APPROVAL OF MINUTES – August 14, 2018 Ms. Brent motioned to approve the meeting minutes as submitted. Ms. Alten seconded the motion. The MOTION CARRIED UNANIMOUSLY BY VOICE VOTE. NEW BUSINESS ARB #2019-02 9208 Center Street Katerina’s Greek Cuisine (Applicant was late, and the Board proceeded to hear the case.) Ms. Via-Gossman stated that this case was deferred from last month and is back before the Board seeking approval for the installation of a projecting sign. The projecting sign will be constructed of 6mm Dibond measuring 2’ x 3’ in size (6 sq. ft.). It would include the business branding with both the business logo and name. It will be hung on a new black metal bracket on the brick entry feature located between the front elevation of the structure and Center Street.

The bracket would be mounted to the west side of the entry feature, providing 8 feet of clearance between the sign and sidewalk below. Staff recommended approval of the application as submitted. ARB Discussion
• Chairman Rush stated that the sign appears to be located in the middle of the building. Ms. Via-Gossman verified that the sign will be located at the edge of the building – facing Grant Avenue.
Ms. Brent motioned to approve ARB #2019-02 as submitted, with the clarification that the sign be placed on the west side of the building. Ms. Alten seconded the motion. Roll Call
The MOTION PASSES UNANIMOUSLY. ARB #2019-04 9431 and 9451 West Street City of Manassas Ms. Via-Gossman stated that the City of Manassas is seeking approval for the installation of an accessory structure to cover bike racks located on the Train Station platform. The bike racks are located to the immediate east of the structure, between the Train Station and Battle Street. The proposed structure would be 9’11” tall and 9’x23’9” in size. The structure would be constructed/framed in metal and painted black. The design of the structure includes a center support column which mimics the two end support columns. The roof would include transparent panels between black support beams. Virginia Railway Express recommends the installation of an open concept and translucent shelter structure to address safety concerns. The roof design would be a gable/pitched roof. The request is only for the accessory structure, there are no proposed changes to the train station. While the bike racks do not require ARB approval, staff would note the proposed rack would likely be “U” shaped, consistent with those installed at the Pavilion and in front of City Hall. Staff recommended approval of the application as submitted. Applicant, Chloe Delhomme, had nothing further to add to the staff report. ARB Discussion

be similar to the one at City Hall, which has the Manassas logo. • Chairman Rush inquired of the number of bikes that could be held by one rack. Ms.
Delhomme stated that the u-rack would hold two bikes. There will be four u-racks at the shelter for a total of 16 bikes.

The MOTION PASSES UNANIMOUSLY. ARB #2019-05 9401 East Street NHM Inc./John Reid Ms. Via-Gossman stated that the applicant is seeking approval of both a projecting sign and freestanding sign. The proposed projecting sign would be made of a foam material on both sides, with a ¾” plywood backer. The color palette utilizes the established logo and branding of the business. The foam material would be reverse routed for the “C” and “21”, which would be painted “Relentless Gold” with an “Obsessed Gray” background. The sign is 20” in diameter (2.18 sq. ft.) and will be placed on an existing metal bracket. The proposed freestanding sign would be made of a Sintra material. The color palette utilizes the logo and branding of the business, with the same color scheme and logo as the projecting sign. (The applicant provided material and color samples at the meeting.) In addition, the sign would include the company name “Century 21”, “Redwood Realty” and “C21Redwood.com” text. The sign is approximately 48” x 36” (12 sq. ft.) in size and includes a 10” skirt along the bottom, providing a monument style design. The top of the sign would be approximately 4 feet above grade, requiring a minimum setback of approximately 2 feet from the East Street right-of-way (back of sidewalk). Staff recommended approval of the application as submitted. Applicant, John Reid, had nothing further to add to the staff report. ARB #2019-06 9514 Main Street Tesla Energy Ops, Inc./Beth Vallandingham Ms. Via-Gossman stated that the applicant is seeking approval for the installation of solar panels on both the existing house and existing detached garage. The proposed solar panels would be flush mounted to the existing asphalt shingle roof. They would be placed on the southern exposure to ensure that the panels will be able to function with adequate sunlight. The top of the panels would provide about a 6” reveal above the existing roof surface. Ms. Via-Gossman stated that current guidelines state that solar collectors should be placed on non-character defining roofs or roofs of non-historic adjacent structures. However, the design guidelines were written in 1990 and solar technology has changed significantly over the last 25+ years. Therefore, staff’s analysis relies more heavily on more recent guidelines from the Secretary of the Interior (SOI) and industry standards:
• SOI Two: The historic character of a property shall be retained and preserved. The removal of the historic material or alteration of features and spaces that characterize a property shall be avoided.
• SOI Nine: New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. New work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity pf the property and its environment.
Staff recommended approval of the application as submitted. Applicant, Beth Vallandingham, had nothing further to add to the staff report. ARB Discussion
• Ms. Alten stated that a previous case for solar panels located on the main portion of the house was denied by the ARB and could pose an issue. Ms. Via-Gossman stated that solar panels should be considered by the ARB for future reference. The Board agreed.

