Simpson had spent the last six months anxiously awaiting the ruling that he hoped would spring him from the me-dium-security prison where he has been jailed for five years. The football Hall of Famer based his appeal on claims of inef-fective legal counsel. Simpson’s lawyers vowed Wednesday to keep appealing for his freedom.

“He was disappointed and disheartened, as was his family,” lawyer Patricia Palm said of Simpson’s reaction to the news.

“But we’re definitely not giving up.”Simpson, 66, is serving nine to 33

years for his conviction on armed rob-bery, kidnapping and other charges. He was granted parole on some convictions in July, but still faces at least four more years in prison.

Simpson’s next opportunity for freedom

will be in an appeal to the Nevada Supreme Court. His legal team planned to file a no-tice of appeal as early as next week with the state’s highest court. Palm said they’re also preparing a federal court claim that Simpson’s fair trial rights were violated.

“He is looking forward to the appeal,” Palm said. “We’re confident that when we get to the right court we’ll get relief because he deserves relief.”

The 101-page ruling by Clark County District Court Judge Linda Marie Bell comes after she held five days of hearings earlier this year on claims that Simpson’s former lawyer botched his 2008 trial and appeals to the Nevada Supreme Court. The hearings included testimony by Simpson.

In her order released after business hours Tuesday, the judge ruled Simpson “failed to pinpoint significant errors that either alone or combined would have changed the outcome of his case. Addition-ally, Mr. Simpson has failed to demonstrate significant errors from his appeal.”

The lawyer who handled Simp-son’s trial and appeals, Yale Galanter, faulted Simpson’s current attorneys for questioning his work and said he felt vindicated.

“In an effort to capture the spotlight, O.J.’s new legal team created a laundry list of falsehoods and attacked my repu-tation and integrity without contacting me to get the facts, review my files or review any of the documented evidence in the case,” Galanter said.

Bell faulted Galanter for collecting excessive fees from Simpson and not hiring experts or investigators for his defense, and identified other mistakes. But the judge said none would have made a difference in the outcome.

NEW YORK — A handwritten work-ing manuscript of Bruce Springsteen’s 1975 hit “Born to Run” will be offered at auction on Dec. 5, with a presale estimate of $70,000 to $100,000, Sotheby’s said Wednesday.

The seller was not revealed. The auc-tion house said the document used to be in the collection of Springsteen’s former manager, Mike Appel.

Sotheby’s said most of the lines in this 1974 version, written in Long Branch, New Jersey, are apparently unpublished and unrecorded, but the manuscript does include “a nearly perfected chorus.”

Springsteen’s thought process, written

in blue ink on a sheet of ruled notepaper, looks like this:

“This town’ll rip the (out your) bones from yourback / it’s a suicide trap (rap) (it’s a trap to catchthe young) your dead unless / you get out (we gotto) while your young so (come on! / with) take myhand cause tramps / like us baby we were born to run.”

“The imagery and tone are constant from the present manuscript to the final song,” the auctioneer said. There are also some words in the margins: “Wild” and “Angels” and a word that looks like “velocity,” with the letter “t’’ in Spring-steen’s curlicue cursive.

“Although Springsteen is known to have an intensive drafting process, few

manuscripts of ‘Born to Run’ are avail-able, with the present example being one of only two identified that include the most famous lines in the song,” So-theby’s said. The document will be part of a Manhattan sale of fine books and manuscripts.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

tion (YLPK) Bali received 250 complaints from people who purchased goods through online store during the period January 2012 to October 2013.

Director of YLPK Bali, Putu Armaya, revealed on Wednesday (Nov 27) in Denpasar that com-plaints revealed was disappoint-ment when receiving goods that did not comply with the adver-tisement displayed in the virtual world. “The goods ordered by consumer indeed have arrived at

the buyer, but the quality is very bad,” he said.

Aside from receiving goods with poor quality, another com-plaint of online shopping con-sumer was that the goods were not delivered. He expected the government to make strict regula-tions regarding the online trading to prevent similar complaints from the public.

“Information Technology Act has been already made but it does not accommodate the public as consumers,” said Armaya.

According to him, the online

sellers actually had been violating the Consumer Act because they had been selling certain types of goods, but the goods delivered were different.

“It has violated the Article 4 of Consumer Law. In other words, consumers have not been given the correct and honest explana-tion,” he said.

His party did not question about the trading through online system, but the most important was to get permission, at least from the local government.

“Everyone may perform online

business but at least it must be known by local government so that the consumers will not feel disadvantaged,” he said.

Related to the settlement of complaints, Armaya said that his party resolved more disputes of consumers through mediation. For example, throughout the year 2012, a number of consumer complaints handled from January to December had been resolved through litigation or mediation between the consumers and busi-nesses to get the best solution.

“We have handled some of

those complaints so that no par-ties feel to be harmed, such as the companies have replaced the losses of consumers either in the form of goods or services,” he said.

But on the other hand, he said, there was also a case to be pros-ecuted, considering such cases could not find any solution or settlement.

“There are also legal cases that could not be resolved, then it was taken a class action suit as we have executed early in January 2013,” he said. (kmb28)

According to Putu Doster Ma-hayasa, the Secretary of the Society of Obstetrics and Gynecology (POGI) of Denpasar Chapter, the activity was been carried out simultaneously throughout Indonesia. “We respond to and show solidarity to our colleague Dewa Ayu Sasiary Prawani which requires a sense of justice in Manado,” he said.

“Isabella Blow was a champion of creative talent. So much that we know today would never have happened without her vision, and her support of British fashion and creativity was unique,” said Louise Wilson, a profes-sor at Central Saint Martins college who taught McQueen and many other designers.

The show at Somerset House features Blow’s personal collection of more than 100 rare designer items, including many of Treacy’s most dra-matic hats and some of McQueen’s

fashion show in 1992, and famously bought up his entire collection. She commissioned headdresses for her wedding from Treacy when he was still a student. She wore their designs everywhere, and used her network to promote both men.

Four years later McQueen dedi-cated a collection — his first to receive international acclaim — in tribute to her. In the same year, she also styled a successful show for Treacy.

Treacy went on to work for Chanel and became Britain’s best-known mil-liner, while McQueen achieved further fame and success — until he, like Blow, lost his battle with depression and took his own life in 2010.

The exhibition traced Blow’s early life and her aristocratic background, which curator Alistair O’Neill said was key to her appeal and success.

“She traded on her family history and her Britishness,” he said. “She was this attractive, artistic figure. She had no money, but lots of stories and lots of style.”

At his corner of 57th Street and Fifth Avenue, arguably one of the most famous shopping intersections in the world, Hoey isn’t just celebrating Christmas, he’s paying homage to 12 holidays, including Valentine’s Day, Independence Day and Halloween. One of his favorite windows is the April Fool’s Day display that depicts a lovely outdoor springtime scene — as-sembled upside down.

