Contract Title: Helicopter Emergency Medical Service in Northern Ireland

Contract Period: The Contract is for an initial three year period with an option to extend for a further two year period.

1. Introduction

1.1. Northern Ireland has a population of c1.8 million people across an area of

approximately 14,000 square kilometers and is the only region in the UK that is not

serviced by an Air Ambulance. Air Ambulance Northern Ireland (AANI) is a registered

Charity which has been set up to fulfil the need for a HEMS service in Northern

Ireland.

2. Strategic Intent of Air Ambulance Northern Ireland (AANI)

2.1. The Strategic intent of AANI is to provide the relief of sickness and injury by the

operation of a Helicopter Emergency Helicopter Service throughout Northern Ireland.

AANI will enter into a partnership agreement with the Northern Ireland Ambulance

Service whilst the successful tenderer will enter into a contract with AANI.

3. Operational Context

3.1. This specification is performance-based. It requires the Contractor to take total

responsibility for the fully integrated service meeting the Specification.

4. Scope of Requirement

4.1. AANI has a requirement for the provision of a Helicopter Emergency Medical Service

(HEMS) in Northern Ireland.

4.2. The Contract is to commence on the 1st October 2016, however some flexibility is

required with regard to the start date.

4.3. The implementation of the contract is to commence in August 2016. The successful

service provider is to allow for five days HEMS promotional work to take place in

Northern Ireland, this will require a HEMS equipped helicopter to be available in NI on

days to be advised by AANI. The cost of this promotional work is to be included in the

year 1 annual cost for the provision of the Primary Helicopter. During September 2016,

NIAS Crew Training is to be complete, the cost if this is as per the pricing schedule.

4.4. The service will operate seven days per week, typically 12 hours per day, (visual flight

operation).

4.5. To meet the aforementioned operational requirements the contractor will provide two

aircraft (Primary Aircraft and a Secondary Aircraft), Pilot Crew for the Primary Aircraft,

Crew Training to Northern Ireland Ambulance Service (NIAS staff) and ad hoc as

required Pilot Crew for the Secondary Aircraft.

4.6. AANI will ensure the availability of suitable hangarage facilities and fuel supply. The

home base for the HEMS will be the Greater Belfast Area, however, AANI will require

flexibility with regard to this in the first 12 months of the contract.

5. Scoping and Specification Document Format and Structure

5.1 Mandatory requirements – Paragraphs containing mandatory requirements contain the

word must ‘(M)’. Tenderers need to provide confirmation that the requirement can be

met for all such paragraphs.

5.2 Desirable requirements – Paragraphs containing desirable requirements contain the

word should ‘(S)’. Tenderers need to provide a response on achievability in response

to all such paragraphs.

5.3 Information – Paragraphs which do not contain must ‘(M)’ or should ‘(S)’statement do not require a response.

5.4 All requirements must be addressed in the tender submission providing supporting

information where required. In the case of a mandatory requirement failure to address

the requirement will result in elimination of your tender for the assessment process.

6.1. The service provided must ‘(M)’ be fit for purpose as outline in this document, operating efficiently to make the best use of the resources available.

6.2. The Service Provider must ‘(M)’ provide a Primary HEMS-equipped Helicopter based in Northern Ireland, at a location determined by AANI.

6.3. The Service Provider must ‘(M)’ provide a Secondary HEMS-equipped Helicopter based in Northern Ireland, at a location determined by AANI.

6.4. The Service Provider must ‘(M)’provide all necessary pilots and support personnel for the operation and maintenance of the Primary Helicopter for the Operating Hours as specified in clause 4.2 and 4.3.

6.5. The Service Provider must ‘(M)’ provide such spare parts, tools, equipment and supplies as are necessary for the operation of the Primary and Secondary Helicopter in accordance with the Agreement.

6.6. Tenderers must ‘(M)’ state the total number of helicopters to which they have title.

7. General Requirements

Requirement Supplier Response7.1 The Service provider must ‘(M)’ be an

EASA Commercial Air Transport approved operator and shall at all times perform the Services in accordance with the Service Provider’s approved Operations Manual and with commercial air transportation criteria as laid down by EASA, in particular Part-SPA SUBPART J - SPA.HEMS.100.

