The meeting was called to order at 11:00 a.m.
Ms. Amy Romano, Chief General Counsel, swore-in new Chair, Eileen Rhodes; new board member,
Martesha Brown; and new board member, David Arenas.
Amber Evans took roll call. For the record, Chair Eileen Rhodes and members Pam
McDonough, David Arenas and Martesha Brown were present at the Chicago meeting site.
Ms. McDonough moved and Mr. Arenas seconded a motion for the adoption of the agenda with
the modification that agenda item #20 be moved up to agenda item #5. Chair Rhodes called for a
vote, and the motion was approved unanimously.
Ms. McDonough moved and Mr. Arenas seconded a motion to move to Executive Session for
the purpose of discussing personnel matters. Chair Rhodes called for a vote, and the motion was
approved unanimously.
Executive Session was convened at 11:03 a.m. One agenda item of business was discussed.
Ms. McDonough moved and Mr. Arenas seconded a motion to return to open session. Chair
Rhodes called for a vote, and the motion was approved unanimously.
Regular session reconvened at 11:10 a.m.
Ms. McDonough moved and Ms. Brown seconded a motion to adopt Board Resolution 19-02 as
presented in Executive Session appointing Jim Underwood to serve as Executive Director of the
Capital Development Board effective upon the adoption of this resolution. Chair Rhodes called
for a vote, and the motion was approved unanimously.
The CDB Board Chair and Members welcomed Jim Underwood as the newly appointed
Executive Director of the Capital Development Board.
Ms. McDonough moved and Mr. Arenas seconded a motion to approve the minutes of the March
12, 2019 meeting. Chair Rhodes called for a vote, and the motion was approved unanimously.
Ms. McDonough moved and Ms. Brown seconded a motion to approve the executive session
minutes of the March 12, 2019 meeting. Chair Rhodes called for a vote, and the motion was
approved unanimously.
All attendees and guests in Springfield and Chicago introduced themselves to the Board. There
were no guests in Collinsville.

Ms. Hennigh presented to the Board proposed changes to the Illinois Energy Conservation Code
administrative rules.
Mr. Justin Koscher with the Polyisocyanurate Insulation Manufacturers Association (PIMA), Mr.
Bill McHugh with the Chicago Roofing Contractors Association (CRCA), and Ms. Margaret
Vaughn with CRCA provided comments to the Board on the proposed rule changes to the
Illinois Energy Conservation Code.
Mr. Arenas moved and Ms. McDonough seconded a motion to reverse the vote from the
September 11, 2018 Board meeting and reinstate the original rules as proposed to the Board to
the Illinois Energy Conservation Code. Chair Rhodes called for a vote, and the motion was
approved unanimously.

State of Illinois Request for Board Approval of Modification Capital Development Board to Professional Services Agreement _________________________________________________________________________________
_________________________________________________________________________________ PROJECT HISTORY: This project provides for the construction of a new 220,000 square foot residential long-term care building and a new 65,000
square foot independent living building. It also provides for campus upgrades to buildings, infrastructure, utilities, and
landscaping to support the new facilities and campus. The project provides for the demolition of various existing buildings,
and renovation of the Neilson Dining Facility for stores and multi-purpose space. The project is being constructed under the
Design-Build Delivery Method and is currently in the Bridging Phase.
PURPOSE OF THIS AGREEMENT MODIFICATION: The scope of this modification provides for an increase in additional services: (1) Historic Preservation at a cost of $102,450 related to the additional Historic American Buildings Survey (HABS) reports required by the State Historic Preservation Officer (SHPO). (2) Related to the additional HABS reports, a reimbursable cost is included for archival publishing and reproduction (including additional photos that may be required by SHPO). (3) Three additional structures require design services for asbestos abatement resulting in an increase in additional services for Hazardous Material Remediation Design at a cost of $18,750. (4) This modification also includes the addition of a Staffing Consultant. This is included as an additional service at a cost of $68,386. The new facility follows the United States Department of Veterans’ Affairs (USDVA) small homes model which is a new, long-term care concept to the Quincy Veterans' Home. The Staffing Consultant will aid the Department of Veterans' Affairs in developing strategies for care that include staffing and scheduling. The Staffing Consultant will also aid the Bridging Firm in identifying layout, sizing, adjacencies, and other spatial considerations. State of Illinois Capital Development Board Request for Board Approval of Proceed Order
Project History: The Prairie View Rest Areas, Northbound (D0157) and Southbound (D0158), are both 4,536 square
foot, two story brick buildings constructed in 1970. This project provides for the renovation of restrooms at each of these
facilities. The renovation includes replacement of plumbing on toliets and urinals, replacement of partitions, new sinks,
and new faucets. The project also provides for the installation of a water softening unit.
The Using Agency requested the installation of holding tanks as part of the water supply system. The existing wells were
inspected prior to work beginning on the tank system and were found to have issues.
The northbound well, installed in 1969, has obsolete parts. The interior of the well has corrosion and is falling off. A new
modern well will be drilled and the old well will be abandoned after the removal of the pump, pipe and wire. The pressure
switch and pump motor will be replaced with associated equipment required to operate.
The southbound well was also installed in 1969. The southbound well is not as deteriorated as the northbound well;
however, repairs are recommended to remove and replace the pump, motor, pipe, wire, and pressure switch. All locations
will be inspected by the Will County Health Department.
Description of RFP Change: The attached proceed order will allow the contractor to address the conditions found in
the existing wells and will be classified as a user request.
Requested Action: We are requesting the approval of proceed order P-5 for the not to exceed amount of $105,000.

