    Clusters and Cluster Initiativesin Baden-WrttembergR esearch and developm ent are the basis for technological progress and so a precondition for sustainable eco-nom ic grow th. O ver the past years, it has show n that cluster initiatives provide decisive advantages for enter-prises and activate their innovative potential. C om panies m ay rely on a tightly w oven netw ork and benefi t fromsynergies. Industry-speci c and local concentrations ensure a quick and personal exchange of know ledge andexpertise. R esearch institutions and specialised suppliers allow those com panies to recognise m arket and in-novation trends early, to w ork tow ards and realise innovative solutions jointly. C ontributing to cluster initiativesactively provides added value for every participating com pany.

    In B aden-W rttem berg, state-w ide netw orks and regional cluster initiatives have started to form early; and theyhave becom e w ell established due to the consequent and sustained support through the state governm ent. Thiscluster atlas im pressively show s the great variety of activities and the diverse spectrum of clusters and initiativesin this state: W e could identify m ore than 130 cooperations of this type in the state of B aden-W rttem berg.

    The goal of this cluster atlas and of the w eb-based cluster database is to provide hands-on assistance to statepoliticians as w ell as the decision-m akers in the various regions and associations. B oth m edia w ill give you anoutstanding overview of the existing and also planned regional clusters and cluster-relevant research, develop-m ent and transfer institutions. They w ill help you nd possible starting points for further regional, cross-regionaland cross-border netw orking options. A nd they provide opportunities for com panies to nd contacts w ithinspeci c industries quickly and ef ciently.

    BasisIn B aden -W rt tem berg, a com plex and differentiated cluster landscape has developed over the past years. Agreat num ber of com panies, research institutions and universities is involved in regional cluster initiatives andin state-w ide netw orks. The stakeholders of these cluster initiatives interact effectively, on a high level. W iththis cluster-oriented approach, innovative processes are enabled through an interdisciplinary and organisedexchange of know ledge and expertise.

    The developm ent of innovative products and services generates com petitive advantages for the cluster stake-holders in the national and international m arkets. Therefore, the developm ent and sophistication of future-proofregional clusters w ill gain m ore and m ore im portance. The B aden -W rttem berg state governm ent intends tosupport this developm ent of regional, national and international clusters system atically w ith its cluster initiati-ves. Therefore, the various cluster-related activities represent im portant instrum ents of the states innovationand structure policy. In addition to the nancial support of effective cluster m anagem ent structures w ith EFR Dfunds, internationalisation m easures and support for cluster m anagers in form of w orkgroups and cluster-spe-ci c quali cation events, it is the state governm ents intent to show and prom ote the diversity of the regionalclusters and cluster initiatives.

    This is w hy the M inistry of Finances and Econom ics has com m issioned VD I/VD E Innovation + Technik G m bHlocated in B erlin to update the regional cluster atlas published in 2010. The data collected in this updating pro-cess also represent the basis of the w eb -based cluster database (W ebsite: w w w .clusterdatenbank-bw .de).

    Since the last update in 2010, there have been num erous changes w ith cluster initiatives, state-w ide innova-tion netw orks and w ithin the cluster landscape in general. These are partly due to the regional cluster com -petition conducted in B aden -W rttem berg, the Leading-Edge C luster Com petition of the Federal M inistry ofEducation and R esearch, activities in the private sector, but also to the contextual and strategic developm entof cluster policy.

    In this update, the m ajor changes m ade in the 2010 edition of the regional cluster atlas w ere m aintained:

    The data basis for the individual cluster initiatives has been im proved, in w idth and in depth;The cluster-relevant inform ation about the regions has been enhanced;It has adopted the new ly established regional cluster initiatives resulting from com petitions and other initi-atives and state-w ide and cross-region netw orks and platform s;

    It has assigned the regional clusters to the defi ned target elds of the states cluster policy;Presentation w as im proved by adding descriptions of cluster netw orks and platform s across the state andacross regions.