7.2 Tenderers must ‘(M)’ provide a copy of their current Air Operator’s Certificate, and their Commercial Air Transport – Helicopters Operations

Approval – EASA-OPS Operations Specifications.

7.3 The Service Provider must ‘(M)’ obtain all licences, permits and approvals necessary for the operation of the Primary and Secondary Helicopter in the HEMS and air ambulance roles in Northern Ireland, in adjacent areas, and elsewhere when tasked to transfer patients to other specialist hospitals.

7.4 The Service Provider must ‘(M)’ agree to operate occasionally in the Republic of Ireland and to transport patients to Hospitals in the Republic of Ireland.

7.5 On occasion(s) the Helicopter will be required to land at Ministry of Defence properties for airport services. The Service Provider must ‘(M)’ ensure appropriate clearance is sought and gained.

8. Operational Requirements

Requirement Supplier Response8.1 The Service Provider must ‘(M)’

perform the services in accordance with reasonable instructions and procedures issues by the NIAS Designated Officer.

8.2 The Primary Helicopter must ‘(M)’ operate a twelve-hour HEMS shift every day of the Service Period for up to twelve pilot-duty hours per day commencing at times to be specified (nominally 0700). Any permitted discretionary duty extension will be taken into account.

8.3 The Secondary Helicopter must ‘(M)’ be available as an immediate replacement for the Primary Helicopter due to scheduled or unscheduled maintenance requirements.

8.4 When not be utilized for 8.3 the Secondary Helicopter must ‘(M)’ be available for 1) To support AANI at fundraising events2) To provide HEMS at Sporting or

other events8.5 Prior to commencement of the

Services, the Service Provider must ‘(M)’ produce a directory of all hospital landing sites in the operating area and major specialist hospitals throughout Northern Ireland which may be used in the performance of the Service? The directory must ‘(M)’ be regularly updated as necessary throughout the duration of the Contract. All such landing sites shall satisfy the requirements of SPA.HEMS.100 and SPA.HEMS.125 for HEMS or air ambulance flights as appropriate.

8.6 The Service Provider must ‘(M)’ place a copy of the landing site directory and all updates with NIAS and one with each Helicopter.

9. Helicopter Technical Requirements

Requirement Supplier Response9.1 The Primary and Secondary

Helicopter must ‘(M)’ be capable of carrying one HEMS Crewmember in the cockpit, and up to three Passengers in the cabin with head and side access to one stretcher Patient.

9.2 The Primary and Secondary Helicopter must ‘(M)’ be capable of operating a Category A Performance Class 1 restricted helipad take-off at maximum gross mass at Sea Level ISA in nil wind.

9.3 The Primary and Secondary Helicopter must ‘(M)’ be certified for operations under single-pilot instrument flight rules for night transfers between hospitals.

9.4 Tenderers must ‘(M)’ describe in detail the specification of the Primary and Secondary Helicopter and the equipment fitted to meet this Specification.

9.5 Tenderers must ‘(M)’ detail the source of each helicopters (Primary and Secondary) offered and, where possible, the specific airframes to be provided and their total airframe hours.

9.6 The Secondary Helicopter should ‘(S)’ preferably be of the same type as the Primary Helicopter.

9.7 If applicable, Tenderers must ‘(M)’ describe the programme for procurement, modification and CAA/EASA approval of any helicopter offered which is not currently available to them and configured in accordance with the requirements, and the latest date when such helicopter will be modified, approved, and ready for use.

10. Air Ambulance Equipment Fit

Requirement Supplier Response10.1 Tenderers must ‘(M)’ provide a

diagram showing the position of the items listed at 19 paragraphs for both the Primary Helicopter and Secondary Helicopter.

10.2 The Service Provider will be required to confirm possession of all relevant CAA/EASA approvals and certifications for the carriage and full use in the Helicopters in flight of this equipment, including the medical equipment provided by NIAS; Tenderers must ‘(M)’ confirm that such clearances are already in place, or describe their programme for achieving any such clearances.