The Chicago State University is a 17-building facility established in 1867. The G Building Physical Education Jacoby Dickens Center (T0006) is a 116,800 square foot, 4 story building established in 1970.
The scope of work provides for replacing the roof and HVAC system for the Jacoby Dickens Center building, including the HVAC and dehumidification system related to the pool area. The work also includes a complete analysis of the pool and the pool systems with recommendations for replacing and repairing all systems and components of the pool. The design will be based on a prioritization of the work once the analysis is complete. This project may be eligible for grants, rebates or other efficiency incentives. The A/E will need to determine eligibility and prepare and submit any required documentation.
Firms submitting must demonstrate that the project team has prior experience with HVAC systems for indoor pools and with indoor pools and pool systems OR they must have a pool consultant as a part of the proposed team. Submittals that fail to meet these requirements will not be given consideration.
A combined MBE/WBE goal of 20 percent is applicable to the A/E team. A VBE goal of 3 percent is applicable to the A/E team.

Single Bids/Change Orders/Modifications/Release of Funds
RESOLUTION
WHEREAS, the Capital Development Board, at its November 28, 2007 meeting, revised
the approval levels for the award of single bids, the execution of change orders, approval of A/E
modifications and the recommendation of release of funds to the Governor;
WHEREAS, the Capital Development Board, at its August 9, 2016 meeting, adopted
changes to the approval levels for change orders, proceed orders, and A/E modifications for costs
related to the budget impasse which automatically repealed in one year unless extended by the
Board, as well as approval levels for additional services in A/E modifications (Resolution 16-03);
WHEREAS, the Capital Development Board, at its July 11, 2017 meeting, extended, for
one year, the approval levels for change orders, proceed orders, and A/E modifications for costs
related to the budget impasse (Resolution 17-02);
WHEREAS, the Capital Development Board, at its June 12, 2018 meeting, extended, for
one year, the approval levels for change orders, proceed orders, and A/E modifications for costs
related to the budget impasse (Resolution 18-03); and
WHEREAS, an additional extension is necessary to address approval levels for change
orders, proceed orders, and A/E modifications for costs related to the budget impasse.
NOW, THEREFORE, be it resolved, that the Board extends the following approval
exemptions for the award of proceed orders, change orders, and A/E modifications for costs
related to the budget impasse:
1. Single Bids:
On bid lettings which result in a single bid, the bid may be opened and
the Executive Director is authorized to award contracts if the bid is less than or
equal to $500,000. Such awards must be determined by the Executive Director to
be in the best interest to the State of Illinois and based on the recommendation of
the staff of the Capital Development Board.
That recommendation shall be based on factors such as availability of registered
contractors in the project area, whether there was sufficient notification to those
contractors by advertisement of the work, the number of valid plan holders, the
type of work being bid and the availability of contractors to bid that work, and
whether the bid is less than or equal to 150% of the A/E’s estimate. If the
Executive Director determines that the project team failed to foster a competitive
bidding situation, the Executive Director shall direct a rebid of the contract.

