Innovation Investment Infrastructure

The mobile industry focus in the coming years will be on;

• Personal data• Connected living• Digital commerce• Networks

To realise the necessary developments in these areas …

“huge investments of $1.7 trillion need to be done from now until 2020.”

Jon Fredrik Baksaas CEO Telenor and Chairman GSMAMobile World Congress 2014

Policy Issues for Mobile

Minimise regulatory burden – maximise opportunity

Focus on infrastructure policy settings – eg network deployment regulation and spectrum policy

“The allocation of spectrum will be one issue that could constrain or reduce the future economic value of mobile broadband.”

2014 “The economic impacts of mobile broadband on the Australian economy 2006-2013” - ACMA

Spectrum Demand

• The ITU’s official spectrum demand model assumes that mobile traffic will increase between 44 and 80 times between 2010 and 2020.

• The ITU predicts that the rate of data growth means an average total of 1340–1960 MHz will be required for mobile broadband by 2020.

• The next opportunity to make additional spectrum available for mobile broadband is at WRC-15 (Nov), where it is set to be the top agenda item.

• The outcome of WRC-15 will be the single most important factor determining the future availability of affordable, ubiquitous, high-speed mobile broadband services.

Page 13: CD SUMMIT 2015: AMTA's Chris Althaus

Spectrum Management Principles

• Allocate spectrum to the highest value use or uses

• Enable and encourage spectrum to move to its highest value use or uses

• Use the least cost and least restrictive approach to achieving policy objectives

• To the extent possible, promote both certainty and flexibility

• Balance the cost of interference and the benefits of greater spectrum utilisation 2014 ACMA FYSO

Intergenerational Report - 2015

“To drive higher levels of prosperity through economic growth, we must increase productivity and participation.

Continued steps to boost productivity and encourage higher workforce participation will be critical to driving this economic growth.”

Page 16: CD SUMMIT 2015: AMTA's Chris Althaus

Summary

• Strong data growth forecasts – continue

• Video, IoT / M2M will drive more growth

• Mobile role and influence increasing - IGR

• Policy settings must support mobile:

– Innovation

– Investment

– Infrastructure – network and spectrum – WRC 15

“Mobile sits at the heart of a new ecosystem that is uniting the digital and physical worlds and powering

economic growth.”

2015 Anne Bouverot Director General GSMA

Spectrum Review

• The Government will review current spectrum policy arrangements to ease the compliance burden on users and improve accessibility for new technologies.

• The efficient use of spectrum underpins the tablets, smartphones, televisions and radios Australians use every day.

Productivity & Mobile Broadband2007 - 2013

• Without mobile broadband Australian economy would be $33.8 billion smaller in 2013.

• This is equivalent to 2.28 per cent of Australia’s GDP

• Productivity growth from the mobile communications sector that led to an increase of $7.3 billion in Australia’s economic activity (GDP)

• Time savings for businesses as a result of mobile broadband use that led to a further $26.5 billion increase in Australia’s economic activity.

Mobile impactworkplace participation

“…revolutions in technology are major enablers creating temporal and spatial flexibility that can be exploited by parents with home care duties: Mobile phones and tablets and the apps we can use have made an extraordinary difference to where and when I can work….. everything is so much easier with these enabling technologies.”

2014 Brenda Shanahan, one of Australia’s most successful and influential business people
