e often think that as a relatively small profession we have very

little power or influence on things that seem much ‘bigger’ than us, like state recognition. How can we possibly expect a state to recognize us if there are less than ten professionals working in the state? This is a mental trap that I observe with some frequency in music therapists. In addition, I’ve heard both music therapists and educators pass on “wisdom” to our new professionals and students that while this can be a fulfilling career, “don’t plan to make any money doing it.” It is in these ways, and many others that we undermine both our professional and personal selves.

One of the incredible benefits of our work in Regulatory Affairs is the privilege to help form and guide “a small group of thoughtful, committed

citizens” as they set out to change their world and

the world for the clients that they serve. The first half of the year marks the time when most state

legislatures convene. This year, we had six

states that introduced music therapy legislation; a

landmark year for the music therapy profession.

Legislation to regulate music therapy with either a registry or a license was introduced in Hawaii, Nevada, North Carolina, North Dakota, Oklahoma, and South Carolina.

While four of those bills ran their course for this legislative season, two licensure bills passed this session. Music therapists in Nevada and North Dakota are now licensed and recognized by their state governments.

While the Hawaii, Oklahoma, North Carolina and South Carolina bills did not make it through the session, there are plans to either re-file (if necessary) or continue with the process in the 2012 session. We would like to thank the members of each of these task forces (please see below) for their unwavering commitment to this process and their tenacity in the continuous search for workable solutions.

We owe a big “Thank You!” to the Nevada Task Force members (Judith Pinkerton, Manal Topozzada, and Diane Bell) along with the AMTA Government Relations Representative for the Western Region, Rachel Firchau and the North Dakota Task Force members (Andrew Knight, Natasha Thomas and Emily Wangen), who have all dedicated many hours, emails, phone calls, and calls-to-action as part

of this process. Both the North Dakota and Nevada Task Forces were tireless in their commitment to testify at committee hearings and coordinate outreach efforts to elected officials. Gratitude was expressed to sponsoring legislators, Senator Moises Denis (NV-R)

and Representative Lois Delmore (ND-R) where they were recently honored at the AMTA

Conference in Atlanta.

The passage of North Dakota Senate Bill 2271, established the first-ever music therapy license in the country through the newly-created Board of Integrative Health. Though Governor

Dalrymple signed the bill into law on April 26, the journey to

acquiring a license in North Dakota is just beginning. The coming year will

include writing the regulations – or rules – that will outline the clinical training and continuing

education requirements for the new Licensed, Board-Certified Music Therapist (MT-BC/L) and determining who will serve on the Board.

will continue to work with the music therapists in North Dakota to make sure that the regulations meet the needs of the professional community.

In Nevada, Senate Bill 190, licenses music therapists under the State Board of Health. Due to the detailed language included in this bill, there were no additional rules or regulations to develop following passage of the bill. Beginning August 1, 2011, music therapists in the state of Nevada were required to hold the MT-BC credential and apply for licensure in order to continue practice. A unique element of this bill is that the state required a change from a 5-year renewal cycle (congruent with CBMT) to a 3-year renewal cycle which is consistent with similar professions in the state.

These highlights only touch on the many exciting developments on which state task force members are working. We currently have over 30 active state task forces working on the State Recognition Operational Plan. If you attended a regional AMTA conference this spring, you may have noticed or attended a session

titled “It’s a Marathon, Not a Sprint!” This process truly is a long-term, multi-year ‘marathon’ of a process.

Of the six states that filed a bill this year, three of them (North Dakota, Nevada and Hawaii) have less

than ten music therapists working in the state and Oklahoma has less than 40 working MT-

BCs. These states in particular are a stellar example of our ability to

focus on the grand vision of what music therapy can provide to so many in this country.

Whether you work in a state with many or few MT-BCs

take time to be a “thoughtful committed citizen” and advocate

for your profession.

f a certificant chooses to recertify using the continuing education

credit method, the new Recertification Guidelines outlined in the Fifth Edition of the Recertification Manual state: To meet recertification requirements, certificants must obtain at least three (3) of the 100 recertification credits in ethical practice. These credits are accrued under the Continuing Music Therapy Education category and are effective with recertification cycles that began in 2011 or later.

Continuing Music Therapy Education (CMTE) credits may be earned by attending a course that is a minimum of three continual, sustained contact with the presenter and materials

of the class. This means that the course must last at least 3 hours, allowing for three 10-minute breaks during that time. Attendance at the event must be officially documented

(usually with a sign in sheet or certificate). The presenter

must be qualified to provide a high-quality educational experience. The learning objectives being addressed and

met must directly relate to the current CBMT Scope of Practice.

The Merriam-Webster Collegiate Dictionary Deluxe Edition (2007) defines ethics as “the principles of governing an individual or group.” The CBMT Scope of Practice outlines what Board Certified Music Therapists

do in Assessment and Treatment Planning, Treatment Implementation and Termination, Ongoing Documentation and Evaluation of Treatment, and Professional Development and Responsibilities. Each of these areas have components relating to ethics.

There are several ways to obtain the mandatory ethics credits for recertification:

1. Take a graduate course with content that relates to ethical considerations related to the CBMT Scope of Practice. For example, the New England College of Business offers an online Master of Science in Business Ethics and Compliance. Rush University offers a Masters degree in Health Care Ethics. Enrolling in a course from one of these programs would meet the ethics requirement, provided it relates to the CBMT Scope of Practice. Examples used here have not been evaluated for validity and content.