Effective 6/11/2019
The Executive Director shall submit to the Board single bids exceeding $500,000
or exceeding 150% of the A/E’s estimate, along with the staff’s recommendation
for approval.
The Executive Director shall submit to the Board as an informational item any
single bid awarded within his/her authority. This section shall not apply to
emergency projects.
2. Proceed Orders and Change Orders
A. The Executive Director shall have approval authority for any proceed order or
change order less than $100,000. The Board shall have approval authority on all
proceed orders and change orders $100,000 or over in value, except as provided in
paragraphs D., E., and F. below. Notwithstanding the above, change orders which
incorporate alternate bids at the bid price or less shall not require Board approval,
regardless of their value.
B. The Executive Director may delegate proceed order and change order approval
levels as follows:
Deputy Director of Construction $50,000 to $74,999
Construction Administrator $25,000 to $49,999
Regional Manager $10,000 to $24,999
Project Manager $ 0 to $ 9,999
C. For purposes of this resolution, a change order is any individual change order, or a
package of all related proposed contract changes to construction contracts on the
project. A proceed order is any individual proceed order, or a package of all
related proposed contract changes to construction contracts on the project. The
value of the project is the sum of all construction contract awarded amounts for
that project or that phase of the project.
The value of the change orders are determined by their add amounts. Credits, or
deduct, change orders, are not required to be approved by the Board, regardless of
their amount.
D. Board approval is not required for proceed orders or change orders $100,000 or
over for emergency projects. CDB shall present such proceed orders and change
orders to the Board as informational items.
E. Board approval is not required for a change order related to a proceed order for
the same work if the change order is within the not-to-exceed amount listed in the
proceed order. CDB shall present such change orders to the Board as

F. The Board delegates approval authority to the Executive Director for proceed
orders or change orders $100,000 or over which seek costs related to the budget
impasse containing the 118/218 change order code. CDB shall present such
proceed orders and change orders to the Board as informational items. This
paragraph F. is automatically repealed one year from the date of Board approval of
this paragraph unless the repeal date is further extended by the Board.
G. By Resolution numbers 17-02 and 18-03, the Board extended the approval
authority delegation provided in paragraph F. above until June 12, 2019. The
Board extends the approval authority delegation provided in paragraph F. for an
additional year from the date of Board approval of this Resolution 19-03.
3. A/E Modifications:
A. The Board shall have approval authority for modifications to professional service
contracts whose value of basic services and additional services plus any related
reimbursable costs exceeds $100,000 and were not provided for in the original
contract, except as provided in paragraph I. and J. below. Basic services and
additional services are those professional services as defined by the contract.
B. The Board shall also have approval authority for modifications consisting of only
reimbursables that exceed $100,000 and which include a mark up for overhead
and profit to the contracting party, except as provided in paragraph I. and J. below.
Modifications greater than $100,000 for reimbursables at cost (without mark up)
to the contracting party shall not require Board approval.
For reimbursables with mark ups, the Board may grant specific exemptions for a
project.
C. For professional services contracts that are initially awarded without an amount
for basic services or only a partial amount due to funding restrictions or lack of an
adequate scope or program, any modification required to obligate the full amount
for the basic services, additional services, and related reimbursables shall not
require Board approval.
D. For A/E contracts, reimbursables are defined as those expenses that are usually
outside the normal design services and include soil boring, testing, additional
reproduction costs, special studies and reports to comply with State statutes such
as the Historical Preservation Act, etc. These reimbursables require authorization
by CDB.
E. For construction management contracts, items defined as reimbursable will vary
with the contract as negotiated with the construction manager. Reimbursable
items include job site facilities for the CM and project general condition items

such as temporary utilities, road, barriers, clean up, etc.
F. Such modification must be germane to the original project program or scope.
When the need for a modification becomes necessary, the contract shall not be
modified in increments or parts to meet that need. The Contract Executives shall
review and recommend approval of all modifications.
G. The Executive Director may approve, or delegate appropriate approval levels on
modifications that do not exceed $100,000 or do not require Board approval as
outlined above. Currently these delegated levels are equal to those for change
orders.
H. The Executive Director may approve any modification to an existing contract that
is the result of a new A/E selection that has been approved by the Board. If the
A/E has a current contract open at the same facility for the same using agency, the
current contract may be modified in lieu of issuing a new contract.
I. Board approval is not required for modifications to emergency contracts. CDB
shall present such modifications to the Board as informational items.
J. The Board delegates approval authority to the Executive Director for
modifications $100,000 or over which seek costs related to the budget impasse
containing the 750 modification code. CDB shall present such modifications to
the Board as informational items. This paragraph J. is automatically repealed one
year from the date of Board approval of this paragraph unless the repeal date is
further extended by the Board.
K. By Resolution numbers 17-02 and 18-03, the Board extended the approval
authority delegation provided in paragraph J. above until June 12, 2019. The
Board extends the approval authority delegation provided in paragraph J. for an
additional year from the date of Board approval of this Resolution 19-03.
4. Release of Funds:
A. The Executive Director is hereby authorized to request the Governor’s Release of
Funds for all projects for the total value of less than One Hundred Thousand
Dollars ($100,000).
The Executive Director shall provide to the Board quarterly reports of all Single Bid, Change
Order and Architect/Engineer Modification activity approved within her/his authority.
