sie hetme.Maria Cathrina Pieterse (54)van Vleistraat 23 in Oberholzer, die vo-rige Vrydag omstreeks 01:30 van gelui-de in haar huis wakker geword. Sy hetvermoed dat dit inbrekers was en haarbuurman, mnr. Piet van Niekerk vanVleistraat 20, om hulp geskakel. Mnr.Van Niekerk was reeds buite inme. Pie-terse se erf toe hy gesien het hoe tweemans by een van haar huis se venstersuitspring en op die vlug slaan. Volgensdie polisie het Van Niekerk ‘n waarsku-wingskoot in die lug gevuur. Die verdag-tes het nie hierop gereageer nie en nog‘n skoot het een van die vlugtendemansna bewering in sy regterskouer gewond.

An accident that claimed the life of aman occurred on 28 February around20:15.

The accident occurred on the N12Road, involving three vehicles. The de-ceased, who was the driver of a blueDaihatsu, died on the scene while theotherdrivers andpassengerswere inju-

red and rushed to hospital.Another incident tookplace later that

night around 22:00 at the road to Ko-kosi near the traffic department. Therewere four vehicles involved and two pe-ople died on the scene. Those whose in-juries were fatal included two women;the other passengers sustained injuriesand were taken to hospital.

The Police in Fochville are investiga-

ting a case of culpable homicide forboth incidents.

On Saturday, 7 March, around22:00, a young man driving into Foch-ville rolledhis vehicle next to Piet Vil-joen Park. The young man was rushedto the hospital, but was sadly declareddead upon arrival.

This young man, the late W.C DuPlooy, was a former student at Fochville

Hoërskool in 2013, who before leavingplayed fullback for his school’s firstrugby team.

According to Bobby McCleod fromFochville Hoërskool, the deceased wasa very kind young man, who will be de-arly missed by his family, his friendsand the school as a whole.

His funeral will take place on Thurs-day 12 March n Fochville.

The Police in Carletonville are concer-ned about incidents of rape that haveoccurred in Carletonville recently.

The incidents occured on 9 and 10March in Beryl and Cinnabar streets

respectively.In the first incident a woman was

walking home from town at around11:00 on 9 March, when two men star-ted following her. The woman only rea-lised that shewas being followed as shewas about to enter her yard. She ran

to the door for safety but the suspectsgot there before she was able to lock it.They forced themselves into the houseand,while onewas searching the houseformoney, the other suspect proceededto rape the woman. The suspects fledwithout taking any goods from the hou-

took place on Cin-

nabar Street at about 02:00 on 10March. The victim was walking backfrom a local club when she was attac-ked by a single man who managed tooverpower and raped her.

Neither of the suspects in these inci-dents were armed at the time.

Police are looking for informationthat can lead them to the suspects.

This is one of themost important to-pics about which I would like to dis-cuss and share.Communication is necessary to

make life easier, but unfortunatelyit is not realised by many.So many issues arise because of

the lack of effective communication;and that ultimately will lead to cha-os in society.The fact of the matter is that peo-

ple do not know how to communica-te because it is not taught in schooland it is a subject I feel should beimplemented in our curriculum. Yo-ung people need to grow up beingtaught how to communicate effecti-vely because it will affect them intheir adult life either personally orprofessionally.Through effective communication

one can be able to resolve problemsin a much better way and can alsobe able to socialise with people ea-sier.One needs to be able to listen with

an openmind in order to learn fromothers.When you improve your listening

skills, you gain some sort of respectfrom people and they will also listento what you have to say.Sometimes we struggle to under-

stand one another because we do

not take the time to listen.It’s as if our minds are dominated

by our own opinions.I do not think there is anything

wrong with being opinionated; in fact,I feel it is very good that we all haveour own point of view because we canbe able to see things differently, whichcan help to take us forward.The problem that I have is when

one’s thinking clouds their judgementand this causes “war” because everyo-ne thinks they’re right.Our lives are based on socialising

and if we cannot find a commonground we will not be able to commu-nicate effectively.When we cannot get through to each

other it results with us becoming dis-tanced from each other.Many people are not on good terms

today because of miscommunication.We fail to listen; and when we talk,

we fail to get ourmessage across, espe-cially when there is anger involved.We shout, we scream and move fur-

ther away from each other.How do you expect someone to hear

you when you shout?This is not communicating. If you

raise a voice to a child, it will not teachthem to communicate effectively.You are supposed to teach a child to

talk from a young age and you can beable to connect with them better be-cause they will feel free around you.

