We live in a digital world and empowering society to access

the Internet and harness ICT skills is critical.

Introduction

As part of Qatar National Vision 2030, Qatar is transforming itself into a global, knowledge-based economy, a model that is driven by the power of human resources rather than natural resources. The Ministry of Information & Communications Technology (ictQATAR) helps empower the community so that it can contribute and benefit from this exciting and dynamic vision.

One of the strategic goals for ictQATAR is to create opportunities for the segments of Qatar’s population which may be at risk of digital exclusion. These goals complement the National ICT Plan, which aims to achieve mass ICT and Internet adoption in all segments of Qatar society by 2015.

In order to move to an empowered knowledge-based economy, it is important to provide skills to people in all sectors of society.

Building bridges to the futureDigital Inclusion for Qatar is the process of reaching out to the Qatar population who are currently lacking in technological and IT skills. The aim is to provide access to basic technologies, and skills to use technology, and in doing so empower the nation.

To facilitate this, ictQATAR has developed a Digital Inclusion Strategy that reaches all sectors of the community through a carefully considered program of awareness, access, training and support. ictQATAR’s Digital Inclusion Strategy and approach to programs follow a set of principles that ensure it delivers excellence and draws on the support of stakeholders. ictQATAR tailors and contextualizes its programs to the individual, taking into account their literacy levels and cultural considerations. In addition, ictQATAR continually monitors its work and assesses needs and potential barriers.

This Executive Summary looks at the progress made by the Digital Inclusion Strategy together with some key success stories.

The Internet user divide cuts across education, gender, income, age and geographical location of users. Our country needs to bridge the skills and awareness gap between users and non-users. According to a recent United Nations’ report i, the digital divide remains an obstacle globally and is in fact deepening further. There is a need to reach out to all citizens, particularly the disadvantaged and vulnerable groups, in order to bridge the gap.

On the road to knowledgeQatar is already making great progress with Information and Communication Technologies (ICT). In terms of computer penetration in households, Qatar compares well with the leading ICT-developed countries. Highly networked countries such as South Korea, Norway and Sweden are ahead of Qatar in terms of household Internet penetration; Qatar compares well with countries such as the UK and Singapore and leads among the GCC countries.

However, computer and Internet penetration are lower among Qatari individuals when compared to mainstream expatriates. Lack of skills is a major barrier to ICT usage among all Qatari population sub-groups. Complexity of technology and a lack of understanding are also significant barriers for Qatari women and senior citizens, and ictQATAR is already making positive headway through its work. In terms of mobile use the figures are positive, with penetration in Qatar approaching 100%; in fact, Qatar is one of the world’s leading countries in terms of mobile penetration.

Putting people firstictQATAR has carefully identified target groups of people who are yet to understand the benefits of the Internet and ICT. As a result of consultation with their external stakeholder advisory group, comprising community organizations, employers, Ministries, and NGOs, ictQATAR has prioritized six key target groups for inclusion within their work programs under the Digital Inclusion Strategy. They range from those at risk of exclusion due to old age, special needs or disablement; through to low-skilled migrant labor with limited Internet access.

A closer look at ictQATAR’s priority target groups

Learners with special needsICT can make a world of difference to those with special needs. It fosters greater equity and empowerment and ensures seamless integration into Qatari Society. With a growing number of people with special needs in Qatar iii, it is important that ictQATAR works with stakeholders to develop skills that can vastly enhance their quality of life. Learners in Qatar with special needs have a range of learning difficulties and disabilities such as physical disability; visual, speech and hearing impairment and disorders such as autism and dyslexia. The effective use of ICTs can empower them, reduce barriers, and improve the quality of their lives. Work with stakeholders is supporting the development of new initiatives such as voice activated ATMs and learners can use a range of assistive technologies to support themselves, using screen-readers for example. Ultimately, learners with disabilities should be empowered to access a range of services and opportunities online, including e-government services.

