Be it known, that on September 18, 1968, Middle Valley Recreation was incorporated for the purpose of organizing, promoting, supporting, and developing Athletic and Recreational activities for the youth of the Middle Valley Community and adjacent communities of Hamilton County, Tennessee. On August 1st, 2001, a new board was elected, and a new organization, Middle Valley Youth Association, was created with the same goals for our youth. Additionally, a new sport was approved and added, Lacrosse. Subsequently, the bylaws were amended and voted upon by each sport, and in 2003, the original bylaws were approved as the guidelines for Middle Valley Youth Association. On March XX, 2012, the MVYA Executive board voted to amend the original bylaws in order to keep step with the changing needs of our growing park.

ARTICLE I

MVYA GENERAL OPERATION

PART A --GENDER IDENTIFICATION

All references to gender identification shall be construed to identify either male or female participation.

PART B -- MVYA GENERAL RULES OF OPERATION

RULE 01 The MVYA Sport Boards shall approve all coaches and assistant coaches of all programs. The method of approval shall be determined by the MVYA Sport Boards prior to the meeting.

RULE 02 The MVYA Executive Board must set and approve by majority vote the fees for each program. All hardship cases are to be approved by majority vote of the MVYA Executive Board. The MVYA Executive Board shall set the fee or fees it deems advisable for the registration of any person or persons using the MVYA Facilities for the purpose of sport or activity, participation, and any and all fees for the viewing thereof. Such fees shall not exceed an amount reasonably anticipated as necessary to cover expenses directly connected with the MVYA Programs, including appropriate allowances for participation in said programs by individuals without sufficient funds to pay the fees.

RULE 03 MVYA may charge a fee for the use of the facilities by non-members to cover the cost of actual expenses incurred. Utility expenses are an example of an operating expense. Where expenses are not incurred, usage fees will not be charged.

RULE 04 The MVYA Executive Board shall select a committee each year at election time for the purpose of maintaining ballots and insuring a fair and proper election. Members of this committee shall not be running for any elected office and shall not have any relative running for any elected office.

RULE 05 The MVYA Executive Board say, through majority vote, authorize membership of MVYA, either in part or total, in organizations or associations having purposes and objectives similar to MVYA; and to subscribe and pay membership dues or franchise fees therein or make contributions or loans of money thereto for the support, operation, and perpetuation of such organizations or associations.

RULE 06 The MVYA Executive board shall have priority in scheduling events. When the facility is not in use for organized events, it may be used by the general public for unorganized activities that are not destructive to the facility.

RULE 07 The MVYA Executive Board may prohibit use of the facility for activities which are inconsistent with the MVYA Charter and which are destructive to the facility.

RULE 08 The MVYA Executive Board shall ensure compliance with Section 504 of the Rehabilitation Act of 1973, as amended, and Title VI of the Civil Rights Act of 1964, as amended.

RULE 09 The MVYA Executive Bard shall ensure that, in the conduct of programs in or upon the MVYA facilities, that at all times, members of the public will be treated without distinction or discrimination and no person shall, on the grounds of race, religious affiliation, color, sex, national origin, handicap or age, be subjected to discrimination. Further, if the facility is made available to a third party, individual or organization, that they will assure that these parties abide by these by-laws.

RULE 10 The MVYA Executive Board will discuss and approve any policy concerning awards to be furnished by MVYA prior to each season.

RULE 11 The MVYA Executive Board shall monitor regularly scheduled games and practices on Wednesday evenings and on Sunday mornings. The MVYA Executive Board may approve makeup games to be played on these days on a game by game basis.

RULE 12 Any Executive Board Member who is legally affiliated with a sporting goods supply business shall not be allowed to supply sporting goods to MVYA under any circumstances.

PART C -- ACCOUNTING SYSTEM AND REPORTS

The accounts and records of MVYA shall be established and maintained in such form as MVYA Executive Board may prescribe. All accounts and records of MVYA shall be audited by a qualified committee selected by the MVYA Executive Board at least once a year and within thirty (30) days prior to August 1st of each year.

ARTICLE II

MVYA EXECUTIVE BOARD OFFICERS

PART A -- NUMBER

The MVYA Executive Board shall consist of the following members:

MVYA Chairman MVYA Baseball PresidentMVYA Vice Chairman MVYA Cheerleading President MVYA Equipment Purchasing Agent MVYA Football President MVYA Uniform Purchasing Agent MVYA Lacrosse President MVYA Treasurer MVYA Soccer PresidentMVYA Secretary MVYA Softball President

PART B -- QUALIFICATION, TENURE, COMPENSATION AND VACANCIES

The by-laws applicable to the MVYA Executive Board, as a whole, shall apply to each individual member of the MVYA Executive Board. All MVYA Executive Board members shall be eligible to serve under bond.

PART C -- MVYA CHAIRMAN

The MVYA Chairman shall:

SECTION 1. be the individual leader of MVYA and in this capacity shall have the authority to appoint a liaison to coordinate activities with Hamilton County Parks and Recreation concerning their participation in the operation of MVYA.

SECTION 2. be the principle executive officer of MVYA and shall preside at all meetings of the members and of the MVYA Executive Board.

SECTION 3. sign with the Treasurer, any deeds, mortgages, deeds of trust, notes, bonds, contracts, or other instruments authorized by the MVYA Executive Board to be executed, except in cases in which the signing and execution thereof shall be expressly designated by the MVYA Executive Board or by these by-laws, to some other officer or agent of MVYA, or that which is required by law to be otherwise signed or executed.

SECTION 4. require proof of insurance for MVYA before each program season.

SECTION 5. in general, perform all duties incident to the office of MVYA Chairman and such other duties as may be prescribed by the MVYA Executive Board.

SECTION 6. authorize payments in cash for maintenance or repairs of MVYA property in an amount not to exceed $250.00.

SECTION 7. in general, perform all duties incident to the office of Chairman and such other duties as directed by the MVYA Executive Board.

SECTION 8. in conjunction with the other MVYA Executive Board members, arrange the yearly publicity and be involved in registration of players for the MVYA Programs.

PART D -- VICE-CHAIRMAN

The Vice-Chairman shall:

SECTION 1. in the absence of the MVYA Chairman, or in the event of his inability or stated refusal to act, the Vice-Chairman shall perform the duties of the MVYA Chairman, and when so acting shall have all powers of and be subject to all restrictions upon the Chairman.

SECTION 2. perform such other duties as from time to time may be assigned to him by the MVYA Executive Board.

SECTION 3. in general, perform all duties incident to the office of Vice-Chairman and such other duties as directed by the MVYA Executive Board.

SECTION 4. in conjunction with the other MVYA Executive Board members, arrange the yearly publicity and be involved in registration of players for the MVYA Programs.

PART E -- SECRETARY

The Secretary shall:

SECTION 1. keep and make available to the MVYA Executive Board the minutes of all the members and the MVYA Executive Board meetings in books provided for that purpose.

SECTION 2. see that all notices are duly given in accordance with these by-laws, or as required by law.

SECTION 3. be custodian of the corporate records.

SECTION 4. keep a register of the mailing addresses of all voting members which shall be furnished by the MVYA Executive Board.

SECTION 5. have general charge of the books of MVYA in which a record of the members is kept.

SECTION 6. keep on file at all times a complete copy of the by-laws and all amendments, which copyshall be open to the inspection of any and all members.

SECTION 7. receive and maintain player records and release forms for use by the MVYA ExecutiveBoard.

SECTION 8. acquire or generate ballots for the yearly elections.

SECTION 9. verify each months cancelled checks written by the Treasurer to verify proper signatures and amounts of expenditures.

SECTION 10. be responsible for insuring that the Charter of Incorporation is current with the State ofTennessee.

SECTION 11. in general, perform all duties incident to the office of Secretary and such other duties as directed by the MVYA Executive Board.

PART F -- TREASURER

The Treasurer shall:

SECTION 1. open or cause to have opened, with the approval of the MVYA Executive Board, a single account at a single bank for the purpose of MVYA financial activities pertaining to income and expenses. Under no circumstances will multiple checking accounts be opened in single or multiple banks.

SECTION 2. open or cause to have opened, with the approval of the MVYA Executive Board, a single account at a single financial institute for the purpose of earning interest on any monies not in use for greater than ninety (90) days.

SECTION 3. ensure that all banking signature cards are properly filed at the approved financial institutes with the signatures of current authorized MVYA Executive Board members.

SECTION 4. have charge and custody of and be responsible for all funds and securities of MVYA and the keeping of records thereof.

A. Each program President will keep records for that program and assist the MVYA ExecutiveBoard Treasurer.

B. Each program President will keep a record of all money generated by that program.

C. The MVYA Treasurer will also keep a record of all money generated by each program.

D. The MVYA Treasurer’s records shall match each programs financial records.

E. Each program President shall submit a projected budget to clearly indicate the amount ofmoney generated by each program and the amount of money required to operate each program.

F. The MVYA Treasurer shall also balance the records of MVYA in general and indicate thetotals of all the programs at MVYA. The programs shall be Baseball, Softball, Football, Lacrosseand Soccer.

SECTION 5. receive and give receipts for money due and payable to MVYA and from any source whatsoever, and deposit such money in the name of MVYA in such bank or banks as shall be selected by the MVYA Executive Board.

SECTION 6. pay or cause to have been paid all bills and indebtedness of MVYA as approved by a majority vote of the MVYA Executive Board or to the $250.00 cash limit for maintenance or repairs authorized by the MVYA Chairman.

SECTION 7. report on the accounts and records to the MVYA Executive Board at each meeting thereof.

SECTION 8. issue and post for public inspection a monthly report on all revenues received and expenses incurred during each calendar monthly period. Such report shall be posted no later than the tenth (10th) day of each month.

SECTION 9. conduct a review of the records and reports of the preceding Treasurer and issue a report on the findings of such audit.

SECTION 10. audit umpire/referee sheets and pay umpires each as directed by the MVYA ExecutiveBoard.

SECTION 11. assist and coordinate with the Purchasing Agents to determine the value of the existing

MVYA inventory of League-owned uniforms and equipment.

SECTION 12. in general, perform all duties incident to the office of Treasurer and such other duties as from time to time say be assigned to him by the MVYA Executive Board.

PART G -- PURCHASING AGENTS

The Purchasing Agents shall:

SECTION 1. have the responsibility of obtaining equipment necessary to operate the various programs at the most economical cost.

SECTION 2. work with the President of each program to ensure that each program has the equipment necessary to operate within the funds available.

SECTION 3. maintain a current inventory of equipment and maintain records of issued equipment.

SECTION 4. require that equipment issued to each individual be identified and signed for by theindividual receiving the equipment.

SECTION 5. require that all equipment be collected at the end of the season, from those individuals to who it was issued. Individuals shall be held financially responsible for unreturned equipment.

SECTION 6. be the only individuals to purchase athletic equipment for MVYA.

SECTION 7. solicit bids for all purchases of uniforms and equipment expected to exceed $500.00. Where possible preference should be given to local suppliers.

SECTION 8. notify in writing all suppliers and vendors of equipment, uniforms, trophies, and other goods or services of purchase requirements as set by the MVYA Executive Board.

SECTION 9. approve payment of invoices for uniforms and equipment by signature on the invoice.

SECTION 10. assist and coordinate with the Treasurer to determine and report the status and value ofMVYA owned equipment and uniforms.

SECTION 11. in conjunction with the other MVYA Executive Board members, arrange the yearly publicity and be involved in registration of players for the MVYA Programs.

SECTION 12. in general perform all duties incident to the office of Purchasing Agent and such other duties as from time to time may be assigned by the MVYA Executive Board.

PART H -- PROGRAM PRESIDENTS

Each Program President shall:

SECTION 1. be responsible for the business and affairs of the respective program for which he is president.

SECTION 2. review and approve the program rules for each respective program for which he is President.

SECTION 3. be responsible, in conjunction with Umpire/Referee coordinators, for obtaining qualified umpire/referees for all league games for which he is Program President.

SECTION 4. submit to the MVYA Executive Board a report of the general state of his respective program at each MVYA Executive Board meeting as required by the MVYA Executive Board.

SECTION 5. in conjunction with the other Executive Board members, arrange the yearly publicity and be involved in registration of players for the MVYA Programs.

SECTION 6. once per year, prepare a projected budget for his program. This will be required by mid program season.

SECTION 7. in general, perform all duties incident to the office of the Program President and such other duties as from time to time may be assigned to him by the MVYA Executive Board.

SECTION 8. develop and maintain a Program Board to make the routine decisions required for normal program operations and, in general, to run the Program.

PART I -- REPORTS

SECTION 1. The members of the MVYA Executive Board shall report at each annual meeting of the MVYA Executive Board the business and operations of MVYA for the previous year including the condition of MVYA at that time.

SECTION 2. The concessionaire shall report to the Executive Board at the end of each season with a detailed Profit and Loss statement for the given period.

ARTICLE III

MEETING OF THE MVYA EXECUTIVE BOARD

The Constitution of Middle Valley Youth Association defines the number and frequency of meetings.

PART A -- ORDER OF BUSINESS

The order of business, as far as possible, at all MVYA meetings shall be basically as follows:

SECTION 1. Call to order, Call the roll.

SECTION 2. Reading of the notice of the meeting and proof of due mailing thereof, or the waiver of notice of the meeting, as the case may be.

SECTION 3. Reading of unapproved minutes of the previous meeting of the members, actions thereon, and approval of minutes of previous meeting.

SECTION 4. Treasurers report from previous month and approval thereof.

SECTION 5. Presentation and acting upon the reports of officers, and committees.

SECTION 6. Unfinished business.

SECTION 7. New business.

SECTION 8. Adjournment.

ARTICLE IV

BASEBALL

The Middle Valley Baseball Program shall operate under the general supervision of a Baseball Board. The Middle Valley Baseball Board shall be comprised of the Baseball Program President and other individuals as directed by the Middle Valley Baseball President.

PART A -- LEAGUE COMMISSIONERS (BASEBALL)

SECTION 1. GENERAL POWERS

The business and affairs of each league shall be managed by the League Commissioner, except as otherwise provided for in these by-laws. Dizzy Dean Baseball rules shall be followed for each baseball league at Middle Valley. Where rules are not covered in the Dizzy Dean rule book, major league rules shall be used unless otherwise specified by the League Commissioner or these by-laws.

SECTION 2. DUTIES.

The League Commissioner shall:

A. have the authority to suspend, reprimand or discipline any coach, assistant coach, player, fan or parent who, in the discretion of the League Commissioner, is being unruly, causing a distraction or is not acting in the best interest of the rules of MVYA.

B. exercise an option to head coach in his league, but if he does not desire to do so, he still retains his seniority.

C. obtain, subject to these by-laws, all head and assistant coaches for teams within his league. In filling coaching positions the order of consideration shall be:

1. Coaches and commissioners or the League President with children in that league with seniority.

2. Coaches and commissioners or the League President with children in that league have seniority of coaching over grandparents, uncles, (relatives), etc. In other words, fathers of children playing in that league have first coaching choice. New coaches with children playing in that league will be considered over grandparents, uncles, (relatives), etc. The coach with the most seniority making a written request should be honored first, second honored second and so forth unless five or more written, signed complaints have been made on that coach

3. Assistant coaches with children in that league, who have been assistant coaches in other leagues at Middle Valley in the previous year, unless five (5) or more written signed complaints have been made on that assistant coach. Assistant coaches with children in that league have seniority of assistant coaching over grandparents, uncles, (relatives), etc. In other words, fathers of children playing in that league have first

assistant coaching choice. The first of these assistant coaches to make a written request should be honored first, second honored second and so forth.

