General Principle of Occupational Safety and Health in

Responsible Mining:

Safeguard the health and safety of mineworkers, local population, host

and impact communities, and address foreseeable health and safety

related impacts associated with mining over its full life cycle.

Adopt a comprehensive safety and health program that meets

relevant local, national and international standards, rules and regulations,

which includes, among other:

o The provision of a safe and health work place

o Continuing education of employees and communities on safety

and health

o Publicly available policies and procedures for the management

of health and safety or workers and the local population, and

Adequate response program for emergency situations 2

General Principle of Occupational Safety and Health in Responsible Mining: • Be proactive in implementing good practices for health and

safety performance in all phases of mining by:

o Seeking continuous improvement

o Involving relevant stakeholders in monitoring safety and health performance

o Making health and safety reports available to the public, and

Exploration Construction Operation Mine Closure Assess existing and potential project related risks t HS of Employees and local people and develop plans and procedures to avoid, manage, or mitigate these risks

Secure necessary permits, and related clearances prior to commencement of construction and development works

Develop and implement safety and health programs for employees and affected communities based on risk and impact assessment. Such program should be implemented separate from the Social Development Management Program (SDMP)

Conduct independent post-mining health study for both employees and affected communities

Formulate and implement a HS program for employees and affected communities based on assessment conducted

Conduct safety program audits, such as the use of the international safety rating system (ISRS)

Provide for safety engineers and safety inspectors Establish a safety and health organization/office, and a central safety and health committee

As part of the final mine rehabilitation and decommissioning plan (FMRDP)implement a community health or medical and illness program to address post-mining medical and health problems

Immediately establish a central safety and health committee, including a Safety and Health Office, and ensure the safety and health of all employees while on duty

Obtain Occupational Health Safety Assessment Series Specfication (OHSAS 18001 Certifciation)

Provide for emergency and occupational health services and facilities

Get a licensed mining engineer with five years experience in mining operations and one registered foreman for every 50 company mine workers to do rehabilitation activities

Provide for safety engineers and safety inspectors Conduct pre-operational risk management Submit a comprehensive HS or safety and health program Like: SOP for mining and milling operations Management and employee training Good housekeeping Provisions of personnel protective equipment --PPE Environmental risk management including emergency response preparedness program prior to mining operations

Allow the mines bureau officer to do safety inspection of all surface or underground installation that are used for rehabilitation work

Implement a safety a safety and health training program for employees involved in mine construction and development

During the development stage, assign personnel with highly technical capacity to conduct periodic evaluation and monitoring of health hazards

Ensure the HS or safety and health of employees while on duty and provide mine workers with safety and health training

Remedy any practice that is not in accordance with safety laws and regulations

Properly orient all employees and affected communities and provide them with the necessary training to enable them to manage risks associated with the hazards of exploration

Conduct periodichealth and safety risk and impact assessment which will be used as basis for the safety and health programs to be implemented by the company for both employees and communities. separate from the possible health programs contained in the social development program (SDMP) for the affected communities

Provide adequate education and training to employees in environmental health and safety matters, including handling of hazardous materials and the prevention of environmental accidents

Provide education, training, equipment, and supplies to ensure a safe working environment and to deal with specific local health risks

Formulate and implement a safety and health program based on assessments made

Do not subject mine workers, including ICC/IP, to work conditions that are potential hazardous to their health, particularly through exposure to pesticides and toxic substances

Ensure that employees assigned in exploration work are provided with suitable vehicle, first aid kits, and appropriate equipment, including communication and emergency equipment

Immediately establish a Central Safety and Health Committee, including a Safety and Health Office