Case study: Improving the quality of life for people with visual impairment

BackgroundA census conducted by the

Qatar Statistics Authority (QSA)

in 2010 revealed that the total

population with difficulties

numbered 7,643 (3,343 females

and 4,300 males). Based on

these findings, ictQATAR has

started providing support to

this target group of the Qatari

population by partnering with

specialist organizations who

are already targeting these

citizens and residents with their

services.

new ICT labs, one designed

Providing young people with digital skills Many young people are digitally aware: posting pictures, sharing their current location and playing games on their smartphones and tablets. However, they need further guidance to ensure that they get the most from the ICT tools available to them, for example, how to write and send an effective CV and covering letter. They also need a greater awareness about how to keep themselves safe online. Cyber Safety and Media Literacy workshops have been provided to this effect.ICT workshops have been delivered, providing them with the opportunity to improve skills required for different technologies, such as using tablets, basic programming, game development and app development. Through a sustained and strategic ‘Digital Inclusion initiative’, many young individuals can gain skills that will help them further their academic knowledge, improve their business acumen, and increase their employment opportunities. New initiatives, developed for young people in the region, provide support for job seekers, and opportunities to improve skills such as CV writing and interviewing techniques.

ICT skills for workersLack of facilities and unfamiliarity with the Internet are the major barriers for many migrant workers, of whom there are almost half a million in Qatar, mainly housed in labor accommodation iv. In addition, a leading barrier to ICT training among the transient labor force remains cost. However, a recent survey v indicated that 84% of those surveyed were interested in participating in computer and Internet training programs. ictQATAR is addressing this interest through a number of programs which include access to the iParks initiative with free Internet connectivity; development of computer rooms in labor accommodation; working with employers to improve training opportunities and developing content in their languages to facilitate understanding. Access via mobile devices will become increasingly popular and will be supported via the National Broadband Plan. Research has indicated that it is particularly important to support connecting with their families at home via modern technologies.

Developing technological and IT skills for people in small communities is a powerful catalyst to enabling social, economic and environmental sustainability that improves the quality of life of community members. Their needs include basic ICT skills to provide them with equal opportunities in terms of skills, knowledge and access to services. Access to IT infrastructure and Internet connectivity is a particular issue for small communities and the National Broadband Plan will work towards improving access nationally. Rural isolation of the small communities means that access to ICT technology will enhance their access to main services such as e-government services online and connect these communities with their families elsewhere.

Empowering women in the communityWomen are a key target group for the Digital Inclusion efforts by ictQATAR. The importance of this target group is corroborated by Qatar National Vision 2030’s human development pillar, which states that providing vocational support to Qatari women is a priority. In addition, a report in 2010 vi stated that women across the world are amongst the most marginalized groups. Research clearly shows that the percentage of women’s Internet use does not correlate with a country’s rate of Internet reach to its population. ictQATAR’s work with women includes providing a range of basic ICT skills; raising awareness of social media channels to promote their small businesses; raising awareness of e-government services - such as Hukoomi and improving their ability to access these services online; empowering women to work more flexibly and from home using ICT; helping women to support their children at school more effectively by understanding the technologies that children use and engage with, including keeping themselves and their children safe online. ictQATAR’s programs propose to make a change for the better for thousands, a change that will empower women in both their personal and professional lives.

New skills for senior members of the community The 2010 census revealed that there are many senior citizens over 65 in Qatar vii and at least fifty percent of these are Qatari citizens. Many have limited awareness or are digitally excluded because of their generation and fear of technology. The ICT Landscape Report viii revealed that: “ICT skills are critical for a variety of reasons, two out of three seniors report significant obstacles to actual ICT use. These include a lack of ICT skills, general unease with technology, and age. ix Senior members of the community will benefit from learning how to access e-government services online, such as Hukoomi, when they are not able to easily travel or leave their homes. Programs will be offered to develop their basic ICT and Internet skills to facilitate an improvement in the quality of their lives, reducing the sense of isolation by connecting them with families online. Senior citizens will be able to use enhanced online services such as e-commerce and online banking, without leaving the comfort of their homes.

ictQATAR is working through partnerships with organizations that specialize in supporting the elderly to break barriers and open up a new world for the elderly and retired.

with a network of over 16 local

Qatari teachers and trainers

to deliver the training to the

Qatari ladies in Arabic. The

trainers first undertook a

refresher ‘train the trainer’

program to understand the

basic ICT awareness

curriculum that ictQATAR

have developed.

The resultsBy the end of March 2013,

ictQATAR had raised

awareness of the potential of

ICT with over 200 Qatari ladies.

