The Community

Weaknesses and Threats• The area does not have access to any engineering services (i.e. electricity, piped water or proper sanitation
systems).
• One of the most pressing issues for the community is the lack of education opportunities for their children.
• The Langzeekoegat community currently lives in either mud huts or shacks made or corrugated iron.
• The D2297 is a gravel road which causes a lot of dust. In addition, the farm road that connects the D2297 with the R550 is generally in a very poor condition.
• The community’s only means of accessing Nigel or Devon is via minibus taxis or getting lifts from passing traffic.
• There are no proper health facilities in the area. A mobile clinic visits the community once a month, but HIV/AIDS is a major problem in the area.
• The rural environment is experiencing depopulation, which means that the number of people who are able to support new initiatives in the area are becoming less and subsequently reducing the viability of such programmes and projects.
• Fires in the winter due to inappropriate land management causes damage to surrounding farms.
• Theft of farming equipment have been identified as a concern by commercial farmers.
• Portion 4 of the farm Langzeekoegat 325 IR is not suitable for productive commercial agriculture.
• Environmental constraints on Portion 4 of the farm Langzeekoegat 325 IR create a challenge for the provision of formal housing opportunities.

Strengths and Opportunities• The land parcels that lie between the R550 and D2297 belong to national
government, so land acquisition for the purpose of projects will not be a major stumbling block.
• The community representatives, led by the Isimakhathe NGO, are proactive and committed to the improvement of the local community, so human capital is available for the implementation of programmes and projects.
• The land lies on the R550, which connects Devon and Nigel, and are therefore reasonably accessible within the regional context.
• The community indicated that they generally feel safe in the area.

Elements of an Agri-VillageZone Description
Agricultural Zone The main focus of the agricultural zone is on the production of vegetables, herbs and fruit. Livestock can be integrated onto this zone
Educational Zone This includes early childhood development, crèche, primary school and if possible a high school, adult training centre
Business Zone It is important that an agri-village has its own economic development opportunities. Business opportunities include, but is not limited to, selling of fruits and vegetables, bread, and herbs etc.
Homestead Zone This zone comprises the individual homes of villagers and their families

One settlement on Portion 4 All services and facilities will be integrated into a single settlement design, which means that the community on Portion 4 will have direct access to all these services and facilities without having to walk to the R550
Only the community on Portion 4 will have optimal access to the facilities developed as part of the agri-village. The wider community will have to travel to Portion 4 to access these facilities. The economic benefits which can be accrued from a location adjacent to the R550 is not harnessed.

All facilities will be integrated into a single settlement design, which means that the community on Portion 4 will have direct access to all these facilities without having to walk to the R550. The shop located adjacent to the R550 will be able to benefit from the location next to the R550.
Only the community on Portion 4 will have optimal access to the facilities developed as part of the agri-village. The wider community will have to travel to Portion 4 to access these facilities. Anything produced or made by the Portion 4 community will still have to be transferred to the shop adjacent to the R550.

All non-residential services and facilities will be more equally accessible by the wider community. Having after-school facilities in conjunction with the enterprise centre will enable parents who work in this centre to better supervise their children. Accessibility from the R550 will be optimised
The residents of Portion 4 who will be engaged in production and selling of produce and goods will have to walk to the R550 on a daily basis. Fresh produce from the food garden in the agri-village in Portion 4 will have to be transferred to the R550 complex.
