1 Introduction

1.1.1 All works described in this document are to be managed and performed tomeet the health and safety vision of Zero Incidents, Zero Harm, Zero

Compromisefor the Thames Tideway Tunnel project (the project).

1.1.2 The Code of Construction Practice(CoCP) comprises two parts:

a. Part A: General requirements. These measures are applicableproject wide.

b. Part B: Site-specific requirements. These are site-specific measureswhere deviations from the general requirements are indicated inPart A.

1.1.3 This document forms the CoCPPart B for the project works at the KirtlingStreet site and identifies the detailed site-specific measures including

working hours, site set-up and servicing arrangements, taking into accountenvironmental matters and consultations with the London Borough ofWandsworth and other stakeholders.

1.1.4 For ease of reference, this document sets out site-specific issues anddeviations from Part A; therefore where no site-specific measures arespecified, reference should be made to Part A.

2 General requirements

2.1.1 As per the CoCPPart A.

4 Site operation

Topic Site-specific requirement

Working hours The following working hours shall apply to this site:

a. standard

b. extended

c. continuous for construction of the main tunnel.

When other types of working hours (see CoCPPartA, Table 4.1) are required, these shall be subject toconsent from the local authority under Section 61 of

the Control of Pollution Act 1974.

Site layout The site encompasses part of the existing CEMEXsite. Access to the CEMEX site shall be maintained

throughout the construction period, entering viaKirtling Street and exiting via Cringle Street.

Where practicable, site offices and welfare facilitiesshall be positioned along the eastern boundary ofthe construction site in order to assist screeningfrom the Riverlight development.

Site security/hoardingrequirements

The hoarding shall incorporate suitable art work onpublic-facing sections, as defined in CoCPPart Apara. 4.3.4a.

The hoarding height shall be 3.6m at this site.

The hoarding on the boundary with the Riverlightdevelopment shall be a planted hoarding greenwall, as defined in CoCPPart A para. 4.3.4c.

River works As per the CoCPPart A.

Other items The contractor shall produce a site-specific lightingmanagement plan. The lighting scheme shalladdress impacts on terrestrial and aquatic ecologyand include the use of low level directional lighting,where possible, while providing safe working

conditions.Lighting on any jetties shall be switched off whennot required, excluding lighting required fornavigational safety.

5 Public access, highway and river transport


Site access and gates The site shall be accessed via Kirtling Street at its

junction with Battersea Park Road; exit shall be viaKirtling Street, left turn onto Cringle Street and leftturn on to Nine Elms Lane.

There shall be no direct access to and from theKirtling Street site from Nine Elms Lane (A3205),between the Kirtling Street and Cringle Streetjunctions.

Traffic management Construction traffic shall be subject to a one-waysystem on Kirtling Street and Cringle Street.

Kirtling Street and Cringle Street shall be kept open

for two-way movements for general (non-construction) traffic, except where shown as

stopped up on the Access plan.

The site exit onto Kirtling Street shall be by theRiverlight development including the car park

entrance/exit and nursery. The contractor shall putin place measures to mitigate the risk of conflict withother road users at this junction and pedestriansand cyclists using the Thames Path diversion,including:

a. establishing a give waysystem giving priorityto traffic on Kirtling Street

b. erecting warning signage on the approach toand at the exit gate, reminding drivers to takeextra care on leaving the site

c. deploying a permanent presence of a qualifiedtraffic marshal during site operations

d. provide thorough briefings to transport suppliersto pass on the site entry/exit rules to drivers.

The contractor shall erect convex mirrors inconsultation with the local authority.

The contractor shall be aware of the proposednarrowing of a section of Kirtling Street as part ofthe Riverlight development works and makeappropriate arrangements to mitigate the risks of

construction vehicles travelling through this point.

The site access onto the southern side of CringleStreet shall operate as right turn in and out only forconstruction vehicles. The site exit on the northernside of Cringle Street shall operate as left turn outonly.

A bus stand in Cringle Street shall be relocated inconsultation with Transport for London.

The Battersea Power Station development and itsassociated entry and exit requirements shall be

facilitated by maintaining a right of way in bothdirections along Cringle Street from the BatterseaPower Station site in the west to its junction withNine Elms Lane. Project construction traffic exitingthe southern section of the worksite turning rightinto Cringle Street shall give way to traffic onCringle Street, assisted by signage and trafficmarshals.

Site access and gates Adequate signage shall be provided for the

diversion of the Thames Path.

6 Noise and vibration


Control measures

The noise and vibration controlmeasures shall be detailed(and may be modified oradded to) in Section 61consent applications to thelocal authority.

The construction area around the main tunnel shaftshall be covered by an enclosure during the maintunnel construction and secondary lining works.

The building openings shall face away fromsensitive noise receptors; at night openings shallonly be used where essential and kept closed whennot in use.

The temporary concrete batching plant, grout plant,conveyors for loading barges and storage/handlingareas shall be enclosed by a suitable structure thatincorporates acoustic attenuation materials.

All cladding and roofing of noise enclosures shallincorporate suitable noise attenuation material witha minimum sound reduction value of 20dB Rw

All static plant shall be screened or enclosed.Movement of vehicles onsite outside standard hoursshall be minimised.

An acoustic barrier shall be installed on the landside of the jetty to reduce the noise effects frombarging operations.

Material shall be compacted during demolition usingmachinery that generates the lowest practicablevibration levels that can achieve the required levelof compaction. Specifically, large twin-drumvibrating rollers shall only be used when vibrationlevels can be controlled to less than the impactcriteria set out in the Environmental Statement, Vol14: Kirtling Street, Tables 9.5.2 and 9.5.3.

Other Timber fenders shall be installed on the river side ofthe jetty to reduce noise caused by contact betweenthe jetty and barges.

Plant shall be electrically powered wherepracticable; the contractor may use alternativemeans in agreement with the local authority.