A total of 16 Qatari women

have been trained to deliver the

program. A ten-module course

titled ‘Basics of ICT and using

the Internet’ for women has

been developed and will be

available as an online toolkit.

ictQATAR recognizes that one of the most successful approaches is through engagement with organizations that are most familiar with those at risk of digital exclusion. ictQATAR has carried out a number of Digital Inclusion Strategy workshops, networking activities and visits to organizations to engage with these key groups. These activities have provided useful information, including insights on barriers to the use of technology within prioritized groups, and recommendations about ictQATAR’s approach to its activities and projects. To make a real difference, it is important that ictQATAR prioritizes its work and focus on particular groups. These are people who would certainly be left behind in reaping the benefits of ICT. By collaborating with stakeholders, ictQATAR has identified target group segmentation that falls into three categories: people not online; limited online users; and developing online users.

ictQATAR’s aims for each user group

Not online: ictQATAR aims to enable this group to become basic users of computers, Internet services and ICT-based tools and innovation (e.g. digital cameras, tablets). They will be able to connect to, browse and navigate the Internet and understand the value in the ICT tools available to them.

Limited online users: This group includes people who have some access to devices and use the Internet in a limited way. ictQATAR proposes to make this group effective users of the Internet, online services and ICT tools. The skills and support they’ll receive will enable them to further their personal development; languages, knowledge of a specialist subject, and apply techniques that allow them to be a safe and secure Internet user.

Developing online users: For those who can use the Internet yet lack sophisticated skills in analyzing, critiquing and sharing information, ictQATAR aims to enable them to become effective and empowered users of the Internet and ICT-based tools and innovation. These users will then be able to use a range of devices from mobiles to tablets to access the Internet and teach others how to make the most of the equipment and ICT tools and equipment available to them.

Steering users towards their Digital Inclusion goals The Internet connects people and societies, and is the backbone of the global economy it is vitally important that ictQATAR helps people in the community gain all the elements they need to be digitally included, for example: providing awareness, skills, support and access to connectivity and equipment, which they need to enable them to get online and make the most of the ICT technologies and services available to them.

These are the four important pillars underpinning ictQATAR’s Digital Inclusion Strategy which provide clarity and practical support to enable their users to reach their goals:

ictQATAR will build awareness of the importance of developing ICT skills and access to the Internet by helping each target group understand how it will

benefit them. Each user group can be reached using the media channels that are most relevant to each

group. For example, ictQATAR will communicate with older people using traditional channels such as

newsletters and flyers. Young people can be reached through social media and networking events.

ictQATAR aims to enable everyone to become efficient users of online services and understand the

impact that it can have on their lives. This will be enabled through access to high-quality training

materials and resources in Arabic, English and other community languages, training programs, workshops

and online toolkits.

ictQATAR believes that everyone should have access to the technologies and infrastructure, including

equipment and connectivity, that will help improve their daily lives. It aims to ensure people can stay connected with free Wi-Fi services in public spaces across the country; development of computer rooms

and Internet cafes in the community, and equipment loans.

ictQATAR will provide target groups with high-quality support that enables them to use basic technologies and the Internet. ictQATAR will also provide support

via a number of mechanisms, for example: developing a network of mentors, local digital champions and specialized support providers who can help deliver step-by-step guides; establishing communities of

practice; developing online support via the toolkits, etc.

Technology is the way forward for the people of Qatar. As the nation moves towards becoming a knowledge-based economy, it has become increasingly important to ensure that all members of society have the ability to access the technologies and gain an understanding on how to use those technologies. ictQATAR works to bridge the digital divide in Qatar so that everybody can be a part of Qatar’s information society. This Digital Inclusion Strategy shares some insights into how, with the support of stakeholders, this is being achieved in disadvantaged segments through programs which cater to their specific needs.