In this way they will also becomearticulate and will able to reason.For instance, when a child does so-mething wrong you do not have toscream at the him or her, all you ha-ve to do is just ask the child why heor she did what they did and allowfor an explanation.Children will also learn to com-

municate with others in a polite way,which will help them build pleasan-ter relationships in the future.Let us try to observe how we com-

municate with others and work oncommunicating more effectively toresolve our issues.

Councillors discussed the possibili-ty of salary increases for themselvesduring a special council meeting lastweek.

On Thursday, the municipalcouncil held a special council mee-ting, which, the newspaper learnt,pertained to possible salary increa-ses. Amunicipal spokesperson,whoreplied to the newspaper’s questi-ons about the matter, said, “Councilwas requested to comment on adraft notice, issued by the South Af-ricanLocalGovernmentAssociation(Salga), which was forwarded to themunicipality for comment by theDe-partment of Co-operative Governan-ce and Traditional Affairs (Cogta).”

The spokesperson added that theMinister of Cogtamust first considerthe comments from organised localgovernment before determining thesalaries and allowances of council-lors and publishing the required no-tice in the Government Gazette.

Sex workers had an opportunity tospeak openly about their issues attheMerafong sports complex on 26February.

The event provided a platformfor these local women to discusstheir points of view with the com-munity. Different departments,such as the SAPS, Social Services,health and justice departments,were present to listen to their com-plaints. The event began around10:00 on a Thursday morning.

The sex workers highlighted is-sues such as condom shortages,being arrested without being char-ged, police harrassment and beingmistreated by nurses at the localclinics.

The event was organised in junc-tion with the Muthusi Mpilo Orga-nisation. The main concern of thesex workers was to lobby for theirprofession to be legalised in SouthAfrica, as it is in some other coun-tries in the world.

Residents from all over Merafong arestill up in arms over illegal rubbishdumps in their neighbourhoods.

A councillor from Carletonville,Carlos Rebelo, said last week that hewas continually strugglingwith theMe-rafong City LocalMunicipality over theways in which they deal with illegaldumping in the area.

Rebelo pointed out several placeswhere people illegally dump rubbish.At one of these spots, next to Coronati-on Street, near the turn-off into Dolo-mite Street, people had not only off-lo-aded a variety of household and gar-den refuse, but also an old mattress.The waste can easily be seen from theroad.

According to Rebelo, he had noti-fied the municipality about the wasteseveral weeks before.In another area, people are dumping

rubbish on the road that leads to theJohannesburg Skydiving Club. Thisappears to have been going on for so-me time and very little seems to be do-

ne to stop the culprits.“The problem with such dumps

that are not removed is that other peo-ple also start to dump their refuse inthe same areas. Many people justdump their waste in open areas as theyknow that there will be no consequen-ces to these actions. What use is therefor the municipality to have by-lawsagainst dumping if they cannot enforcethem?” Rebelo lamented. He also sho-wed the Herald photos, with dates,that he has sent to the relevantmunici-pal officials to notify them of newdumps. However, little is done to sortout the problems, he says.

In the meantime, in another partof the Merafong municipal area, resi-dents of Kokosi are also complainingabout rubbish dumps around theirhouses.

The Herald reported last monththat residents of Kokosi Extension 5are complaining that rubbish in thearea has not been removed since lastyear. When the Herald visited thistownship again last week, only one ofthe large rubbish dumps had been re-

moved. According to residents of thearea, this was only done after the peo-ple staying next to it called for urgenthelp from themunicipality, as they hadto hold a funeral and needed the spacepreviously filled with rubbish..

The municipality earlier reportedthat the rubbish in Kokosi could notbe removed because of equipment fai-lure, but promised to start carting itaway. With regard to the rubbish inCarletonville, the Merafong City LocalMunicipality admitted that it was awa-re of the illegal dumps along Coronati-on Street in Carletonville and en routeto the Skydiving Club.

