CASTNET budget in the near future

• 25% Reduction in FY08 EPA CASTNET budget

• Translates to 8-10 sites shutting down

• Continuing reduction at NPS– Anticipate shutting down 8

sites over 5 years• Impact on Funding to NADP

– Reduce Site Audit Program– Eliminate support for 10 sites

• For 2008, 86 → ~69 sites– 45 EPA sites– 24 NPS sites

• Facing 280K per yr Ozone QA cost– Conversion may be delayed

Multi-Pollutant Instrument Contract

• Initiated a performance-based instrument procurement contract for 3.4 Million to identify a high resolution, multi-pollutant instrument to replace current CASTNET technology

• Contractor must meet specific performance goals specified in the contract

- RFP issued – March 8th

- Proposals due – April 20th

- Technical Evaluation Panel (TEP) – convened and currently writing the report

- Award Date – July 1st (up to two contractors)

• Contract Breakdown (July 2007- July 2012):

- Initial Demonstration Period (30 days)

- Development Period (12 months)

- Final Demonstration Period (30 days)

- Option to Purchase, Deploy and Operate Additional Instruments (remaining 2 years)

Contract Breakdown

• Base Period (2 months)– 2 instruments delivered within 90 days of award– 30 day demonstration period– Must meet 75% of contract performance goals

• Option Period I (12 months)– 12 month development period

• Continued evaluation of progress toward contract performance goals

• Option Period II (2 months)– 30 day demonstration period

• Administered by a third-party (i.e., ETV Program)• Must meet all of the contract performance goals

• Option Period III-IV (Remaining 2 Option years 2009-12)– Exercise option to procure and deploy additional instruments– Exercise option to operate instruments

Met One Instruments SASS: Ambient Chemical Speciation Sampler

Canister

Currently the predominant sampler in the Speciated Trends Network (STN) The STN samplers collect 24-hour every 3rd day.

The SASS can be easily modified to collect sequential daily samples. The sampling method can also be modified to incorporate desired improvements.

Proposed NADP Passive Ammonia Network

• Purpose: To determine actual costs of network, sampling variability and other considerations

• Bi-Weekly measurements

• Core network of 10 EPA-sponsored sites– Triplicate Radiello devices + field blank– Collocated with denuder or continuous

ammonia monitoring– Ongoing evaluation of data will be used to

determine if frequency of field blanks and replicates may be reduced

– $7700 per site

• QAPP & SOPs to be prepared

• Total program cost $225K over two years

• Additional sites may be added at $5k/site