اإن االصتفادة من الركائز االأربع الصرتاتيجية الصمولية الرقمية من صاأنها متكني وزارة االتصاالت وتكنولوجيا املعلومات من توجيه

ن فرس عملهم املتعلمني نحو اأهدافها املوصوعة، موفرة لهم املهارات واملعلومات التي صتصاعدهم يف حياتهم اليومية، وحتص

توجيه املشتخدمني نحو اأهدافهم ذات الشلة بالشمولية الرقمية

يكمن دور االإنرتنت يف متكني االأصخاس واملجتمعات من اإنصاء عالقة تواصلية، حيث تعد صبكة االنرتنت اأصاس االقتصاد العاملي. ومن

املهم اأن تصاعد وزارة االتصاالت وتكنولوجيا املعلومات االأفراد يف املجتمع على اكتصاب جميع العنارض التي يحتاجون اإليها لتحقيق

صموليتهم الرقمية. على صبيل املثال: زيادة وتعزيز التوعية، واملهارات والدعم، فصال عن توفري صهولة الوصول واالأدوات التي هم بحاجة

اإليها، لتمكنهم من االتصال بصبكة االإنرتنت واالصتفادة القصوى من تقنيات تكنولوجيا املعلومات واالتصاالت وخدماتها املتاحة لهم.

وترتكز اإصرتاتيجية الصمولية الرقمية لوزارة االتصاالت وتكنولوجيا املعلومات على اأربع ركائز اأصاصية، والتي من صاأنها توفري االإيصاح

والدعم العملي لتمكن مصتخدميها من الوصول اإىل اأهدافهم.

وفيما يلي الركائز االأربعة االأشاشية التي ترتكز عليها االإشرتاتيجية:

التوعية

تخطط وزارة االتصاالت وتكنولوجيا املعلومات للعمل على بناء ورفع

الوعي باأهمية تنمية مهارات تكنولوجيا املعلومات واالتصاالت

واإتاحة الوصول اإىل صبكة االإنرتنت من خالل مصاعدة كافة الفئات

واملجموعات املصتهدفة يف فهم مدى االصتفادة. وصوف يتم التواصل

مع كل جمموعة مصتهدفة عرب اصتخدام القنوات االإعالمية االأكرث

مالءمة لها، على صبيل املثال، صتتواصل وزارة االتصاالت وتكنولوجيا

املعلومات مع كبار الصن عرب اصتخدام القنوات التقليدية مثل النرضات

االإخبارية واالإعالنية، اأما الصباب، فيمكن التواصل معهم من خالل

مواقع التواصل االجتماعي والفعاليات التي تعزز هذا التواصل.

تعزيز املهارات

تهدف وزارة االتصاالت وتكنولوجيا املعلومات اإىل متكني جميع

اأفراد املجتمع ليصبحوا مصتخدمني فعالني خلدمات االإنرتنت فصال

على توعية املجتمع حول فوائدها والعائد االإيجابي لها على حياتهم.

وصتقوم الوزارة بتحقيق هذا الهدف من خالل اإعداد مواد تدريبية ذات

جودة عالية وتوفري مصادر باللغتني العربية واالإجنليزية وغريها من

اللغات املتداولة يف املجتمع، باالإصافة اإىل تقدمي عدد من الربامج

التدريبية، وورس العمل وجمموعة من االأدوات االإلكرتونية.

صهولة الوصول

توؤمن وزارة االتصاالت وتكنولوجيا املعلومات اأن اإتاحة التكنولوجيا

والبنية التحتية جلميع صكان دولة قطر هو اأمر يف غاية االأهمية، مبا

يف ذلك توفري االتصال واملعدات واالأدوات التي يحتاجون اإليها، والتي

من صاأنها مصاعدتهم على حتصني حياتهم اليومية. وتهدف الوزارة

اإىل صمان نفاذ واتصال االأفراد بخدمات الصبكة الالصلكية املجانية

»الواي-فاي« يف االأماكن العامة بالدولة، باالإصافة اإىل اإنصاء قاعات

الكمبيوتر ومقاهي االإنرتنت يف املجتمع، فصال عن توفري قروس

لرضاء املعدات التكنولوجية وما يلحق بها.

الدعم

صتزود وزارة االتصاالت وتكنولوجيا املعلومات الفئات واملجموعات

املصتهدفة بالدعم الالزم الذي صيمكنهم من اصتخدام التكنولوجيات

االأصاصية وصبكة االإنرتنت. وتخطط الوزارة لتوفري هذا الدعم من خالل

عدد من االآليات مثل: اإنصاء صبكة من املوجهني، واجلهات القطرية التي

تصتهر بباعها الطويل يف العامل الرقمي، باالإصافة اإىل مزودي دعم

متخصصني ممن يصتطيعون االإرصاد والتوجيه خطوة بخطوة، فصال

عن اإنصاء جمموعات جتمعهم التكنولوجيا، بدون اإغفال توفري الدعم

الالزم عرب االإنرتنت من خالل جمموعة االأدوات وغريها من الوصائل.

