Executive summary

Most of the requirement of energy is currently being met by coal, around 70 per cent contributing only to electricity requirements. It is being employed by all major sectors and is an important contributor to the growth situation in India. Given the importance of coal in India's energy mix and also its increasing use in industries like power, steel and cement, coal blocks were allotted under captive deals to companies in above mentioned sectors.

Ministry of Coal has allocated 216 coal blocks so far to different consumers. State and Central Government companies are being allotted coal mining blocks without restriction of captive mining. Out of these 216 coal blocks 28 coal blocks have started Production and 8 blocks have been de-allocated by Ministry of Coal.

As far as lignite blocks are concerned, so far, a total number of 29 lignite blocks have been allocated. Out of these, 20 blocks have been allocated to government companies and 9 blocks to private companies. However, one lignite block allotted to Tamil Nadu Industries Captive Power Company Limited TIPACO was de-allocated. Production of lignite has started in 9 blocks allotted to government and at 2 blocks allotted to private company.

An ambitious target of 656 MT of production of coal was kept for 2010-2011 but the actual production during the year was only 527 MT resulting in around 20 per cent shortfall against the target. The concerted efforts to remove regulatory hurdles could help boost India's coal output by 7 per cent to 8 per cent by the next fiscal, the terminal year for the XI Five year plan. However, MoC has estimated the coal production for 2011-12 to be 559 MT.

Out of total number of 208 coal blocks the major chunk of coal blocks have been allocated to Power sector with reserves of 28.7 billion tonnes put of the total reserves of 50 billion tonnes for captive coal mining, followed by Iron and steel sector and Commercial mining.

Coal India Limited (CIL) along with its 8 subsidiaries supplies 80 per cent of the coal requirement in the country and has still not been able to plug the gap between demand and supply, there remains a need for private expenditure in developing coal mines for captive use to plug the gap.

The much awaited coal reforms to open up the sector has been debated for quite a long time and it is yet to see the light of the day. Forming of Coal regulator, competitive bidding of coal blocks is in the pipeline of coal ministry's agenda.

Keeping in view the robust growth in the Indian economy, Coal India Limited (CIL) and its subsidiary companies are striving to do their best to increase coal production despite the difficult conditions existing in several coal fields and also keeping in view the constraint faced by the nation of the need to strike an appropriate balance between the energy needs of the country and the environmental concerns associated with coal mining and by taking appropriate steps to address these concerns.

This report not only provides the comprehensive details of more than 200 Captive Coal Blocks along with 28 Lignite Blocks allotted to different companies but also covers the end-use progress of linked power projects, cement projects, iron and steel projects and other projects. This report highlights the status of each block, key regulatory clearances obtained and issues pertaining to the progress of the project.