4. Head Coach will have final say on his assistant coaches with the commissioners orPresident’s approval.

5. Any parent whose child is registered to play in that league.

6. It will be the obligation of all other interested individuals desiring a coaching position to make such desire known in writing to the League Commissioner of that league.

7. A MVYA Executive Board member or a League Commissioner may be a coach if selected.

8. All candidates must be approved by a majority of the MVYA Baseball Board.

9. Any individual who has five (5) or more players who will not play for him, substantiated in writing, in the current season, shall be subject to approval by the MVYA Executive Board per rule 01 MVYA rules. Nature of complaints shall be taken into consideration in approving or disapproving the coach.

10. The Baseball Board shall determine The selection of one individual over the selection of another with the same preference.

D. be responsible for handling all protests within his league.

E. be responsible for such league rules and regulations as he may deem advisable and notinconsistent with the law, the Charter of Incorporation, rules and regulations as made by theMVYA Executive Board, or these by-laws.

F. be empowered to invoke penalties, subject to the approval of the MVYA Executive Board, forviolation of league rules and regulations.

G. enforce all playing rules as required by franchise, if the league is franchised. Any conflictbetween franchised rules and MVYA rules shall be settled by the Baseball President and LeagueCommissioner.

H. provide a list of all coaches within his league, complete with post office addresses and phonenumbers, to the Secretary of MVYA.

I. perform all duties incident to the position of the League Commissioner and such duties as maybe prescribed by the MVYA Executive Board from time to time.

J. make sure that all supplemental rules for the league shall be submitted to the MVYA ExecutiveBoard for approval prior to the start of the season.

K. determine at all times that no umpire is calling a game in which that umpire has a relative

playing in the same age group unless approved by a MVYA Executive Board member.

L. ensure umpires for his league are paid unless the umpire is calling games on a volunteer basis.

M. review each request which specifically seeks to place a child on a particular team or with aparticular coach and have the authority (in conjunction with the Baseball President and the MVYAExecutive Board) to reject or approve the specific requests. All such requests must be in writing.Subsequent approval or rejection of each specific request must also be in writing. All suchrequests and responses must be filed with the MVYA Secretary and League Commissioner.

N. prohibit any fund raisers by his league, team or individual without prior consent of the MVYAExecutive Board.

O. ensure that teams in age groups less than fifteen (15) years old have a maximum of twelve(12) players. The MVYA Executive Board must approve each team which has more than twelve(12) players.

P. be responsible for the drafting of players according to the following criteria:

1. Each league will have a try-out.

2. Each player will be graded, by league representatives, on a scale of 1 to 5 with 5 being the highest score.

3. When each player has been graded, the highest and lowest score will be discarded and the remaining grades will be averaged.

4. After all grading is final, player's names will be listed on a sheet in order from highest to lowest score. All players with the same score will be listed in alphabetical. The age of each player will be noted beside the player’s name.

5. When the list is complete, a line will be drawn under the players' name that corresponds with the number of teams in that particular league. Example: If there are ten (10) teams a line will be drawn under the 10th player’s name, the 20th players name and so on down the list. This grouping will determine where each coach's child will be chosen in the draft. If his child is listed in the 4th group of names he or she does not get a pick in the 4th round.

6. The order in which the coaches shall draft their players will be by drawing for order for the 1st round only and then reversing the order in the second round, then going back to the original order in the 3rd round and so on until all players are selected.

7. When the draft starts, the coach may make his selection from any of the players on the list, regardless of the rating. Coaches will not be limited to a particular grouping, round or position (pitcher, catcher, etc.), except the round where his child is rated. He must take his child in the proper round.

8. The League Commissioner, in conjunction with the Baseball President and head coaches, shall ensure all teams are balanced with regard the experience and ability of each team. This agreement shall be reached before any head coach leaves the room where the draft has taken place.

9. Head coaches may choose one (1) assistant coach prior to the draft. All assistant coaches must be approved by the MVYA Baseball Board.

10. Any and all trades (for any reason) will be agreed upon by all coaches. Teams shall be finalized before the draft meeting is adjourned. Trades after the meeting will not be allowed.

11. Transportation requests will be honored if possible.

12. Coaches that have players requesting not to play on his team will be informed of these names, in private, prior to the draft.

13. Late sign-ups will be placed on teams by League Commissioners, subject to availability, keeping in mind that each team shall have a maximum of twelve (12) players. This should be done fairly with no intent to gain an advantage.

SECTION 3. ALL-STARS

It is the League Commissioner's responsibility to:

A. Determine the selection of the all-star coach in the following manner:

1. The all-star coach shall be selected from the head coaches of the league in which he coached. (Any deviation must be approved by the MVYA Baseball Board).

NOTE: If the head coaches' children are all in one age group or the other, then the all-star coach for the team left without a head coach to choose from in that age group shall be selected from the assistant coaches, in the same manner as set forth in this section. For example, in the 7-8 year old league, all head coaches are parents of 8- year old children; therefore there are no head coaches with 7-year-old children. At this point, the all-star coach would be selected from the assistant coaches.

2. The all-star coach shall be voted upon by head coaches of each league by secret ballot.

3. The coach with the most votes will be selected. In case of a tie, a tie-breaker, secret ballot vote will be conducted. Only those coaches who have tied for most votes on initial vote will be on tie-breaker ballot. If there is another tie then the coach who has seniority coaching All Stars will be selected.

4. A won-loss record shall have no effect on the coach selected.

5. The all-star coach shall then be entitled to select his assistant coach from the remaining coaches, assistant coaches or League Commissioner in his league.

6. The League Commissioners shall submit the name of the all-star coaches and assistant coaches for approval by the MVYA Baseball Board prior to the all-star season. No All Star coach or potential coach shall try to persuade a player or parent to be on a certain team. If a coach is caught doing so they will be ineligible to coach that All Star season.

B. Determine that the all-star team is selected in the following manner:

1. All-Star selections should be determined by merit and ability. It is not required that each team have a player represented on the all-star team, it is imperative that each coach select all- stars on merit and ability to his best judgment and not by popularity, sentiment, or just to get one of his players on the all-star team. Votes will be by secret ballot.

2. The League Commissioner will be responsible to see that each coach in his league submits a list of players from his team which he feels should be on the all-star team.

3. Each coach may nominate as many players from his team as he wants.

4. A master list will be compiled, from which the head coaches and the League Commissioner will vote by secret ballot.

5. No coach will be allowed to vote for any player from his own league team.

EIGHT AND UNDER: The seven (7) players with the most votes will make up one team. The next team will consist of seven (7) players having the next highest votes after the first team has filled its team. If a tie exists, those names will be re-voted on until the tie is broken. If a player is not one of the top seven (7) picks then they choose not to play for the first (1st) team and still be able to play on the second (2nd) team, but if he is one of the top seven (7) and chooses not to play for the first (1st) team then he is not allowed to play All- Stars at all, the player will revoke his or her privilege to of being on any team.

NINE AND UP: The six (6) players with the most votes will make up the team. The all-star coach will select the remaining players for his team from the nominated players.

ALL AGES The following applies to the 8 and up pick: Any player on the top team (A team) cannot move to another team (B, C, etc.) after they have committed to that team: team meeting, practiced with team, ordered uniforms.

PART B -- COACHES (BASEBALL)

SECTION 1. GENERAL POWERS

The business and affairs of the team shall be managed by the team coach. All coaches and assistant coaches shall be approved by the MVYA Baseball Board.

SECTION 2. DUTIES

The team coach shall:

A. have general charge of the players, operation of the team over which he is coach and fans.

B. be responsible for the care of such equipment as provided for his team.

C. be responsible for obtaining a sponsor to purchase uniforms for his team, if needed and applicable within the league.

D. inform the team members and parents of team members of the 'PARK RULES'. This shall be done at the beginning of each season. Failure to do this will result in expulsion from MVYA.

E. relinquish all equipment, within two (2) weeks after the last game of the season to the Purchasing Agent or Baseball President. Coaches failing to relinquish issued equipment or give written justification for not doing so will not be allowed to coach the following year.

F. be obligated to report the reason for any player quitting or leaving his team to the League Commissioner immediately.

G. not intentionally deprive a player of his attention or try to make any player feel unwanted.

H. perform all duties incidental to the position of coach and such duties as may be prescribed by the League Commissioner from time to time.

I. not incur any financial obligation to their league without prior authorization, by the MVYA Executive Board. Upon proper written authorization by the MVYA Executive Board the team coach may only incur financial obligation to their league under prescribed procedures and guidelines as set by the rules and by-laws of MVYA.

J. notify each player on his team of the time, date and place of each scheduled game, each practice, and each makeup game.

K. not allow any individual to participate in any team practice or game until that individual is properly registered as a team member and registration fees received by MVYA, unless financial arrangements have been made, before agreed cutoff dates.

L. not come into contact with his team while under the influence of alcoholic beverages. Upon complaint and subsequent verification by any elected MVYA official of such influence, Section P of this article shall be enforced.

M. not use tobacco products within the fenced playing field during a game or practice.

N. fulfill all of the above duties, the failure of which to do so may provide cause for expulsion or suspension for the coach so involved.

ARTICLE V

SOFTBALL

The Middle Valley Softball Program shall operate under the general supervision of a Softball Board. The Middle Valley Softball Board shall be comprised of the Softball Program President and other individuals as directed by the Middle Valley Softball President.

PART A -- MVYA GIRLS SOFTBALL RULES OF TEAM SELECTION AND PLAY

The Middle Valley Softball program shall generally operate under the G.I.R.L.S. Articles of Organization where the Articles of Organization do not contradict or conflict with the Charter of Incorporation, any State County or Federal law, or any by-laws of MVYA. Any rules not covered below shall comply in accordance with approved ASA rules. The following rules shall apply to the MVYA Softball Program:

SECTION 1. DIVISIONS AND TEAMS

A. The Following Divisions will exist: TWI-LITE (5-8)

JUNIOR MINORS (9-10)

JUNIOR MAJORS (11-12)

INTERMEDIATES (13-15)

B. Teams formed for the year 1986 shall hereafter remain as a team and play together as a team through the division as noted in "A" above.

C. Also it shall be noted that these teams shall not combine to form as one team. Teams will abide by tournament rules only.

D. Each said team shall have a maximum of 15 players.

E. When a head coach is moving from one age division to the next there must be a minimum of four players left back if the lower division head coach is moving from for those players to constitute a team. If there are less than four remaining, those players automatically go back into the draft. A head coach moving up, however, does not have to have a minimum number of players to move up but is subject to Section B Paragraph 2-5. (In effect the team moves with the coach.)

F. Before season play begins, if any player, coach or parent is not compatible, player may be placed back in draft and placed on another team accordingly. All requests for players to be put back in the draft must be made by the first game of the season. This will be allowed once in each age division per player and all requests for being placed back in the draft must be approved by the Softball Board.

G. Each coach will be allowed his daughter and one assistant's daughter. If a head coach does not retain his assistant from the previous year, unless the head coach and assistant coach are split due

to daughters being in different age group, if he/she names a new assistant coach other than a parent of a daughter already on team it must be approved by the Softball Board. Due to coaching priorities set up in Section B, all head coaches are encouraged to designate an assistant coach each year.

H. Any problem arising with transportation or similar case wil1 be brought before Softball Board for approval.

I. Players may play up in older age divisions, but cannot play down in younger divisions, without the Softball Board’s written approval.

SECTION 2. ASSIGNMENT OF COACHES RELATIVE TO FORMATION OF TEAMS

A. A coach who retains his/her team in the same age division he/she coached in the previous year will have first priority for coaching in that division.

B. If registration warrants additional team(s) in an age division, priority for coaches and team selection is as follows:

1. Head coaches returning from the previous year in the same age division retain their team.

2. Head coaches moving up from lower league. May bring all eligible girls from their team of the previous year.

3. A head coach who coached in a higher age division the previous year and drops back into a lower age division to coach a younger daughter's team may not bring any players down from the older division's team of the previous year unless they are eligible by age.

4. An assistant coach who was in that particular age division the previous year retains his team from the previous year in that division provided last year's head coach has moved up or retired and priorities A-C have been satisfied.

5. An assistant coach who is moving up from a lower league is not allowed to bring up any players on his/her team from the previous year and priorities A-D must be satisfied.

6. For a parent of a player who played in that age division the previous year, priorities A-E must have been satisfied first.

7. For a parent of a player moving up from a lower league, priorities A-F must have been satisfied.

C. Coaching assignments will be made by the League Commissioners following the above Priorities, however once assignments are made they are permanent unless assigned coach retires. (EXAMPLE: Head coach and assistant Coach of a team retire with their daughters remaining on team. There are no qualified persons to meet coaching priorities A-E. The Program President

assigns coaching duties to an interested parent once this assignment has been made the former head coach cannot change his mind and become coach again nor can someone qualified through priorities A-E request team without permission of that parent assigned as coach.)

D. If registration warrants the same number of teams as the previous year in an age division, coaching priorities set up in Section B, Paragraph 3 are in effect. (EXAMPLE: League had four teams last year; this year registration warrants four teams again. Three head coaches retain their team in the league and the fourth coach from that league has moved up into the next age group or retired. An incoming head coach from a lower league is moving up into the league with his/her team and has priority to coach a team in this league. The team of which the head coach moved up or retired from goes back into draft.)

E. If registration warrants fewer teams in a league than there were the previous year and all coaches are returning from the previous year the league president then decides which coach will not be retained with consideration to the following factors. Number of years coaches have coached at Middle Valley, numbers of players being retained from the previous year’s team and place in which the coaches finished in league standings the previous year. Players on the team of the coach that is not retained will go into draft.

F. All head coaches and assistant coaches must be approved by the League President and a majority of the other coaches in the league and the MVYA Executive Board. A head coach dismissed by league president and coaches may appeal this decision to the full Girls Board and to the MVYA Executive Board.