الإحداث فرق وتغيري حقيقي، من املهم اأن حتدد وزارة االتصاالت وتكنولوجيا املعلومات اأولوياتها يف العمل والرتكيز على فئات

معينة، وهي تلك الفئات التي لن تصتطيع جني فوائد ومزايا تكنولوجيا املعلومات واالتصاالت. ومن خالل التعاون مع اجلهات املعنية،

حددت الوزارة جمموعات مصتهدفة تقع صمن ثالث فئات وهم االأصخاس الذين ال يصتخدمون االإنرتنت، االأصخاس الذين يصتخدمون

االإنرتنت بصكل حمدود واالأصخاس الذين ال يزالون مبتدئني يف هذا املجال.

اأهداف وزارة االتصاالت وتكنولوجيا املعلومات لكل فئة

االأصخاس الذين ال يصتخدمون االإنرتنت: تهدف الوزارة اإىل جعلهم من املصتخدمني املبتدئني الأجهزة الكمبيوتر وخدمات االإنرتنت

وغريها من التكنولوجيات االأخرى )مثل الكامريات الرقمية بالكمبيوتر(. وصيتمكنون الحقا من االتصال باالإنرتنت، وتصفح املواقع

االإلكرتونية وفهم قيمة اأدوات تكنولوجيا املعلومات واالتصاالت املتاحة لهم.

اأما مصتخدمو االإنرتنت بصكل حمدود: فهم االأصخاس الذين ميكنهم الوصول اإىل االأجهزة / االإنرتنت، لكنهم ال ميلكون القدرة والفهم

املطلوبني. وتهدف الوزارة اإىل جعلهم من املصتخدمني الفعالني على صبكة االإنرتنت، واخلدمات االإلكرتونية وتكنولوجيا املعلومات

واالتصاالت. وصيصمح لهم الدعم الذي صيتلقونه واملهارات التي صيكتصبونها بتنمية صخصياتهم، وتطوير اللغة، والتعمق يف مواصيع

اأكرث تخصصا، فصال عن تطبيق التقنيات التي تصمح لهم باصتخدام االإنرتنت باأمان.

االأصخاس املبتدئون: هم االأصخاس الذي يقومون باصتخدام االإنرتنت لكنهم يفتقرون اإىل املهارات املتطورة لتحليل ونقد وتبادل

املعلومات، وتهدف الوزارة اإىل جعلهم فعالني ومتمكنني من اصتخدام صبكة االإنرتنت وغريها من التكنولوجيات االأخرى. وصيتمكن

هوؤالء املصتخدمون فيما بعد من اصتخدام جمموعة من االأجهزة كالهاتف اجلوال واجلهاز اللوحي لالتصال بصبكة االإنرتنت فصال عن

تعليم االآخرين كيفية االصتفادة القصوى من املعدات واأدوات تكنولوجيا املعلومات واالتصاالت املتاحة لهم.

النصاء هن الفئة الرئيصية التي تصتهدفها جهود »الصمولية الرقمية« التي تقوم بها وزارة االتصاالت وتكنولوجيا املعلومات. وتعزز اأهمية

اخلاصة بالتنمية البرضية التي تنس على رضورة تقدمي الدعم املهني للمراأة القطرية باعتباره ذو )6

هذه الفئة روؤية قطر الوطنية 2030

اأولوية قصوى. باالإصافة اإىل ذلك، ذكر التقرير الصادر عن االأمم املتحدة يف عام 2010 اأن النصاء يف خمتلف اأنحاء العامل هن الفئات

االأكرث تهميصا يف املجتمع. وتظهر االأبحاث اأن نصبة اصتخدام املراأة لالإنرتنت ال تنصجم مع معدل ربط صبكة االإنرتنت باإجمايل عدد

الصكان يف الدولة. وتصمل جهود الوزارة حول هذا الصاأن، تزويد املراأة مبجموعة من املهارات االأصاصية يف جمال تكنولوجيا املعلومات

واالتصاالت، فصال عن زيادة وعيها حول قنوات وصائل االإعالم االجتماعية لتعزيز اأعمالهن الصغرية، وزيادة الثقافة الرقمية حول