Kitty-corner from Bergdorf is Tiffany & Co. and its scenes that aim to capture the New York holiday of your best dreams and memories. “We are telling a story of the lives that go on here and the interactions that happen on Christmas Day and on that morning in New York City,” says Richard Moore, vice president of creative visual merchandising.

He does add a little product to the scenes — it is a store, after all — but the holiday windows aren’t as much about pushing sales. “It’s about holiday spirit and celebrated tradition. The windows are for all ages, all different cultures. We just want you to stop and look and engage in our windows.”

Hoey eagerly visits the windows of the other big stores. It’s a treat and a tradi-tion, he says. “Window dressers and the people who do window displays is a very small community. We look at everyone’s windows. We are just as excited to see the other windows as everyone else is.”

Moore soaks up the season, too. “There’s no better time to think about (the) next holiday than this holiday.”

DENPASAR - The policy to charge a donation of USD 10 intended for heritage protection was criticized by the Bali tourism businesspeople. Without obvious consideration, this policy was assessed to invent and tended to kindle new problems.

“Tax collection should not invent. Rationally, we consider that donation worth USD 10 looks like an inventing policy,” said Deputy Chairman of the Indonesian Tourism Industry Association (GIPI) of Bali Chapter, Bagus Sudibya.

He also considered the heritage protection rule would be potentially counter-productive because it was not socialized. Even, if it was enforced without obvious consideration, it would result in rejection in the future.

“We also question whether the cultural preser-vation is the responsibility of travelers or people becoming the owner of the culture. Meanwhile, concrete things like the charge of admission fee to tourist objects or cultural heritage is natural thing,” he said.

According to him, the rule-making related to the protection of cultural heritage should be seen in terms of law and fairness. To that end, the experts had to formulate and find a reason whether the rule was worthy or unworthy to be promulgated.

“Tax collection is essentially for the welfare of its people. On that account, in the future the rule on cultural heritage should be assessed, enacted, implemented and monitored consistently and professionally,” he said. Nevertheless, Bagus Sudibya admitted if he still doubted the donation rule because the legal basis in use as a reference was not clear.

“We are still very dubious about the rationale of collecting the donation worth USD 10. Moreover, the regulation will be reinforced in regional bylaw or gubernatorial regulation. Meanwhile, the law used as a reference is not clear,” he said.

It was mentioned that every regional bylaw or gubernatorial regulation should be based on the higher law. Any regional bylaw or guberna-torial regulation should not be contradictory to the higher rules. For example, regional bylaw or gubernatorial regulation on Hotel and Res-taurant Tax (PHR) would surely have a legal basis. It considered many aspects by referring to the government regulation or law on Hotel and Restaurant Tax.

“If it has been set forth in the Hotel and Restau-rant Tax for the same interest, then it should not be applied two times on the other rules,” he said.

He added when the basic consideration of the benefits of regulation on heritage protec-tion based on the benefits of regional bylaw or gubernatorial regulation on the collection of Hotel and Restaurant Tax for cultural pres-ervation, the regional bylaw or gubernatorial regulation would automatically disqualify in the judicial review.

“Conversely, if in the collection of Hotel and Restaurant Tax is not mentioned the benefits of cultural preservation, this can become a consideration in the regional bylaw / guber-natorial regulation on the heritage protection,” he said. (kmb27)

The meeting aims to discuss a number of proposals, which had been formulated during the ASEAN Senior Officials’ Min-eral Meeting (ASOMM) and ASOMM plus 3 on November 26 and 27.

ASOMM Chairman R Sukhyar stated that the ASEAN senior officials’ meet-ing had agreed to discuss nine proposals during the AMIMM. Among the formu-lations was a proposal to include trade, investment and technology aspects in ASEAN’s mineral database.

“The mineral database will be located in Indonesia and is ready to be launched during the ASEAN mineral ministerial meeting,” he said.

The ASEAN mineral ministers will also discuss the desire of ASEAN to de-velop rare earth mineral utilization tech-nology or tin ore mineral byproducts.

Sukhyar pointed out that Indonesia also had an interest in the rare earth mineral utilization program, owing to the fact that Indonesia had many min-eral deposits in a number of regions, particularly in the tin producing district of Bangka Belitung (Babel).

Rare earth minerals have so far been wastefully disposed off together with

tailing, although the minerals are very useful for the telecommunications in-dustry.

Within the framework of cooperation with ASEAN, Japan said it was prepared to share technology used in the utiliza-tion of rare mineral deposits.

The other important issue, which needed to be discussed during the fourth AMINN, is the strengthening of ASEAN’s capacity for protecting the environment of mining activities, post-mining reclamation and mineral process-ing technology. The meeting will also discuss developments in the processing of sand quartz for the ceramic and glass industries, as well as acid waste process-ing management for the mineral industry, Sukhyar noted.

In the meantime, Indonesia had earlier asked Japan, China and South Korea to be transparent about their mineral import requirements and provide guidance on the outlook for minerals to ensure market stability.

“Guidance on the outlook, such as the guidance for energy, is very important to maintain balanced supply and demand in the region’s mineral and metal markets,”

Sukhyar said on Wednesday.Some ASEAN members, such as In-

donesia, the Philippines, Laos, Myanmar and Vietnam are producers and exporters of metals and minerals, he pointed out.

He noted that Indonesia and the Philip-pines were the main producers of nickel ore in the region, while Laos was a leading producer of gold. Myanmar, Vietnam and Indonesia are tin exporters.

“Therefore, ASEAN is appropriately concerned about ensuring that supply and demand in the mineral and metal markets are balanced to ensure price stability,” he added.

The Head of the Geology Agency un-der the Ministry of Energy and Mineral Resources stated that China and Japan have, so far, imported large quantities of metal and mineral ores from Indonesia, especially nickel, which is processed to produce stainless steel.

He said Indonesia’s proposal had been received positively by the three ASEAN partners.

“In the ASOMM+3 meeting, they accepted Indonesia’s proposal and even offered to assist in preparing the out-look,” he added.

The move came after Tokyo’s close ally Washington defied China’s demand that airplanes flying through its unilaterally announced zone identify themselves to Chinese au-thorities, flying two unarmed B-52 bombers over the islands on Tuesday without informing Beijing.

Tensions have ratcheted up since Beijing’s weekend announcement of the zone that includes the skies over islands at the heart of a feud between Japan and China, and its demand that planes flying in the area first notify Chinese authorities.

Japan and the United States have sharply criticized the move, which some experts said was aimed not only at chipping away at Tokyo’s control of the islands, known as the Senkaku in Japan and the Diaoyu in China, but also at challenging U.S. dominance in the region.

The United States does not take a position on the sovereignty of the islands but recognizes Tokyo’s ad-ministrative control and has assured Japan that the U.S.-Japan security pact covers them.

The developments are expected

to dominate U.S. Vice President Joe Biden’s visit to Japan, China and South Korea next week.

