of State-owned land leased to Pacific Gas and Electric Company (P.G.&E.) under PRC 4~ upon which the project ~ill in£ri~e. The City holds a letter of permission but is ~ttempting to resolve details relatiue to mitigation for presumed killing of fish released by P.G.&E. at the site. The terms of the State lease require the appl~cant t~ complete n~~~tiations and submit the executed contract \, ~~re Commission Tor approval as a c~ndition of lease continuance.

Project financing is a $7 million 10~9 term ?oan from Cal Boa~ing.

Stringent conditions were placed on the United Stat~s Army Corps of Engineers' permit to minimize disturbance CT the enui.ronment during construction of the break112ter. Materials used in constructing it will consist of 200.000 cubi~ yards of ~arthen fill dr~dged from-the Marina basin