SECTION 3. FORMATION OF NEW TEAMS AND PLACEMENT FOR NEW PLAYERS

A. Twilight Division (5-6)

1. Formation of teams and placement of players (B Recreational)

a. All teams formed in the Twilight (5-6) division shall be classified as B Recreational.

b. If registrations or the number of players in the evaluated blind draw pool warrants formation of a new team, the new team will be formed beginning with the children (daughter, granddaughter, etc.) of the Head Coach and the children of one designated Assistant Coach. Addition of any and all players to any team will be based on a player evaluated blind draw.

c. All B Recreational teams shall be formed using existing available players from the previous season. Such players shall be automatically assigned as a CORE roster to the team on which they played in the previous season. CORE rosters shall be verified by MVSOFTBALL using the previous season’s MVSOFTBALL roster. If the roster is missing or is considered to be in error, the MVSOFTBALL Executive Board will take corrective action. Addition of any and all players to a B Recreational team will be based on a player evaluated

blind draw. The evaluation shall be based on years of playing experience as described below:

Five years old with no experience.Five years old with one year experience. Six years old with no experience.Six years old with one year experience. Six years old with two years of experience

d. The blind draw will be from the pool of available players, evaluated as described above, with the player’s application face down until drawn. The Head Coach with the fewest number of players will draw from the pool until that team has the same number of players as the next lowest team. Thereafter, addition of any and all players to any team will be in turn by the player evaluated blind draw. Late sign-ups, after the initial blind draw will be placed on the team that was next in turn to draw. This procedure will be used for additional late sign ups.

e. An area representative from a different member Area must monitor the above formation of teams.

f. Assignment of players to any roster due to transportation shall be limited to two (2) players per team.

g. Automatic placement of an existing player from any member Area to a team in a different member Area due to transportation is prohibited.

h. Any adjustments to the rosters for any reason such as late sign ups, disbanded teams, transportation or player/coach, parent incompatibility will be accomplished by the member Area officials with the approval of the MVSOFTBALL Executive Board. All adjustments must be shown on both the teams’ April 1st roster and the April 1st roster by the MVSOFTBALL secretary.

2. None of the teams may combine to form a team at any time during MVSOFTBALL League play or MVSOFTBALL Tournament play.

3. A team may not move from a member Area to another member Area without thepermission of the MVSOFTBALL Executive Board. If a team is allowed to move from one member Area to another member Area, the team shall be formed in accordance with Section 1.C.

4. Each Area Representative will determine coaching selections for their respective member Area.

5. If an Area or Coach violates any rules listed in Section 1. A-H, the MVSOFTBALL Executive Board shall take appropriate action. The action may be appealed to the full

Board of Directors of MVSOFTBALL for final determination. The appeal must be in writing and submitted within seven (7) days of the Executive Board action.

B. Twilight Division (7-8) (A, B Select and B Recreational)

1. Formation of Teams and placement of players (A, B Select and B recreational)

a. All A and B Select team Head Coaches will be responsible for the team formation and roster. Each Area will be responsible for any restriction placed on A or B Select team formation, player selection or roster originating in the Area.

b. All B Recreational teams shall be formed using a player evaluated blind draw. The evaluation shall be based on years of playing experience as described in Section D below.

c. Any MVSOFTBALL team choosing to keep their CORE roster together must play B-Select. EXCEPTION: Any B-Recreation team moving up to a new age group may keep a core roster and play B-Recreation and will add any and all new players using a player evaluated blind draw. (NO EXCEPTIONS, NO TRANSPORTATION, NO ASSISTANT COACHES)

d. If registrations or the number of players in the evaluated blind draw pool warrants formation of a new team, the new team will be formed beginning with the children (daughter, granddaughter, etc.) of the Head Coach and the children of one designated Assistant Coach. Addition of any players to any team will be based on a player evaluated blind draw.

e. Player evaluation shall be based on years of playing experience as shown in the following example. If a player has previously played in a younger division (e.g. diaper league, organized baseball, etc.) the experience shall count on a year for year basis.

Seven years old with no experience.Seven years old with one year experience.Seven years old with two years of experience.Eight years old with no experience.Eight years old with one year experience.Eight years old with two years of experience.Eight years old with three years of experience.

f. The blind draw will be from the pool of available players, evaluated as described in the above section, with the player’s application face down until drawn. The Head Coach with the fewest number of players will draw from the pool until that team has the same number of players as the next lowest team. Thereafter, addition of any and all players to any team will be placed on the

team that was next in turn to draw. This procedure will be used for additional later sign ups.

g. An Area Representative designated by the MVSOFTBALL Executive Board must monitor the above formation of teams classified as B-Recreational. This monitoring Area Representative shall fill out a roster form for each team drawn at the member Area’s draw. This roster form shall be turned into the Secretary and compared to the roster turned in by each team at the April MVSOFTBALL Association meeting. Ay adjustments to the rosters that deviate from the roster turned in from the draw must have the approval of the MVSOFTBALL Executive Board and the monitoring Area Representative. No adjustments to the rosters may be made after the April MVSOFTBALL meeting without approval of the MVSOFTBALL Executive Board and the monitoring Area Representative.

h. Automatic placement of an existing player from any member Area to a team in a different member Area due to transportation is prohibited.

2. None of the teams can combine to form a team at any time during the MVSOFTBALL League play or MVSOFTBALL Tournament play.

3. A team may not move from a member Area to another member Area without the permission of the MVSOFTBALL Executive Board. If a team is allowed to move from one member Area to another member Area the team shall be formed in accordance with section D.

4. Each Area Representative will determine coaching selections for their respective member Area.

5. Once a team has declared a level of play in their age group (A, B Select or B Recreational) the team shall remain at that level for the current year. Any Head Coach desiring to change levels during the current year of play will request an evaluation by three (3) Head Coaches from the level at which the team desires to participate. The result of this evaluation and recommendation of the evaluators may be appealed to the Board of Directors of MVSOFTBALL for final determination.

6. Any Two (2) Head Coaches may request an evaluation of any team, in their same age level of play for change to the next higher level. The request shall be in writing and shall be signed by the requesting Coaches. Requests for evaluation must be submitted by Memorial Day of each new season. MVSOFTBALL will appoint an evaluation committee composed of three (3) coaches from the next highest age level and a ruling shall be completed within two (2) weeks. The results of the evaluation and recommendations of the evaluators may be appealed to the Board of Directors of MVSOFTBALL for final determination.

7. Scheduling of MVSOFTBALL League games should attempt to schedule A versus A, B Select versus B Select and B Recreational versus B Recreational. A team may choose

to play in a higher division in member Area Invitational Tournaments; however, no team may play in a lower division at any time. Teams will play in the same level in the MVSOFTBALL Tournament as they played during the current season.

8. If an Area or Coach violates any rules listed in Section 1 A-H; the MVSOFTBALL Executive Board shall take appropriate action. The action may be appealed to the full Board of Directors of MVSOFTBALL for final determination. The appeal must be in writing and submitted within seven (7) days of the Executive Board action.

C. Junior Divisions (9-10 and 11-12) (A, B-Select and B Recreational)

1. Formation of Teams and Placement of Players (A, B Select and B Recreational)

a. All A and B Select team Head Coaches will be responsible for the team formation and roster.

b. All B Recreational teams shall be formed using a player evaluated blind draw. The evaluation shall be based on years of playing experience as described in Section D below.

j. Once a team has declared a level of play in their age group (A, B Select or B Recreational) the team shall remain at that level for the current year. Any Head Coach desiring to change levels during the current year of play will request an evaluation by three (3) Head Coaches from the level at which the team desires to participate. The result of this evaluation and recommendation of the evaluators may be appealed to the Board of Directors of MVSOFTBALL for final determination.

k. Any Two (2) Head Coaches may request an evaluation of any team, in their same age level of play for change to the next higher level. The request shall be in writing and shall be signed by the requesting Coaches. Requests for evaluation must be submitted by Memorial Day of each new season. MVSOFTBALL will appoint an evaluation committee composed of three (3) coaches from the next highest age level and a ruling shall be completed within two (2) weeks. The results of the evaluation and recommendations of the

evaluators may be appealed to the Board of Directors of MVSOFTBALL for final determination.

l. A team may not move from a member Area to another member Area without the permission of the MVSOFTBALL Executive Board. If a team is allowed to move from one member Area to another member Area the team shall be formed in accordance with section D.

m. Each Area Representative will determine coaching selections for their respective member Area.

n. Scheduling of MVSOFTBALL League games should attempt to schedule A versus A, B Select versus B Select and B Recreational versus B Recreational. A team may choose to play in a higher division in member Area Invitational Tournaments; however, no team may play in a lower division at any time. Teams will play in the same level in the MVSOFTBALL Tournament as they played during the current season.

o. A player may move from one team to another team with a written release signed and dated by the Head Coach of the original team. The Head Coaches of both the original team and the new team shall notify the MVSOFTBALL Association of the roster changes. The date of notification will be the earlier or (1) the date of the original team’s Head Coach was notified, (2) the written and signed release date, or (3) the date of the MVSOFTBALL Association was notified.

i. With a written, signed and dated release, the player will be ineligible to play for a period of seven (7) days from the date of notification.

ii. In the absence of a written, signed and dated release, the player will be ineligible to play for a period of fourteen (14) days from the date of notification.

iii. It is the responsibility of the Head Coach to ensure the eligibility of each player. If a Head Coach allows an ineligible player to participate, the team will forfeit all games in which the ineligible player has participated.

p. If an Area or Coach violates any rules listed in Section 1 A-H; the MVSOFTBALL Executive Board shall take appropriate action. The action may be appealed to the full Board of Directors of MVSOFTBALL for final determination. The appeal must be in writing and submitted within seven (7) days of the Executive Board action.

D. Intermediate, Minor, Major and Senior Divisions (13 and up) (A and B Teams)

1. Formation of teams and placement of players (A and B Teams)

All A and B Select team Head Coaches will be responsible for the team formation and roster. Each Area will be responsible for any restrictions placed on A or B team formation, player selection or roster originating in the Area. The Area Representative shall determine the appropriate level of play (A or B) for each team.

2. Any Two (2) Head Coaches may request an evaluation of any team, in their same age level of play for change to the next higher level. The request shall be in writing and shall be signed by the requesting Coaches. Requests for evaluation must be submitted by Memorial Day of each new season. MVSOFTBALL will appoint an evaluation committee composed of three (3) coaches from the next highest age level and a ruling shall be completed within two (2) weeks. The results of the evaluation and recommendations of the evaluators may be appealed to the Board of Directors of MVSOFTBALL for final determination.

SECTION 4. PLAYING TIME FOR EACH PLAYER (Recreation Teams Only)

A. Each coach shall play each player 1 inning and including 1 time at bat. (Existing Twi-Lite league rules prevail in that league.)

B. If a coach sees that the 5 inning rule or the time limit will cut the game short, it is still that coach’s responsibility to see that all players comply with Section D Paragraph 1., or make sure that player is a starter for the next game (league), & abides by Section D Paragraph 1.

C. Paragraphs 1 & 2 apply to league play only.

SECTION 5. CUT OFF DATE

A. Each League Commissioner shall establish a cut-off date prior to each playing year. That cut-off date shall be after the 2nd game of scheduled league seasons. (No girls shall be added to a team roster after the 2nd game of the season.)

B. Exception to Section E Paragraph 1. Girls who have valid excuses for not registering prior to the 2nd game of the season shall take their case before board officials consisting of the MVYA Softball President and girls League Commissioners. Case will be accepted or rejected. If accepted, player reverts to compliance with Section C Paragraph 1. If rejected, player may take the case to the MVYA Executive Board.

SECTION 6. PLAYERS GUARANTEE:

A. Each coach who has a player quit or leave the team will be obligated to report the reason to the Program President immediately.

B. No coach will intentionally deprive a player of his/her undivided attention or try to make that player feel unwanted.

C. If Section 6 Paragraph (B) is violated, said coach will be subjected to action of the Program Board.

SECTION 7. AMENDMENTS

A. All head coaches when drafting new players to roster will draft only players whose age is the same as his/her daughter's, if possible.

B. The area representative will be elected from the Program Board on a yearly basis. His or her duties will be in accordance with the G.I.R.L.S. Articles of Organization. Any member can be nominated but must receive a majority vote of the full Program Board with each member voting for his/her age group.

C. The area representative will discuss with each head coach his or her team's level of play (A, B Select or B Recreational), at least two (2) weeks before season play begins and before rendering a decision to G.I.R.L.S. Organization. Head coach can appeal the area representatives’ decision to the Program Board. Program Board then will decide the team's level of play and inform area representative of the board's decision.

D. The MVYA Softball Program President will call a full Program Board meeting at least two (2) times a month during the playing season to keep league presidents current with events.

E. All teams will comply with Section 6 for team roster.

F. When it becomes knowledge of the Program Board that the actions of an officer, coach or coaches, umpire, or any member of girls softball at Middle Valley is detrimental to the program,

then the Program Board by majority vote will decide on what action to take to correct the matter. The decision of the Program Board may be appealed to the MVYA Executive Board.

PART B -- LEAGUE COMMISSIONERS (SOFTBALL)

SECTION 1. GENERAL POWERS

A. The business and affairs of each league shall be managed by the League Commissioner, except as otherwise provided for in these by-laws.

SECTION 2. DUTIES

The League Commissioner shall:

A. have the authority to suspend, reprimand or discipline any coach, assistant coach, player, fan, or parent who, in the discretion of the League Commissioner, is being unruly, causing a distraction or is not acting in the best interest of the rules of MVYA, subject to Prior approval, of the MVYA G.I.R.L.S. Softball Board.

B. obtain, subject to these by-laws all coaches for teams within his league.

1. All candidates must be approved by a majority of the MVYA Executive Board after approval by the Softball Board.

2. A MVYA Executive Board member or a League Commissioner may be a coach if selected.

3. Any individual who has fifteen (15) or more players, who will not play for him substantiated in writing in the current season, shall be subject to approval by the MVYA Executive Board per rule 01 MVYA rules. Nature of complaints shall be taken into consideration in approving or disapproving the coach. It should be realized in this event that fifteen (15) players constitutes one (1) complete team.

4. It will be the obligation of the member desiring a coaching position, to make such desire known in writing to the League Commissioner of that league.

C. be responsible for such league rules and regulations as he may deem advisable and not inconsistent with law, the Charter of Incorporation, rules and regulations as made by the MVYA Executive Board, or these by-laws.

D. be empowered to invoke penalties, subject to the approval of the MVYA G.I.R.L.S Softball Board which may be appealed to the MVYA Executive Board, for violation of league rules and regulations.

E. enforce all playing rules as required by franchise, if the league is franchised. Any conflict between franchised rules and MVYA rules shall be settled by the Program President and League Commissioner.

F. provide a list of all coaches within his league, complete with post office addresses and phone numbers, to the Secretary of MVYA.

G. perform all duties incident to the position of the League Commissioner and such duties as may be prescribed by the MVYA Executive Board from time to time.

H. Make sure that all supplemental rules for the league shall be submitted to the MVYA G.I.R.L.S Softball Board for approval prior to the start of the season.

I. determine at all times that no umpire is calling a game in which that umpire has a relative playing in the same age group unless approved by a MVYA Executive Board member.

J. ensure umpires for his league are paid unless the umpire is calling games on a volunteer basis.

K. prohibit any fund raisers by his league, team or individual without prior consent of the MVYA Executive Board or individual without prior consent of the Softball Board.

L. ensure that teams have a maximum of fifteen (15) players. The MVYA Executive Board must approve each team which has more than fifteen (15) players.

SECTION 3. AMENDMENTS

PART C -- COACHES (SOFTBALL)

SECTION 1. GENERAL POWERS

A. The business and affairs of the team shall be managed by the team coach. All coaches and assistant coaches shall be approved by the MVYA Executive Board.

SECTION 2. DUTIES

The team coach shall:

A. have general charge of the players, operation of the team over which he is coach and fans.

B. be responsible for the care of such equipment as provided for his team.

C. be responsible for obtaining a sponsor to purchase uniforms for his team, if needed and applicable within the league. Note: All uniforms not provided by a sponsor belong to MVYA.