10.3 It will be necessary to update electro-medical ventilator and trauma equipment, suction unit, cardiac monitor/defibrillator and scanning devices during the period of the contract. In addition, caring for neonatal and child patients will require specialist facilities i.e. incubators. The Service Provider must ‘(M)’ pay for any aircraft interface and stowage modifications required.

Requirement Supplier Response11.1 All Helicopters must ‘(M)’ be fitted

with a Moving Map System, controllable by a HEMS Crewmember to assist in incident location and navigation. The system must ‘(M)’ allow the input of grid references, street address and postcode information, and must ‘(M)’ provide an ETA; 1:250,000 and 1:50,000 scale options are desirable. The Service Provider’s must ‘(M)’ update the system database at two-yearly intervals, or at other intervals to be agreed by AANI. Tenderers must ‘(M)’ state the type and provide a description of the system.

11.2 All Helicopters must ‘(M)’ be fitted with Radio facilities for use by the whole crew compliant with NIAS system;

11.2.1 A Digital radio system to contact National Ambulance controls. This radio will also be used to contact HEMS crew portable radios remote from the Helicopter. Within four months of the contract start date the Primary Helicopter must (M) have the ability to contact Coastguard via the Marine Band Coastguard on VHF Channels 0, 6 and 16. Tenderers must state the type and provide a description of the system

11.2.2 Within four months of the Contract Start Date the Primary helicopter must (M) be fitted with a GSM telephone. Tenderers must state the type and provide a description of the system

11.2.3 TETRA radio system to contact ground ambulances and the mobile phone. The equipment must be procured, installed and maintained by the Service Provider. During the life of the contract there may be a change to the radio system required, the cost of the fit out installation and any modification is to be borne by the Service Provider.

11.3 All helicopters must ‘(M)’ be fitted with a Traffic Avoidance System. Tenderers must state the type and provide a description of the system.

12. Helicopter Performance

Requirement Supplier Response12.1 Tenderers must ‘(M)’ state the

following data for the Primary and Secondary Helicopters:

12.1.1 Maximum Gross Weight.

12.1.2 An average weight of fuel used during a one-hour HEMS mission.

12.1.3 Minimum landing fuel(s) in VFR.12.1.4 The calculation of zero-fuel weight

(without crew) shown by itemising and totalling the weight of the helicopter, the weight of the systems listed at Schedule 1A, and 50kg of additional medical equipment.

12.2 Tenderers must ‘(M)’ state the calculation of maximum range at a fast cruise speed in still air, ISA, VFR, shown by itemising and calculating:

12.2.1 Zero fuel weight, equipped, without crew

12.2.2 Weight of crew and patient as 350 kg.

12.2.3 Weight of fuel12.2.4 Gross weight at initial take off.12.2.5 Cruise speed, rate of fuel usage

and time and distance flown.12.3 Tenderers must ‘(M)’ state the

maximum weight at which the helicopters could achieve a Performance Class 1 surface level helipad take-off at 20°C, 2,000 ft pressure altitude in nil wind. The minimum size of helipad and the source of the information must be stated.

12.4 Helicopter Livery. The Primary and Secondary Helicopters must ‘(M)’ be provided and maintained in a livery of AANI to a design to be agreed, possibly displaying sponsorship as decided by AANI and acceptable to the Service Provider.

13. Helicopter Maintenance

Requirement Supplier Response13.1 The Service Provider must ‘(M)’

ensure that the Primary and Secondary Helicopter is in a serviceable condition and available for the performance of the Services throughout the Operating Hours. The Secondary Helicopter must ‘(M)’ be available rapidly in the event of the unserviceability of the Primary Helicopter.

13.2 The Service Provider must ‘(M)’ at all times maintain the Helicopters, and such equipment as is necessary to provide the Services, in a safe and airworthy condition in accordance with the manufacturers’ approved maintenance schedules and EASA maintenance procedures and standards. Tenderers must ‘(M)’ provide a copy of their current EASA Part 145 approval or demonstrate access to EASA Part 145 approved maintenance facilities

13.3 The Service Provider must ‘(M)’ provide technical spares and maintenance equipment to meet the normal requirements of on-call helicopters at the specified availability.