The MOTION PASSES UNANIMOUSLY. OTHER BUSINESS FY2018 Draft Annual Report Ms. Via-Gossman informed the Board that the annual report will be going before the City Council in October or November. All updates/changes should be submitted to staff as soon as possible. The final report will be presented at the next regular meeting for signatures. Old Town Updates Ms. Via-Gossman spoke on concerns that the Board presented at last month’s meeting regarding the newly installed bathrooms on the Liberia House property. She stated that she was so focused on getting the appropriate brick for the restrooms, as well as getting the building up and running for the Manassas History Weekend, that she overlooked other elements of the originally approved application. She stated that, moving forward, the City will continue to work in harmony with the ARB. Ms. Alten asked if the parking lot would be paved. Ms. Via-Gossman stated that at this time, the parking lot is to remain gravel because there is no money for pavement, and there is still some work to be done to the site. Ms. Alten recommended that Centerfuse be moved to another location to allow retail use in that building. Ms. Via-Gossman stated that she would pass the idea on to Economic Development. Ms. Via-Gossman informed the Board that there will be a text amendment to the zoning ordinance which would increase the Architectural Review Board to potentially seven members. (A draft document was handed out at the meeting.) ADJOURNMENT Chairman Rush moved to adjourn the meeting. The MOTION CARRIED UNANIMOUSLY TO ADJOURN THE MEETING. STAFF REPORT ARB Case: #2019-07 Applicant: Kathy and Jeff Saylors Address: 9112 Main Street REQUEST The applicant is requesting approval for the construction of a one-story porch along the front elevation of the structure. A small bathroom infill addition is proposed on the rear elevation of the structure on the second floor. PROPERTY INFORMATION Location – Northwest side of Main Street, approximately 650 feet west of the intersection of Sudley Road. Historical Significance – Set on an uncoursed stone foundation, the two-story colonial revival-style structure was constructed circa 1910. It is wood frame construction clad in vinyl siding. It is covered by a hipped roof sheathed in standing-seam metal. A hipped wood framed ell is located to the northwest of the main block. A small one-story one-bay roof portico features Tuscan columns. A one-story addition is located in the southwest elevation. Known as the Conner House, the home is ranked as a contributing structure to both the local and National Register historic districts and is listed on the City’s Landmark List. Surrounding Properties – 9112 Main Street is located in the northern residential end of Main Street. This portion of Main Street contains a mixture of contributing and non-contributing homes. However, within the contributing homes, several of on the City’s Landmark List, including 9115-Johnson Zimmerman House, 9114-Polen-Guy House, 9108-E.R. Conner House, and 9104-W.N. Lipscomb House. APPLICANT’S PROPOSAL The project includes two components. First is the replacement of the existing 1-bay portico on the front elevation with a 3-bay covered porch. The porch would be 8 feet in depth and 40 feet in length. It includes round columns and a standing-seam metal roof to match this existing structure. Due to the low floor, the porch floor would not be a raised wood platform, but instead a low patio covered in stone pavers - matching the existing entry. The proposed second-story rear addition would be installed over a single-story rear addition, representing an infill within the structure’s existing footprint. The location on the rear also limits the visibility of the addition. It would have a flat roof and include three new windows. It would be clad in vertical siding of a design consistent with the existing house.