D. inform the team members and parents of team members of the 'PARK RULES'. This shall be done at the beginning of each season. Failure to do this will result in expulsion from MVYA.

E. be responsible for collecting the uniforms, unless provided by a sponsor, from each payer on his team within two (2) weeks after their last league game. Such rule also applies to coaches of all-star teams.

F. relinquish all uniforms and equipment, within two (2) weeks after the last game of the season to the Purchasing Agent. Coaches failing to relinquish issued equipment or give written justification for not doing so will not be allowed to coach the following year.

G. be required to play every team member, if present, a minimum of one (1) inning, in every league game regardless of franchise rules, except where circumstances prohibit, such as rain shortened games. Violation of this rule may result in forfeiture of the game.

H. be obligated to report the reason for any player quitting or leaving his team to the League President immediately.

I. not intentionally deprive a player of his attention or try to make any player feel unwanted.

J. perform all duties incident to the position of coach and such duties as may be prescribed by the League Commissioner from time to time.

K. not incur any financial obligation to their league without prior authorization by the MVYA Executive Board. Upon proper written authorization by the MVYA Executive Board the team coach may only incur financial obligation to their league under prescribed procedures and guidelines as set by the rules and by-laws of the MVYA.

L. notify each player on his team of the time, date and place of each scheduled game, each practice, and each makeup game.

M. not allow any individual to participate in any team practice or game until that individual is properly registered as a team member and financial agreements have been made to pay before agreed cut off dates.

N. not come into contact with his team while under the influence of alcoholic beverages. Upon complaint and subsequent verification by any elected MVYA official of such influence, Section P of this article shall be enforced.

O. not use tobacco products within the fenced playing field during a game or practice.

P. fulfill all of the above duties, the failure of which to do so may provide cause for expulsion or suspension for the coach so involved.

ARTICLE VI

FOOTBALL

The Middle Valley Football Program shall operate under the general supervision of a Football Board. The Middle Valley Football Board shall be comprised of the Football Program President, league commissioners and other individuals as directed by the Middle Valley Football President.

The Middle Valley Football program shall generally operate under the following rules.

PART A -- TRAVEL

SECTION 1. RESTRICTIONS

A. The Middle Valley Football program will operate as an independent football program. There will be no regular season travel teams selected.

B. All officially scheduled games will take place at MVYA. The only exceptions are the playoffs in the post-season tournament, which may be held at Hixson High School when available.

B. Integration of the MVYA football program with other park football programs will be permitted with a two-thirds vote of the Football Board – HOWEVER, rules 1 and 2 above will still apply without exception, and the MVYA Football Rule Book must be followed by all. Integrated teams will not participate in the post-season tournament.

PART B -- SELECTION OF COACHES

SECTION 1. REQUIREMENTS

A. Head Coach candidates will submit their qualifications to the Football Board for approval prior to being selected as a Head Coach.

B. Assistant Coach candidates will submit their qualifications to the Football Board for approval prior to being selected as an Assistant Coach.

C. Coaches with little to no coaching experience may be REQUIRED to attend a coaches clinic presented by the Football Board to gain approval to be a coach.

PART C -- DRAFTING OF TEAMS.

SECTION 1. PROCEDURES

The drafting of players will be according to the following criteria:

A. Each league will have a try-out. ALL players will be evaluated prior to the draft.

B. Each player will be graded, by the head coaches, Football Board members and designates of the Football President on various skill sets. Players will receive a ‘grade’ on a scale of 1 to 5 with 5 being the highest score.

C. When each player has been graded, the highest and lowest score will be discarded and the remaining grades will be averaged.

D. After all grading is final, player's names will be listed on a sheet in order from highest to lowest score. All players with the same score will be listed in alphabetical order. The age of each player will be noted beside the player’s name.

E. When the list is complete a line will be drawn under the player’s name that corresponds with the number of teams in that particular league. This grouping will determine where each coach’s child will be chosen in the draft. EXAMPLE: if there are ten (10) teams a line will be drawn under the 10th player’s name, 20th player’s name, etc. If his/her child is listed in the 4th group of names, that coach will not receive a pick in that round of the draft.

F. A blind draw will be held to determine the order coaches will follow while drafting players. Following each draft round, the order will be reversed (i.e. the last to choose in the first round becomes the first to choose in the second round, etc.).

1. To ensure equality when a player is guaranteed to play for a given coach (Coach’s son, Asst Coach’s son), the commissioner of that age group will alter selection order based upon the player’s overall ranking in the round he would be selected. This will become the affected coach’s new draft selection order.

G. When the draft starts the coach may make his selection from any of the players on the list, regardless of the rating. Coaches will not be limited to a particular grouping or round except the round where his child is rated (See Section 5 above).

H. The League Commissioner in conjunction with the Football President and Head Coaches shall ensure all teams are balanced with regard to the rated ability of each team. Each team within a certain league will be given an overall rating by adding the grades of each player and dividing by the number of players. This will provide a TEAM skill level between 1 and 5.

I. Following team rankings, any deviation of 1 point or more MUST BE DISCUSSED AND DOCUMENTED by the Commissioner and coach of the lower ranked team. If the Coach has a bona fide reason for selecting certain players, leading to the lower rating (such as seeing certain traits during evaluations that were missed by other evaluators), this coach must provide the football board with a signed document stating his reasons.

J. In the event the draft produces a weaker team, the League Commissioner and/or Football President will facilitate ‘trading’ to attain equally skilled teams. If an agreement can’t be made between affected parties, the draft will be considered VOID and a new draft will occur.

K. Assistant coaches may be chosen from the team that has been drafted. One (1) Pre-Draft Assistant coach will be allowed per team. The Football Board must approve all assistant coaches.

L. A player brought by (or playing under the stipulation of playing under) Pre-Draft Assistant Coaches will be subject to Section 5 during the draft.

M. All trades not covered by Section 10 will be agreed upon by ALL coaches. Teams shall be finalized before the draft meeting is adjourned. Trades after the meeting will not be allowed.

N. Coaches that have players requesting not to play for them will be informed of these names in private PRIOR to the draft.

O. Late sign-ups will be placed on teams by League Commissioners with approval from the Football President. This will be done with the sole intent to maintain equality across skill level and number of available players per team.

PART D -- TACKLE FOOTBALL LEAGUE RULES OF PLAY

The Middle Valley Football Board shall maintain and provide a copy of the complete rule book (excerpted from this section of the MVYA bylaws) to the parents and coaches of all players. The current rule book will be stored in pdf format on the MVYA Website and may be viewed at: http://www.mvya.org/Portals/1113/docs/MVYAFootballRule.pdf.

SECTION 1. GENERAL

A. The Major Emphasis Of The League:

1. The purpose of the program is to provide an organized, and safe recreational football program for all children ages 12 and under, who are interested in playing and learning the skills of football and good sportsmanship.

2. This program will always promote safety first, by adhering to strict controls over age, weight, proper equipment, and behavior of all participants, adults, coaches, officials, and spectators.

3. No child under the age of 13 shall be denied the opportunity to participate.

B. Teams

1. Middle valley will hold sign-ups for the following age groups: 5&6 year old; 7 & 8 year old; 9 & 10 year old; 11 & 12 year old as able based on middle school football schedule.

2. In each age group teams will be divided into separate teams by a draft. Coaches and commissioners will ensure an equal overall skill level among each team in a given age group.

3. All players that have signed up to play will be required to participate in a multi-day evaluation session. Coaches and commissioners will evaluate the skill level of each player and have this information compiled for review during the draft.

4. Each players age will be considered their age on the April 30th directly preceding the season. A player can play up an age group with the approval of the Football President, but this should be discouraged in most cases.

5. Coaches will ensure every player, who is actively participating in practice and games, has a starting position on either offense or defense. Additionally, each player will be involved in (at least) approximately half of the football game. Violations will be investigated by the Football Board and will be dealt with on a case by case basis.

6. If a player is injured or cannot play in a game, they can be on the sideline but not in shoulder pads or a helmet. The opposing coach and game official must also be advised of the reason the child is not playing prior to the game.

7. No select teams allowed.

SECTION 2. GAME RULES BY AGE

*ANY GAME SITUATION NOT COVERED BELOW WILL BE GOVERNED BY TSSAA RULES

A. 5 & 6, 7 & 8 Year Old Leagues

1. Shall play 8 minute quarters with an 8 minute half (half may be shortened to 5 minutes due to time constraints).

2. No nose guard allowed. Any defensive linemen must be lined up with their head outside of the offensive guard’s outside shoulder (i.e. Shoulder to shoulder), and must make contact with an offensive player before crossing the line of scrimmage inside the guard.

3. Any defensive player who is lined up on the offensive tackle or inside of him will attempt to be in a 3 or 4 point stance when the ball is snapped, or be five yards from the line of scrimmage when the ball is snapped. Game officials will only enforce this rule if they deem a competitive advantage is being gained by the defensive player.

4. The feet of the offensive guards must be lined up no more than one foot from the offensive center. The offensive tackles must line up no more than one foot from the offensive guards.

5. There must be at least two offensive linemen on each side of the offensive center.

6. When inside the opponents 20 yard line, no offensive player can rush between the offensive guards unless they receive a handoff from another offensive player, or are 3

yards behind the line of scrimmage when the ball is snapped. (i.e. No QB sneak inside the opponents 20 yard line).

7. The ready for play signal or time to snap the ball is 40 seconds.

8. No kick-offs. Kick-offs will be placed on the 40-yard line on a 100 yard field, and on the 20 on a 60 yard (or half scale) field.

9. No punts. On 4th down a team will announce whether they elect to attempt to go for a first down, or to have the ball marked 30 yards up field (20 yards upfield on a 60 yard field), and turned over to the opposing team. The ball cannot be advanced inside the 20 yard line (15 yard line on a 60 yard or half scale field) in this fashion.

10. Scoring: 6 points-td, 1 point running extra point, or completing pass and running into end zone, 2 points completing pass in the end zone.

11. Clock stop per TSSAA high school rules.

12. 2 time-outs are allowed per half.

13. One coach allowed on field and must be behind the deepest defensive player and at least 10 yards from the line of scrimmage when the ball is snapped. The 5-6 age group may have two coaches on the field. All coaches on the field cannot yell instructions to players once the ball is snapped. An infraction of this rule will be considered unsportsmanlike conduct and result in a 15 yard penalty.

14. If an opposing coach interferes, or hinders the ball carrier, the result of the play will be a touchdown for the ball carrier’s team.

15. 5&6 year olds will play on a 60 yard by 30 yard (or half scale) field.

B. 9 &10 Year Old League

1. One coach allowed on field during the first two regular season games (or if the mercy rule is in effect during any game), but must remain 10 yards deep from line of scrimmage (and behind his deepest defensive player) when the ball is snapped. All coaches on the field cannot yell instructions to players once the ball is snapped. An infraction of this rule will be considered unsportsmanlike conduct and result in a 15 yard penalty.

2. The Ready To Play Signal Or Time To Snap The Ball Is 30 Seconds

3. Kickoffs are mandatory. Kick-offs will be from the 40 yard line.

4. On 4th down, a team will announce whether they intend to attempt to go for a first down, or punt. If they elect to punt, the ball will be snapped, but considered a dead ball

until it is kicked by the punter. All players on both teams must remain on their side of the line of scrimmage until the ball is kicked.

5. Scoring Will Be The Same As The 5 To 8 Year Olds

7. Two time-outs per half.

8. All defensive players lined up on the offensive tackles or inside them must either be in a 3 or 4 point stance, or be lined up five yards off the ball when it is snapped. (i.e. No blitzing inside the offensive tackles).

9. You can play a nose guard.

10. Shall play 8 minute quarters with an 8 minute half time.

11. If An Opposing Coach Interferes Or Hinders The Ball Carrier, The Result Of The Play Will Be A Touchdown For The Ball Carrier’s Team

C. 11 & 12 Year Old League

1. Shall play 8 minute quarters with a 10 minute half.

2. The ready to play signal or time to snap the ball is 25 seconds.

3. Kick-off and punting is mandatory. Kick-off is from the 40-yard line

4. Scoring will be the same as for the younger age groups. Kicking will be allowed one (1) point for an extra point and three (3) points for a field goal.

5. Normal Clock Stops Per TSSAA high school rules.

6. No coaches allowed on field, offense or defense.

7. 2 time-outs per half.

SECTION 3. BALL CARRIER RESTRICTIONS

A. Weight Limit

1. There is a weight limit for each age group for a player to be eligible to carry the ball. This restriction is for player safety. The weight limits for each age group are as follows:

SECTION 4. WEIGH IN PROCEDURES

A. An official weigh in will be conducted during player evaluations. Any player over the weight limit to carry the ball, or who has not been officially weighed in must have a jersey number between 50 -79.

B. Each head coach will be responsible to have an official team roster and verify date of birth and eligibility for all players. Any eligibility dispute will be investigated by the Football Board.

C. The official weigh in is considered final, and players will not be weighed again before, or during the season. Late sign-ups will be handled on a case by case basis.

D. At least one member of the Football Board must be present during the official weigh in, and witness each weigh in. This board member will initial each weight on the official team roster, verify each players age, and sign the bottom of the roster. This league official will have a copy of the official team roster to turn in to the Football Board.

E. A player that has a jersey number from 50 to 79 will not be eligible to advance the football on offense. If a player with a jersey number from 50 to 79 comes into possession of the ball while his team is on offense the play will be blown dead, and the ball spotted at the location the player came into possession of it.

F. A player with a jersey number from 50 to 79 must line up on the line of scrimmage when playing on offense, and cannot go in motion prior to the snap.

G. A player with a jersey number from 50 to 79 can receive a pass, but the play will be blown dead once they come into possession of the ball.

H. A player with a jersey number from 50 to 79 can line up anywhere on defense.

I. A player with a jersey number from 50 to 79 who comes into possession of the ball while on defense will be permitted to advance the football. (i.e. Interception return or defensive fumble recovery).

SECTION 5. MERCY RULE

A. Whenever a team gets ahead of an opposing team by 21 points or more, the score at that time will be the score recorded as the official score for the game. Play will continue as normal except that there will be no stoppage of the clock except for injury or official timeout, also anytime the losing team comes into possession of the football the ball will be spotted on their opponents 20 yard line.

B. During the regular season the mercy rule is not optional. The rules committee may decide to make it optional for the playoffs. All coaches must be notified prior to any changes taking effect.

C. When the mercy rule is in effect, the coach on the losing team will pick two players on the winning team who will be ineligible to advance the ball on offense, and will have to play the remainder of the game as if they were over the weight limit for their age group (i.e. With the same restrictions as a player wearing 50-79). The losing coach will advise the head official of these players by jersey number when the mercy rule takes effect.

D. The winning coach will be strongly encouraged to replace key players to make the game more competitive, and to exhibit good sportsmanship. Any coach who is found to have exhibited poor sportsmanship at any time by the Football Board will receive one warning. On the second occasion the coach will be suspended for one game. A third offense will result in the coach being suspended for the remainder of the season. All decisions by the Football Board will be final and not subject to appeal.

