Background Information Peacock Estate fronting Fatumaru Bay has a number of unique advantages within the peri-urban area of Port Vila making it the ideal location for commercial, tourism and residential developments. The estate offers some of the most magnificent views of Port Vila Harbour and township area and enjoys a south easterly aspect thus taking full advantage of the views and prevailing breeze with the hot afternoon sun setting behind.

UNDERWAY: A new airport catering for up to 1 million arrivals per year for Port Vila.
COMPLETED: A new 1000 seat Conference Centre in Parliament House grounds at a cost of USD 16 million.
UNDERWAY: Development of 2 new Wharves for International Freight at an estimated cost of USD 134 million
UNDERWAY: Australia, Asian Development Bank and the Government of Vanuatu are supporting the Port Vila Urban Development Project to upgrade the key roads, improve pedestrian safety and install a fully piped sanitation system for greater Port Vila. Estimated at USD 39.1 million.
UNDERWAY: Inter-island Shipping Project, value estimated at USD 26.82 million.
COMPLETED: 2 new large modern shopping centres.
Opportunities and benefits
There is no luxury 5 Star Hotel in Vanuatu.
More rooms are needed to promote tourism and support international conferences.
Port Vila lacks new, good-quality tourism ventures, parks, water playgrounds and sand beaches.
There are no marina facilities in Port Vila for local or tourist boats apart from the cyclone moorings and a small sea wall marina operated by Yachting World, Vanuatu.
Tourism provides additional employment opportunities supported by international-standard hospitality training through the Australian funded Australia-Pacific Technical College (APTC).
Tourism is a clean industry and provides ancillary business opportunities for locals.
In 2009 Greater Port Vila had about 58,000 residents; by 2025 this is expected to reach 109,000.
Atmaru Quay Atmaru Quay reclaimed area of 37,610 m2 is envisioned as an 80-berth floating-pontoon marina available for locally-moored and visiting boats and a luxury 5-star hotel/resort complex with complementary facilities. As part of the overall development there would be a stylish pedestrian-only promenade, shops, restaurants, offices and a leisure centre with water-park and sand beach.
Walkways and promenades through the complex allow for public movement and access to shops, restaurants and offices.
Opposite Atmaru Quay is 4,416 m2 of sloping land suited to short-stay and permanent occupation apartments.
Background Information Permanent moorings in the channel between Iririki Island and Port Vila town rent for about $7,000 each per year. There is little capacity for expansion of the moorings behind Iririki Island and availability for visiting boats is very poor and usually crowded. Moorings added in recent years have been placed too close to existing moorings allowing insufficient swing room between boats and increasing the risk of damage. Anchoring in Port Vila harbour is not desirable as holding in most of the shallow parts of the outer harbour is inadequate.
Tourism development in the Port Vila area is mostly small-scale with no world-class quality hotel operator represented.

Scope of project
Atmaru Quay development can be progressed in stages:
1. Develop ocean front land for mixed uses 2. Reclamation of an area of Fatumaru Bay for Marina development 3. Marina development 4. Luxury 5 Star Hotel of 125 rooms 5. Mixed use commercial development – shops, restaurants and offices 6. Apartments 7. Public park, amusement area and water playground
Opportunities and benefits Atmaru Quay Reclamation
The Peacock Estate side of Fatumaru Bay receives natural protection from most of the adverse effects of cyclones, tsunamis and storm surges.
The Peacock Estate side of Fatumaru Bay can sustain reclamation to increase waterfront land for tourism, public open space, marina berths and related services.
Land can be reclaimed in Fatumaru Bay for less than half the current value of town land.
Conversely, the town side of Fatumaru Bay is subject to inundation from adverse weather and natural disaster events and offers a poor candidate for further reclamation.
Around 1.3ha (9 lots – 12 to 23) of vacant leased land adjacent to the Atmaru Quay site is currently available, ideally suited to mixed residential and short-stay accommodation development for cash flow during Atmaru Quay development.
Three existing accommodation units are available adjacent to the vacant land to provide immediate cash flow and/or development and operational accommodation (lots 10 & 11).
Proposed Commercial and Tourism project – Atmaru Quay
The site comprises around 37,610 m2 of land to be reclaimed from Fatumaru Bay, giving ready access to deep pools for marina berths. Opposite the reclamation site there is 4,416 m2 of land ready for an apartment development to complement Atmaru Quay. This would provide short-term cash flow while the reclaimed area stabilises, design plans are completed and tenancies and/or sales agreed.
Strata title of Atmaru Quay and development on lots 16-19 provides a natural exit point on completion.
Cost Estimate Atmaru Quay Creation of 37,610 m2 of reclaimed land is estimated to cost around AUD$5 million.

I refer to the concept plans presented to the Department of Environmental Protection andConservation ('the Department') on or about 4 March 2014. The concept plan relates to aproposed reclamation of approximately 35,390 sqm of Fatumaru Bay and proposedamalgamation of the reclaimed land with Lease Title 12/0911/422 held by Ifira Trustees Limited.
lfira Trustees Limited have confirmed this by way of a letter to Oceanic Investments Limited
dated 26th November 2012.
The department has been notified that an approval may be sort in the future to develop the
above mentioned area for any of the following: resort, hotel, shops, restaurants, offices,
apartments, water theme park, leisure centre, public park, car parks, boat ramp, marina or anyother usage of the site approved by the Government of Vanuatu, Shefa Provincial Council andlfira Trustees Limited.
We are always pleased to receive any proposals that will benefit the people and the country ofVanuatu, however all projects of such nature are subject to the provisions of the EnvironmentalProtection and Conservation Act [Cap.283] ('the EPC Act'). As this project will impact on the
environment, Oceanic Investments Limited is required to submit an environmental assessment
study of the project with a Public Consultation prior to any approval being granted.
The Department does think the project has merits for the people and the country of Vanuatu and
the Department is willing to support in principle however the Department states that it mustcomply with the EPC Act.
In providing this letter of support in principle, I have taken into account the following matters:

1. The EIA Report for the project was submitted to DEPC in 2012 and is currently being
revised for re-submission in 2014;
2. The landowners of and around Atmaru Quays have indicated support for the project
including SHEFA Provincial Council; and
3. This letter is NOT AN APPROVAL as the approval process will be undertaken as soon
as the Revised EIA is completed and submitted.