The proposed materials for the addition and porch include smooth Hardie plank siding and a standing seam metal roof to match the original stone flooring, 2/2 fiberglass composite windows with simulated divided light (including both interior and exterior grills, as well as spacer bar). Gutters are proposed to match existing gutters. STAFF ANALYSIS The applicable design guidelines for additions are found on pages 111-112 of the City of Manassas Historic District Handbook. The guidelines state that the size of an addition should be limited so that it does not visually overpower the existing building. Additions should be located on side or rear elevations that are not visible from the street. New design should be compatible with the size, scale, color, material, and character of the building and structure. Wherever possible, new additions should be differentiated from the existing building and should be done in such a manner that were it to be removed in the future, the essential form and integrity of the building would be unimpaired. Front Porch While the alteration to the front elevation of a historic structure is often not in keeping with the design guidelines, the proposed porch design draws from historic photos of the home which show a 5-bay porch that was once located on the front elevation of the structure. The proposed porch is of a smaller mass with a reduced width. The scale is appropriate as to not overwhelm the front elevation. While the proposed porch is sensitive to this original design, it is not a replica. The original porch was a larger design/mass and wrapped the edges of the structure. The original design also had a raised wood platform. This porch functions more as a large portico or covered patio. The porch does maintain a symmetrical design and is balanced on the front elevation that is compatible with the structure. The materials are compatible to the home and the historic district. Bathroom Addition As recommended by the design guidelines, the proposed addition is located on the rear elevation, so it is not visible from the street. The new design is of an appropriate scale, as it provides an infill to the structure and does not result in an expansion of the footprint, nor does it increase the height of the structure. Windows provide fenestration to connect the addition to the existing structure. It would be clad in vertical siding of a design, consistent with the existing house. However, the addition is differentiated through the use of a flat roof, which also preserves the integrity of the existing roof lines. The additional is uses Hardie plank siding which differs from the structures existing non-original aluminum siding. While the use of a composite window on a historic structure is typically not supported for replacement windows, they are appropriate for additions. With the location of the addition to the rear of the structure, the windows will not be visible from the street. The use of the grills and spacer bar provide for a compatible historic design.

Review Criteria Pursuant to Section 130-406 (b), prior to approval of any certificate of appropriateness, the ARB shall determine if the following conditions have been adequately addressed:

(2) The harmony of the proposed change in terms of overall proportion and the size and placement of elements such as entrances, windows, awnings, exterior stairs, and signs.
The design, scale and placement of the porch and rear addition have been designed to be compatible with, and minimize the impact on, the existing structure.
(3) The effect of the proposed change on the historic district neighborhood, setting, or streetscape.
Located behind the home, the rear addition is not visible from the street. The 1-story porch addition while highly visible is a representative of the structure’s original porch, respecting the existing architectural features of the structure.
(4) Whether the proposed method of construction, renovation, or restoration would have an adverse impact on the historic or architectural character of the structure or site, or on adjacent buildings or structures.
Located behind the home, the rear addition is not visible from the street. The 1-story porch addition, while highly visible, is representative of the structure’s original porch, respecting the existing architectural features of the structure.
(5) The Secretary of the Interior Standards for Historic Preservation, as may be relevant.
The new porch addition maintains the integrity of the front elevation and is sympathetic to the structure’s original porch.
(6) Any applicable provisions of the adopted design guidelines.
The proposed additions to the structure are in keeping with the design guidelines.
STAFF RECOMMENDATION Staff recommends APPROVAL of the application as submitted.

The house at 9112 Main Street, constructed circa 1910, is representative of dwellings constructed in Manassas at the tum of the twentieth century. It is constructed of wood framing with a stone foundation. Characteristic of the Colonial Revival style are its two-story, side-hall plan, hipped roof, symmetrical fa~ade, and Colonial Revival-style portico. A good example of an earlytwentieth-century Colonial Revival-style dwelling in Manassas, this building is Ranked Contributing.