SECTION 6. OFFICIALS

A. The Football Board will designate a lead official that will be responsible for scheduling TSSAA referees (or referees approved by the lead official) for all games played. The payment of referees, and the number required for each game will be governed by the Football Board.

B. If, in the opinion of the referee, a player, manager, coach, or scorekeeper conducts him/herself in an unsportsmanlike manner, or commits any act which maims or injures an opposing player, if deemed deliberate, he/she will be ejected from the game and will not be allowed to return until its completion. If said person continues the unsportsmanlike conduct, such as heckling or baiting the referee, he/she shall be removed from the park.

C. When a player or coach is ejected from a game by the officials that player/coach shall also be suspended for the following scheduled game per TSSAA rules.

D. If a coach is ejected twice in the season, he/she will be removed from all coaching responsibilities.

E. The head coach is responsible for his coaches, parents, fans, and players.

F. Referees are going to be strict on all rules relating to safety and equipment.

G. In the event of a cancellation, the referees must be notified at least 2 hours in advance. If they are not notified and make a trip to your facility; the park responsible for the cancellation will be responsible for paying them for the game.

H. Admission for season games and the playoffs will not exceed $2.00 per person sixteen (16) and over, fifteen (15) and under are free.

SECTION 7. EQUIPMENT

A. All equipment must conform to TSSAA rules including but not limited to:

1. Mouthpieces must be colored and attached to helmet.

2. If used, face shields must be clear.

B. This equipment must be used during all games and practices.

C. Helmets and shoulder pads must be well fortified with foam rubber and must be OSHA approved .

D. Pants must have hip pads, foam kneepads, and hard fiber thigh pads and tailbone pad.

E. Shoe soles/cleats must be composed of rubber base. No metal, hard plastic or other similar synthetic products are allowed.

F. Football size for each age group:

PART E -- LEAGUE COMMISSIONERS (FOOTBALL)

SECTION 1. GENERAL POWERS

A. The league commissioner except as otherwise provided for in these by-laws shall manage the business and affairs of each league.

SECTION 2. DUTIES

The League Commissioner shall:

A. have the authority to suspend, reprimand or discipline any coach, assistant coach, player, fan or parent who, in the discretion of the League President, is being unruly, causing a distraction or is not acting in the best interest of the rules of MVYA, subject to approval Of the MVYA Football President.

B. obtain, subject to Part B of these by-laws, all coaches for teams within his league. In filling coaching positions the order of preference shall be:

1. Coaches with children in that league returning from a previous year, unless ten (10) or more written-signed complaints have been made on that coach. A coach with a higher seniority will get preference over another coach. Following this, the first returning coach to make a written request should be honored first, second honored second and so forth.

2. Coaches with children in that league, who have coached in other football leagues at Middle Valley in recent years, unless ten (10) or more written signed complaints have been made on that coach. A coach with a higher seniority will get preference over another coach. Following this, the first of these coaches to make a written request should be honored first, second honored second and so forth.3. Any parent whose child is registered to play in that league.

4. All other interested individuals who make their desire known to the League President.

Additional Requirements:

a. All candidates must be approved by a majority of the MVYA Football Board.b. A MVYA Executive Board member or a League Commissioner may be a coach if selected.c. Any individual who has five (5) or more players who will not play for him substantiated in writing, in the current season shall be subject to approval by the MVYA Executive Board per rule 01 MVYA rules. Nature of complaints shall be taken into consideration in approving or disapproving the coach.d. The selection of one individual over the selection of another with the same preference shall be determined by blind draw. The blind draw for coaching positions must be done in the presence of the MVYA Football President.e. It will be the obligation of the member desiring a coaching position to make such desire known in writing to the Football President or Commissioner of that league.

C. be responsible for handling of all Protest within his league in conjunction with the MVYA Football President.

D. be responsible for, in conjunction with the MVYA Football President, such league rules and regulations as he may deem advisable and not inconsistent with law, the Charter of Incorporation, rules and regulations as made by the MVYA Executive Board, or these by-laws.

E. be empowered to invoke penalties, in conjunction with the MVYA Football President, subject to the approval of the MVYA Executive Board, for violation of league rules and regulations.

F. provide a list of all coaches and his players within his league complete with post office addresses and phone numbers, to the Secretary of MVYA.

G. perform all duties incident to the position of the League Commissioner and such duties as may be prescribed by the MVYA Executive Board from time to time.

H. make sure that all supplemental rules for the league shall be submitted to the MVYA Executive Board for approval prior to the start of the season.

I. determine at all times that no referee is calling a game in which that referee has a relative playing in the same age group unless approved by the Football Program Board.

J. ensure referees for his league are paid unless the referee is officiating on a volunteer basis.

K. review each request which specifically seeks to place a child on a particular team or with a particular coach and have the authority (in conjunction with the Football President and the MVYA Executive Board) to reject or approve the specific requests. All such requests must be in writing. Subsequent approval or rejection of each specific request must also be in writing. All such request and responses must be filed with the MVYA Secretary and League Commissioner.

L. prohibit any fundraisers by his league, team or individual without prior consent of the Football Program Board.

PART F -- COACHES (FOOTBALL)

SECTION 1. GENERAL POWERS

A. The business and affairs of the team shall be managed by the team coach. All coaches and assistant coaches are subject to approval by the MVYA Football Board.

SECTION 2. DUTIES

The team coach shall:

A. have general charge of the players, fans and operation of the team over which he or she is coach.

B. be responsible for the care of such equipment as provided for his team.

C. inform the team members and parents of team members of the 'PARK RULES'. This shall be done at the beginning of each season. Failure to do this will result in expulsion from MVYA at the discretion of the MVYA Executive board.

D. be responsible for collecting the rented equipment from each player on his team following the last league game (unless a given player is participating in All-Star football – the disposition of this player’s equipment becomes the responsibility of the All-Star Football coach to which he is assigned).

E. relinquish all rented equipment no later than two (2) weeks after the last game of the season to a member of the football board. Coaches failing to relinquish rented equipment or give written

justification for not doing so will not be allowed to coach the following year and will be subject to collection activity for the replacement cost of the missing equipment.

F. Coaches will ensure every player, who is actively participating in practice and games, has a starting position on either offense or defense. Additionally, each player will be involved in (at least) approximately half of the football game. Violations will be investigated by the football board and will be dealt with on a case by case basis.

G. be obligated to report the reason for any player quitting or leaving his team to the League Commissioner immediately.

H. not intentionally deprive a player of his attention or try to make any player feel unwanted.

I. perform all duties incident to the position of coach and such duties as may be prescribed by the League President from time to time (such as field preparation, gate fee collection, etc.).

J. not incur any financial obligation to their league without prior authorization by the MVYA Executive Board. Upon proper written authorization by the MVYA Executive Board the team coach may only incur financial obligation to their league under prescribed procedures and guidelines as set by the rules and by- laws of MVYA.

K. notify each player on his team of the time, date and place of each scheduled game, each practice, and each makeup game.

L. not allow any individual to participate in any team practice or game until that individual is properly registered as a team member and financial agreements have been made and funds received prior to specified cutoff dates.

M. not come into contact with his team while under the influence of any impairing or illegal substance (including alcohol). Upon complaint and subsequent verification by any elected MVYA official of such influence, Section P of this article shall be enforced.

N. not use tobacco products at any time while acting as a coach. Use of such products must be discontinued within twenty (20) feet of the playing field or practice area during a game or practice – and prior to entering the MVYA facility.

O. fulfill all of the above duties, the failure of which to do so may provide cause for formal probation (written), suspension, or expulsion for the coach so involved.

P. Any coach failing to comply with these rules is subject to fines, suspensions, and any other terms levied by the MVYA football board. Each coach has 48 hrs. (after the incident) to appeal any fines, or suspensions levied by the MVYA Football board to the MVYA Executive board.

Q. Any coach Ejected from a game will pay a $100 fine to MVYA and may not return as a coach until said fine has been paid. Following payment of this fine, the coach will also be required to serve a one (1) game suspension (however, following fine payment, the coach may hold practices as a coach – unless other actions have been taken by the MVYA Football Board).

R. All coaches will be responsible for field maintenance and cleanup of his sideling immediately following a game or practice. Failure to comply will result in loss of coaching privilege at MVYA

PART G – POST-SEASON TOURNAMENT

SECTION 1. GUIDELINES

A. All MVYA Football teams will participate in the end of season post season tournament (Playoffs).

B. The Playoff format will be single elimination, culminating in a championship game (Super Bowl) for each league.C. Consolation games will be scheduled for teams eliminated in the first round of the playoffs in order to ensure all teams have the opportunity to play two (2) games following the regular season.

D. Teams that have been integrated into the MVYA schedule (teams playing from other parks) will not participate in the post-season tournament in order to ensure fairness when setting the Playoff schedule.

E. Teams will be seeded based off of overall Win-Loss record by each team commissioner. Tie breakers for teams with the same record will be based upon the result of games played against each other (based upon game results primarily, total points scored Secondary)

PART H -- ALL STAR TEAMS

SECTION 1. GUIDELINES

All Star Teams will operate under the following guidelines:

A. Each league may field an All-Star team for Tournament play

B. Head coaches of each League will vote upon a head coach for their respective All-Star team. League Commissioner and Football Program President will have final say and resolve voting ties.

C. Head coaches may nominate 1-4 players for the All-Star team after verifying interest with player’s parents (this does not guarantee a position on the All-Star team). Coaches may also recommend players as applicable in the event of high interest and ability on their team.

D. The All-Star coach and League Commissioner will work together to build the All-Star team. In the event that many players are interested, a “B” team may also be fielded.

E. Players interested in gaining additional experience, but unable to commit to being on an All-Star team may be placed onto a ‘League Scrimmage Team’ that will not travel or purchase uniforms. This team will warm-up with the All-Star team and will be coached by an All-Star Assistant Coach in order to facilitate the preparation of the All-Star team. All guidelines and restrictions of the MVYA Football Rule Book will apply.

ARTICLE VII

SOCCER

The Middle Valley Soccer program shall operate under the general supervision of a Soccer Board. The Middle Valley Soccer Board shall be comprised of individuals as directed by the Middle Valley Soccer President.

The Middle Valley Soccer program shall generally operate under the USSF rules of play where the USSF rules do not contradict or conflict with the Charter of Incorporation, any State, County, or Federal law, or any by-laws of MVYA. Any rules not covered below shall comply in accordance with approved USSF rules. The following rules shall apply to the MVYA Soccer Program:

PART A -- PLAYING SEASONS.

The seasonal year shall begin on September 1 and end August 31. The recreational seasonal year shall consist of two 8 game playing seasons as follows:

SECTION 1. Fall - Recreational league play shall start on the Saturday following the Labor Day weekend and shall not extend beyond the weekend prior to Thanksgiving.

SECTION 2. Spring - Recreational league play shall start the Saturday of the second week in March and shall not extend beyond the Saturday prior to the Memorial Day weekend. No league play shall be scheduled on the Easter weekend.

PART B -- AGE DIVISIONS

SECTION 1. EXPLANATION OF DIVISIONS:

A. Under 3-All registrants who will not have attained their third birthday by July 31 of the year of fall registration shall participate in this division. The division shall be co-ed.

B. Under 4-All registrants who will not have attained their fourth birthday by July 31 of the year of fall registration shall participate in this division. The division shall be co-ed.

C. Under 5- All registrants who will not have attained their fifth birthday by July 31 of the year of fall registration shall participate in this division. The division shall be co-ed.

D. Under 6- All registrants who will not have attained their sixth birthday by July 31 of the year of fall registration shall participate in this division. The division shall be co-ed.

E. Under 8- Players who will not have attained their eighth birthday by July 31 of the year in which fall registration has occurred.

F. Under 10- Players who will not have attained their tenth birthday by July 31 of the year in which fall registration has occurred.

G. Under 12- Players who will not have attained their twelfth birthday by July 31 of the year in which fall registration has occurred.

H. Under 14- Players who will not have attained their fourteenth birthday by July 31 of the year in which fall registration has occurred.

I. Under 16- Players who will not have attained their sixteenth birthday by July 31 of the year in which fall registration has occurred.

J. Under 19- Players who will not have attained their nineteenth birthday by July 31 of the year in which fall registration has occurred.

K. NOTE: In special cases a player may be assigned to a younger or older division if requested by the parent(s) and approved by both Division Commissioners.

SECTION 2. Players attaining the limiting age for a division on or after the first day of August of theseasonal year shall be eligible to play for the remainder of that seasonal year in that division. Theminimum age for the recreation program is four years old. However, at the discretion of the President, andupon completion of a skills assessment, players as young as 2 years and 6 months may be eligible for play.

SECTION 3. If necessary age divisions and\or boys and girls divisions may be combined at thediscretion of the Division Commissioner and the President.

PART C -- PLAYER REGISTRATION

SECTION 1. Prior to the beginning of each soccer season, registration dates for the upcoming season will be announced to the previous soccer program participants, and when possible, publicized by radio, television, newspaper advertisements, and other means.

SECTION 2. Application forms will be furnished by the Program to be completed by the applicant and certified as being correct by the applicant's parent or guardian. Proof of age must be presented if deemed necessary by the Soccer Board.

SECTION 3. The payment of a registration fee as specified on the application is required at the time the application is submitted or as approved by the Soccer Board. There will be no refund of registration fees after scheduled games have begun unless approved by the President. All players will then be registered with the TSSA in accordance with their guidelines. All fees are due at the time of registration.

SECTION 4. An application must be received by the Program before the end of the day on the last day of registration for a player to be assured of placement on a team. Other applications may be considered at the discretion of the President.

SECTION 5. When all teams within an age division have been assigned the maximum number of players as defined in Part E, late applicants will be placed on a waiting list to be assigned by the Division Commissioner as a vacancy occurs.

SECTION 6. The term "youth" as applied by the Board shall mean an amateur player who will not have attained their nineteenth birthday by July 31 in the seasonal year in which they register.

PART D -- PLAYER PLACEMENT PROCEDURE

SECTION 1. The Division Commissioner for each division is responsible for player placement, and shall carefully follow the steps explained below to ensure teams of equivalent strength.

SECTION 2. The minimum and maximum number of players per team to be used for player placement purposes shall be:

The maximum number of players per team in an age division may be exceeded only with the approval of the Division Commissioner and the President.

SECTION 3. Player Pool-All players within an age division. After request, divide teams by experience, size, and weight. Then distribute evenly.

SECTION 4. New teams shall be formed each fall, but we will try to honor all requests.

A. The registration forms for an age division will be counted and the total divided by the minimum number of players per team for that age division (see Section 2 above) to determine the number of team for this age bracket.

EXAMPLE. If there are 74 registration forms and the minimum number of players per team roster is 10. Then 74/10 equals seven teams with four extra players. Therefore four teams will have 11 players and three teams will have 10 players.

B. The player pool will now be formed by separating the registration forms into the four classifications defined in Section 3.B. These four classifications will then be further divided into rating groups.

C. The Division Commissioner will review player ratings with coaches and assistant coaches of record to ensure the correctness of ratings. Adjustments of ratings may be made at the discretion of the Division Commissioner.

D. The Division Commissioner will assign each coach of record a team number. Teams without a coach of record will be designated by team number for player placement.