13.4 The Service Provider must ‘(M)’ outline the engineering support available to meet the requirements of the contract.

13.5 The Service Provider must ‘(M)’ ensure that the Primary and Secondary Helicopters’ maintenance is so arranged that only one is

undergoing scheduled maintenance at any one time.

13.6 In the event of scheduled maintenance downtime on a Primary Helicopter, the Service Provider must ‘(M)’ notify NIAS & AANI and provide the Secondary Helicopter in advance if the work is expected to encroach on the Operating Hours.

13.7 The Service Provider must ‘(M)’ provide and maintain three HEMS Crewmembers’ flying helmets at the operating base, and keep records to alert AANI personnel of the requirement for maintenance before it arises.

13.8 Unavailability for Reasons Other Than Scheduled Maintenance. All non-serviceability that cause the Helicopters to be unable to provide the Services, and any degradation of response times for whatever reason, must be reported immediately to the NIAS Designated Officer.

13.9 The Bidder must demonstrate their maintenance capabilities by providing details of the following:

State where the primary and secondary helicopter maintenance will take place;

Provide a full description of the facilities and their accreditations;

Provide details of the engineering staff that will be responsible for the maintenance of the aircraft;

Provide details of their proposed maintenance management system

14. NIAS Facilities

Requirement Supplier Response14.1 NIAS shall, at no cost to the Service

Provider, provide the following

personnel, supplies and services throughout the duration of this Contract:

14.1.1 Medical Passengers and HEMS Crewmember. Paramedics, critical care practitioners and doctors in any combination deemed appropriate by NIAS on each operational mission.

14.1.2 Medical Supplies. All medicines and medical supplies/equipment required to be carried on board the Helicopters.

14.1.3 Patient Transfers. All facilities and personnel necessary to transfer Patients to and from the Helicopters at nominated hospitals.

14.1.4 Protective Clothing. All necessary protective clothing for NIAS personnel to be transported in the Helicopters, including overalls and footwear, provide details of the engineering staff that will be responsible for the maintenance of the aircraft, provide detail of how planned maintenance will be scheduled in order to provide minimum disruption to the service...

15. Management of the Service

Requirement Supplier Response15.1 NIAS Designated Officer. NIAS will

nominate a Designated Officer as its primary point of contact for all significant issues concerning the provision of the Service. For operational purposes, the responsibilities of the NIAS Designated Officer may be assigned to a nominated NIAS representative.

15.2 Tenderers should ‘(S)’ describe the method by which they would direct and manage day-to-day operations,

including the management of pilot stress, taking into account the geographical distance of the Operating Base from their senior management. This should include a list of current operations based at locations remote from their main base.

15.3 Tenderers should ‘(S)’ describe the role of the Operations Manager, Chief Pilot and Chief Training Captain (or equivalent post holders).

15.4 Service Provider’s Representative. The Service Provider shall designate a Chief Pilot to whom instructions and directions may be given by the NIAS Designated Officer (or the nominated NIAS representative) on all matters relating to flights and routine aspects of the Services.

15.5 Personnel. Tenderers should ‘(S)’ indicate the names and provide CVs of the individuals who will fill as many as possible of the following posts; the successful Service Provider shall supply similar details on appointments and replacements:

15.5.1 Operations Manager

15.5.2 Chief Training Captain

15.5.3 Chief Engineer

15.5.4 Senior AANI Pilot

15.5.5 Other AANI pilots

15.6 Liaison. The Service Provider will be required to attend or be represented at periodic and regular operational and contractual meetings and at meetings to give such advice and assistance as AANI & NIAS may reasonably require.

15.7 Reports. The Service Provider should ‘(S)’ render reports on the Services at such times and in such form as AANI may reasonably require. Specifically, the Service Provider shall submit a monthly report for the Operating Base and a summary for

the whole operation within five working days of the end of each month showing: 15.7.1 The day of the month.

15.7.2 The reason for each flight including landing locations collection point and destination should be indicated clearly for each event.

15.7.3 Task hours, training hours, PR hours, and Service Provider hours flown on each flight, specified and totalled for the month

15.7.4 The period of time within the Operating Hours when a Helicopter was not available each day at the base, totalled for the month.