Also on Thursday, China reject-ed South Korea’s demand for the repeal of the zone, but appeared to soften its demand that commercial aircraft tell its military authorities of any plans to transit the area. Japan’s two biggest airlines have already begun defying that order.

“The East China Sea Air Defense Identification zone is not aimed at normal international flights. We hope that relevant countries’ airlines can proactively cooperate, so there is more order and safety for flights,” China’s Foreign Ministry spokes-man Qin Gang told reporters.

Japan’s Chief Cabinet Secretary Yoshihide Suga said naval ships and patrol planes have been operating in the East China Sea and would continue to do so.

“They are carrying out surveil-lance activity as before in the East China Sea, including the zone,” Suga told a news conference, add-ing there has been no particular response from China. “We are not

going to change this (activity) out of consideration to China,” he added.

BEIJING REJECTS SEOUL’S DEMAND

A South Korean official also said a navy reconnaissance plane had flown over a submerged rock in the area claimed by both Beijing and Seoul, and that the flights would continue. The rock, called Ieodo in Korea and Suyan Rock in China, is controlled by South Korea, which maintains a maritime research station built on it.

Asked about the South Korean flight, Chinese spokesman Qin only said that Beijing was aware of it.

South Korea’s reaction to Bei-jing’s weekend declaration has been somewhat muted, reflecting its ef-forts to forge closer ties with China and a chill in relations with Japan.

ROME — Three-time former Premier Silvio Berlusconi was ousted from Parliament on Wednes-day after two decades as a lawmaker, defiantly calling it “a day of mourn-ing for democracy” and pledging to continue in politics.

After weeks of maneuvering, appeals and even an attempt to bring down the government, Berlusconi’s delay tactics ran their course when the Senate voted to kick him out of the chamber due to a tax fraud conviction.

Ever a populist, the 77-year-old billionaire chose the piazza over the Senate floor, addressing a crowd of cheering supporters outside his Ro-man palazzo as the vote was under way just a short walk away.

“We are here on a bitter day, a day of mourning for democracy,” Berlusconi declared. He said his political enemies — including the judiciary he accuses of mounting a campaign against him — were “toasting” his demise. “They are actually euphoric,” he said.

Berlusconi pledged to remain in politics — effectively launching a campaign in which he won’t be able to stand for office — noting that other political leaders are not lawmakers.

He cited Beppe Grillo, the for-mer comic and founder of the anti-

establishment 5 Star Movement, and Matteo Renzi, the Florence mayor who is a Democratic Party star widely tipped as a future premier candidate.

The Senate vote bars Berlusconi from running or holding office for at least six years under a 2012 law applied to anyone sentenced to more than two years in prison.

Berlusconi was sentenced to four years on a tax fraud conviction relating to the purchase of TV rights to U.S. films on his Mediaset net-work, charges he continues to deny. The sentence was automatically reduced to one year by a general amnesty, which he will serve either under house arrest or doing public service.

In the last election, Berlusconi’s now-defunct and splintered People of Freedom Party garnered 7.3 mil-lion votes, or 21.5 percent of the vote. Berlusconi’s charisma remains compelling to many Italians despite his ongoing judicial woes.

“I think for the time being he still controls a substantial number of voters,” said Roberto D’Alimonte, a political analyst at Rome’s LUISS University. “He hasn’t lost the hard-core voters.”

But D’Alimonte said to maintain them he will have to “be aggressive, be his usual Berlusconi” and not appear to be weakening, even physi-cally due to age.

Heavy rain flushing the area of Mendoyo, Tuesday night (Nov 26) caused a number of places to flood. As happened at Tembles ham-let, Penyaringan village, a dozen of ares of rice fields at road side of Denpasar - Gilimanuk were inundated. Besides, the inter-hamlet road access was also flooded as high as adult thigh.

According to a resident around the loca-tion, the region had always flooded, espe-cially during heavy and long rain. Other than roads and rice fields, a number of houses in the southern side also flooded. Made Su-witra, 50, one of the local residents, said if it rained heavily and long, the flood would reach his home. Even, since the water filled in the sewer, the water overflowed and col-lapsed his compound walls for two times.

“Our culvert is very small, while the water overflow is much. I wonder why the government does not pay attention to it. Ap-parently, we have no people’s representative or a regent,” he said when met on Wednesday (Nov 27). According to him, the connecting road to coconut fiber factory owned by the family of one of the legislators in the Jem-brana House also flooded.

Other than his home, the home of Gusti Ketut Arnaya and a shop formerly used for the office of Mendoyo Police were also in-

undated. Even, when the building was used as police station, it also frequently flooded. Due to hit by water recently, the wall behind the shop had skewed.

According to him, such condition had occurred since 2001 when the paving was done. Besides, the culvert of subak leading to the ditch was very small. Some motor-ists failed to pass the pathway. Only a few people were desperate to traverse on foot though having to pass through puddles as high as the thigh. Due to frequent flooding, a house formerly used for the office of PLPDK Jembrana was finally relocated. “The office is often submerged in water. It was then relocated to Negara five years ago,” added another resident, Komang Agus Sujana.

space specially intended for them (street vendors—Ed). It must be well arranged and made as clean and comfortable as possible,” he advised.

Arrangement and empowerment of street vendors was to provide business opportunities for them through determination of location

pursuant to its designation, to grow and develop business skills of street vendors into an independent micro-economic enterprise and realize a clean city with adequate and eco-friendly urban infrastructure.

To empower street vendors, he added the regent/mayor could also make cooperation or partnership

with business community through its Corporate Social Responsibility (CSR) in the form of structuring and rejuvenating the business premises of the street vendors and play an active role in the arrangement of street vendors in urban areas so they would become more orderly, beau-tiful and comfortable. of Bali Chapter questioned about the allegation of fishermen stating the annexation of coastal areas by tourist accommodation, especially hotels. His party did not believe if hotel development harmed the community, especially fishermen.

“Before building a hotel, certainly there are requirements to be met such as the environmental impact analysis. If indeed the existence of tourist accommodation results in an environmental impact, certainly the entrepreneur will not build hotel at the location,” said Secretary General of the PHRI Bali, Ferry Markus, in Denpasar, Wednesday (Nov 27).

He suggested fishermen coalesced into the members of the Indonesian Fishermen Association (HNSI) of Bali to approach hotel accommodation considered detrimental because not all hotels established at coastal areas were detrimental. “At Sanur, for example, fishermen and hotel go hand in hand and benefit each other because many tourists staying at hotel can take advantage of their services,” he said.

He admitted that his party did not dare to address the issues haphazardly. Coastal area in Bali taken advantage as hotel facility virtually occurred in all regions.

“Possibly, there are one or two hotels like that, but not all. To that end, we advise them (fishermen—Ed) to approach the owner or manage-ment considered to have annexed their land, so there is a solution for the problem,” he said.

According to him, PHRI Bali could not mediate to these problems be-cause the complaint expressed by fishermen was in general without being specified in details. “We have not been able to mediate as do not know which hotels considered to have annexed the fisherman’s land whether they are located in Kuta, Nusa Dua or other coastal areas,” he said.