Introduction
The City of Manassas Architectural Review Board has established procedures to review and process applications for Certificate of Appropriateness pursuant to Section 130-405 of the Code of Manassas and suggest regulations and boundary lines adjustment of existing and proposed Historic Overlay Districts in accordance with Section 130-402 of the Code of Manassas. This report details the actions reviewed by the Architectural Review Board in FY18 reporting period (July 1, 2017 to June 30, 2018) and outlines some actions to be undertaken in FY19.
Responsibilities
The Architectural Review Board offers advice to property owners and tenants on questions of historical preservation and restoration. The Board shall also cooperate with and enlist assistance from the Virginia Department of Historic Resources and the City Council to promote and preserve the historic structures within the overlay districts. The duties and responsibilities of the Architectural Review Board include:
• Issue or deny Certificate of Appropriateness for construction, reconstruction, substantial exterior alteration, and demolition or relocation within the Historic Overlay District.
• Assist and advise the City Council, the Planning Commission, other City departments and agencies, property owners and individuals in matters involving historic resources.
• Review and propose additional areas or structures to be included in or removed from an HOD or designated as a Historic Landmark.
• From time to time conduct, or cause to be conducted, a survey of historic resources. • Upon request of the City Council, Planning Commission, or interested citizens, conduct
studies deemed necessary to consider additional historic overlay districts, and means of preservation and utilization of historic assets in the City.
• Develop, adopt, and from time to time modify design guidelines for the City’s historic overlay districts, to be considered by the ARB in granting or denying Certificates of Appropriateness.
• Cooperate with, and enlist assistance from, the Virginia Department of Historic Resources, the National Trust for Historic Preservation, and other interested parties, both public and private, in its effort to preserve, restore, and conserve historic sites, landmarks, buildings, and structures within the City.
Activities The Architectural Review Board's focus in FY18 was consistency with its decisions on all applications in accordance with the Historic District Design Guidelines and to preserve and

protect the community’s history and historic structures. During the period of this report, the Board held twelve (12) regular meetings and two (2) worksessions. The case activity is as follows: In total, 35 applications were received in FY18 and 3 applications were carried over from FY17.
• 33 cases came before the Board for action o 12 were approved as submitted o 1 case was partially approved as submitted o 20 were approved with modifications
• 2 cases were withdrawn • 3 cases carried over to FY19
In the 20 cases that were approved with modifications, the Board diligently worked to meet the needs of the applicants under the Historic District Design Guidelines. While the majority of the applications that came before the Board continue to be for signs and minor structure modifications, the Board did review and approve several larger projects, including the proposed conversions of two structures to accommodate future restaurant spaces, the conversion of a historic church/meeting space into offices, and three single family home expansions. As directed by the City Council’s Land Use Committee in FY17, the Board prepared and submitted a report evaluating the creation of an additional historic district at Annaburg Manor (9201 Maple Street). In the report submitted to City Council, the Board recommended the creation of a Historic Overlay District. Finally, City Council may recall the properties located at 9512 and 9514 Liberty Street which was appealed to Council in 2016 after the Board denied a certificate of appropriateness for the demolition of these structures. With the change in ownership of these properties, the Board was able to approve applications for the renovation of these structures, as well as neighboring 9510 Liberty Street, which also came before the Board in FY18.
A Look Ahead In conclusion, the Board extends its appreciation to the Council for its continued support in the preservation of the City’s historic districts and looks forward to a successful year in FY19. The Board remains committed to exercising its jurisdiction on all matters related to application of the guidelines in the Historic District. Through our mutual efforts, a distinctive appearance is sustained in the three historic districts which instills a personal pride within our residents and has a positive impact on tourism and commercial interest.

Board Members Biographies
WILLIAM S. RUSH, CHAIRMAN TERM EXPIRES: JUNE 30, 2018 Mr. Rush was first appointed to the ARB in 2002. He was Vice-Chairman and later Chairman before his wife was assigned out of the Country. Upon their return, he again volunteered for and was appointed to the ARB in July 2014. He has resided in the City of Manassas since 2005 and has worked in the City since 1985. As a licensed architect, Mr. Rush was Vice-President of the design department for Gregory Construction Company for more than twenty years. He now has a private practice working primarily with automobile dealerships in this area. Mr. Rush and his wife are active in the Bull Run Unitarian Universalist Church in Historic Manassas. JAN ALTEN, Vice-Chair TERM EXPIRES: JUNE 30, 2021 Mrs. Alten was appointed to the ARB as an alternate member in February 2016 and was appointed as a regular member in early 2017. She has been a resident of the City of Manassas since June 1977. She has long been involved with the City as a volunteer in several organizations and on City citizen committees looking for ways to improve the quality of life in Manassas. In 2015, Mrs. Alten retired and closed her successful business, The Opera House Gourmet, located in Historic Manassas. She served as judge for the Virginia Governor’s Cup Wine Awards and the Eastern Seaboard Wine Competition for several years. The Opera House Gourmet won state-wide recognition twice when it was chosen as Virginia Wine Retailer of the Year. Mrs. Alten is currently on the Board of Directors at the Center for the Arts at the Candy Factory, The Manassas Ballet Theatre, and is a member of Manassas Historic Landmarks Preservation and the Old Town Business Association. In retirement, Mrs. Alten is a certified yoga teacher and a volunteer usher and supporter of the Hylton Performing Arts Center. DEBBIE HAIGHT, VICE-CHAIR TERM EXPIRES: JUNE 30, 2018 Ms. Haight was first appointed to the ARB in 2012 as an alternate member and was appointed as a regular member in 2015. She has been a resident of Manassas for over 50 years. She is married with two children and five grandchildren. She is Executive Director and CEO of Historic Manassas, Inc. and has been in this position since 2009. Ms. Haight is also a board member and department treasurer for the Occoquan-Woodbridge-Lorton Volunteer Fire Department.
NANCY HERSCH INGRAM TERM EXPIRES: JUNE 30, 2021 Mrs. Ingram was first appointed to the ARB upon its formation in 1987 and initially served until 1991, during which time she served as Vice-Chairman. She was reappointed to the ARB in 2004 and has served as a member continuously since then. During her initial tenure, she participated in the preparation of the Manassas Historic District Handbook, published in 1990, which formalized

