Chapter One: Introduction

Statistics South Africa (Stats SA) defines data quality in terms of “fitness for use” which translates into:

• The purpose of the data• The intended use and• The characteristics of the data.

The institution, Stats SA, further operationalises the definition by ensuring the relevance of the data, the accuracy, and timeliness of the information, the accessibility of the information, the interpretability, coherence, methodological soundness and the integrity of the data1. The Annual Administrative Statistics (AAS) report of the Department of Labour is also striving for “fitness for use” with its internal administrative data. The source of data is primarily meant to monitor the implementation of legislation in the South African labour market. It is often produced in response to the legislative requirements or specifications. At the same time, the administrative data system can provide rich data which should be fully exploited and used as part of an integrated system of labour statistics in the country. The third edition of AAS 2013 focuses on some of the key performance indicators (which satisfy more urgent user needs) in line with the Department’s legislative requirements within the ambit of monitoring the impact of labour legislation in the South African labour market. It is an annual (calendar year) data series which examines the trends of the following indicators:

• Unemployment Insurance Fund (UIF) claims that are received and approved by age groups• Number of new UIF employer registrations• Reasons for employment terminations• Work seekers registered and placed• The number of Private Employment Agencies registered• The number of work seekers profiled• Job vacancies as collected from various newspapers• Inspections conducted and complaints recorded• Inspections per sector• Strike incidents that resulted from various labour disputes, reported in the media and internet.

In addition, the third edition of AAS 2013 attempts to provides a comparative analysis in the past three years by province. This is based on the following indicators:

• Total ordinary UI claims received by province• Total work seeker registrations per province• Total inspections conducted per province.

The AAS report for 2013 is structured as follows: Chapter One relates to the purpose and methodology used to develop the AAS report. The three-year data comparison analysis is presented in Chapter Two. In Chapter Three, the provincial profiles in 2013 are presented where each table and figure illustrates the breakdown (actual and percentages) of the administrative data series within the 2013 calendar year.

1.1 MethodologyThe primary sources of the AAS report for 2013 are primarily based on administrative reports which include:

• Quarterly Monitoring Reports (QMR) that is an internal format for data consolidation from all Labour Centres across provinces• The strikes database• Siyaya BO System (UIF database)• Other Departmental reports, e.g., Employment Services for South Africa and Department of Labour reports.

Data was processed, verified and tabulated by the LMIS team using a standardising Excel-template. In certain categories, the data was disaggregated by province and age group. This allows some degree of comparability between the nine provinces in South Africa. The preliminary data was also disseminated through the “Exchange Postmaster” (internal bulk mail system used to disseminate information to all employees in the Department) on a quarterly basis to invite additional inputs from internal data users and producers. All inputs were received before end of March (16 March 2014) then the final consolidation followed towards the Ministerial submission of this report.

However, the LMIS team cautions the readers to avoid any direct comparison with other survey results. This is because administrative data has its own challenges, e.g. differences in coverage.

1.1.1 Metadata

Definitions• Complaint: An expression of dissatisfaction by an employee about an employer who breaches labour legislation• Inspection: An activity carried out by an inspector, which is aimed at ensuring that the person or entity inspected

complies with the labour legislation2

• Reactive Inspection: An inspection carried out as a result of a complaint3

• Proactive Inspection: An inspection that monitors compliance, particularly at work places with a high risk factor4

• Unemployment Insurance Fund (UIF): The Fund established by the Unemployment Insurance Act, 2000 to provide payment of benefits in terms of the Act, e.g. Maternity-, unemployment-, dependents/death and adoption benefits5

• Ordinary claims: UIF claims as a result of unemployment• Maternity claims: UIF claims as a result of absence from work due to maternity• Illness claims: UIF claims as a result of absence from work due to illness• Dependent / Death claims: UIF claims as a result of death or person who has been financially supporting the household• Work seeker: Means any person, and includes a foreign worker, who is unemployed and is looking for work6

• Placement: Means to place recruit or otherwise contract persons to work, but does not include work as an independent contractor

• Work seeker registration: Registration of an individual that indicated that he/she is unemployed and seeking work at any labour centre of the Department of Labour. All UI applicants (ordinary UIF benefits) are expected to register as unemployed

• Strike: A partial or complete concerted refusal to work, or the retardation or obstruction of work, by people who have been employed by the same employer or different employers for the purpose of remedying a grievance or resolving a dispute in respect of any matter of mutual interest between employer and worker7

• Lock out: Exclusion by an employer of workers from the employer’s workplace, for the purpose of compelling workers to accept a demand in respect of any matter of mutual interest8

• Job vacancies: Vacancies advertised by employers or recruitment agencies on local media• Siyaya BO System: An electronic system used by UIF to register applicants applying for UIF benefits• Quarterly Monitoring Reports: The quarterly report that monitors service delivery performance by various provinces

in relation to their work plans.