As reported, Chairman of the HNSI Bali I Nengah Manumuditha ac-companied by Chairman of the HNSI Badung Made Sudarta stated that fishermen seemed to have no right to occupy the coastal areas. Many fishermen also fret because the development was feared to expel their existence.

“Fishermen in Bali have not had a legal certainty to protect their pres-ence in the coastal region. It’s only Badung which already has owned a Regional Bylaw No.18/1994 on the charges of base,” he said.

The Regional Bylaw, he revealed, had set forth the radius of coastal ter-ritories becoming the right of fishermen to conduct their economic activi-ties. The radius set forth was 200 meters for the activities of fishermen.

“However, at the moment a lot of lands supposed to become the loca-tion of fishermen’s activity have been pilfered by hotel. Even, the hotel impressed to have dismissed fishermen from their location so that many fishermen have been displaced,” he said.

Manumuditha stated the needs for legal instrument in the form of Re-gional Bylaw to protect the rights of fishermen throughout Bali. On the other hand, though the existing legal instrument had been made, fishermen would still have difficulty in maintaining their rights. He mentioned as long as the development at coastal territories considered capable of improving the economic standard, fishermen would accept it.

“We in the HNSI Bali are fighting for the rights of fishermen by urging the government to give recognition to traditional institution of fishermen,” he concluded. (kmb27)The Head of Buleleng Culture

Previously, General Manager of PT Pelindo III of Celukan Bawang Branch, Dewa Adi Ku-mara Jaya, said that cruise ships holding hundreds of guests would drop in at Celukan Bawang on the upcoming December 4. With the cruise arrival, Celukan Bawang would be dropped in by three cruises this year. “Our target is that Celukan Bawang will be dropped in by four cruise ships each year. So far, two ships had transited so they will totally comprise three cruise ships early December,” he said.

As planned, another cruise ship would arrive by the end of December so the target of four ships a year could be reached. “We continuously keep in touch with our consultant in Miami. As

expected, two cruise ships will arrive in this December, namely early December and at the end of December,” he said.

According to Kumara Jaya, actually many guests of cruise ships from several countries had known the Celukan Bawang Har-bor. They were very fond of the harbor condition and the beauti-ful sea of Celukan Bawang as it still had crystal clear water and white sand. UNITED NATIONS - The World Bank and United Nations on Wednesday appealed for billions of dollars to provide electricity for the poorest nations but said there would be no investment in nuclear power.

“We don’t do nuclear energy,” said World Bank president Jim Yong Kim as he and UN leader Ban Ki-moon outlined efforts to make sure all people have access to electricity by 2030.

Kim said $600-$800 billion a year will be needed to meet the campaign target of universal access to electricity, doubling energy efficiency and doubling the share of renewable energy by 2030.

In some countries, only 10% of the population has electricity.

So far, the campaign has a pledge of one billion dollars from the OPEC Fund for International Development, Bank of America has raised $500 million through the world’s first ‘green bond’ and Norway has committed to spend two billion krone ($325 million) on renewable energy ef-forts in 2014.

Kim said the World Bank is preparing energy plans for 42 countries that would be ready in June, but said any money raised would only go to new power sources.

“Nuclear power from country to coun-try is an extremely political issue,” Kim told reporters.

“The World Bank Group does not engage in providing support for nuclear power. We think that this is an extremely difficult conversation that every country is continuing to have.

“And because we are really not in that business our focus is on finding ways of working in hydro electric power in geo-thermal, in solar, in wind,” he said.

“We are really focusing on increasing investment in those modalities and we don’t do nuclear energy.”

Kim highlighted private financing for power expansion in Nigeria and Ivory Coast and said efforts were being made to launch a similar deal for Myanmar, where the government has launched major reform efforts.

“We are working and moving very quickly to try to ensure that Myanmar experiences a clear democracy dividend,” Kim said.

The World Bank chief said it had been difficult to find long term capital for poorer countries but insisted: “We will show investors that sustainable energy is an op-portunity they cannot afford to miss.”

Authorities set up the FTZ in the com-mercial city of Shanghai in late September with pledges of reform, including free con-vertibility of the yuan currency.

But a lengthy “negative list” of what is barred in the zone and an open-ended deadline to introduce financial reforms have made foreign firms hesitant to set up there, analysts say.

The 38 overseas companies newly es-tablished in the FTZ had total registered capital of $560 million, figures released on Thursday showed.

More than one-third of the companies -- 14 -- are from Hong Kong, an autonomous region of China whose fi rms are counted as being from overseas.

There also six firms from the United

States, six from Japan and four from Sin-gapore.

The number of foreign firms is a fraction of the total 1,434 companies so far registered in the FTZ.

But Shanghai officials said it was too soon to make a judgement as the FTZ had only recently been launched.

“I currently don’t sense that there is a feeling of disappointment,” said Ai Baojun, Shanghai vice mayor and head of the govern-ment agency managing the FTZ.

“We can say there are hopes for quicker introduction of details,” he said.

The FTZ is making preparations to intro-duce key financial reforms, including free capital flows and interest rate liberalisation, he added, but gave no timetable.

As well as the 38 to have formally set up, another 67 foreign firms had applications under consideration, officials said.

“It’s a normal process. You can’t use a short-term statistic to evaluate this issue and form a grand notion,” said Dai Haibo, deputy head of the FTZ’s management committee.

The tally does not take into account 12 for-eign bank branches that have been approved to set up in the FTZ, including Britain’s HSBC and Citibank of the United States.

Dai denied that many of the 1,396 domestic firms now in the FTZ were shell companies, lacking true business operations and set up by investors hoping to get an early foothold, as reported by Chinese media.

INGLEWOOD, Calif. — A man opened fire on two police officers outside a Los Angeles-area home, hitting and wounding one of them before holding his girlfriend and her 14-year-old daughter hostage in a nearly nine-hour standoff until he peacefully surren-dered, police said.

The officer was shot in his bulletproof vest, while the second officer suffered minor injuries when she fell down during the melee. The two hostages and the gunman were not hurt, police said.

Reports of a family disturbance sent the two officers to the home around 12:30 p.m., police Capt. James D. Madia said.

The man in the home shot at the arriving officers “before they could even get to the front door,” Ma-dia said. Officers returned fire, and a video aired on KABC-TV captured more than a dozen shots being fired. Officers pulled their wounded colleague out of the line of fire, Lt. Oscar Mejia said.

The Inglewood officer’s protective vest stopped the bullet and he was taken to a hospital in good condition but “in a lot of pain,” Madia said. The officer was later transferred to another hospital. The female officer was treated at a hospital for minor injuries and released, police said.

Esther Frazier, who lives across the street from the standoff, said she was baking a cake for Thanksgiving when she heard a commotion and walked outside to see police officers banging on the door of the home.