E. The Division Commissioner will remove the registration form of each coach's and assistant coach's children from the pool. The coach's and assistant coach's children will be assigned to his/her team first.

F. NOTE: The remaining steps in the placement procedure are the responsibility of the Division Commissioner

G. Separate into five piles: coaches, assistant coaches, team parents, requests and all others.

H. Count your coaches. Are there enough for the number of teams you decided on? You may have to call and ask some people to coach.

I. Once you have enough coaches, get a clean sheet of paper to write the names of the players on as you compile your teams. At the top put a place for coach name and phone number, assistant coach name and phone number and team parent name and phone number. Fill in the coach name and phone number and down below put the coach’s child as your first player – listing the child’s name, birth date, experience and gender for some age groups. Then attach that child’s registration form behind the sheet of paper.

J. Get the pile of forms with assistant coaches. Match an assistant coach and enter their name and phone number and their child’s data under the player’s section. Attach that child’s registration form behind the top sheet.

K. Do the same thing with the team parent volunteer pile. If you run out of volunteers, you will need to make some phone calls and find someone.

L. Now look through the request pile and try to honor all the requests by adding to the teams. Q. Now pick up the remainders and balance the teams out based on gender.

M. Once you have your teams composed, call the coaches and tell them when the coaches meeting will be for them to pick up their teams.

N. You need to prepare a nicely typed or written list of the team to give to the coach. Attach the duplicate set of registration forms (Pink or yellow). You will keep one copy for yourself. (Pink or yellow)

O. Now take a sheet and list all the coaches with phone number, assistant coaches with phone numbers. You will need four copies of this sheet: one for the president, one for the scheduler, one for the registrar and one for yourself.

P. Find out if any of your coaches are coaching more than one age group and list the age group beside that coaches name so the scheduler will not have that coach in two places at the same time.

Q. Urge all your coaches to attend the Coaches Clinic.

R. Special Requests - The Division Commissioner will review other special instructions or requests that the parents may have placed on the registration forms. A reasonable effort will be made to accommodate these requests while still maintaining teams of equal strength. If team parity cannot be maintained exchanges will not be made. Equally classified and rated players are to be exchanged where possible, All decisions concerning player exchanges shall be the responsibility of the Division Commissioner.

PART E -- LAW MODIFICATIONS. The following modifications of the Laws of the Game as published by USSF are to be applied in all MVS regular season games.

SECTION 1. Law #1 - The Field of Play

-U3/U4: 10x15 max-U5/U6: 20x30 max- U8: 25x40 - U10: 40x60 - U12: 50-55x70- U14: 60x100-110

A. Under 8 and Under 10 divisions. - Penalty area shall be 34 yards wide and 14 yards deep. The penalty shot mark shall be 10 yards (under 8) and 12 yards (under 10) from the goal line. Goal dimensions shall be 6 feet high and 6 yards wide (under 8) and 7 feet high and 7 yards wide (under 10). The goal area shall be 16 yards wide by 6 yards deep. The kick-off circle shall have a radius of eight yards for Under 10 and 6 yards for Under 8.

B. Under 12 and older divisions. - No changes to the size of the penalty area, goal size, or penalty mark.

SECTION 2. Law #2 - The Ball

A. Under 5, Under 6, and Under 8 Divisions - Size 3.

B. Under 10 and Under 12 Divisions - Size 4.

C. Under 14 and Older Divisions - Size 5.

D. If there is any question as to the legality of a ball, the referee of the game shall have final authority.

SECTION 3. Law #3 - Number of Players

A. The following shall be the number of players for each age division to take part in a match, the minimum required to begin a match, and the minimum required to continue a match once started:

B. If a team does not have the required number of players to start normal play, guest players from the same or a younger age division may be used with the approval of the opposing coach. If the opposing coach does not approve the use of guest players his team shall be required to field the number of players equal to that available to the team short players.

C. Under 3 and 4-One coach for each team may be on the field to help align and instruct their players. Coaches shall not physically assist a player to play the ball.

D. Under 5 and 6 - One coach for each team may be on the field to help align and instruct their players. Coaches shall not physically assist a player to play the ball.

E. Under 8 and older divisions. - During a game, no coach or substitute player is to be anywhere except on his team's sideline between the penalty areas and no less than three feet outside the touch line. Teams shall be on one sideline and parents and spectators on the opposite sideline. Limited coaching (see USSF Law #3) may be done from only one sideline per team during a game.

F. No one, spectator or participant, shall be allowed behind the goal lines or beyond the penalty lines during the course of a game. The referee shall halt the game, if necessary, to enforce this rule. Further action by the referee shall be considered, if necessary, as defined in Laws #5 and #12.

G. At all substitution times, substitutes may enter the field only when the ball is dead. Coaches shall not enter the field of play.

H. Participation: During recreational play, coaches shall attempt to equate the playing time of all players on their team but as a minimum each player must play one half a match, and more specifically half of each half. Failure of a team to follow the participation and/or substitution rule must result in a forfeit of the match. If a violation of this rule comes to the referee's attention during a match, he shall record it on the game report, notify each coach, and then see that the match continues and is completed.

I. For U8 Free substitution may be made as follows:

1. By either team before a goal kick. 2. By either team following a goal.3. By either team at the beginning of any period of play.4. By the team making a throw-in before the throw-in is taken.5. At any time in case of injury (one-for-one for the injured player(s)). The teamopposite the injured player(s) may also substitute an equal number of players at this time.6. On a yellow card to replace the cautioned player

J. Although not required to meet the rule that players participate in one half of each half of every game, coaches shall attempt to equalize the playing time of all players on their team and are required to play every player a minimum of one half of each game.

K. During all recreational play limited sideline coaching will be allowed, but must be positive and must be maintained at a level that does not interfere with game play. Referees are specifically

instructed to control sideline coaching to a reasonable level and, if necessary, apply the penalties available under Law 12, as modified by the Program.

SECTION 4. LAW #4 - Players' Equipment.

A. All players on the same team shall wear the same color uniforms. The goal keeper shall wear a shirt of a different color from his teammates and his opponents but does not require a number.

B. The referee shall determine if there is a conflict of team colors. In the event of a conflict of team colors, the home team shall be required to change to alternate jerseys. If a team is required to change to alternate jerseys, numbers on the jerseys shall not be required. Playing in 'skins' shall not be allowed.

C. Players shall not play with any cast or brace that is not padded. The referee shall determine if a soft or padded cast or brace is safe for play.

D. Under 12 and below shall wear tennis shoes or molded rubber cleats only.

E. All players must wear shin guards during all games and practices. Players with orthodontic braces are strongly encouraged to wear mouth guards. No jewelry.

SECTION 5. Law #5 - Referees (see also Article IX)

A. Referees shall wear the official referees uniform and shall furnish penalty cards and flags for the games they officiate. The referee uniform should not be worn by a coach on the sidelines while their team is playing.

B. Program referees shall be U.S.S.F. certified and designated by three categories.

1. Beginning referee - Newly certified with little or no officiating experience. Normallywill be assigned to referee U6 and U8 games and line U12 and below.2. Referee - Certified for more than one year with linesman and referee experience inU10 or above games. Normally will be assigned to referee U10, U12, and U14's and lineU12 and above.3. Senior Referee - Certified for more than two years with progressively soreresponsible refereeing and linesman assignments in the U12 and above divisions.Normally assigned to referee or line U14 and above games.

C. Senior referees are to assist the Referee Commissioner in assessing and training beginning referees and referees during the season.

D. At the beginning of each season the Referee Commissioner shall evaluate each referee to establish the highest division they are qualified to officiate as a referee and as a linesman. Re-assessments shall be made during the season to keep ratings current.

E. Referees/linesmen shall be assigned by the Referee Commissioner at or below their current qualification rating. Assignments above the qualification rating shall not be made unless a

properly qualified official is not available. The Referee Commissioner shall attempt to equalize the assignments between paid referees.

F. When supervised by a senior referee at the field of play, beginning referees or referees may officiate games above their current qualification rating for training and/or assessment purposes.

G. Senior Referees at the field of play are expected to assist less experienced officials, when requested by the assigned referee. Senior referees are especially requested to assist on sideline discipline problems and if deemed necessary enforce the Program rules as defined herein. If the senior referee determines that discipline is warranted he shall wait until play has stopped, confer with the assigned referee, and if in agreement, jointly discipline the offending party,

H. In case of injury to a player the referee shall stop play immediately with minimum regard for team advantage. Play will be resumed with a dropped ball at mid-field.

I. In the event that a U.S.S.F. certified referee is not present at a Program match, the coach of each participating team shall referee one-half of the game, the halves to be selected by mutual consent, or the game may be refereed by the person agreed upon by both coaches, or the game may be postponed until a future date.

J. Program games shall be officiated only in the manner stated above; any failure to follow these requirements will automatically nullify the match.

K. For any games whose outcome is protested by one of the coaches of the participating teams, the referee shall see that the entire game is played to completion and submit a report to the Soccer Board.

L. Complaints about officiating shall be submitted in writing to the Referee Commissioner.

SECTION 6. Law #6 – Linesmen

A. Each game (from Under 8 and up) shall have two U.S.S.F. certified referees assigned as linesmen. If only one linesman is available, the game shall be refereed using the dual referee system. In this case both referees shall be U.S.S.F. certified.

SECTION 7. Law #7 - Duration of the Game

B. All matches shall have a maximum of ten (10) minutes at half-time.

C. For recreational tournament games, if neither team has won the match at the end of regular play, two five (5) minute overtime periods will be played. Teams shall exchange ends of the field at the end of the first overtime period. If the score is still tied at the end of the two five-minute overtime periods, a five (5) minute sudden death period shall be played. If after the sudden death period the game is still tied the game shall be decided as follows:

1. U8 & U10 - The game shall be declared a draw and both teams shall be declared co-champions.

2. U12 & Above - The game shall be decided by the taking of kicks from the penalty mark as described in the FIFA Laws.

D. If for any reason in the opinion of the referee, a game cannot be played to its completion, the game will be rescheduled if one half or less of the game has been completed. However, if more than one half of the game has been completed, the game will be allowed to stand as played.

SECTION 8. Law #8 - The Start of Play

A. The start of play shall take place within ten (10) minutes following the scheduled starting time. A team not prepared to start play within this time limit shall forfeit the match.

B. Each team shall be represented at the field of play by a coach or assistant coach or a parent appointed in their place for the duration of the game. A team not so represented shall forfeit the match.

C. The referee shall make the final decision, at the field of play as to whether or not to begin or continue the game, based on his judgment of the condition of the field of play, the weather, or any other factor he considers pertinent.

SECTION 9. Law #9 - Ball In and Out of Play

SECTION 10. Law #10 - Method of Scoring

A. All forfeits shall result in a score of 1-0 against the team forfeiting.

B. In the event of a forfeit, the goal shall not be credited to any one member of the winning team, but to the team as a whole.

SECTION 11. Law #11 - Offside

A. U6 - Offside shall not apply.

B. U8 - Only obvious offside shall apply.

C. U10 and above - No modifications.

SECTION 12. Law #12 - Fouls and Misconduct

A. All Age Divisions - Coaches are considered a member of their team and as such may be cautioned and/or ejected for misconduct. The coach is also held responsible for the conduct of team parents and may be cautioned and/or ejected for their misconduct.

B. A coach or player ejected for misconduct shall not be allowed to participate in his/her next game.

C. Under 8 Divisions - When the goalkeeper has taken possession of the ball within his own penalty area (i.e., has both hands on the ball), attacking players are required to move away to allow the goalkeeper to put the ball into play. The ball may be carried to the edge of the penalty area by the goalkeeper in order to put the ball back into play. While the ball is in the possession of the goalkeeper, it is not considered a free ball and the goalkeeper may not be charged. Any player harassing the goalkeeper while he/she is in possession of the ball shall be cautioned and the game restarted with an indirect free kick from the point of the infraction, or if in the goal area, from the part of the goal area line which runs parallel to the goal line, at the point nearest to where the offense was committed. The intent of this modification is to prevent obstruction, contact, and/or dangerous play against the goalkeeper.

D. Under 8 - All fouls shall be penalized by the taking of an indirect free kick. All opposing players shall be at least six yards from the ball.

SECTION 13. Law #13 - Free Kick (Direct or Indirect) Under 8 - All free kicks shall be "indirect."

A. Under 10 and up - No modifications.

SECTION 14. Law #14 - Penalty Kick

A. Under 5, 6 and 8 - No penalty kicks are to be taken.

B. Under 10 and up - No modifications.

PART F -- PROTESTS

SECTION 1. A protest procedure is established for league tournament games only to provide an outlet for legitimate differences of interpretations of the Constitution, By-Laws, Rules, and Regulations of the League, and applications of the "Laws of the Game." Referees' judgment calls are not subject to protest. Protests are not to be used for frivolous or petty complaints. Only those incidents that have major impact on the outcome of the game may be subject to protest.

SECTION 2. A $10 fee shall accompany all protests. This fee will be refunded if the protest is upheld.

SECTION 3. All protests must be submitted in writing, by the team coach, within 24 hours of the time the indent occurred. The protest must be submitted to the President, with a copy to the Registrar.

SECTION 4. Upon receiving a protest, the President shall appoint a protest committee made up of at least three Members of the Program, one of which shall be a Member of the Soccer Board.

SECTION 5. The protest committee shall have the authority to request the presence of all involved Parties and/or the referee if deemed necessary. The protest committee shall review and rule on the protest within one week.

SECTION 6. The coach may appeal the decision of the protest committee to the full Soccer Board within 12 hours of the time a decision is handed down. All appeals are to be made verbally to the President or to the Registrar and confirmed in writing before the Soccer Board convenes.

SECTION 7. If the coach(es) who submitted the protest or appeal fail to appear before the protest committee or Soccer Board, the protest shall be dropped.

SECTION 8. If the referee, coach(es), or player(s) involved in the protest fail to appear before the protest committee or Soccer Board when invited, the protest committee or Soccer Board will nevertheless rule on the protest or appeal.

SECTION 9. If a protest is upheld by the protest committee or the Soccer Board the game shall be replayed in its entirety.

PART G -- DISCIPLINE

SECTION 1. In addition to the penalties assessed during a program game, an ejected player or coach shall not participate in his/her next game.

SECTION 2. The following point accumulation system will also apply to players and coaches who are cautioned or ejected for fouls or misconduct during program-sanctioned play:

SECTION 3. A player or coach receiving a caution or ejection may appeal the assessment of points to a disciplinary committee within 24 hours of the incident. The appeal may be made verbally to the President and confirm to the Registrar in writing before the disciplinary committee convenes.

SECTION 4. Records of accumulated points assessed to players and coaches shall be kept by the Registrar. The Registrar shall notify the President for possible disciplinary action against any player or coach who has accumulated caution or ejection points as follows:

SECTION 5. Upon receiving an appeal from a player or coach or notification of pending possible disciplinary action from the Registrar for point accumulation, the President shall appoint a disciplinary committee made up of at least three members of the Program, one of which shall be a member of the Soccer Board.

SECTION 6. The disciplinary committee, in their review, may request the referee(s), coach(es) or player(s) involved to be in attendance at the committee meeting. The disciplinary committee shall review and rule On the disciplinary action within two weeks.