Chapter Two: Three-year data analysis

2.1. Unemployment Insurance Claims InformationThe purpose of the Unemployment Insurance (UI) programme is to provide benefits to those individuals who become unemployed because of one of the following reasons, e.g. dismissed, end of contract, and close of business etc. Once determined eligible to collect UI benefits, an individual can receive the equivalent of specific number of weeks of benefits in one benefit year. Below, the analysis of ordinary claims illustrates the following results:

• Overall, the number of ordinary UI claims created increased from 2011 to 2012 then to 2013. This increase has almost doubled on year-on-year analysis. It increased by 4.1% between 2011 and 2012 then to 8.9% between 2012 and 2013. By provinces, the largest provinces (Western Cape, Gauteng and KwaZulu-Natal) show the lowest percentage changes as compared to other provinces in both periods regarding the number of UI claims created. In other words, these three provinces have shown high number of UI claims created in each year as compared to other provinces but the percentage growth on year-on-year was very small. North West (28%) had higher percentage growth between 2012 and 2013, and Limpopo (15.2%) recorded higher percentage growth between 2011 and 2012 as compared to other provinces

• On average, more than 60 000 UI claims were created in each year in the country• To measure the overall South African economy performance using UI claims created, the Insurance Unemployment

Rate (IUR)9 is estimated. In 2013, it represented about 4.2% of the individuals who filled claims for unemployment compensation in the country.

9 Total unemployment rate refers to the percentage that normally is called the Unemployment Rate (UR). The insured unemployment rate differs from the more familiar total unemployment rate (UR) in a couple of ways: 1) the insured rate deals only with those individuals filling claims for unemployment compensation, whereas the total rate attempts to capture the entire unemployed population, and 2) the insured rate is ex-pressed as a percentage of total covered employment in the state, while the total rate is a percentage of the total civilian labor force. The IUR was 639 093 / 15 000 000 x 100 = 4.260%.

2.2. Work Seeker Registrations InformationEmployment Services in the Department attempt to register and match the skills and job preferences of each registered jobseeker with those of the registered employment opportunities. This facilitates access to employment and income generating opportunities for the unemployed and under-employed. The results below indicate the following:

• The total number of work seekers registered in South Africa increased on an annual basis. The average per year increased from 61 562 (2011) to 64 550 (2012) and 69 557 in 2013. The provinces with the highest number of work seekers registered for the three years include Gauteng, KwaZulu-Natal and Western Cape. However, KwaZulu-Natal has shown a steep decline of almost 18% in the registration of work seekers between 2012 and 2013

• Overall, there was a steep increase on year-on-year changes (from 2012 to 2013 from 26 892 to 45 064 work seekers registered) on the Employment Service (ES) system

• 13% of the total unemployed in the country registered with the ES system in the Department by the end of 2013.

2.3. Workplaces Inspected InformationIn the case of labour inspection, the number of inspection visits represents the output and the number of labour inspectors, the input. This simple measure of productivity is a useful starting point for an examination of the performance of the inspectorate. The recorded data on labour inspections in the Department shows the following results:

• An overall decrease in the quantity of workplaces inspected was recorded between 2012 and 2013 as compared to the period between 2011 and 2012. It was 16% growth between 2011 and 2012 but it decreased by 0.9% between 2012 and 2013. This might be an indication of existing challenges to meet a set of inspections targets at a given time

• The provinces that conducted the majority of inspections in the past three years are Gauteng, KwaZulu-Natal and Eastern Cape. Looking at year-on-year comparison, each province has shown positive and negative variations regarding work places inspected against agreed targets. This variation could be associated with the number of labour inspectors who carried inspections at various workplaces over time

• If an average of 1 300 labour inspectors10 is considered in the Department, for example, the productivity of each inspector is 124 per year or roughly 10.3 per month in 2013. Noting that some would complete more than 10 inspections per month and some none.