She went back inside to turn off her oven when gunfire erupted. “There were so many gunshots, oh my God, it was like you were in a war zone,” she told the Los Angeles Times. “A shot came through the screen on my door. “I am scared to death, I’m on my floor in the den,” she said by telephone.

“We have already demanded an explanation from the Singaporean and South Korean ambas-sadors about their involvement in using fibre optic cables for wiretapping activities conducted by Australia and the United States,” Foreign Af-fairs Minister Marty Natalegawa said here on Thursday.

During the meeting, the Singaporean am-bassador to Indonesia asked for a clarification since he considered Singapore’s involvement in the wiretapping to be an unfounded accusation, Marty stated.

“South Korea’s ambassador, however, did not deny the reports,” he added.

The Ministry of Foreign Affairs would take steps based on the United Nations’ resolution on anti-wiretapping and rights to privacy, he pointed out.

with Australia, Marty remarked that the govern-ment has stopped three cooperation programs, including information and intelligence data exchange and joint military exercises, and is reviewing the partnership between the two countries.

INGLEWOOD, Calif. — A man opened fire on two police officers outside a Los Angeles-area home, hitting and wounding one of them before holding his girlfriend and her 14-year-old daughter hostage in a nearly nine-hour standoff until he peacefully surren-dered, police said.

The officer was shot in his bulletproof vest, while the second officer suffered minor injuries when she fell down during the melee. The two hostages and the gunman were not hurt, police said.

Reports of a family disturbance sent the two officers to the home around 12:30 p.m., police Capt. James D. Madia said.

The man in the home shot at the arriving officers “before they could even get to the front door,” Ma-dia said. Officers returned fire, and a video aired on KABC-TV captured more than a dozen shots being fired. Officers pulled their wounded colleague out of the line of fire, Lt. Oscar Mejia said.

The Inglewood officer’s protective vest stopped the bullet and he was taken to a hospital in good condition but “in a lot of pain,” Madia said. The officer was later transferred to another hospital. The female officer was treated at a hospital for minor injuries and released, police said.

Esther Frazier, who lives across the street from the standoff, said she was baking a cake for Thanksgiving when she heard a commotion and walked outside to see police officers banging on the door of the home.

She went back inside to turn off her oven when gunfire erupted. “There were so many gunshots, oh my God, it was like you were in a war zone,” she told the Los Angeles Times. “A shot came through the screen on my door. “I am scared to death, I’m on my floor in the den,” she said by telephone.

“Before building a hotel, certainly there are requirements to be met such as the environmental impact analysis. If indeed the existence of tourist accommodation results in an environmental impact, certainly the entrepreneur will not build hotel at the location,” said Secretary General of the PHRI Bali, Ferry Markus, in Denpasar, Wednesday (Nov 27).

He suggested fishermen coalesced into the members of the Indonesian Fishermen Association (HNSI) of Bali to approach hotel accommodation considered detrimental because not all hotels established at coastal areas were detrimental. “At Sanur, for example, fishermen and hotel go hand in hand and benefit each other because many tourists staying at hotel can take advantage of their services,” he said.

He admitted that his party did not dare to address the issues haphazardly. Coastal area in Bali taken advantage as hotel facility virtually occurred in all regions.

“Possibly, there are one or two hotels like that, but not all. To that end, we advise them (fishermen—Ed) to approach the owner or manage-ment considered to have annexed their land, so there is a solution for the problem,” he said.

According to him, PHRI Bali could not mediate to these problems be-cause the complaint expressed by fishermen was in general without being specified in details. “We have not been able to mediate as do not know which hotels considered to have annexed the fisherman’s land whether they are located in Kuta, Nusa Dua or other coastal areas,” he said.

As reported, Chairman of the HNSI Bali I Nengah Manumuditha ac-companied by Chairman of the HNSI Badung Made Sudarta stated that fishermen seemed to have no right to occupy the coastal areas. Many fishermen also fret because the development was feared to expel their existence.

“Fishermen in Bali have not had a legal certainty to protect their pres-ence in the coastal region. It’s only Badung which already has owned a Regional Bylaw No.18/1994 on the charges of base,” he said.

The Regional Bylaw, he revealed, had set forth the radius of coastal ter-ritories becoming the right of fishermen to conduct their economic activi-ties. The radius set forth was 200 meters for the activities of fishermen.

“However, at the moment a lot of lands supposed to become the loca-tion of fishermen’s activity have been pilfered by hotel. Even, the hotel impressed to have dismissed fishermen from their location so that many fishermen have been displaced,” he said.

Manumuditha stated the needs for legal instrument in the form of Re-gional Bylaw to protect the rights of fishermen throughout Bali. On the other hand, though the existing legal instrument had been made, fishermen would still have difficulty in maintaining their rights. He mentioned as long as the development at coastal territories considered capable of improving the economic standard, fishermen would accept it.

Other than arranging the Air Sanih and Lovina with the funds of approximately IDR 900 mil-lion, according to Warkadea, his party would also build represen-tative toilet at a number of the other objects such as Ambengan and Gitgit. Next year, his party would fix the Gede Manik House of Arts and Sasana Budaya as well as the arrangement of ob-jects at the former Buleleng Harbor. “It is carried out so that guests of cruise ships can enjoy a

nice object in Buleleng and more ships will drop in at Celukan Bawang,” he said.

Previously, General Manager of PT Pelindo III of Celukan Bawang Branch, Dewa Adi Ku-mara Jaya, said that cruise ships holding hundreds of guests would drop in at Celukan Bawang on the upcoming December 4. With the cruise arrival, Celukan Bawang would be dropped in by three cruises this year. “Our target is that Celukan Bawang will be dropped in by four cruise ships each year. So far, two ships had transited so they will totally comprise three cruise ships early December,” he said.

As planned, another cruise ship would arrive by the end of December so the target of four ships a year could be reached. “We continuously keep in touch with our consultant in Miami. As

expected, two cruise ships will arrive in this December, namely early December and at the end of December,” he said.

According to Kumara Jaya, actually many guests of cruise ships from several countries had known the Celukan Bawang Har-bor. They were very fond of the harbor condition and the beauti-ful sea of Celukan Bawang as it still had crystal clear water and white sand. UNITED NATIONS - The World Bank and United Nations on Wednesday appealed for billions of dollars to provide electricity for the poorest nations but said there would be no investment in nuclear power.

“We don’t do nuclear energy,” said World Bank president Jim Yong Kim as he and UN leader Ban Ki-moon outlined efforts to make sure all people have access to electricity by 2030.

Kim said $600-$800 billion a year will be needed to meet the campaign target of universal access to electricity, doubling energy efficiency and doubling the share of renewable energy by 2030.

In some countries, only 10% of the population has electricity.

So far, the campaign has a pledge of one billion dollars from the OPEC Fund for International Development, Bank of America has raised $500 million through the world’s first ‘green bond’ and Norway has committed to spend two billion krone ($325 million) on renewable energy ef-forts in 2014.