خدمات احلكومة االإلكرتونية مثل »حكومي« وتفعيل قدرتهن على الوصول اإىل هذه اخلدمات. وتواصل الوزارة جهودها نحو متكني النصاء

من العمل بطريقة اأكرث مرونة من منازلهن باصتخدام تكنولوجيا املعلومات واالتصاالت، كما تقوم الوزارة مبصاعدة النصاء على رعاية

اأطفالهن يف دروصهم بصكل اأكرث فعالية من خالل فهم التقنيات التي يصتخدمونها ويتفاعلون معها. عالوة على ذلك، تقوم املبادرات

املختلفة بالوزارة بتعليم النصاء كيفية تصفح صبكة االإنرتنت باأمان. يف نهاية املطاف، تعد برامج وزارة االتصاالت وتكنولوجيا

بحلول نهاية مارس 2013، قامت

وزارة االتصاالت وتكنولوجيا

املعلومات برفع الوعي

باإمكانيات تكنولوجيا املعلومات

واالتصاالت الأكرث من 200 صيدة.

وقد مت تدريب اأكرث من 16 صيدة

لتقدمي هذا الربنامج. ويتمثل

برنامج هذا العام يف اصتكمال

املهارات الرقمية للعمال

يعد غياب املرافق وعدم االإملام باالإنرتنت هما العائقان الرئيصيان لكثري من العمال االأجانب الذين يبلغ عددهم اأكرث من نصف مليون

. وباالإصافة اإىل ذلك، تبقى التكلفة الباهظة لتدريب العمالة املوؤقتة )4

والبيئية التي تعمل على حتصني نوعية حياة جميع اأفراد املجتمع. يحتاج االأصخاس املتواجدون يف املجتمعات الصغرية اإىل املهارات

الرقمية االأصاصية والالزمة لتوفري فرس متكافئة لهم من املهارات، واملعارف واحلصول على اخلدمات. اإذ يصعب عليهم اأحيانا الوصول

اإىل تكنولوجيا املعلومات واالتصاالت والتعليم، وبالتايل فاإن عمل وزارة االتصاالت وتكنولوجيا املعلومات يوفر لهم قيمة كبرية حيث

يهدف اإىل تعزيز حياتهم واالرتقاء بها نحو االأفصل. وميثل الوصول اإىل البنية التحتية املعلوماتية واالتصال باالإنرتنت من املصائل

املحورية بالنصبة للمجتمعات الصغرية. لذلك، صتعمل اخلطة الوطنية للربودباند على حتصني فرس واإمكانية الوصول على الصعيد

الوطني. وتعني العزلة الريفية يف املجتمعات الصغرية اأن الوصول اإىل تكنولوجيا املعلومات واالتصاالت من صاأنها تعزيز فرس وصولهم

اإىل اخلدمات االأصاصية مثل خدمات احلكومة االإلكرتونية من خالل صبكة االإنرتنت، وربط هذه املجتمعات مع اأرضهم يف اأي مكان اآخر.

ويعاين املتعلمون يف دولة قطر من ذوي االحتياجات اخلاصة من جمموعة من الصعوبات التي تعوق دون تعلمهم مثل االإعاقة اجلصدية،

والبرضية، والكالمية والصمعية، باالإصافة اإىل اصطرابات مثل التوحد وعرض القراءة. ويف صبيل اجتياز هذه الصعوبات، ميكن لالصتخدام

الفعال لتكنولوجيا املعلومات واالتصاالت اأن ميكن هذه الفئة، ويقلل العوائق اأمامهم ويحصن جودة حياتهم. ويف هذا االإطار، تعمل الوزارة

مع اجلهات املعنية لدعم تنمية املبادرات اجلديدة مثل اأجهزة الرضاف االآيل التي ميكن تفعيلها بواصطة الصوت. كما ميكن للمتعلمني

ال يخف على اأحد اأن الكثري من الصباب على دراية جيدة بالعامل

الرقمي، اإذ يقومون بنرض صورهم ومصاركة وحتديث اأماكن

تواجدهم، كما ينكبون على االألعاب املوجودة على هواتفهم

الذكية واأجهزتهم اللوحية اإال اأنهم بحاجة اإىل مزيد من التوجيه

لصمان حصولهم على الفائدة القصوى من اأدوات تكنولوجيا

املعلومات واالتصاالت املتاحة لهم. على صبيل املثال، تعليم

الصباب كيفية كتابة اخلطاب التعريفي والصرية الذاتية واإرصالهما.