15.7.5 Copies of the Primary and Secondary Helicopters’ technical log for the first and last days of the month, and for other days if specifically requested, to support the report.

16. Safety

Requirement Supplier Response16.1 Responsibility of the Pilot. The

safety of the helicopter and crew will remain the responsibility of the Pilot, as aircraft commander, and his decisions will be accepted by NIAS as overriding in the event that they impinge on the effectiveness of the operation including without limitation whether a mission should be undertaken, the manner of performing the mission, helicopter serviceability, acceptable load limits, routes, weather, flying and landing site conditions prevailing at the time.

16.2 The successful Service Provider will be required to submit a Safety Management System specific to this contract prior to commencing

operations, to review it annually, and to pass changes to AANI.

16.3 Tenderers must ‘(M)’ describe the processes and programmes they have in place for internal compliance management of operations and maintenance activities.

16.4 Tenderers must ‘(M)’ describe the processes and programmes they have in place for the encouragement of a safety ethos and for the management, reporting, investigation and resolution of safety matters. The Service Provider shall report any notifiable incident or accident involving the Helicopters to AANI, as well as meeting CAA/EASA requirements.

16.5 The Service Provider shall inform AANI of any incidents, accidents or other dangerous occurrences involving the Service Provider’s aircraft and those known to happen to other operators, the circumstances of which might have arisen in connection with the provision of the Services. The Service Provider and AANI shall then review whether any modifications to agreed procedures are required and if so, shall implement any such modifications accordingly.

17. Pilots

Requirement Supplier Response17.1 The Service Provider pilots must

‘(M)’ be qualified, appropriately licensed, have the relevant experience and be fully trained in dedicated HEMS and air ambulance operations.

17.2 Tenderers must ‘(M)’provide a copy of their Operations Manual extract which satisfies SPA.HEMS.130 (Crew Requirements).

17.3 Pilot availability shall be in

accordance with CAA (or subsequently EASA Sub-Part FTL) flight time and duty limitations.

17.4 In the event of the absence of a pilot, the Service Provider must ‘(M)’ provide a replacement pilot to maintain the Service. Tenderers must indicate the number of HEMS-trained pilots expected to be available to them at contract start date, and the number not expected to be committed to contracts who might be available as replacement pilots.

17.5 AANI reserves the right to reject a pilot whom they consider to be unsuitable for the duties.

17.6 Pilots are not to fly the Helicopters on AANI operations until they have completed an initial minimum role-training requirement at the Service Provider’s expense. Tenderers must ‘(M)’ state what this initial training will comprise.

17.7 Currency and role training and testing may be carried out using the Helicopters at the Service Provider’s expense.

18. Training for NIAS Personnel

Requirement Supplier Response18.1 HEMS Crewmember Flying

Training. Flights authorised by NIAS for training and assessing HEMS Crewmembers will be reimbursed as for operational missions.

18.2 Medical Training. All the medical aspects of the training of HEMS Crewmembers and Medical Passengers will be carried out by NIAS.

18.3 Flying Training. Tenderers must submit separate prices for training NIAS personnel as HEMS Crewmembers.

18.4 Standards. The Service Provider must ‘(M)’ bring to the attention of the NIAS Designated Officer any HEMS Crewmembers who are unable to achieve the required standards in training or to maintain those standards on missions, and shall propose additional training or withdrawal of the Crewmember as appropriate.

18.5 Training Policy. The Service Provider should ‘(S)’ provide and maintain a Training Policy covering all aspects of training for HEMS Crewmembers. Tenderers must provide a copy of the above policy with their tender submission.

18.6 Training Courses. The Service Provider tender must ‘(M)’ include:

18.6.1 Initial Helicopter Type Conversion/Familiarisation Training on the Helicopters for up to 10 HEMS Crewmembers, as nominated by NIAS, prior to the commencement of the Services.

18.6.4 Hospital Landing Site Managers. Should main hospitals within the NIAS operating area develop night landing sites, the Service Provider should provide training as required for their landing site managers to operate the sites safely at night.

