REI is replying to the Mobile-Digital Video Recording Systems sections of IFB# 201900485.

environment • offering 24/7/365 Customer Support within the U.S. (not outsourced) • providing over 250 years of combined engineering experience • designing and engineering products with DVR’s that are backward compatible with previous

generations of equipment resulting in low total cost of ownership and an expanded product lifecycle

• being an ISO 9001:2015 certified company since 1999 REI’s response has purposely exceeded some of the requested pricing information so agencies within the State of North Carolina (State) may custom design the ideal video system build to fit their needs. The quote/build also includes optional accessories such as GPS (interfaced with Google Maps to show speed, location and route within the video), G-Force/Inertia Sensor (to help reduce wear and tear within the fleet by modifying drivers cornering, and hard start/stop behaviors), and Sensor Harness (to show exactly when brakes, stop arm or warning lights are engaged, doors are opened, etc.). Please note that REI’s DVRs also have two (2) Ethernet ports (front and back) for connectivity to an available port on an existing router. This setup allows for both live viewing and Wi-Fi downloading, as well as other wireless connectivity options.

12. Executive Summary REI has hand selected our HD5-1200 series digital video recorder (DVR) system for the State of North Carolina Mobile-Digital Video Recording Systems project. The DVR supports up to 12-cameras (8 AHD and 4 IP). REI cameras are shock resistant and support resolutions from 720p to 4K. The equipment is modular and includes ability to support added features in the future. Wireless (Wi-Fi) is included in the HD5-1200 to support wireless video downloading. REI Video Management Software (VMS) installed on any network computer supports access to all recorded videos as well as system configurations. The VMS software provides the ability to connect to remote vehicles and view live video through a cellular network connection.

When REI is selected, a Project Review meeting will be scheduled. The meeting will consist of introductions to the REI and the State teams. Topics of conversation will include requirements review, potential future needs discussion, and an installation support/training schedule.

REI will provide on-site training which will include an overview of equipment, VMS\ARMOR software, configuration and troubleshooting. REI will also provide system overview and training via webinars for refresher courses.

With a video surveillance platform, the audio and video footage belong to the State. It should be simple to find, retrieve, play, report, archive, and recall. The process should be simple enough that anyone could do it, yet it needs to be secure enough that only people with authorization can be allowed to utilize the platform. The audio/video and metadata records need to be authentic and unalterable – to maintain the utmost integrity level which may be needed for risk mitigation.

REI’s standard product warranty is three (3) years and an additional two (2) year warrant may be purchased. REI equipment and software platforms are still in the field after 15 years. What is vital to the effectiveness of this project is not just a warranty, but how much it is needed. Product breakdown can be disruptive to the operation.

The cost will be included in the warranty price. The State will ship each faulty component to REI, who will return a new or repaired component within one (1) week of originally receiving it.

16. Descriptive Information and Literature The following information comprises a break-down of each system. REI equipment meets/exceeds your requirements. The sub-sections below provide a high-level feature description of our proposed solution and note any exceptions or request for further clarification.

16.1 DVR REI has hand selected the HD5-1200 series mobile digital video recorder (DVR) system for the State application. The DVR supports up to twelve (12) 1080p HD cameras (8 Analog HD and 4 IP). The HD5 series DVR supports removable (hot-swappable) hard disk drives (HDD), solid state drives (SSD) and secure digital (SD) cards. HDD and SSD capacities are offered in 500GB, 1TB and 2TB. HDD and SSD are enclosed in a ruggedized metal remov-able tray to provide dampening from shock/ vibration, temperature protection and electrostatic discharge (ESD) safe handling. HD5 DVRs support SD memory cards. The SD interface is configurable between mirrored storage or event storage.

The REI HD5 series DVR supports cellular modems via an Ethernet (RJ45) connection on the rear of the DVR. REI has investigated using internal and external cellular modems and selected an external cellular modem solution due to future advancements in mobile telecommunications technology. In REI’s professional opinion, using an external cellular modem provides a low-risk option for our customers.

The HD5 series DVR includes internal power supply circuitry that exceeds most UPS manufacturers stray voltage suppression requirements. The REI engineering team prides themselves in designing a system that eliminates external equipment required by others in the market.

The DVR includes an internal web server which supports local and wireless connection to program DVR and camera settings. Camera adjustability includes resolution, frame rate, and quality. REI provides a software utility (Record Time Estimator – screen shot shown above) that estimates storage capacity based on storage available, camera settings and type of video recorded. The above example shows four (4) cameras recording at 720p, 15 fps @ 100% quality. A 1TB HDD will store 283 hours of video recording in sub-stream and 92 hours of main stream. The REI DVR system is configurable allowing North Carolina to adjust parameters to meet/exceed your video storage requirements. When REI is selected as your surveillance solution, we will assist your team to determine your requirements and optimize your record time.

REI also provides free access to our DVR Toolkit application, available from the Apple and Android stores. The application runs on mobile devices (phones/tablets – Apple/Android) and provides DVR programmability. While REI also offers an external 7” LCD monitor as an option, this application is suggested in lieu of an external monitor and mouse for programming.

16.2 Cameras REI cameras are shock resistant and support many standard resolutions (CIF up to and including 720p to 1080p). Internal cameras include adjustable gain microphones. Each camera is configurable within the DVR.