Kim said the World Bank is preparing energy plans for 42 countries that would be ready in June, but said any money raised would only go to new power sources.

“Nuclear power from country to coun-try is an extremely political issue,” Kim told reporters.

“The World Bank Group does not engage in providing support for nuclear power. We think that this is an extremely difficult conversation that every country is continuing to have.

“And because we are really not in that business our focus is on finding ways of working in hydro electric power in geo-thermal, in solar, in wind,” he said.

“We are really focusing on increasing investment in those modalities and we don’t do nuclear energy.”

Kim highlighted private financing for power expansion in Nigeria and Ivory Coast and said efforts were being made to launch a similar deal for Myanmar, where the government has launched major reform efforts.

“We are working and moving very quickly to try to ensure that Myanmar experiences a clear democracy dividend,” Kim said.

The World Bank chief said it had been difficult to find long term capital for poorer countries but insisted: “We will show investors that sustainable energy is an op-portunity they cannot afford to miss.”

Authorities set up the FTZ in the com-mercial city of Shanghai in late September with pledges of reform, including free con-vertibility of the yuan currency.

But a lengthy “negative list” of what is barred in the zone and an open-ended deadline to introduce financial reforms have made foreign firms hesitant to set up there, analysts say.

The 38 overseas companies newly es-tablished in the FTZ had total registered capital of $560 million, figures released on Thursday showed.

More than one-third of the companies -- 14 -- are from Hong Kong, an autonomous region of China whose fi rms are counted as being from overseas.

There also six firms from the United

States, six from Japan and four from Sin-gapore.

The number of foreign firms is a fraction of the total 1,434 companies so far registered in the FTZ.

But Shanghai officials said it was too soon to make a judgement as the FTZ had only recently been launched.

“I currently don’t sense that there is a feeling of disappointment,” said Ai Baojun, Shanghai vice mayor and head of the govern-ment agency managing the FTZ.

“We can say there are hopes for quicker introduction of details,” he said.

The FTZ is making preparations to intro-duce key financial reforms, including free capital flows and interest rate liberalisation, he added, but gave no timetable.

As well as the 38 to have formally set up, another 67 foreign firms had applications under consideration, officials said.

“It’s a normal process. You can’t use a short-term statistic to evaluate this issue and form a grand notion,” said Dai Haibo, deputy head of the FTZ’s management committee.

The tally does not take into account 12 for-eign bank branches that have been approved to set up in the FTZ, including Britain’s HSBC and Citibank of the United States.

Dai denied that many of the 1,396 domestic firms now in the FTZ were shell companies, lacking true business operations and set up by investors hoping to get an early foothold, as reported by Chinese media.

The move came after Tokyo’s close ally Washington defied China’s demand that airplanes flying through its unilaterally announced zone identify themselves to Chinese au-thorities, flying two unarmed B-52 bombers over the islands on Tuesday without informing Beijing.

Tensions have ratcheted up since Beijing’s weekend announcement of the zone that includes the skies over islands at the heart of a feud between Japan and China, and its demand that planes flying in the area first notify Chinese authorities.

Japan and the United States have sharply criticized the move, which some experts said was aimed not only at chipping away at Tokyo’s control of the islands, known as the Senkaku in Japan and the Diaoyu in China, but also at challenging U.S. dominance in the region.

The United States does not take a position on the sovereignty of the islands but recognizes Tokyo’s ad-ministrative control and has assured Japan that the U.S.-Japan security pact covers them.

The developments are expected

to dominate U.S. Vice President Joe Biden’s visit to Japan, China and South Korea next week.

Also on Thursday, China reject-ed South Korea’s demand for the repeal of the zone, but appeared to soften its demand that commercial aircraft tell its military authorities of any plans to transit the area. Japan’s two biggest airlines have already begun defying that order.

“The East China Sea Air Defense Identification zone is not aimed at normal international flights. We hope that relevant countries’ airlines can proactively cooperate, so there is more order and safety for flights,” China’s Foreign Ministry spokes-man Qin Gang told reporters.

Japan’s Chief Cabinet Secretary Yoshihide Suga said naval ships and patrol planes have been operating in the East China Sea and would continue to do so.

“They are carrying out surveil-lance activity as before in the East China Sea, including the zone,” Suga told a news conference, add-ing there has been no particular response from China. “We are not

going to change this (activity) out of consideration to China,” he added.

BEIJING REJECTS SEOUL’S DEMAND

A South Korean official also said a navy reconnaissance plane had flown over a submerged rock in the area claimed by both Beijing and Seoul, and that the flights would continue. The rock, called Ieodo in Korea and Suyan Rock in China, is controlled by South Korea, which maintains a maritime research station built on it.

Asked about the South Korean flight, Chinese spokesman Qin only said that Beijing was aware of it.

South Korea’s reaction to Bei-jing’s weekend declaration has been somewhat muted, reflecting its ef-forts to forge closer ties with China and a chill in relations with Japan.

ROME — Three-time former Premier Silvio Berlusconi was ousted from Parliament on Wednes-day after two decades as a lawmaker, defiantly calling it “a day of mourn-ing for democracy” and pledging to continue in politics.

After weeks of maneuvering, appeals and even an attempt to bring down the government, Berlusconi’s delay tactics ran their course when the Senate voted to kick him out of the chamber due to a tax fraud conviction.

Ever a populist, the 77-year-old billionaire chose the piazza over the Senate floor, addressing a crowd of cheering supporters outside his Ro-man palazzo as the vote was under way just a short walk away.

“We are here on a bitter day, a day of mourning for democracy,” Berlusconi declared. He said his political enemies — including the judiciary he accuses of mounting a campaign against him — were “toasting” his demise. “They are actually euphoric,” he said.

Berlusconi pledged to remain in politics — effectively launching a campaign in which he won’t be able to stand for office — noting that other political leaders are not lawmakers.

He cited Beppe Grillo, the for-mer comic and founder of the anti-

establishment 5 Star Movement, and Matteo Renzi, the Florence mayor who is a Democratic Party star widely tipped as a future premier candidate.

The Senate vote bars Berlusconi from running or holding office for at least six years under a 2012 law applied to anyone sentenced to more than two years in prison.

Berlusconi was sentenced to four years on a tax fraud conviction relating to the purchase of TV rights to U.S. films on his Mediaset net-work, charges he continues to deny. The sentence was automatically reduced to one year by a general amnesty, which he will serve either under house arrest or doing public service.

In the last election, Berlusconi’s now-defunct and splintered People of Freedom Party garnered 7.3 mil-lion votes, or 21.5 percent of the vote. Berlusconi’s charisma remains compelling to many Italians despite his ongoing judicial woes.

“I think for the time being he still controls a substantial number of voters,” said Roberto D’Alimonte, a political analyst at Rome’s LUISS University. “He hasn’t lost the hard-core voters.”