عالوة على ذلك، يحتاج هوؤالء الصباب اإىل مزيد من التوعية حول

صبل حماية اأمنهم اأثناء تصفحهم صبكة االإنرتنت، كما يتم تقدمي

العديد من ورس العمل املتعلقة بالصالمة على االإنرتنت والثقافة

االإعالمية. وقد قدمت لهم ورس عمل خاصة بتكنولوجيا املعلومات

واالتصاالت، فصال عن منحهم الفرصة لتحصني مهاراتهم الرقمية على غرار تعليمهم كيفية اصتخدام االأجهزة اللوحية والقيام

بالربجمة االأصاصية، باالإصافة اإىل تطوير االألعاب والتطبيقات. من خالل مبادرة اصرتاتيجية الصمولية الرقمية املصتدامة ، ميكن للكثري

من االأصخاس اكتصاب املهارات التي تصاعدهم على متابعة حتصيلهم العلمي واالأكادميي، وتطوير احلس التجاري لديهم، من دون

اأن نغفل الدور الكبري الذي تلعبه املبادرة يف زيادة فرس العمل املتاحة لهم. كما مت تطوير جمموعة من املبادرات اجلديدة للصباب

وتوفري الدعم الالزم للباحثني عن عمل، و اإتاحة الفرس لتحصني مهاراتهم مثل كتابة الصرية الذاتية واأصاليب اإجراء املقابلة.

حددت وزارة االتصاالت وتكنولوجيا املعلومات بعناية الفئات املصتهدفة لالأفراد الذين يحتاجون اإىل التوعية حول فوائد االإنرتنت

وتكنولوجيا املعلومات واالتصاالت. ونتيجة للتصاور مع اجلهات املعنية اخلارجية التي تصم موؤصصات املجتمع املحلي واأصحاب

العمل، والوزارات، واملنظمات غري احلكومية، قمنا برتتيب اأولوية هذه الفئات املصتهدفة اإىل صتة فئات الإدراجها يف برامج عملنا يف

اإطار اصرتاتيجية الصمولية الرقمية. وترتاوح هذه الفئات بني اأولئك املعرصني خلطر االإقصاء الرقمي بصبب التقدم يف الصن اأو العجز،

حترز دولة قطر حاليا تقدما كبريا يف جمال تكنولوجيا املعلومات واالتصاالت. وحتتل قطر مكانة عالية بني الدول املتقدمة، فيما

يتعلق مبعدالت تبني وانتصار اأجهزة الكمبيوتر بني االأرض واملنازل. اأما فيما يتصل بانتصار اصتخدام االإنرتنت يف املنازل، تتقدم دول

عدة مثل كوريا اجلنوبية، والرنويج والصويد على دولة قطر، اإال اأن دولة قطر حتتل مراتب متقدمة عند مقارنتها مع الدول املتقدمة

االأخرى يف هذا املجال، حيث تتبواأ مراتب جيدة اإىل جانب دول مثل اململكة املتحدة وصنغافورة، يف حني تاأتي يف املرتبة االأوىل

باملقارنة مع دول جملس التعاون اخلليجي.

وتقل نصبة اصتخدام اأجهزة الكمبيوتر وانتصار االإنرتنت بني املواطنني القطريني مقارنة باملقيمني، حيث يعد االفتقار اإىل املهارات

الرقمية عائقا رئيصيا اأمام اصتخدام تكنولوجيا املعلومات واالتصاالت بني كافة فئات الصكان. كما يصكل التعقيد التقني واالفتقار اإىل

املعرفة عقبتني كبريتني اأمام املراأة القطرية وكبار الصن، اإال اأن وزارة االتصاالت وتكنولوجيا املعلومات تبذل مصاع اإيجابية لتحقيق

تقدم ملحوظ يف زيادة نصبة تبني واصتخدام التكنولوجيا. وفيما يتعلق بنصب اصتخدام الهواتف اجلوالة، فقد حقق اصتخدام الهواتف

اجلوالة يف قطر معدالت اإيجابية حيث وصل معدل االصتخدام اإىل 100 باملئة من عدد الصكان. وتعد دولة قطر واحدة من الدول الرائدة

يف اصتخدام الهواتف اجلوالة.