Searching is simple via the search option (image shown below). VMS provides the ability to capture images and save video footage. Images and video are easily saved to CD-ROM, DVD or USB memory. Building on the REI free Video Management Software (VMS), A.R.M.O.R. provides added and expanded features by automating the entire process to save time and money.

Through lot-based downloads, A.R.M.O.R. provides surveillance by completely automating video and fleet data. Utilizing a Wi-Fi equipped DVR, commercial access points, and/or a cellular router, video and metadata is transferred to a server when vehicles are started, returned to the lot, or at preconfigured times. REI will provide one (1) printed set of training manuals, installation manuals and system documentation and a compact disc with all files in electronic format (pdf). Video training for drivers showing views and troubleshooting notices shall also be provided.

19.4 General Specifications Background: The MDVR system shall support up to 4, 6 / 8, 12 /16 cameras and must be adaptable to cover different types of installations and vehicle manufacturers and lift configurations.

The objective of this technical scope of work is to state the processes and final product required. The Vendor shall provide information based on the minimum system requirements. The vendor shall supply all equipment, materials, labor, installation and training for a complete mobile digital video recording system (MDVR) on each vehicle.

19.9 Wireless Downloads Wireless downloads may be a requirement at some transit agencies. The surveillance systems shall be capable of wireless downloads of video/audio clips and shall at a minimum accomplish the following:


2.6.1 Video shall be capable of downloading in the parking yard by the transit system. YES NO

2.6.2 Downloading shall commence once the vehicle is physically on the facilities and shall require no assistance from operators or other personnel except to schedule a download. YES NO

2.6.3 Surveillance system in back office equipment shall include the necessary interface to schedule a download and store the downloaded video/audio. YES NO

2.6.4 Downloading of all video and audio channels shall be done simultaneously for a MDVR/vehicle. YES NO

2.6.5 Downloading system shall be able to accommodate a minimum of 10 vehicles at a time YES NO

2.6.6 Downloading time is a minimum of 1:1, one minute of video/audio on a vehicle shall download in one minute to the server. It is desired that all video and audio channels downloaded simultaneously. If video channels download individually, then the system shall be able to download all video channels automatically without operator assistance once scheduled.

2.6.7 Downloading shall be scheduled for the period time adjustable from 5 minutes to 45 minutes per downloaded segment. YES NO

2.6.8 Downloading shall be automatic for flagged alarms / events. YES NO

2.6.9 Downloading for video requested time period shall occur automatically the next time the vehicle is within download range. YES NO

2.6.10 Flagged video segments time shall be adjustable from 5 minutes to 20 minutes before the flagged alarm to 5 to 20 minutes after the flagged alarm. YES NO

2.6.11 Downloading system shall transmit all video/audio in an encrypted mode to prevent unauthorized use/viewing of video/audio. YES NO

2.6.12 Downloadable video clips shall be broken up into segments, 35 minutes to an hour segments are desired, length per clip. This is a flexible requirement. YES NO

2.6.13 Multiple video segments from same vehicle/same day may be required. YES NO

2.6.14 Vendor shall supply all on board vehicle equipment and provide specifications for the access points, base station computer/s and server base stations and equipment necessary for wireless downloads. Base computers and server for downloading and the storage of the downloaded videos are the transit agency responsibility.

2.7.1 Cost per unit (vehicle) for the wireless monitoring of the video of a vehicle from another vehicle (Supervisor vehicle) following the vehicle with a minimum range of 500 feet. This option includes live monitoring and downloading video clips while the vehicle is in service recording video images from all cameras using existing windows based mobile computers.

19.11 Training The following are optional equipment: The State reserves the right to award or not award these items.


2.8.1 The Vendor shall be responsible for training personnel in the proper use and operation of the system, viewing stations, setup, programming, downloading, troubleshooting and maintenance. Personnel that may be trained are Safety, Risk Manager, IT, Transportation Supervisors and Maintenance Technicians.

2.8.2 The schedule for training shall be agreed upon by the Vendor and each transit system. YES NO

2.8.3 The Vendor shall provide one (1) printed set of training manuals, installation manuals and system documentation and a compact disc with all files in electronic format (pdf). Video training for drivers showing views and troubleshooting notices shall also be provided.

19.12 Warranty


2.9.1 Vendor shall be responsible for providing any and all failed components within 2 business days of notification during the warranty period.

2.9.2 The installation work shall be warranted for a period of two (2) years. Any condition or problem found to be the cause of poor installation (loose or damaged parts) must be repaired by the Vendor at no additional cost.

2.9.3 The installed components shall remain in service, up and running with a minimum of failures. At no time during the installation and warranty period shall more than ten (10) percent of the total equipment installed be out of service for any reason. If 10 % of the equipment fails for similar defects during this period, then this shall be considered a fleet defect that shall require a fleet wide repair of the system to address the fleet defect

2.9.4 All items priced shall be under warranty and support for the first 36 months after acceptance. Warranty and support information must be included in detail and includes parts and labor. All warranty and repair work shall be done within the continental United States. 19.13 Installation


2.10.1 Installation times should be made available when it does not interfere with the transit system’s level of service. Installation may need to be scheduled during the hours of 6:30 p.m. through 5:30 a.m. Monday through Friday and 7:00 a.m. Saturday through 5:30 a.m. Monday morning.

2.10.2 Upon completion of each vehicle installation, the location and surrounding area of work shall be left clean and in a neat and unobstructed condition, with everything in satisfactory repair and order.