SECTION 7. If the player(s) or coach(es) involved fail to appear before the committee when invited, the disciplinary committee shall rule without testimony. However, if the referee(s) involved fail to appear, the review shall be rescheduled.

SECTION 8. In the event the disciplinary committee rules to suspend a player or coach for any specified period of time, the player or coach shall immediately be notified in writing of the action taken.

SECTION 9. No player or coach will be suspended from recreational play without prior notification of the date, time and place of the disciplinary committee meeting.

SECTION 10. The player or coach may appeal the decision of the disciplinary committee to the full Soccer Board, which shall have final authority. All appeals must be in writing and submitted to the President, with a copy to the Registrar within 24 hours of the time the disciplinary committee decision was handed down.

ARTICLE VIII

LACROSSE

PART A -- ORGANIZATION

SECTION 1. LEAGUE PURPOSE

A. The Purpose of the league is to provide an organized recreational Lacrosse program for the residents of Middle Valley, for kids ages U11, as set down by the associated league presidents in close conjunction with nationally accepted lacrosse rules/regulations. The program will seek to develop players who are interested in playing and learning the skills of Lacrosse and good sportsmanship.

SECTION 2. MAJOR EMPHASIS OF THIS LEAGUE:

A. To provide these youngsters an opportunity for fun and enjoyment through a supervised Lacrosse program. To teach participants Lacrosse skills and techniques. To practice good sportsmanship and physical fitness.

B. This program will always promote safety first, by adhering to strict controls over age, proper equipment, and behavior of all participants, adults, coaches, officials, and spectators.

SECTION 3. ORGANIZATIONAL STRUCTURE

A. The Governing Authority of the Chattanooga Youth lacrosse Association (CYLA) will be made up of League Presidents from: The Middle Valley Recreational Lacrosse League, The Lookout Mountain youth lacrosse association, The Signal youth lacrosse association, The Bright School youth lacrosse association and any other new members added thru their decisions and voting processes..

B. These presidents will meet, discuss, and agree to all rules and by-laws that relate to the operations of the CYLA. The presidents can appoint anyone they deem necessary to assist with day to day operations. This person does not have any voting powers.

C. A chairman of the Governing Authority will be selected at the beginning of each year by the presidents.

D. It will be the responsibility of these presidents to see that all rules and by-laws are carried out, and to see that schedules are made and followed.

E. The Governing Authority of the CYLA reserves the right to change or modify any rule or by-law, when it is deemed necessary to promote good sportsmanship and/or safe game practices.

F. The Governing Authority agrees to meet and discuss any complaint those players, coach, or parent may have. Once both sides of the complaint are heard, the Governing Authority will rule on that complaint. Once a ruling is made, there is no appeal process.

G. A league president can authorize a stand-in for meetings. This is not encouraged and should only be done in the event of an emergency. This stand in will only have a vote if the league president authorizes tem to do so, by notifying the other league presidents. $50 fine imposed if meeting is not attended (without 24 hour notice).

H. Anything not covered by these rules and by-laws can be decided by a majority vote of the Governing Authority of the CYLA in close accordance with the US Lacrosse rule book.

I. Any other organization that wishes to join into the CYLA may do so by applying to the CYLA Governing Authority in writing 30 days prior to park signups. All members of the Authority will then vote.

SECTION 4. LIABILITY INSURANCE

A. The CYLA Governing Authority, League President, Coaches, Officials, Manager, and/or Sponsors, or any other person(s) that are working in the CYLA shall not be held responsible for any injuries to persons or property as a result of this program.

B. Each Organization/League will be responsible for their own insurance and/or the team’s welfare, regardless of where they are playing. Each lacrosse league shall pay the governed associated registration fee per team/player annually for liability insurance prior to play thru USLACROSSE organization.

C. Each Organization /League will have a medical release form signed by a parent of each player in the event that medical treatment is needed at an away game, when no parent is there to authorize it.

SECTION 5. LEAGUE FEE

A. Each Organization shall pay the governed association registration fee per team annually, prior to season as agreed upon by the CYLA. This money is used any costs agreed up on by majority of the CYLA Governing Authority. All players must be members of US Lacrosse or show proof of insurance through organization.

SECTION 6. TEAMS

A. Each Organization/League will try and provide Lacrosse to children in the following age groups:

1. Boy and girls 8 years old to 11 years old in conjunction with birthdate cutoff (See below). 2. Any discrepancies will be ruled upon by Chattanooga youth lacrosse association.

B. No persons except MVYA governed players/coaches may participate in field activities.

C. Each Organization/League will be responsible for holding its own sign-ups. The cut-off date for sing-ups will be in accordance with MVYA park signups each year. Sign-ups can be reopened

if deemed necessary by the Governing Authority of the CYLA. A coach who is in need of players can contact their respective league president, who will contact the other presidents of the CYLA.

D. The cut-off birthdate for all age groups is listed by USLACROSSE unless a change is voted upon and approved prior to the season by the CYLA.

E. Each Organization/League will divide equally players per age group between needed number of teams No SELECT teams. Sparsely populated areas may submit one team.

F. Every player, who is actively participating in practice and games, will be required to play a minimum of one quarter on either offense or defense per game.

G. Referees will strictly enforce rules relating to safety and equipment.

H. Coaches who intentionally do not make an effort to keep from “running up: the score will be brought before the Governing Authority of the CYLA and placed on probation. If brought up a second time, the coach can be suspended from his/her coaching duties.

PART B -- OFFICIALS/ADMISSION

SECTION 1. OFFICIALS

A. The hosting organization is responsible for scheduling of US LACROSSE certified referees for all games played on their home fields. Referees are paid by the hosting organization. Cost of referees will be set prior to the season and agreed upon by the CYLA. (this will be per game, per referee). There will be 2 referees per game.

B. In the event a game is forfeited, the forfeiting team’s organization will be responsible for the referee costs.

C. If, in the opinion of the referee, a player, manger, coach, or scorekeeper, parent or fan conducts his/herself in an unsportsmanlike manner, or commits any act which may maim or injure an opposing player if deemed deliberate, he/she will be ejected from the game and will not be allowed to return until its completion. If said person continues the unsportsmanlike conduct, such as heckling or baiting the referee, he/she shall be removed from the park. When a player is ejected from the game, it will be the CYLA’s judgment as to if the player must sit out the entire net scheduled game. If a coach is ejected twice in the season, he/she must be removed from all coaching responsibilities.

D. Referees are going to be strict on all rules relating to safety and equipment. Referees will not put up with abuse from coaches, parents, fans, or players. It is the head coach’s responsibility to do crowd control.

E. In the event of a cancellation, the referees must be notified at least 2 hours in advance. If they are not notified and make a trip to your facility, you will be responsible for paying them for a game.

F. Referees/Officials can be scheduled by calling your associated CYLA representative. If there are problems with referees or officials, report it to your league president.

SECTION 2. ADMISSION TO GAMES

A. All concessions will go to the hosting organization/league.

SECTION 3. EQUIPMENT

A. Mouthpieces are required equipment and must be used during all games and practices. Helmets and shoulder pads must be well fortified with foam rubber and be designed for Lacrosse play.

B. Shoe soles/cleats must be composed of a rubber base. No metal, hard plastic or other similar synthetic products are allowed.

C. All lacrosse designed equipment will be supplied and maintained by each player.

D. Any equipment deemed unsafe or ineffective can be removed from play by league president/Referee/coach. No player may participate in any part of MVYA lacrosse without full set of approved lacrosse equipment.

SECTION 4. OTHER RULES

A. NO parent allowed on sidelines except for the following:

1. Coaches and assistant coaches.2. Time Keeper (approved by referee) Use of alcohol, profanity, or tobacco is not allowed on the field or sideline. Enforcement of this rule will be according to TSSAA rules.

B. In the event of a tie ball game, it will go into overtime as directed by US LACROSSE governing rules. There will be a limit to three overtimes per game during week days/school nights. No limit on weekends.

SECTION 5. FIELD USE AND SCHEDULING

A. All game scheduling will be in accordance with Chattanooga youth lacrosse association.

B. Practice and scrimmages will be setup and governed by MVYA lacrosse league president.

C. MVYA Teams will be respectful of each other and will share field equipment.

D. MVYA teams will have first scheduling rights to field use.

E. No organized lacrosse associated activities will be allowed except those authorized by MVYA lacrosse league president.

F. All MVYA lacrosse players will follow park rules governing days and times that are listed for park play. Any person(s) violating will be notified of park hours of play and warned.Any further violation will be subject to the board of director’s jurisdiction concerning discipline.

ARTICLE IX

UMPIRES/REFEREES

PART A -- GENERAL POWERS

SECTION 1. The Umpire/Referee shall have general control of the field and the game in which he is Umpire/Referee. All Umpires/Referees must be approved by the MVYA Executive Board.

PART B -- DUTIES. The Umpire/Referee shall:

SECTION 1. ensure each game is played in compliance with the approved rules and regulations for that game.

SECTION 2. before each game begins, ensure the players are wearing the proper safety/protective equipment for that game.

SECTION 3. not allow anyone other than team members and coaches inside the playing area of the field.

SECTION 4. not be replaced during a game unless he becomes ill, injured or has an emergency.

SECTION 5. provide and use his own personal protective and game equipment.

SECTION 6. call the game providing conditions are unfit for play.

SECTION 7. make final decision on points not covered by the rules of that game.

SECTION 8. call time and stop the game immediately if in his best judgment a player receives substantial physical injury.

SECTION 9. sign the game score book for each game he calls.

SECTION 10. ensure he notifies the League President or Referee Commissioner of each game he officiates in order to receive payment on the following Saturday.

SECTION 11. not officiate any game while under the influence of alcoholic beverages. Upon complaint and subsequent verification by any elected MVYA official of such influence, Section P of this article shall be enforced.

SECTION 12. not use tobacco products within twenty (20) feet of the playing field during a game in which he is an official.

SECTION 13. not officiate any game in which he has a relative playing in the same league unless approved by the Program President or any MVYA Executive Board Member.

SECTION 14. use his best judgment where judgment calls are required. Any decision by the

Umpire/Referee which involves judgment shall not be objected to and is final.

SECTION 15. perform all duties incident to the position of the Umpire/Referee.

SECTION 16. fulfill all of the above duties, the failure of which to do so may provide cause for expulsion or suspension for the umpire/referee so involved.

ARTICLE X

CONTRACTS, CHECKS, AND DRAFTS

PART A -- CONTRACTS

SECTION 1. Except as otherwise provided in these by-laws, the MVYA Executive Board may authorize any officer or officers, agent or agents, to enter into any contract or execute and deliver any instrument in the name and on behalf of MVYA, and such authority may be general or confined to specific instances.

PART B -- CHECKS, DRAFTS, ETC.

SECTION 1. All checks, drafts, or other orders for the payment of money, in an amount in excess of $5,000.00 shall be authorized only by majority vote of the MVYA Executive Board. All notes, bonds, or other evidences of indebtedness shall be signed by such officer of MVYA, as described in section 1 of this article, not to exceed the authorized limits.

PART C -- PURCHASING PROCEDURES

SECTION 1. GENERAL

A. All operating supplies, materials, equipment, etc. must be documented. Expenditures applicable to a particular program must be acknowledged by the program president. The acknowledgment by the program president indicates that the item(s) is/are necessary for the operation of the program but does not constitute purchase authority. The MVYA Purchasing Agent must be notified of, and approve, any emergency purchases made by program presidents in excess of $50.00. Emergency purchases must be approved by the Program Presidents prior to being turned over to the MVYA Treasurer.

SECTION 2. PURCHASE ORDERS

A. Any purchase proposed purchase which total exceeds $500.00 must be approved by the MVYA Executive Board. A purchase which total expenditure is less than $500.00 may be approved by MVYA Purchasing Agent.

SECTION 3. INVOICES

A. When an invoice is received, it should be reviewed by the Treasurer. No payments shall be made without a complete invoice.

PART D -- DEPOSITS

SECTION 1. All funds of MVYA shall be deposited to the credit of MVYA in such bank or banks as the MVYA Executive Board may select.

PURCHASE OR DISPOSITION OF REAL PROPERTY

The MVYA Executive Board may not, except as provided for in the Charter of Incorporation, purchase, sell, mortgage, lease, or otherwise acquire, except through gifts or bequests, or dispose of or encumber all or any substantial portion of as real property unless such purchase, sale, mortgage, lease, or other disposition or encumbrance is authorized at a duly held meeting of the members thereof by the affirmative vote of a majority of all voting members of MVYA, whether in attendance at said meeting or not, unless the notice of such proposed purchase, sale, mortgage, lease or other disposition or encumbrance shall have been contained in the notice of the meeting.

ARTICLE XII

NON-PROFIT OPERATION

MVYA shall at all times be operated on a non-profit basis for the mutual benefit of its members, and in accordance with the Charter of Incorporation and the laws of the State of Tennessee.

ARTICLE XIII

ELECTIONS

PART A -- GENERAL ELECTIONS

SECTION 1. The MVYA General Elections will be held during the first two (2) weeks of May of each year.

SECTION 2. Specific dates of the General election will be set each year by the MVYA Executive Board.

SECTION 3. Any parent or guardian with children playing at MVYA or any registered coach at MVYA will be entitled to run for any of the following six (6) positions on the MVYA Executive Board:

SECTION 4. All electoral processes will be administered and supervised by the MVYA Executive Board.

SECTION 5. All MVYA elections will be held on the MVYA premises.

SECTION 6. The term of office shall be for one (1) year or until the next General Election.

SECTION 7. Individuals allowed to vote in the yearly general election shall be:

A. Parents or guardians with children playing in the MVYA programs. These programs are:MVYA Baseball, MVYA Cheerleading, MVYA Football, MVYA Lacrosse, MVYA Soccer, MVYA Softball

B. Adults, 18 years of age and older with direct participation in the MVYA programs, such as registered umpires, registered coaches without children, and sponsors.

SECTION 8. The MVYA Executive Board shall cause the yearly elections to be executed in the following manner:

A. A notice shall be placed in a conspicuous place, on the MVYA premises, advising all persons interested in running for one of the six (6) General Election positions on the MVYA Executive Board to make their desire known to the MVYA Executive Board. This notice shall be posted for the entire program season.

B. Members desiring a position shall state in writing the position which they want to run for.

C. Request will be taken until five (5) days prior to the date of the election. No names will be added to the ballots after that date.

D. Unique ballots will be purchased or created for the election.

E. Each ballot will list all individuals and the position for which they are running. Space will be left on the ballot for write in votes.

F. The MVYA Executive Board will select an election committee to supervise and carry out the election. This committee will be responsible for maintaining uncast and cast ballots, insuring a fair and honest election, and insuring that only legal authorized members of MVYA cast votes.

G. The election committee shall meet before the election and be given detailed instruction as to how the voting process shall be performed. It is imperative that each individual understand the process so that all members of the committee can accomplish their task in a uniform manner.

H. During voting, the original registration forms will be used by the election committee to verify whether or not an individual may vote. Original applications should be placed on computer printouts, if available. These printouts can then be used at the ballot boxes to ensure that the person voting actually has a child registered at MVYA.

