    August 9, 2010 Finance/Policy Committee Meeting Cancelled

    The August 9, 2010 Finance/Policy Committee meeting was dedicated to anexecuted session with Tim Ferrand, Special Legal Counsel, to review anddiscuss legal matter involving the Sewer Fund. Several commissioners indicatedthat they would be unavailable for Mondays meeting. After having consultedCommission President Shannon, it was decided to cancel the Monday eveningFinance/Policy Committee meeting. Commission President Shannon and Ibelieve it is imperative that all the City Commissioners attend this executivesession due to the importance of the subject matter being discussed anddecisions the City needs to make.

    City Manager Off August 13 and August 16

    I will be off on Friday, August 13 as one of my furlough days. Also, I am takingMonday, August 16 off as a vacation day. Steve Black will be the acting CityManager.     FIRE DEPARTMENT

    * Four members of the fire department retired as of June 30, 2010* Four members on lay-off recalled on August 2nd* House fire at 248 N. Grant caused by fireworks on July 2nd* Arson fire at 600 Bradfield with minor damage on August 2nd* Smokehouse operated at Fireworks festival for three days* Smoke house operated at Pig Gig for four days

    WATER DISTRIBUTION

    Watermain Breaks

    During the month of July the Water Distribution responded to 12 watermainbreaks. This is near double the historical average of 7 watermain breaks for themonth of July for the past 5 years. Watermain breaks during the summer areusually related to corrosion of watermain, surges by pumps or high demand ofwater. One watermain break involved a repair to a 30 water transmission mainat Hart and Bradley Streets as shown below.

    Street Repairs

    Street repair restoration has begun on work locations from the previous year.Historical averages of 150 road patches are made during the summer by theWater Distribution Department. Over 100 tons of asphalt has been used in thelast two weeks to make road repairs.

    Wet Sand Blaster

    The Water Distribution Meter Division recently purchased a wet sand blaster to

    replace the 1950s vintage sand blaster which was worn out. The newsandblaster has been delivered and installed. Several changes have been madeto the process of rebuilding water meters which will make rebuilding water metersmore cost effective.

    POLICE

    Community Blight Reduction Effort (C.B.R.E)

    During the month of July, Bay City Police officers and volunteers for theCommunity Blight Reduction Effort (C.B.R.E.) program joined together in acommunity effort to reduce blighted areas within the City. These deterioratedproperties can attract illegal activities, cause general neighborhood instability, are

    a public nuisance, and can endanger the health and safety of its residents andneighbors. The Officers and volunteers worked together to mow overgrownyards, remove abandoned cars, unhitched trailers, and securing abandonedhomes in hopes of reducing blight and improving neighborhood appearances.Several area businesses donated equipment, supplies and food for thevolunteers. The long-term goal will be that the residents will take pride andinitiative in continuing the effort and make Bay City a desirable place to moveand live. It should be noted that the salaries of the Police Officers thatparticipated in this program were grant funded.

    HUMAN RESOURCES

    Loss Control Meeting with Accident Fund:

    Accident Fund currently administers the Citys Workers Compensation Claims.On July 15, 2010, Human Resources met with Mr. Kenneth Willemsen, SeniorLoss Control Consultant for Accident Fund. Overall the meeting went very welland it was noted that the City had very low injury trends for a municipality. Thisappeared to be related to the safety and health program, safety training andongoing hazard surveys in place for City departments.

    Although the Citys overall losses remain low, 38% of our losses were due tostrains and sprains from lifting/moving and these strains and sprains represent71% of our loss dollars. As a result, the City will be taking advantage of Accident

    Funds Loss Prevention Toolbox website which provides back injury preventionand ergonomic training in the form of free videos, online safety training,checklists, tip sheets and other materials.

    Problem Properties:

    1216 Park - No progress has been forthcoming with this property. Itremains boarded and vacant.

    408 State No progress as the property remains unrepaired and undercourt order.

    101 Center No construction date has been set at this time. 108 S. Linn This property has been sold to a developer and will be

    dropped from the problem properties list within the next couple months.
