President’s Message
Time sure is flying by quickly as the first month of the new year is already behind us . We are all deeply getting busy with our work, family and life . Companies are already implementing their annual plans or perhaps changing them to suit the current market conditions. Attending our meetings is one way to connect with other likeminded individuals who may be in the similar boats and have lot of commonalities to share and that is why I say that “our meetings are the place where conversation and content intersects and I encourage to take full advantage of this opportunity.
In January, we had a full house attendance for a presentation by Matthew Schoenhardt. He shared his methodology developed for an oil & Gas company on calculating “Parametric Contingency Estimating on Small Projects”. It was an interesting and apt presentation for current scenario of companies executing small bite size projects. Our next dinner meeting will be on February 15th presented by Ata Rehman. He will be talking about Transmission Development in Alberta providing insights on the power transmission development process in Alberta, the regulatory set up, key players and their roles and responsibilities within the regulatory framework. It is going to be an exciting presentation, so please register at the earliest.

Member engagement is going to be our main focus of this year’s effort. WHAT is AACEI Chinook-Calgary?
The Chinook Calgary section was founded in 1972. It currently has close to 850 members from a wide range of
companies in and outside of Alberta. Our members are involved in all aspects of estimating, cost control,
planning, scheduling, contract management and project management.
Members receive the Cost Engineering Magazine, discounts on books and publications from AACEI
Headquarters and access to contents on the AACEI website.
This local newsletter is issued regularly and members are encouraged to submit articles or notices for
publication.

, 2017 Topic: Transmission Development in Alberta
Presenter: Ata Rehman, P.Eng - Director, Long Term Planning AESO
Presentation Topic:
This presentation provides insights on the power transmission development process in Alberta. It depicts the regulatory set
up, the key players and their roles and responsibilities within the regulatory framework. An introduction of Alberta
Electric System Operator (AESO), its key mandates and functions, along with some facts and figures about the Alberta
power system are also included. The transmission planning process is discussed in detail including development of bulk
and regional transmission systems and customer connection processes. Cost estimation process in different stages of
transmission development is also discussed. AESO’s latest long term transmission plans for Alberta are shown at the end
of the presentation.
Presenters Bio:
Ata Rehman is currently the Director of Long Term Planning Department in Alberta Electric System Operator (AESO).
He joined the AESO in April 2004 and has over 28 years of experience in the field of transmission system planning,
power system studies, power system operations planning, interconnections, project delivery and regulatory affairs. During
his association with AESO, he has played a key role in various capacities in the planning and development of regional and
inter-regional high voltage transmission systems in Alberta. Prior to AESO, he worked in Acres International Ltd,
Toronto (1998 – 2004) and Nespak, Pakistan (1988 – 1998) in the field of power system planning.
Ata is a registered Professional Engineer in Alberta and is a member of the Institution of Electrical and Electronics
Engineers. He has a Bachelor’s degree in Electrical Engineering from the University of Engineering and Technology,
Lahore, Pakistan and a Masters in Electrical Engineering from the University of Texas, Arlington.

Wednesday – January 25, 2017 Topic: Parametric Contingency Estimating on Small Projects

Presentation Topic:
AACEI Recommended practice 43R-08, Risk Analysis and Contingency Determination using Parametric Estimating
applies historical empirical data to estimate contingency. This Parametric contingency method has clear advantages over
other AACE recommended practices for mega-projects including speed, accuracy and cost effectiveness. While mega-
projects capture the attention of executives, shareholders, media and researchers, the sheer quantity of many companies’
“small projects” can eclipse the capital spend of a single mega-project. For most companies, small projects are the
foundation of sustained and incremental profitability. The size of “small projects” often precludes detailed contingency
assessments by project managers while their puny stature renders them unattractive to academic research. As a result
many firms solve this problem by simply applying 10% contingency across the board to small projects, regardless of the
project’s actual risk profile. Matthew’s outline of the solution, a small-project systemic contingency tool, was a very
engaging topic and the evening was very well attended by members throughout Calgary.