But D’Alimonte said to maintain them he will have to “be aggressive, be his usual Berlusconi” and not appear to be weakening, even physi-cally due to age.

Heavy rain flushing the area of Mendoyo, Tuesday night (Nov 26) caused a number of places to flood. As happened at Tembles ham-let, Penyaringan village, a dozen of ares of rice fields at road side of Denpasar - Gilimanuk were inundated. Besides, the inter-hamlet road access was also flooded as high as adult thigh.

According to a resident around the loca-tion, the region had always flooded, espe-cially during heavy and long rain. Other than roads and rice fields, a number of houses in the southern side also flooded. Made Su-witra, 50, one of the local residents, said if it rained heavily and long, the flood would reach his home. Even, since the water filled in the sewer, the water overflowed and col-lapsed his compound walls for two times.

“Our culvert is very small, while the water overflow is much. I wonder why the government does not pay attention to it. Ap-parently, we have no people’s representative or a regent,” he said when met on Wednesday (Nov 27). According to him, the connecting road to coconut fiber factory owned by the family of one of the legislators in the Jem-brana House also flooded.

Other than his home, the home of Gusti Ketut Arnaya and a shop formerly used for the office of Mendoyo Police were also in-

undated. Even, when the building was used as police station, it also frequently flooded. Due to hit by water recently, the wall behind the shop had skewed.

According to him, such condition had occurred since 2001 when the paving was done. Besides, the culvert of subak leading to the ditch was very small. Some motor-ists failed to pass the pathway. Only a few people were desperate to traverse on foot though having to pass through puddles as high as the thigh. Due to frequent flooding, a house formerly used for the office of PLPDK Jembrana was finally relocated. “The office is often submerged in water. It was then relocated to Negara five years ago,” added another resident, Komang Agus Sujana.

The enforcement efforts under-taken all this time often ended with a clash and got physical resistance from the street vendors. Together with other components of society, the street vendors sometimes made a demonstration. Actually, if their existence was well arranged and styled consistently, the existence of street vendors would even add the exoticism of a location in the urban area. “There should be a

space specially intended for them (street vendors—Ed). It must be well arranged and made as clean and comfortable as possible,” he advised.

Arrangement and empowerment of street vendors was to provide business opportunities for them through determination of location

pursuant to its designation, to grow and develop business skills of street vendors into an independent micro-economic enterprise and realize a clean city with adequate and eco-friendly urban infrastructure.

To empower street vendors, he added the regent/mayor could also make cooperation or partnership

with business community through its Corporate Social Responsibility (CSR) in the form of structuring and rejuvenating the business premises of the street vendors and play an active role in the arrangement of street vendors in urban areas so they would become more orderly, beau-tiful and comfortable. A major exhibition opens in Lon-don Wednesday to celebrate the life and style of Blow, who is best known for discovering British designers Al-exander McQueen and Philip Treacy when they were young students and promoting them as they rose to inter-national acclaim.

Eccentric, flamboyant and witty, Blow was editor at Tatler and other magazines, muse to designers and one of the most influential personalities in fashion before she committed suicide by drinking weed-killer in 2007. She was 48.

“Isabella Blow was a champion of creative talent. So much that we know today would never have happened without her vision, and her support of British fashion and creativity was unique,” said Louise Wilson, a profes-sor at Central Saint Martins college who taught McQueen and many other designers.

The show at Somerset House features Blow’s personal collection of more than 100 rare designer items, including many of Treacy’s most dra-matic hats and some of McQueen’s

fashion show in 1992, and famously bought up his entire collection. She commissioned headdresses for her wedding from Treacy when he was still a student. She wore their designs everywhere, and used her network to promote both men.

Four years later McQueen dedi-cated a collection — his first to receive international acclaim — in tribute to her. In the same year, she also styled a successful show for Treacy.

Treacy went on to work for Chanel and became Britain’s best-known mil-liner, while McQueen achieved further fame and success — until he, like Blow, lost his battle with depression and took his own life in 2010.

The exhibition traced Blow’s early life and her aristocratic background, which curator Alistair O’Neill said was key to her appeal and success.

“She traded on her family history and her Britishness,” he said. “She was this attractive, artistic figure. She had no money, but lots of stories and lots of style.”

At his corner of 57th Street and Fifth Avenue, arguably one of the most famous shopping intersections in the world, Hoey isn’t just celebrating Christmas, he’s paying homage to 12 holidays, including Valentine’s Day, Independence Day and Halloween. One of his favorite windows is the April Fool’s Day display that depicts a lovely outdoor springtime scene — as-sembled upside down.

Kitty-corner from Bergdorf is Tiffany & Co. and its scenes that aim to capture the New York holiday of your best dreams and memories. “We are telling a story of the lives that go on here and the interactions that happen on Christmas Day and on that morning in New York City,” says Richard Moore, vice president of creative visual merchandising.

He does add a little product to the scenes — it is a store, after all — but the holiday windows aren’t as much about pushing sales. “It’s about holiday spirit and celebrated tradition. The windows are for all ages, all different cultures. We just want you to stop and look and engage in our windows.”

Hoey eagerly visits the windows of the other big stores. It’s a treat and a tradi-tion, he says. “Window dressers and the people who do window displays is a very small community. We look at everyone’s windows. We are just as excited to see the other windows as everyone else is.”

Moore soaks up the season, too. “There’s no better time to think about (the) next holiday than this holiday.”

DENPASAR - The policy to charge a donation of USD 10 intended for heritage protection was criticized by the Bali tourism businesspeople. Without obvious consideration, this policy was assessed to invent and tended to kindle new problems.

“Tax collection should not invent. Rationally, we consider that donation worth USD 10 looks like an inventing policy,” said Deputy Chairman of the Indonesian Tourism Industry Association (GIPI) of Bali Chapter, Bagus Sudibya.

He also considered the heritage protection rule would be potentially counter-productive because it was not socialized. Even, if it was enforced without obvious consideration, it would result in rejection in the future.

“We also question whether the cultural preser-vation is the responsibility of travelers or people becoming the owner of the culture. Meanwhile, concrete things like the charge of admission fee to tourist objects or cultural heritage is natural thing,” he said.

According to him, the rule-making related to the protection of cultural heritage should be seen in terms of law and fairness. To that end, the experts had to formulate and find a reason whether the rule was worthy or unworthy to be promulgated.

“Tax collection is essentially for the welfare of its people. On that account, in the future the rule on cultural heritage should be assessed, enacted, implemented and monitored consistently and professionally,” he said. Nevertheless, Bagus Sudibya admitted if he still doubted the donation rule because the legal basis in use as a reference was not clear.

“We are still very dubious about the rationale of collecting the donation worth USD 10. Moreover, the regulation will be reinforced in regional bylaw or gubernatorial regulation. Meanwhile, the law used as a reference is not clear,” he said.

