on Saturday morning, July 7 at the Donna and David Peterson castle near Conway, AR. Dick Maxwell, Roy O’Neal and Sandy Roerig represented the Bayou Chapter. President David Peterson opened the meeting.

Minutes: Minutes from the previous meeting on April 29 were submitted by Alan Nye and had been circulated by e-mail. Minutes were approved as submitted.

Treasurer’s report: Treasurer Kay Ewart gave the treasurer’s report. David discussed the expenses related to the C&H hog farm. Both legal expenses and research expenses have been incurred. Some expenses have been shared with other organizations such as the Buffalo River Watershed Alliance. Approximately $40,000 has already been spent and there is no end in sight for resolving the issue. The hog farm continues to operate and the quality of the water in the Buffalo River appears to be declining. The possibility of having more fund raisers was discussed. The treasurer’s report was approved.

David also discussed the Neil Compton Scholarship in Natural Sciences ($3,000) and the Harold and Margaret Hedges Memorial Scholarship in Ornithology ($1,000). These scholarships are awarded to students at the University of Arkansas. Janet Parsch, representative of the Ozark Society Foundation, will find out how the awardees are selected.

Old Business: C&H Hog Farm. David presented a timeline of the State legal actions related to the C&H hog farm. The original permit to operate the farm (under Regulation 6) was issued by the Arkansas Department of Environmental Quality (ADEQ) in October 2011. The Ozark Society and other environmental organizations were unaware of this action, but started legal proceedings to shut down the hog farm when its existence was discovered. There is justifiable concern that waste from the hog farm will pollute the Buffalo River because the farm is located very near Big Creek which drains into the river. The original permit expired in October 2016.

In May 2016, the ADEQ issued a decision to not renew the Regulation 6 permit for the farm to operate. C&H then applied for a Regulation 5 permit and in February 2017, the ADEQ was prepared to issue that permit. After public comment, ADEQ requested additional information from C&H. In December 2017, C&H asked for additional time to respond to the request for information. In January 2018, ADEQ denied the application for a Regulation 5 permit. C&H requested a stay of the denial, which was approved by ADEQ. The issue remains unresolved and the hog farm continues to operate.

(a Reg 6 permit allows regulated discharge of liquid waste following federal rules; Reg 5 permit follows state rules and does not allow discharge)

Neil Compton Awards. Chris Kline (Membership Chair) described the recent event in which the Neil Compton Award was presented to Doug James. The Highlands Chapter sponsored the event at the Butterfield Trail Retirement facility. Joe Neal from the Audubon Society was the speaker and gave an outstanding presentation. There was good attendance and all enjoyed food and drink provided by the Chapter. Alan and Janet Nye are planning the ceremony in which Alice Anderson will be presented with the Neil Compton award.

Roberts Tract Resolution. A total of $80,000 is needed to obtain the land and an endowment. Ross Noland is raising funds. There is optimism that the land will be obtained and the Buffalo River Trail can be completed.

Fundraising. Laura Timby presented an idea for having Pint Night at a local outdoor supply store, the Pack Rat. Beer for this event is supplied by local breweries. The Board members voiced support of this idea and provided information for Laura to complete the application form.

Membership Report: Chris described efforts by the Highlands and Sugar Creek Chapters to obtain new members. The Chapters are sponsoring a Young Naturalist program for 7-9 year olds. There will be short hikes close to Fayetteville with education provided. Also, the Chapters will participate in Secchi Day on Beaver Lake on August 18. This event has lots of kid activities and it is hoped that participants for the Young Naturalists can be recruited at Sechi Day.

Conservation Report: Alice Andrews discussed the ongoing testing of Mill Creek and the possibility of removing the dam on Little Sugar Creek that has already failed multiple times. She also noted that the ADEQ will have a hearing on July 26 regarding a bill on permits required for disposition of salt water waste from oil field fracking.

Education Report: Fred Paillet discussed his book that will soon be published.

Ozark Society Foundation Report: Janet Parsch discussed the possibility of making the Chair of the Foundation Board a voting member of the Ozark Society Board. Laura made a motion to approve this suggestion. Alice seconded the motion. Motion passed unanimously. Alan noted that this change will need to be approved as an amendment to the Ozark Society Bylaws.

Luke pointed out that the motion will need approval by the General Membership. This approval can be sought at the upcoming fall general membership meeting in October.

Janet Parsch also discussed the Ozark Society Foundation publications. The Buffalo River Handbook has been updated and bids for printing will be received soon. Fred’s book is nearly finished and will be printed on demand. It is hoped that an updated Trees of Arkansas will soon be printed – an electronic version of the original Carl Hunter book was recently discovered.

Fall General Membership Meeting: Sandy Roerig announced that the Fall meeting will be held October 13-14, 2018 at Lake Claiborne State Park, LA. Registration will begin at 8:00 on Saturday morning, followed by a general meeting at 9:00. There will be a potluck supper at 6:00 pm and entertainment will be provided by a Bayou Chapter member Kenny Miller with his musical group. The Board meeting will be held at 9:00 on Sunday morning, at one of the cabins.

Communications Report: Luke Parsch, Vice President, discussed the changes needed for the Ozark Society website. He and Carolyn Shearman are diligently working on this project.

Outing Reports: Janet Nye, Pulaski Chapter Chair, discussed the Buffalo River float that was held July 9. There were about 20 participants and it was a great trip.

New Business: David described the upcoming Conservation Day Festival celebrating the birthday of Neil Compton that will be held August 10. Chapters can put up displays. There will be food and music entertainment.

David named a nominating committee for the 2019-2020 Board. Luke, Janet Nye and Sandy agreed to serve on the committee. The committee will present a slate of officers at the fall meeting.

Chapter Reports:

Highlands Chapter – Chris discussed the Neil Compton Award event. The Chapter had weekly hikes until mid-May and one week later, they held a spring picnic that was well attended.

Bayou Chapter – Roy O’Neal, Chair of the Chapter, discussed the recent Duck Pond CleanUp, the recent well-attended evening float on the Red River and the event at the Red River National Wildlife Refuge at which Bayou Chapter members assisted 9-14 year olds in canoeing and kayaking.

Pulaski Chapter – Janet Nye stated that they have excellent speakers at their regular meetings and will host the upcoming Neil Compton Award ceremony.

Meeting adjourned.

Grill and Chill on the Red River

By: Wayne Kiefer

The Paddle on the Red went very well.  Wednesday June 27th members of BCOS organized a fun paddle from Sci-port to Stoner boat launch on the Red River, Members and interested boaters joined us in the 1-hour paddle. 20 vessels of all types made the journey from kayaks, canoes, paddle boards and inflatable kayaks. After the paddle we enjoyed food and drinks at the Stoner pavilion.  26 people in all came and enjoyed the outing. I'd like to thank Dee Jaye for her post, which had 57 hits on Facebook and the people who shuttled boaters and organized the cooking.

Thanks to the all BCOS members and future members who attended and made this a good evening.  We ended the adventure with an almost full moon rising. We will try it again soon, maybe July 18th.

Please send your feed back on the location, time and day for future local paddles to [email protected].  Sorry I can't change the temperature outside, paddle faster!!