“The areas have been identifiedthrough the monthly illegal dumpsmapping and included in the illegaldumping waste removal programme.Illegal dumping throughout the juris-diction of Merafong is placing huge de-mands on the Waste Management Re-sources of Council. The Municipalityis requesting the public to report inci-dences of illegal dumping to the muni-cipality,” the municipal spokespersonsaid.

The DA in Gauteng urges all parentsto take an active role in their children’seducation andparticipate in the electionof school governing bodies. The successof your school is dependent on good go-vernance. That starts with the electionof a competent and passionate SGB thatcan actively drive quality educationaloutcomes. An efficient SGB places theinterest of learners first and ensuresthat school resources are optimallyused to benefit learners. Limited educa-tion resources should be used wisely toavoid unnecessary waste andmismana-gement. We, therefore, calls on all pa-rents to embrace the forthcoming SGBelections and to take an active stance inthe education of our children.

Another irate Carletonville resi-dent, who wishes to remain anony-mous, also came to the Herald’s offi-ces this week to complain that themunicipality had recently disconnec-ted his electricity by mistake.Apparently, the municipal contrac-

tors responsible for disconnectingpower supply to non-payers weresupposed to switch off his neigh-bour’s electricity.After losing the contents of his frid-

ge as a result, the resident complai-ned to the muncipality.He too, received just an apology

and was told that he did not have topay for the reconnection.

Responding to Herald enquiries,themunicipal spokesperson said thefollowing:

“The municipality is aware of anumber of problems that were expe-rienced with the implementation ofcredit control in various areas.The matter has been taken under

scrutiny andmeasures have been im-plemented to ensure that these pro-blems do not recur in future.Municipal accounts are due on the

7th of each month. From the 8th, re-sidents who have not yet paid can ex-pect to receive SMS alerts. From the16th, interest is levied on the out-standing amount,”

municipality upon receiving the ac-count to make arrangements for it tobe paid. She apparently talked to aconsultant by the name of “Oupa” whoassured her that they should not wor-ry because payment was only due by7 March. Despite this, the power sup-ply was cut the same afternoon.

“We were furious because we hadspoken to the municipality that veryday, and the due date on the accountitself confirmed that it was payable bythe 7th. I am evenmore angry becausemy family, with their small baby, hadto jump around after hours to makeemergency arrangements for a genera-tor.I have been a client of the municipa-

lity since 1993 and have never been inarrears with my accounts. In fact, mybusiness assisted themunicipality on-ce before, when they needed a biggertransformer,” Johan said.“When I went back to the municipa-

lity the next day, an official known as‘Martha’ apologised and said I did nothave to pay the connection fee.”

Apparently, Johan also found outthat his family were not given priorwarning that the power supply wouldbe cut.He is now considering legal action

against the municipality for the dis-tress that was caused.He also mentioned that it seems as

if themeter at the house is not regular-ly checked, as it is supposed to be. Ifit was checked everymonth, the higherwater usage would have been pickedup last year just after the swimmingpool at the house was filled.

Several residents of the area are com-plaining that the municipality haswrongfully cut off their electricity sup-ply.

One upset resident, Johan van derMerwe, complained that his son, Nico,daughter-in-law and their four-month-old baby were left stranded last weekafter the municipality cut off the elec-tricity supply to their home in KriekStreet, in Carletonville Extension 9.

According to Van der Merwe, theywere expecting a higher-than-usualwater account in August or Septemberlast year after his son re-filled theswimming pool at the house. As nomunicipal accounts were sent out be-cause of the Post Office strike, the VanderMerwes kept in touch with themu-nicipality to obtain the correct out-standing amounts.

“Although we never received a mu-nicipal account in January, we paidR2000,which is the approximate amountowing on the account so that we wouldnot be in arrears,” Johan told the He-rald this week.

When the family received their ac-count for February on 3 March, it sho-wed that they had been charged for theextra water consumption in January.As a result of this, their municipal ac-count for January had, in fact, beenR9 714. The outstanding balance afterpaying the R2 000 in January, plus theaccount for February, amounted to R8497.