    Data baseIn 2010, a w eb -based data base w as created for the state of B aden-W rttem berg for the rst tim e. It show s thegreat variety of regional clusters and cluster initiatives. Supplem enting this regional cluster atlas, it presents theclusters and cluster initiatives in detail. This data base is updated continuously as new facts becom e know n w ithrespect to existing or new clusters and cluster initiatives. Its w ebsite address is: w w w .clusterdatenbank-bw .de

    Data basisThe structural data and the innovation-speci c inform ation on the regional clusters and cluster initiatives w erecollected w ith uniform structured data collection sheets, in close cooperation w ith the contacts in the tw elveregions. Lacking a suitable statistical basis, creation of the cluster atlas and the data base w as based on thedata collected by the contacts for the regions and the various cluster initiatives. This data collected on the basisof a self-assessm ent of the cluster initiatives w as supplem ented by analyses of relevant paper and electronicdocum ents from the regions and the statistical of ce of B aden -W rttem berg. A dditional sources of data w ere

    thorough w eb and data base searches and our ow n know ledge of B aden-W rttem berg.

    For exam ple, the descriptions of the tw elve regions have been com pleted by speci c structural data (B reakdow nof em ployees subject to social insurance contributions1 and presentation of the m ost im portant industries 2). Inaddition, the innovation pow er of the various regions has been rated in accordance w ith the innovation indexbased on the data and calculations of the B aden -W rttem berg statistical of ce.

    The innovation index com prises tw o sub-indexes, Leveland D ynam ic. The level index includes the relevantrecent unit and per capita values of six innovation indicators and show s the current status of the innovationpotential of the regions exam ined.

    The follow ing factors have been considered in the calculation of the innovation index for the B aden-W rt-

    tem berg urban and rural districts (survey period show n in brackets):

    Internal R & D expenses of com panies, in relation to the gross value added of the m anufacturing industry andreal estate business, corporate services, in percent (1999-2007)

    R & D personnel in com panies (equivalent to full-tim e personnel) related to the num ber of em ployees (per capi-ta) in the m anufacturing industry, real estate sector and corporate services in percent (1999-2007)

    Em ployees subject to social insurance contributions in industrial high-tech industries related to the total num berof em ployees subject to social insurance contributions in percent (2003-2009)

    Em ployees subject to social insurance contributions in skill-intensive service industries related to the totalnum ber of em ployees subject to social insurance contributions in percent (2003-2009)

    Start-ups in high-tech industries per inhabitant aged 21 to 59 (tw o-year average 2003/2004-2008/2009)Published patent applications by industry and science in relation to the num ber of inhabitants aged 21 to 64(1999-2007)

    The dynam ic index indicates the average change rates per year of these six indicators, in general since the endof the 1990s; thus, it is an indicator for the m edium -term developm ent of innovation capability. For calculating

    the innovation index, the values of the tw elve indicators have been standardised; the highest indicator valuebeing 100 and the low est being 0. A ll indicators have been included in the sub-indexes Leveland D ynam icw ith the sam e w eight; nally, they have been m erged in the innovation index at the ratio of 3:13.

    The cluster atlas and the data base do not represent statistical w orks because they are continuously updated w ithnew ndings regarding existing but also new clusters, cluster initiatives, netw orks and platform s, on a regional,state and cross-regional basis.

    Structure of the cluster atlasFor practical reasons (interdependence of sectors, com petences of different cham bers of com m erce) thecluster atlas follow s the order of the tw elve regions of B aden-W rttem berg as speci ed in the state deve-lopm ent plan. In tw o cases, these are cross-border regions (R hein-N eckar and D onau-Iller).

    Each region is described as follow s:

    1. A brief introduction of its characteristics w ith the relevant structural data and a m ap show ing its location;2. A regional m ap show ing approxim ate locations and nam es of the regional clusters;3. Individual descriptions of the regional clusters w ith associated cluster initiatives including contact data; and4. A n overview of universities, research and transfer institutions of relevance for the regional clusters.

    The individual regional clusters are m erged in a m atrix-like sum m ary. W ith this, basic netw orking options

    of clusters can be identi ed, across adm inistrative borders and com petences. This update also includes, inaddition to the presentations of individual regions, the state-w ide and cross-regional netw orks and platform sincluding contact data.

    Tables w ith contact data of of cial regional contacts, contacts of regional cluster initiatives and state-w idenetw orks and platform s facilitate com m unication and contact.

