II. WHY BOARD ACTION IS NECESSARY

Per Board Policy No. 6220, Procurement, all contracts exceeding $250,000 must be approved by the Board.

III. FISCAL IMPACT/REVENUE SOURCE The revenue source for this motion is BTA III capital levy at 100%. The entire project budget is $3,764,125.00. Expenditure: One-time Annual Other Source

IV. POLICY IMPLICATION Per Board Policy No. 6220, Procurement, all contracts for more than $250,000 initial value, excluding sales tax and contingencies, and changes or amendments of more than $250,000, excluding sales tax and contingencies, must be approved by the School Board.

V. RECOMMENDED MOTION I move that the School Board authorize the Superintendent to execute construction contract K5068, with (_______), in the amount of $ (_______), plus Washington State sales tax, for the Laurelhurst Elementary School Upgrades project, in the form of the draft agreement attached to the Board Action Report, with any minor additions, deletions, and modifications deemed necessary by the Superintendent, and to take any necessary actions to implement the contract.

VII. BACKGROUND INFORMATION Prior to the 2010 BTA III capital levy, public community meetings were held at various locations within the District. Informational brochures were distributed identifying what projects would be performed at each school, and public comment was received. Laurelhurst Elementary School Upgrades project originated from the Meng Building Conditions Report issued April, 2009 and was included on the BTA III capital levy. To accommodate school programs, the work will be completed in the summer of 2016.

The project was publicly bid April 6, 2016 with a total of (_______) ( ) bids being received. (_______) was deemed to be the low bid contractor, and the consulting (_______) architects recommends acceptance of the bid.

VIII. STATEMENT OF ISSUE

Whether to execute construction contract K5068 with (_______), for the Laurelhurst Elementary School Upgrades project.

IX. ALTERNATIVES If the contract is not awarded, the facility, although operational, will continue to be hindered with respect to security at the entry and main office, ADA accessibility, environmental conditions including lighting levels, occupant comfort and indoor air quality and finally, overall building security. Therefore, this alternative is not recommended.

Prior to the 2010 BTA III and the 2013 BEX IV capital levies, public community meetings were held at various locations within the District. Informational brochures were distributed identifying what projects would be performed at each school, and public comment was received. Salmon Bay K-8 @ Monroe and Decatur Building @ Thornton Creek Seismic Upgrades project originated from the Meng Building Conditions Report issued April, 2009. Salmon Bay K-8 @ Monroe was included on the BTA III capital levy and Decatur Building @ Thornton Creek was included on the 2013 BEX IV capital levy. These seismic improvements will increase the stability of the overall facilities by reinforcement of existing structure and, in select areas, replacement of the existing structural components. To accommodate school programs, the overall work is to be completed in three (3) parts:

1. Work at Salmon Bay K-8 @ Monroe commence summer of 2016. 2. Work at Decatur Building @Thornton Creek to commence October 3, 2016, after

vacation of the facility with the opening of the co-located Thornton Creek. 3. Remaining work at Salmon Bay to be completed during summer of 2017.

The project was publicly bid March 30, 2016, with a total of (_______) ( ) bids being received. (______) was deemed to be the low bid contractor, and the consulting (______) architects recommends acceptance of the bid. (_______)( ) firms requested bid documents. A copy of the bid tab is attached.

VII. BACKGROUND INFORMATION District enrollment has increased by 1.9% - 2.8% annually over the past four years. Projected growth for the 2016-17 school year is 2.3%. This growth forecast drives the need for 32 new homerooms across the district. In addition to the new growth-generated homerooms, 31 new homerooms are needed to support K-3 class size reduction resulting from the McCleary v. State decision. Currently there are only a handful of vacant homerooms across the district in our elementary and middle school grade bands. At many schools former Planning-Conference-Preparation (PCP) and support spaces have been converted to General Education (Gen Ed) homeroom use. At the high school level all campuses except Rainier Beach and West Seattle are at or over capacity. Significant new elementary capacity funded by BEX IV comes on-line in the fall of the 2016-17 school year, providing permanent capacity to support increasing enrollment. Portable classroom modules on the current Thornton Creek campus will be vacated and available for deployment to support Capacity Management actions elsewhere in the district, reducing the need to purchase new portable classroom modules. As of March 2016, Capital Planning staff identified a need for sixty-three (63) new homerooms to accommodate District enrollment and Special Education capacity needs for the 2016-17 school year. Of the 63 projected new homerooms, Capital Planning staff identified a need to place twenty-six (26) of the new homerooms in portable classroom modules at twelve (12) schools throughout the District. Staff reviewed the number and condition of existing underutilized portable classroom modules in the District’s inventory, and determined the quantities of existing inventory are inadequate to serve the needs identified by the Annual Capacity Management planning process. Therefore, in addition to relocating eight (8) existing classrooms (in portables) from Thornton Creek Elementary and three (3) existing classrooms (in portables) from Loyal Heights Elementary the District will purchase and install sixteen (16) new portable classroom modules and demolish four (4) existing portable classroom modules. The budget for the purchase of new portable classroom modules is based on the ‘standard portable classroom module’ that the District has purchased in 2012, 2013, 2014 and 2015. All of the standard portable classroom modules will meet or exceed the current City of Seattle building and energy code requirements for portable classroom modules. Development of procurement and permit documents will proceed based on Board authorization. The contract amount to purchase and installation of sixteen (16) new portable classroom modules is based on the King County Directors Association (KCDA) Awarded Contract No. 15-255 Portables and Modular Building Systems as provided by Williams Scotsman, Inc. based on two (2) new single portable classroom modules and seven (7) new double portable classroom modules installed at a total of five (5) schools, in the amount of $941,450.88, plus Washington State sales tax.

This motion was originally introduced to the Operations Committee on December 17, 2015. Due to changes in enrollment projections and capacity, this item has been brought back to the Committee to provide them with more current information.

VIII. STATEMENT OF ISSUE

Whether to execute Contract No. P1448 for the purchase and installation of two (2) single portable classroom modules and seven (7) double portable classroom modules.

IX. ALTERNATIVES

Do not execute the contract. This is not recommended. If the contract is not executed, there will be insufficient time to have the portable classroom modules fabricated prior to June 2016.