يف صبيل صد الفجوة الرقمية يف دولة قطر، تلتزم وزارة االتصاالت وتكنولوجيا املعلومات بتوفري جمتمع رقمي متكامل يحصل جميع

اأفراده على فرس متصاوية من الوصول اإىل التكنولوجيا واملصاهمة يف اإقتصاد املعرفة وذلك من خالل برنامج الصمولية الرقمية.

وتواصل حتقيق هذا الهدف من خالل تعزيز الثقافة الرقمية بني املواطنني واملقيمني يف قطر خاصة الذين يفتقرون اإىل مهارات

اصتخدام تكنولوجيا املعلومات، كما يهدف برنامج الصمولية الرقمية اإىل توفري اإمكانية الوصول اإىل املهارات االأصاصية الالزمة

الصتخدام التكنولوجيا، وحتى نصل اإىل هدفنا االأصمى وهو االإرتقاء باأمتنا نحو االأفصل.

من اأجل ترضيع حتقيق هذا االأمر، وصعت وزارة االتصاالت وتكنولوجيا املعلومات اصرتاتيجية لربنامج الصمولية الرقمية لتصل من

خالله اإىل جميع فئات املجتمع من خالل برنامج مدروس بعناية فائقة يعمل على رفع وتعزيز الوعي حول هذا املوصوع ويوؤمن

صهولة الوصول اإىل وصائل االتصال احلديثة، فصال عن تقدمي التدريب والدعم املمكن والالزم اإىل اأفراد املجتمع. ويقرتن وصع

اإصرتاتيجية الصمولية الرقمية ونهج لتطبيق االآليات والربامج املقدمة مبجموعة من املعايري التي تصمن التميز واحلصول على الدعم

الالزم من اجلهات املعنية. وحترس الوزارة على تصميم ووصع هذه االآليات والربامج مبا يتناغم متاما مع حاجات االأفراد، اأخذين

بعني االعتبار اختالف مصتوياتهم العلمية والفروق الثقافية. عالوة على ذلك، تراقب وتصتمر وزارة االتصاالت وتكنولوجيا املعلومات

يف املتابعة واالإرضاف على عملها، اإذ تقوم دوما بتقييم االحتياجات والعوائق املحتملة التي صتقابل حتقيق هذه االأهداف.

املعلومات، كما يصتعرس بعس قصس النجاح يف تنفيذ هذه االصرتاتيجية.

املقدمة

نحن نعيس يف عامل رقمي. وكجزء من روؤية دولة قطر 2030، تتحول قطر تدريجيا اإىل اقتصاد عاملي قائم على

املعرفة، حيث يعد هذا االقتصاد القائم على املعرفة هو النموذج الذي تقوده قوة املوارد البرضية عوصا عن وفرة

املوارد الطبيعية. ويف هذا االإطار، تعمل وزارة االتصاالت وتكنولوجيا املعلومات بداأب من اأجل متكني املجتمع، من

املصاهمة بفاعلية لالصتفادة من هذه الروؤية.

ويف اإطار االإصرتاتيجية الوطنية لالتصاالت وتكنولوجيا املعلومات، وصعت الوزارة نصب عينها رضورة متكني كافة

اأفراد املجتمع من تبني واصتخدام التكنولوجيا وخلق مزيد من الفرس لصكان قطر وخاصة للفئات التي تفتقر اإىل

املهارات الرقمية. وتهدف االإصرتاتيجية الوطنية لالتصاالت وتكنولوجيا املعلومات والتي تتكامل اأهدافنا معها اإىل

رفع مصتويات انتصار وتبني الرقمية واصتخدام االإنرتنت بني كافة فئات املجتمع القطري بحلول عام 2015. وتنصب

جهودنا يف وزارة االتصاالت وتكنولوجيا املعلومات نحو التحول اإىل االقتصاد القائم على املعرفة، من خالل توفري

املهارات االأصاصية والالزمة جلميع اأفراد املجتمع وصوال اإىل متكني كافة الفئات ورفع مصتوى الوعي بالرقمية.