Johanness Tebogo Khuphukani founded the TebogoDisabled People Warriors Organisation (TDPWO), a hu-man rights organisation, on 18 October 2011, after suf-fering a spinal cord injury.

After being helped by Disabled People South Africa(DPSA) at a rehabilitation centre, he returned and foun-ded the organisation in his home town in KhutsongTownship near Carletonville, to fight for the rights of pe-ople living with disabilities.The organisation had its executive elections on 27

September 2014 and was relaunched on 18 October2014, the organisation’s third birthday. The organisati-on is currently in talks with the Merafong Disabled Peo-ple Forum and Boiteko Special School in Khutsong andis planning to meet with other corporations to discusspossible funding. TDPWO is also looking for other opti-ons that will help people living with disabilities in waysthat will make their lives in society more comfortable.The organisation’s focus this time around is empower-ment, as it believes that every person in Khutsong livingwith a disability has a right to live a normal, productivelife in society.

Students at the Westcol Carletonvillehave a raised a complaint to Heraldabout a financial crisis thathasoccuredfrom 2012 to 2015 at the college.Most of the students at the college are

depending on the National Student Fi-nancial Aid Scheme(NSFAS) to acquiretheir education and so far they have ex-periencedproblemswith their tansportallowance. As many of the students areliving at areas that are far from Carle-tonville, they struggle to get to the colle-ge as they have to use public transportto reach the college. The students in-curreddebts from2012 to 2015 as theyhave had to borrowmoney from peoplefor transportation to the college, whilethey are expected to attend 80% of theirclasses without transport fees. Some ofthem are hitch hiking from their vari-ous destinations and this is posing athreat to their lives. It would be a com-plete waste of money if NSFAS has topay tuition and registration fees for stu-dents who had dropped out because oftransport fees. If NSFAS investedon thestudents, why will the students sufferto get the allowances for the transportwhereas they applied for bursary trans-port allowance. According to the gene-ral guidelines and criteria for a bursaryapplication, it is stated that “studentsmay only apply for either the transportor accommodation allowance and a100% class attendance is expected toqualify for the allowances”. The Heraldenquired about thematter at the collegeand a manager at Wescol Mr. Tebogo

Sempe commented that the situation isbeyond his control because financialdecisions for the bursary application ismade by NSFAS. This funding schemereceived questions from the newspaperand they managed replied by sayingthat “The National Student FinancialAid Scheme(NSFAS) has been in con-tactwith theWesternCollegeTVETper-taining to the issue and the College isworking tirelessly to resolve thematter.It must be note that according to thecurrent model NSFAS allocates fundsto Institutions of Higher Education,which in turn process applications forfunding based on means test and dis-burse allowances to eligible students.However in the New Student CentricModel which NSFAS is currently pilo-ting with 11 Institutions of Higher Edu-

cation, students apply directly toNSFAS. This Model makes use of sBuxwhich is a mobile banking solution topay allowances as cellphone vouchers, directly to the student. (No funds arepaid to student’s bank account). Eligi-ble Service Providers such as Land-lords, Bookshops and Food retailerswould then register as Merchants onthe system in order to be able to receivetheir payments in a form of vouchers.This is the future of NSFAS which willseek to address the current challengesexperienced by the college In question.Formore information please feel free tocontact us at NSFAS on 021 763 3200.Some of the students were interviewedby the Herald and they have complai-ned about a similar issue of having toborrow money from people to get to

school and sometimes they cannot ma-nage to receive help which results tothem failing to get to the college and thelectures expect their full attendancewith no excuses. The students are ex-tremely frustrated about the situationbecause they have no other options oftransport besides public transport andNSFAS has not stated when the matterwill be resolved.TheS.R.C alsomentio-ned that the matter is getting out ofhand and some students feel that theyare responsible for the crisis.Somestu-dents are experiecing a very difficult ti-meas theyhave towalk fromareas suchas Khutsong to Carletonville by footanother student has to travel from asfar as Magaliesburg to Carletonville byfoot everyday because of the lack oftransport allowance from the NSFAS.