    Terms, definitions and characteristics

    This B aden-W rttem berg cluster atlas is based on the follow ing defi nitions for clusters, cluster initiatives andstate-w ide netw orks4:

    Cluster

    C luster m eans a geographically defi ned regions layout as an innovative econom ic cluster; that m eans thetargeted collaboration of com panies that m ay even be com petitors and other partners from research, scienceand other organisations w ithin an econom ic area for a higher overall benefi t.     diverse w ays. So, during the lifetim e of a cluster, at som e tim es research-driven topics m ay dom inate and atother tim es purely econom ic topics such as m arketing m ay be in the focus of activities.

    Including but not lim ited to, essential qualifying criteria for regional clusters m ay be:

    Topical m arket-related proxim ity (horizontal: sam e products, services; vertical: sam e value adding chain or

    level thereof);G eographic or spatial proxim ity (fast accessibility, capacity for easy coordination),Adequate num ber and density of com panies (critical m ass) andA t least a national sales potential for products or services and consequently a high export capability fromthe regional point of view .

    These central elem ents allow a corporate cluster culture capable of engendering spatial cohesion. O nly theconform ity of content com bined w ith spatial proxim ity of the various stakeholders along the value adding chainallow s im plem entation of innovative processes. C riteria therefore are the spatial proxim ity of com panies andinstitutions of applied research, universities, universities of applied sciences or transfer institutes. These areof im m ediate im portance for the innovative developm ent of products and thus for the adding of value w ithinthe cluster. Indirectly, they also represent an im portant source for future generations of specialists.

    It should not be forgotten that regional econom ic clusters in the past often evolved w ithout the involvem entof scienti c institutions such as universities, research or transfer institutes. In m any cases, it is the client, itsproduct and application experience and the resulting ideas for im provem ent that form a central source of im -petus for innovative product and process solutions.

    Cluster initiatives

    C luster initiative m eans the strategic and system atic alignm ent and docum entation of innovation-orientedcooperations evolved from the netw orks (M arketing), the targeted closing of gaps, for exam ple w ith regardto com petences or the value adding chain, and the integration of activities into organisations, for exam ple byassociating w ith supporting bodies. O ften such cluster initiatives are part of a regional structure policy or in-novation policy, as part of the prom otion of the econom y or transfer of technology, or have been established

    in such a context. A n im portant criterion is that the cluster participants see and intend a stronger individualand overall benefi t through the com m on goal of system atic and organisational collaboration w ithin the clusterthat cannot be achieved on their ow n. In contrast to supra-regional and state-w ide netw orks or loose form sof cooperation, they are characterised by the fact that they are regional and that they system atically activateinnovative cooperation potential for generating synergies and grow th.

    B ased on these de fi nitions, pure com petence, m arketing and innovation netw orks or technology centres andother netw orks w ithout an innovative cluster-relevant relation, for exam ple tourism organisations, w ere not in-cluded. Tourism -related initiatives w ere included to an extent only that they relate to or support health services.

    State-wide and cross-regional networks or platforms

    State-w ide netw orks and also innovation platform s take responsibility for the state-w ide coordination and m ode-ration of the relevant regional clusters or cluster initiatives, together w ith other partners such as location agencies,exhibition corporations or transfer institutions, to strengthen the synergies. It is in their responsibility to focus onexisting netw orks and regional cluster initiatives w ith regard to their effects on the value adding chain and theadvancem ent of com petencies, for better adjustm ent and effective coordination and cooperation at a state level.

    Target fields of cluster policy

    In the course of the study A nalytical and conceptual bases for cluster policy in B aden-W rttem berg, con-ducted for the M inistry of Econom ics and presented in 2008, 18 different prom ising target elds of clusterpolicy w ith respect to individual industries, technologies, m arket elds and cross-section technologies havebeen identi ed and discussed by the state governm ent. Identi cation of target elds and assignm ent of existingregional cluster initiatives to these target elds provide the basis for a further characterisation of the regional

    clusters but also for a consequent developm ent of cluster initiatives.

Its w ide value ad-ding spectrum is a fundam ental characteristic ofthe autom otive industry w ho also tries to integrateits suppliers into the production processes and atthe production sites in order to achieve a low ervertical range of m anufacture. So, suppliers fromthe m ost different industries take over large sharesof developm ent and production.

    Biotechnology B iotechnology is considered one of the key techno -logies of the 21st century. The core area of biotech -nology is red biotechnolog y w hich m ainly includesbiopharm aceuticals, regenerative m edicine and di-agnostic tests. O ther areas are green and w hitebiotechnology. It cannot be assigned to a singlesector but is found in a great variety of applications.
