Description/Analysis Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) recommends approving the Park Master Plan for the proposed 3.79-acre neighborhood park located in South Natomas at 1571 Bridgegate Way. YPCE also recommends naming the park as Fong Ranch Park. The Parkebridge development is located on the land that was previously farmed by the Fong Family. The proposed Park Master Plan includes the following amenities: a children’s playground, a group picnic area with shade structure, open turf area with room for a bantam soccer field, a full-sized basketball court, a games area with two cornhole games and a table tennis table, low-water use shade and accent trees and landscaping. The park also includes a drinking fountain with pet fountain, bicycle racks, concrete walkways, low-water use irrigation and landscaping, shade and accent trees, site furniture, a masonry freeway sound-wall, connections to existing bicycle trails, park rules and a park name sign. Construction of the park will be complete by fall 2022. A SurveyMonkey survey was conducted to solicit input from the neighborhood regarding their desires for the park amenities and park name. There were 137 respondents to the survey, which was publicized on the City’s park webpage and a survey flyer distributed by the various neighborhood associations to their South Natomas residents. Policy Considerations: Providing parks and recreation facilities is consistent with the City’s strategic plan to achieve sustainability and livability and to expand economic development throughout the City. The adoption of a park master plan is consistent with the park development process set forth in the Park and Recreation Master Plan. Economic Impacts: The costs to prepare the master plan and construct this park, in accordance with the master plan, will cost $1.5 million and is funded with Park Development Impact Fees (PIF) from the Parkebridge development project. Environmental Considerations: The City prepared an Environmental Impact Report (EIR) for the Parkebridge Subdivision Project (P04-212) (Resolution 2006-192) which was certified by City Council on March 14, 2006, at which time the City Council adopted findings of fact and a mitigation monitoring plan. The project evaluated entitlements for residential development including the development of 31+ acres of parkland, which consisted of neighborhood and community parkland. On April 24, 2014, the Planning and Design Commission then approved an addendum to the EIR for the Parkebridge Post Subdivision Modification (P13-066) that specifically identified a 3-acre neighborhood park at the subject location.

The CEQA Guidelines provide that a lead agency shall not prepare a subsequent or supplemental EIR in such a case unless one or more of the conditions set forth in CEQA Guidelines Section 15162 is present. The current project consists of the approval of the master plan for park components and no additional environmental effects would result. Staff has reviewed the proposed project and has determined that none of these conditions described in CEQA Guidelines Section 15162 that would require supplemental analysis are present. The certified EIR as amended satisfies the requirements of CEQA, and no further environmental review is required. Sustainability: The proposed Park Master Plan has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees, including native and drought-tolerant plantings, and improving the health of all residents through access to a diverse mix of wellness activities. Individual products have not been chosen at this level of development, but the design will include products from recycled materials, if available, and tree and shade covering for minimal heat gain to reduce urban heat islands. The park development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies to infiltrate stormwater and reduce run-off, and River Friendly landscaping program practices by using water efficient irrigation upgrades controlled by the centralized irrigation system, and water/energy efficient appliances. Commission/Committee Action: The park master plan and park name were recommended for approval by the Parks and Community Enrichment Commission at its April 1, 2021 meeting. Rationale for Recommendation: The Park Master Plan has been prepared by the City with input by a public outreach survey. The park name reflects the history of the park site previously known as Fong Ranch, in Natomas. The land was farmed by the Fong family, a first-generation Chinese American family starting in 1928, where they grew alfalfa, tomatoes, sugar beets, and grains, for local canneries. Financial Considerations: The cost to prepare the master plan and construct this park is $1.5 million. On November 10, 2020 City Council approved the creation of Parkebridge Park Project (L19146500) funded with $1.5 million of P IF (Fund 3204) for park designs and construction.