It was mentioned that every regional bylaw or gubernatorial regulation should be based on the higher law. Any regional bylaw or guberna-torial regulation should not be contradictory to the higher rules. For example, regional bylaw or gubernatorial regulation on Hotel and Res-taurant Tax (PHR) would surely have a legal basis. It considered many aspects by referring to the government regulation or law on Hotel and Restaurant Tax.

“If it has been set forth in the Hotel and Restau-rant Tax for the same interest, then it should not be applied two times on the other rules,” he said.

He added when the basic consideration of the benefits of regulation on heritage protec-tion based on the benefits of regional bylaw or gubernatorial regulation on the collection of Hotel and Restaurant Tax for cultural pres-ervation, the regional bylaw or gubernatorial regulation would automatically disqualify in the judicial review.

“Conversely, if in the collection of Hotel and Restaurant Tax is not mentioned the benefits of cultural preservation, this can become a consideration in the regional bylaw / guber-natorial regulation on the heritage protection,” he said. (kmb27)

The meeting aims to discuss a number of proposals, which had been formulated during the ASEAN Senior Officials’ Min-eral Meeting (ASOMM) and ASOMM plus 3 on November 26 and 27.

ASOMM Chairman R Sukhyar stated that the ASEAN senior officials’ meet-ing had agreed to discuss nine proposals during the AMIMM. Among the formu-lations was a proposal to include trade, investment and technology aspects in ASEAN’s mineral database.

“The mineral database will be located in Indonesia and is ready to be launched during the ASEAN mineral ministerial meeting,” he said.

The ASEAN mineral ministers will also discuss the desire of ASEAN to de-velop rare earth mineral utilization tech-nology or tin ore mineral byproducts.

Sukhyar pointed out that Indonesia also had an interest in the rare earth mineral utilization program, owing to the fact that Indonesia had many min-eral deposits in a number of regions, particularly in the tin producing district of Bangka Belitung (Babel).

Rare earth minerals have so far been wastefully disposed off together with

tailing, although the minerals are very useful for the telecommunications in-dustry.

Within the framework of cooperation with ASEAN, Japan said it was prepared to share technology used in the utiliza-tion of rare mineral deposits.

The other important issue, which needed to be discussed during the fourth AMINN, is the strengthening of ASEAN’s capacity for protecting the environment of mining activities, post-mining reclamation and mineral process-ing technology. “Therefore, ASEAN is appropriately concerned about ensuring that supply and demand in the mineral and metal markets are balanced to ensure price stability,” he added.

The Head of the Geology Agency un-der the Ministry of Energy and Mineral Resources stated that China and Japan have, so far, imported large quantities of metal and mineral ores from Indonesia, especially nickel, which is processed to produce stainless steel.

He said Indonesia’s proposal had been received positively by the three ASEAN partners.

“In the ASOMM+3 meeting, they accepted Indonesia’s proposal and even offered to assist in preparing the out-look,” he added.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

tion (YLPK) Bali received 250 complaints from people who purchased goods through online store during the period January 2012 to October 2013.

Director of YLPK Bali, Putu Armaya, revealed on Wednesday (Nov 27) in Denpasar that com-plaints revealed was disappoint-ment when receiving goods that did not comply with the adver-tisement displayed in the virtual world. “The goods ordered by consumer indeed have arrived at

the buyer, but the quality is very bad,” he said.

Aside from receiving goods with poor quality, another com-plaint of online shopping con-sumer was that the goods were not delivered. He expected the government to make strict regula-tions regarding the online trading to prevent similar complaints from the public.

“Information Technology Act has been already made but it does not accommodate the public as consumers,” said Armaya.

According to him, the online

sellers actually had been violating the Consumer Act because they had been selling certain types of goods, but the goods delivered were different.

“It has violated the Article 4 of Consumer Law. In other words, consumers have not been given the correct and honest explana-tion,” he said.

His party did not question about the trading through online system, but the most important was to get permission, at least from the local government.

“Everyone may perform online

business but at least it must be known by local government so that the consumers will not feel disadvantaged,” he said.

Related to the settlement of complaints, Armaya said that his party resolved more disputes of consumers through mediation. For example, throughout the year 2012, a number of consumer complaints handled from January to December had been resolved through litigation or mediation between the consumers and busi-nesses to get the best solution.

“We have handled some of

those complaints so that no par-ties feel to be harmed, such as the companies have replaced the losses of consumers either in the form of goods or services,” he said.

But on the other hand, he said, there was also a case to be pros-ecuted, considering such cases could not find any solution or settlement.

“There are also legal cases that could not be resolved, then it was taken a class action suit as we have executed early in January 2013,” he said. (kmb28)

According to Putu Doster Ma-hayasa, the Secretary of the Society of Obstetrics and Gynecology (POGI) of Denpasar Chapter, the activity was been carried out simultaneously throughout Indonesia. “We respond to and show solidarity to our colleague Dewa Ayu Sasiary Prawani which requires a sense of justice in Manado,” he said.

In her order released after business hours Tuesday, the judge ruled Simpson “failed to pinpoint significant errors that either alone or combined would have changed the outcome of his case. Addition-ally, Mr. Simpson has failed to demonstrate significant errors from his appeal.”

The lawyer who handled Simp-son’s trial and appeals, Yale Galanter, faulted Simpson’s current attorneys for questioning his work and said he felt vindicated.

“In an effort to capture the spotlight, O.J.’s new legal team created a laundry list of falsehoods and attacked my repu-tation and integrity without contacting me to get the facts, review my files or review any of the documented evidence in the case,” Galanter said.

Bell faulted Galanter for collecting excessive fees from Simpson and not hiring experts or investigators for his defense, and identified other mistakes. But the judge said none would have made a difference in the outcome.

NEW YORK — A handwritten work-ing manuscript of Bruce Springsteen’s 1975 hit “Born to Run” will be offered at auction on Dec. 5, with a presale estimate of $70,000 to $100,000, Sotheby’s said Wednesday.

The seller was not revealed. The auc-tion house said the document used to be in the collection of Springsteen’s former manager, Mike Appel.

Sotheby’s said most of the lines in this 1974 version, written in Long Branch, New Jersey, are apparently unpublished and unrecorded, but the manuscript does include “a nearly perfected chorus.”

Springsteen’s thought process, written

in blue ink on a sheet of ruled notepaper, looks like this:

“This town’ll rip the (out your) bones from yourback / it’s a suicide trap (rap) (it’s a trap to catchthe young) your dead unless / you get out (we gotto) while your young so (come on! / with) take myhand cause tramps / like us baby we were born to run.”

“The imagery and tone are constant from the present manuscript to the final song,” the auctioneer said. There are also some words in the margins: “Wild” and “Angels” and a word that looks like “velocity,” with the letter “t’’ in Spring-steen’s curlicue cursive.

“Although Springsteen is known to have an intensive drafting process, few

manuscripts of ‘Born to Run’ are avail-able, with the present example being one of only two identified that include the most famous lines in the song,” So-theby’s said. The document will be part of a Manhattan sale of fine books and manuscripts.