guidelines for the rehabilitation of structures and the design of new construction in Manassas historic districts. A Master’s Degree in Fine Arts from American University, Washington D.C., informs her lifelong interest in architecture. She has directed the restoration of numerous historic properties in Virginia and elsewhere in the United States and consulted on major historic estates in the U.S. and Europe. In Manassas, her historic C.E. Nash House (1905) was the first structure in the City to be restored in accordance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. The property was saved from demolition and restored in 1982, prior to the establishment of the ARB. With a lifelong commitment to the City, preserving its unique and historic sense of place remains a primary and ongoing interest of Ms. Hersch Ingram. FATIMA PEREIRA-SHEPHERD TERM EXPIRES: JUNE 30, 2018 Mrs. Pereira-Shepherd was appointed to the ARB in 2009. She has been a resident of Manassas for over 39 years and has served in many volunteer positions throughout the community. She has been a licensed Realtor® in Virginia since 2004 and received her broker’s license in 2010. She started her career with a competing local brokerage before joining Long & Foster in May 2011. At Long & Foster, Ms. Pereira-Shepherd excelled not only in real estate sales; she earned the position of sales manager at the company’s Manassas office in August 2012. She then was given the additional responsibility of sales manager at Long & Foster’s Gainesville office in June 2014. She was named as the managing broker of the Annandale office in March 2015. Ms. Pereira-Shepherd is a member of the Realtors® Association of Prince William (PWAR) and has served on its Board of Directors since 2011. She currently holds the position of vice president for the PWAR board, and she belongs to several of the association’s committees. She has also held several leadership positions on the local and state level of the Women’s Council of Realtors from 2010 to 2013. Ms. Pereira-Shepherd currently serves on several committees with the Virginia Association of Realtors and other charity organizations, and she was selected into the 2015 Virginia Leadership Academy. MYRA BUCHANAN BRENT TERM EXPIRES: JUNE 30, 2021 Mrs. Myra B. Brent was appointed to the ARB in 2017 as an alternate member. She was born and raised in the City of Manassas and has resided in the City for fifty-two years. Mrs. Brent has served in many public service positions including: Chief Election Official, City of Manassas, and Prince William County; Board of Directors/Lay Member, Blue Cross and Blue Shield of Virginia; Board Member/First Vice Chair, American Red Cross Prince William County Chapter; Board of Directors, Jubilee Association of Maryland Inc.; Board of Directors/Historian, Hammond Institute of Music and Fine Arts; and Board of Directors, Hammond Scholarship Foundation. She worked for IBM for 25 years as a Personnel Administrator, Employee Relations Advisor, Manager of Employee Data and Records, and HR Advisor, retiring in 1993. She worked for American Express as an Assistant to the Director of Field Service Operations and as a Field Office Administrator from 1993 to 1996.

She worked at Lockheed Martin as a Staff Administrator retiring in 2002, and worked for NeighborCare Long Term Care Pharmacy until March 2005. Mrs. Brent is a Jennie Dean High School graduate and attended Franklin School of Science and Arts, Philadelphia, Pa., and Sherwood Institute, where she studied Medical Terminology and Physiology. She is a licensed Pharmacy Technician and a Certified Pharmacy Technician (CPhT). Mrs. Brent is retired, and she and her husband, Robert, have enjoyed fifty-two years together and have two children.