2. Attend an Ethics course offered as a three hour learning event from an Approved Provider.

Check out the courses offered by the CBMT Approved Providers (on pages 15 – 17) and attend one of their courses that offer a three (or more) credit Ethics course.

3. Attend a course offered by a non-approved provider. The course must be of sufficient

length (three hours minimum) and adhere to the CBMT Scope of

Practice. For example, athealth.com offers a three credit course called “Ethics: Spiritual Issues in Clinical Practice” and a six credit course called “HIPAA Made Friendly: How to become

Compliant.” There is no guarantee that a non-approved course

submitted for credit will actually be approved. Such courses will be

accepted if they are adequately documented and if they meet requirements for content area,

contact hours, and other applicable continuing education criteria and guidelines. The certificant is responsible for justifying the significance and validity of the non-approved course in relation to the content areas of the examination and the recertification process. 4. Read three articles published in a refereed journal, music therapy or non-music therapy, as long as it relates to the profession and to the CBMT Scope of Practice. The articles must have been published within the certificant’s five-year recertification cycle, and may not be part of a course of study or research project.

5. Attend three sessions related to ethics at a conference and document them using the Umbrella Groupings guidelines in the Recertification Manual. For example, at the 2011 AMTA conference, the following concurrent sessions might have been grouped under Ethics for seven credits: Advocacy and Professional Ethics in Music Therapy (60 minutes); Fair Use of Musical Property: Copyright and Music Therapy (60 minutes); Music Therapy Ethics: Mandated Reporting (60 minutes); Ethics Board Presents: Private Practice & Subcontracting – Ethical Concerns & Issues (90 minutes); How to Put Your Thoughts info Practice and Ethically Grow Our Profession (60 Minutes); and Values: The Soil From Which All Advocacy Grows. Do You Know Yours? (60 minutes).

6. Use a standardized self-study course, such as Introduction to Music Therapy Ethics by Music Works Publications (Visit http://musicworkspublications.com/free-courses/intro-to-music-therapy-ethics/).

7. Create an individualized self-study program by selecting a qualified mentor to serve

as your clinical supervisor, teacher, or guide in learning about ethics. To

meet this requirement, one must follow the guidelines on page 16-17 of the Recertification Manual.

As illustrated in the examples above, there are many ways to

fulfill the new ethics requirement. If the certificant chooses the exam

option instead, there is no additional ethics requirement because the exam represents

the current Scope of Practice and thus meets the requirement.

any certificants may ask, what is NCCA and its parent organization, ICE? ICE is the Institute for

Credentialing Excellence. Based in Washington, D.C., ICE is a membership organization that provides a forum for all types of practitioners and organizations interested in competency assurance and certification. ICE is the only national organization that focuses on certification of practitioners in a variety of professions and occupations. Its members include certification organizations, professional associations, employers, educators, test development companies and consultants, state licensing boards, federal agencies, and consumer groups. Through its annual educational conferences and workshops, ICE provides access to expertise in certification, licensure and testing, as well as information about the state-of-the-art in the credentialing arena.

CBMT continues to be involved with ICE and NCCA, the National Commission for Certifying Agencies, for a number of important reasons. First, NCCA accreditation is recognition that the CBMT’s programs meet the highest standards for national certification programs. Accreditation demonstrates to certificants, employers,

government agencies, payors, courts, and professional organizations that an impartial, objective commission has reviewed the MT-BC program of certification administered by CBMT. This impartial, objective review is particularly important for organizations like the CBMT that are structured to be independent from professional associations and have protection of the public as part of its mission. Accreditation and adherence to NCCA standards are an important check and balance for the CBMT Board of Directors to assure that the CBMT programs reflect the most current principles in the field of credentialing. Accreditation also shows licensure boards that the CBMT programs meet or exceed the same standards to which licensing boards adhere to in test development and administration.CBMT’s MT-BC program has held this accreditation since 1986 when it was granted initial accreditation by NCCA. NCCA’s Standards for the Accreditation of Certification Programs exceed the requirements set forth by the American Psychological Association and the U.S. Equal Employment Opportunity Commission. CBMT is proud of this accomplishment and the programs it has developed to remain in compliance with these rigorous standards.

NCCA Accreditation for the MT-BC certification program was granted for another five year period, through November 30, 2016. Many thanks are owed to Joy Schneck, CBMT Executive Director, for completing the 5-year renewal application for this national accreditation.

he Practice Analysis Study, which defines competency in current music therapy practice

and from which the current CBMT Scope of Practice is created, is also funded with exam revenue. Administration and development costs have been increasing incrementally through the years, as have processing time and staff time. In 2011, more than 750 people will sit for the exam. CBMT is no longer able to keep up with these increased costs and demands on time without generating additional revenue to fund the increase.

After twelve years of absorbing these escalating costs, CBMT must raise the exam fee for new candidates and for candidates who are retaking the examination. The examination fee will increase to $275 with an additional processing fee of $50. A new candidate will pay a total of $325 to sit for the examination. Those retaking the exam will not pay the processing fee of $50 they will

only pay the examination fee of $275. These fees will be implemented with the next new administration of

the examination on April 1, 2012.

Additionally, CBMT’s fees have increased with the development and administration of the Self-Assessment Examination (SAE). The SAE is revised each time there is a new Practice Analysis

completed. The SAE is self funded, with fees relating directly to cost.

The fee was raised in 2005 when the examination was placed online, but the

fee has remained at $59.95 for seven years. In order to keep up with the increasing charges to CBMT for development and administration, the fee to purchase a Self-Assessment Examination will be raised to $75 beginning on April 1, 2012.