I. During voting, an accurate record shall be kept of each individual who fills out a ballot. The individual voting shall sign in a register(s) that he has cast his vote. The individual shall be allowed to write in any one on the ballot he is using.

J. After all votes have been cast, the number of ballots will be compared to the number of signatures in the registers. If the number of ballots differs by more than 5 from the number of signatures, then the MVYA Executive Board shall conduct a detailed and thorough investigation into the election.

K. After all votes have been cast, the election committee will count the number of votes for each individual and make the results available to the MVYA Executive Board and the MVYA members.

L. After the election has been completed, the signature registers and all ballots will be turned over to the MVYA Secretary.

M. The signature registers and all ballots shall be maintained for a period of one (1) year or until the next annual election.

N. Under absolutely no circumstances shall the signature registers or any ballot be destroyed before the next annual election.

O. The signature register(s) and all ballots shall be made available for viewing to any member upon request.

SECTION 9. During the election process no person who is a candidate will be allowed to come into contact with the ballot box(es), signature register, or ballots, except when he is casting his vote.

SECTION 1. The MVYA Program Elections will be held during the normal season of each individual program.

SECTION 2. Specific dates for Program Elections will be set by the MVYA Executive Board.

SECTION 3. Any parent or guardian with children playing in the program or any registered coach in that program will be entitled to run for either of the following two (2) positions:

A. Program President or President Elect (President Elect to be Vice-President to follow as President after one year.)

B. Program League Commissioner

SECTION 4. All electoral processes will be administered and supervised by the MVYA Executive Board.

SECTION 5. All MVYA elections will be held on the MVYA premises.

SECTION 6. The term of office shall be for one (1) year or until the next General Election.

SECTION 7. Individuals allowed to vote in the Program Elections shall be:

A. Parents or guardians with children playing in the individual program.

B. Adults, 18 years of age and older with direct participation in the individual program, such as registered umpires/referees, registered coaches without children, and sponsors.

NOTE: Interpretation of this rule is that only individuals involved in a particular program will be allowed to vote for positions in that program. For example an individual who participates only in the Baseball Program may vote for the Baseball President and the Baseball League Commissioners but may NOT vote for the President or League Commissioners of any other Program.

SECTION 8. The MVYA Executive Board shall cause the Program Elections to be executed in the following manner:

Article XIV

Concessions

SECTION 1. The MVYA Executive Board shall review, revise, and set any Concession Stand agreements or policies prior to each season. This may include allowing an outside contract to manage the MVYA concessions.

SECTION 2. The concession stand operation shall be performed under written annual agreement as promulgated and signed by MVYA and the concession stand operator.

SECTION 3. The MVYA Executive Board shall, through majority vote of the MVYA Executive Board, appoint concession stand operators to operate the concession stands under written single term agreement.

SECTION 4. Concession stand operators shall be appointed on an annual basis, and shall provide proof of his/her bonding.

SECTION 5. Persons desiring to be concession stand operators should submit their names to the MVYA Executive Board during the summer of each year for consideration for the following year.

SECTION 6. The concession stand operator shall maintain detailed records of all incomes and expenses.

SECTION 7. The concession stand operator shall provide to the MVYA Executive Board a financial report each 30 days during the recreational season.

SECTION 8. For the purpose of verifying disbursements, deposits and balances the MVYA Executive Board shall have access to the Concessions books and reports at any time. It is recommended that each new MVYA Executive Board audit the previous concession records. If any wrong doings, whether financially, or otherwise are discovered, the MVYA Executive Board may seek legal action, if approved by a majority vote of the Executive Board.

SECTION 9. All revenues derived from concessions, less expenses and commissions paid, shall remain the sole and exclusive property of MVYA, and shall be used by MVYA in furtherance of its activities and programs.

SECTION 10. All revenues from concession stand operations shall be turned over promptly to the MVYA Treasurer for deposit into the MVYA accounts. The transfer of revenues shall be subject to concession stand contract. The MVYA Treasurer shall promptly pay all approved expenses subject to concession stand contract and disperse commission amounts.

SECTION 11. All concession operations will be carried out in accordance with applicable health regulations.

SECTION 12. All items sold in the concession shall be of first quality.

SECTION 13. MVYA shall charge only a reasonable market price for items sold in the concession stands. Prices consistent with prices charged in concessions for other County parks or similar public or private facilities shall be deemed reasonable.

SECTION 14. MVYA shall be responsible for and promptly pay all debts incurred by it for the purchase of goods or services used in the operation of the concession.

SECTION 15. Compensation to concession stand operators shall be as determined and agreed upon by the MVYA Board and concession stand operator under the annual concession stand agreement,

SECTION 16. Payment of the concession stand operators shall be only after verification that all concession stand debts are paid.

SECTION 17. No beer or other alcoholic beverage may be sold or consumed on MVYA property.

SECTION 18. Whenever possible, the ticket system shall be used in lieu of cash for concession purchases, unless otherwise directed by the MVYA Executive Board.

ARTICLE XV

REGISTRATIONS

PART A -- PLAYER REGISTRATION

Player registrations shall take place each year at a time and place approved by the MVYA Executive Board. Player restrictions shall be carried out by the following procedure unless otherwise noted in these by-laws.

SECTION 1. The MVYA Executive Board shall be responsible for insuring program registration takes place for each MVYA program each year.

SECTION 2. The MVYA Executive Board may select a committee to assist the programs in the annual registration process.

SECTION 3. No player will be allowed to play or practice with a team until properly registered and release forms signed.

SECTION 4. The MVYA Executive Board shall cause player registration to be executed in the following manner:

A. The program for which the player is registering must be identified on the registration form.

B. Each parent or guardian shall complete the MVYA player registration form for each participant in his family. The form must be signed in ink.

C. The MVYA representative receiving the registration form shall ensure that the form is filled out and is fully legible. All necessary information requested on the form must be provided.

D. The MVYA representative receiving the registration form shall ensure the parent or guardian has signed the form in all spaces requiring his or her signature.

E. A check or cash shall then be submitted with the form to the individual registering players. If the check is later rejected by the bank for any reason, that player will be removed from the team to which he is assigned, unless the applicant applies for a hardship registration or makes other financial arrangement.

F. Unless approved by the respective program president, a player shall not be placed on a team until all fees are paid or arranged for and a registration form is completed and in the possession of the program board or the MVYA Executive Board.

G. The parent/guardian will then be given the copy of the registration form which has been designated for the parent/guardian.

H. The copy or copies which have been designated for the use of MVYA shall be retained by MVYA.

I. The MVYA Secretary shall retain the white copy for permanent MVYA records. The yellow copy will be given to the appropriate League Commissioner for use by the head coaches.

SECTION 5. Proof of age may be required if deemed necessary by the respective program presidents.

SECTION 6. Players shall be placed in leagues according to their ages. A player may play up in a higher age group but any player playing down in a lower age group must be approved by the respective program presidents.

SECTION 7. Players shall not be accepted for registration at any time after team uniforms are ordered or after any such as set by the respective program, unless approved by that program's president.

SECTION 8. All late sign-ups will be handled under the direction of the respective program president. League Commissioners or Coaches shall not be allowed to accept any late sign-ups.

PART B -- COACH/UMPIRE/REFEREE REGISTRATION

SECTION 1. The MVYA Executive Board shall ensure that each Coach, Umpire or Referee is registered with and approved by the MVYA Executive Board.

SECTION 2. No individual will be allowed to coach, umpire, or referee until the proper registration form is completed and signed.

SECTION 3. The registration form for coaches, umpires and referees shall be completed in the following manner:

A. All information replied on the registration form must be given in its entirety,B. The form shall be signed in the appropriate space by the applicant. C. The form must be legible and signed in ink.D. Completed forms shall be given to the MVYA Secretary to be retained as a permanent record.

SECTION 4. The coach, umpire or referee registration form shall be presented to the MVYA Executive Board for approval of that individual.

SECTION 5. When approved or denied by the MVYA Executive Board, the MVYA Secretary shall sign and date the form. The form shall then be retained on file by the MVYA Secretary.

ARTICLE XVI

CODES OF CONDUCT

PART A -- PROGRAMS

The primary function of each MVYA program is to provide a safe, positive environment for the playing of recreational sports, with the emphasis on training and enjoyment of the games. The MVYA Executive Board is obligated to protect the interest of MVYA and its members by taking appropriate disciplinary measures for any actions by its officials, coaches, parents, spectators, players, or umpires/referees that violate the spirit of the MVYA programs or the objectives of MVYA. Warnings, restrictions, temporary suspensions, or total suspension from MVYA participation may be imposed by the MVYA Executive Board as deemed appropriate to the severity of the offense. Prior to imposing any penalties, the MVYA Executive Board shall investigate the incident thoroughly by consulting all parties involved and providing a fair hearing for the accused person. The disciplined party shall be informed, in writing, of the offense, the program rule or by-law pertaining to the infraction, the findings of the MVYA Executive Board, and the penalty imposed.

PART B -- MVYA AND PROGAM OFFICIALS

As elected officials, MVYA Executive Board Members represent MVYA to the public. Officials should maintain a high standard of integrity in all MVYA and personal matters, assure impartiality in all decisions related to program play, and exhibit a positive, supportive position toward the goals and policies established by the MVYA Executive Board.

PART C -- COACHES

As the primary contact with the players, the coach has the responsibility to assure that his players exhibit the attributes of fairness, integrity, and sportsmanship. Coaches become the role model for their players and as such must display these attributes. Coaches shall strive to improve the skills and fitness of all players and in all cases place the interest of the players above the drive to win. Positive reinforcement should be the primary method of training. Criticism and disciplinary actions should be used sparingly and only when more positive methods have proven ineffective. In NO case shall physical punishment be inflicted by the coach. Physical disciplinary action shall not be taken on a coach's child by that coach in the presence of other team members.

PART D -- PARENTS

Children usually reflect the attitudes and actions of the adults whom they are around, especially their parents. It is important that parents support the MVYA programs as sports based on courteous conduct and sportsmanship. Positive support for all players, coaches, and umpires/referees, even when errors are made, is expected. Criticism and dissent provide a poor model of behavior for the players as well as giving MVYA a "bad reputation." Enrollment in any MVYA program mandates adherence to the “Parents Code of Conduct” adopted by MVYA.

PART E -- PLAYERS

Courteous conduct and sportsmanship are expected of all players during all MVYA program activities, including practices, before, during and after games, as spectators at other MVYA program games, and at any function where they represent MVYA. Players are expected to be supportive of their coach and teammates and to respect their opponents and the umpires/referees.

ARTICLE XVII

PARK RULES

The penalty for violation of any of the following rules and/or regulations is immediate expulsion from the park and revocation of the privilege of use of the middle valley recreation facilities.

A. The sale, use, or possession of alcoholic beverages is prohibited on middle valley recreation property.

B. The possession or use of firearms is prohibited on middle valley recreation property. (exception is made for law enforcement officials while acting in an official capacity).

C. The possession or use of bb guns, air rifles, flips, sling shots or any other projectile launching device on middle valley recreation property is prohibited.

D. No pets, leashed or otherwise, are allowed to be brought on to middle valley recreation property. (exception is made for seeing eye dogs.)

E. No recreational vehicles are allowed to be brought on to middle valley recreation property. This includes trail bikes, dirt bikes, g0 carts, three wheelers, four wheelers, or any other vehicle which could be used to damage the fields or property if the vehicle were used without constant adult supervision.

F. Fighting, involving physical attack by one individual upon another, is prohibited. All fights or rumors of fights must be investigated and acted upon by the middle valley executive board.

G. Arguments, between individuals, using loud profanity or abusive terms or language is prohibited.

H. The sale, possession, or use of illegal drugs on middle valley recreation property is prohibited.

I. There may be times when you disagree with an umpire or referee's decision, but continued, forceful, antagonistic disagreement is prohibited.

J. Profanity in any form is prohibited due to children being ever present. Profanity is defined as any word, term, phrase or gesture which would not be socially acceptable to be used in a first grade elementary school classroom.

K. Parents, spectators, or fans may not, under any circumstance, enter the playing field while a game is in progress. (exception: if a child is hurt during the game, a parent may enter the field if needed.)

L. No unauthorized vehicles within the fenced area of the park.

M. In order to operate any vehicle within the park, operator must have a valid driver’s license.

N. No bicycles, rollerblades, roller-skates, skateboards, etc. allowed within the fenced area of the park.

O. Sales and/or solicitation of any type are prohibited on Middle Valley property.

P. Park at your own risk, Middle Valley is not responsible for any vehicles or personal property that is damaged.

Middle Valley Youth Association Parents Code of Conduct

1. I shall not criticize referees or umpires. Many of our officials are young and learning how to officiate much as your children are learning to play. Please be patient and treat them as if they were your own child. It is the coach’s job alone to discuss any problems with the officials.

2. I shall not “Grand Stand” the Coach(es). It’s very difficult to teach children the game, foster a competitive spirit “and” deal with unruly or demanding parents. Please try to be a cooperative, helpful parent that supports the coach and the team. Also, please refrain from being a “sideline coach”.

3. I will set a good example of sportsmanship for the children. Yelling at referees, players on the field or coaches, shows great disrespect for them and sets a poor standard of sportsmanship. The opponents are necessary friends. Without opponents your child could not play the game. Make sure to applaud good plays your team members and members of the opposing team make.

4. I will encourage my kids AND the rest of the kids on the team. Let’s pump all these kids up so they’ll have the times of their lives out there. Keep the comments positive and the results will be too!

5. I will address any team or player problems quietly and only with the team coach. Arguing or questioning the coach in public is detrimental to getting a successful resolution and sets a bad example for the players.

6. I will make an effort to attend and be on time to all team events. A commitment to the team is important, plus on game days, plenty of time should be allowed for proper warm ups to help avoid dangerous injuries. If you can’t make it, please try to arrange for alternate transportation.

7. I will demand a sports environment for my child that is free from drugs, tobacco and alcohol and will refrain from their use at all youth sports events.

8. I am aware that my coach is also my leader. It is the responsibility of the coaches and the officials to monitor both the players and parents conduct. Any fan who becomes a nuisance, out of control or aggressive may be asked to leave the game and field area.

9. I will always refrain from using abusive or profane language. ABUSIVE OR PROFANE LANGUAGE WILL NOT BE TOLERATED ON THE PARK GROUNDS OR TOWARD ANY PERSON IN ATTENDANCE.

10. I will remember the officials are in control of the game and I will follow their instructions. Ifthe officials determine that a person is being disruptive to the game, that person will be asked to leave the game immediately. The game will be stopped until the offending person has removed themselves from the playing area.

11. I also agree that if I fail to abide by the aforementioned rules and guidelines, I will be subject to disciplinary action that could include, but is not limited to the following:

Verbal warning by official, head coach, and/or league commissioner Written warning by official, head coach, and or league commissioner Parental game suspension of 1 – 4 games (with written documentation of incident kept on file)

ARTICLE XVIII

AMENDMENTS

These by-laws may be altered, amended, or repealed by the MVYA Executive Board subject to a two-thirds majority vote of both the respective program board and the MVYA Executive Board at any regular or special meeting, provided the notice of such meeting shall have contained a copy of the proposed alteration, amendment, or repeal.