Members of the Ubuhle- Be- SintuKhutsong cultural group engaged in adance battle contest after they hadper-formed at a wedding on the 21 Februa-ry.The group did not feel satisfied

about the time limit that they were gi-ven to perform at the wedding and af-ter the event they proceeded to an openspace area at Maxhoseng Section.

They formed a circle and dancedwith a drummer keeping the dancersmoving an up- beat authentic rhythm.The boys and girls from the groupshowcased their remarkable abilities

of a traditional zulu dancing and chan-ting. A dance battle insued as thegroup divided into two groups andthey exchanged the platform as theydemonstrated they dance skills toeach other while communitymemberscheered on. They battle took place ona Saturday around midday from13:00 and it lasted for 5 hours as thecrowd dispersed around 18:00 in theevening. The talented young men andwomen tirelessly unleashed their dan-ce moves and the event made a signifi-cance regarding the African heritage.The group is focused on reviving thecultural essence of African dance andthey aim to show young people to be

proud of theyare from.They had funas they enter-tained them-selves as wellas the crowdwhichwas im-pressed bythe dancersspirit and African charisma. Ubuhle-Be-Sintu will performing at anotherwedding on 28March inKhutsong andon the same day they will grace theirpresence at the Ubuyambo Festivalwhich take place at the Goven Mbekihall in Potchefstroom.

Last weekend, the Cancer Associationof South Africa’s (Cansa) Relay For Lifedrew many people from the area toCarletonville to help raise money forthe fight against Cancer.

Cansa held its annual Relay For Lifeon the sports grounds of CarletonvilleHigh School last Friday. Although thestart, which was scheduled for 18:00,had to be delayed indefinitely as a re-sult of rain, the activities soon continu-ed until around 06:00 the followingmorning.

Members of the Ghost Riders mo-torbike club from Carletonville madesure that everyone’s attentionwas fixedon the athletics track when they ope-ned the proceedings with a lap aroundthe grounds on their roaring bikes. Af-ter this great display, a large group ofcancer survivors, some in wheelchairsandothers assisted by familymembersor caregivers, made their way aroundthe track. The caregivers,which inclu-ded many members of the Potuguesecommunity, also had an opportunity todo anhonorary lap later, just before therest of the groups took to the track. Atalented triathlete from Carletonville,Michael Cuypers, also jogged aroundthe veld for the whole evening to raisemoney for the organisation.

The choir of Carletonville HighSchool, and other artists, performedduring the course of the evening. One

of the groups in attendance, “Voete virJesus” (Feet for Jesus), kept on wal-king until the next morning at 06:00.Those attending the event could alsobuy food from various, colourful stalls.

According to Erika Botha, a Cansavolunteer whowas also one of the orga-nisers of the event, a total of 17 teamstook part while more than a hundredinterested people attended the event.

About R28 000 was raised for theorganisation during the course of theevent, which included a Shavathon.During this event, members of the pu-blic could have their hair shaved or co-loured for a fee, to raise money.

The money raised during the eventwill be used for Cansa activities suchas the purchasing of wigs, prosthesesand special mattresses for cancer pa-tients. A portion will be used to buildcentres in which cancer patients whoundergo chemotherapy can be accom-modated during treatments. Such pa-tients are also assisted by nurses andtaken to and from the hospitals wherethey receive their chemotherapy.Transport is provided by Cansa.

As part of the fund-raising activities,the volunteers who organised the eventalso served as waiters and waitressesat the Spur restaurant in Carletonvilleon Tuesday evening.

The next Cansa Relay is scheduledto take place in October 2016. The or-ganisers ask that all team captains ofprevious relays contact them so that

organising for next year’s event canstart as soon as possible.

Die sportdag is by Hoërskool Won-derfontein gehou en spanne van Won-nies, Callies, Hoërskool Carel de Wet,Hoër Tegniese Skool Potchefstroom,Carleton Jones High School, Hoër-skool Adelaar en Goudwes het deelge-neem.

Hoërskool Carletonville se netbal-spanne het hulle veral goed van hultaak gekwyt. Die eerste-, tweede- eno/15-spanne het al drie hul wedstrydegewen. Die o/16-span moes ongelukkigdie knie buig terwyl die o/14-span tweewedstryde gewen en een verloor het.