The Bidder must demonstrate their capabilities with regards to the training requirements outlined above by providing details of the following:

Initial Helicopter Type conversion/ Familiarisation Training on the Helicopters for up to 10 HEMS Crewmembers (ref 18.6.1);

An approved course programme and student manuals, in accordance with Part-ORO Subpart TC (ref 18.6.2);

The proposed HEMS Crewmember Training Course (ref 18.6.2).

The proposed HEMS Crewmember Assessment and Continuation Training (ref 18.6.3);

Provide details of proposed system to provide administer and maintain HEMS Crewmember training records to ensure that all Crewmembers retain currency in core skills.

Provide information on any additional training courses that may be available.

19. Helicopter Equipment Fit

Requirement Supplier Response19.1 All Helicopters must ‘(M)’ be fitted

with one lightweight one-piece stretcher of a non-absorbent material with semi-recumbent head raised option. Preferably the stretcher should ‘(S)’ be of the Easy-Load type. HEMS clinicians must ‘(M)’ be able to load the stretcher into the Helicopter with a straight back, without twisting and with minimal lifting. Tenderers must state the type and provide a description of the

19.2 All Helicopters must ‘(M)’ be fitted with seats to provide two clinicians with optimum positioning for access to the stretcher patient from head to knees. All Helicopters should ‘(S)’ be fitted with seats to provide clinicians access to the stretcher Patient’s whole body.

19.3 All Helicopters must ‘(M)’ be fitted with a medical oxygen installation, which will be tested and replenished by NIAS comprising:

19.3.1 Three thousand litres of oxygen

19.3.2 Piping to two therapy outlets adjacent to the Patient, which must be accessible for periodic testing.

19.3.3 Contents and pressure gauges which are visible to a clinician in the cabin.

19.4 All Helicopters should ‘(S)’ be able to carry an incubator, secured for flight and connected to an appropriate helicopter power source. Tenderers should ‘(S)’state how this would be achieved.

19.5 All Helicopters must ‘(M)’ be fitted with equipment rails or stowages (and power sources where required) for the carriage and variable location of the following medical equipment which will be provided by NIAS; the stowage positions must allow the equipment to be operated normally by clinicians in flight and removed easily for use at the scene.

19.7 All Helicopters must ‘(M)’ be fitted with a sealed cabin floor to contain body fluids and to ease decontamination and control of infection. Tenderers must state the type and provide a description of the system.

19.8 All Helicopters must ‘(M)’ be fitted with a lockable storage cabinet with secondary internal lockable storage for stowage of controlled drugs as required by current UK legislation. Tenderers must describe the system.

19.9 All Helicopters must ‘(M)’ be fitted with patient compartment lighting and heating, and associated control panel.

19.10 All Helicopters must ‘(M)’ be fitted with fully switchable Pilot/HEMS Crewmember/Patient intercommunications system, allowing individual or group isolation.

19.11 All Helicopters must ‘(M)’ be provided with two headsets for use by Passengers and one for a Patient using a long-board head-block.

20. Charity Support

Requirement Supplier Response20.1 Positive public awareness is

essential to generating the necessary charity income on which the operation is dependent.

be tasked to undertake promotional activities and to maintain mission stand-by from the sites of promotional activities and the sites of events that are likely to require a HEMS service; the Service Provider will be expected to provide aviation advice on such activities and to seek the necessary CAA and similar clearances.

20.3 The technical and domestic accommodation at the Operating Base should be maintained such that visitors gain a good impression of the Charity and its helicopter operation.

20.4 The Bidder must demonstrate their commitment to the Charity Support requirements outlined above by providing details of the following:

The number of flying hours per year in Northern Ireland on the Helicopter free of charge for promotional activities.

How promotional activities will be undertaken whist maintaining mission stand-by from the sites of promotional activities and the sites of events that are likely to require a HEMS service;

How aviation advice on such activities will be provided and the necessary CAA and similar clearances, will be sought

How the technical and domestic accommodation at the Operating Base will be maintained;

How you will assist in the promotion of AANI through innovative means;

Communication plan specific to the implementation of the contract

Key items to be provided by AANI and NIAS to ensure successful implementation of the contract.
