INTRODUCTION

AnEmergencyResponsePlanfortheareabetweenGlengad,

Rossport,AughooseandBellanaboyhasbeendevelopedbyCorrib

facilitiesIrelandinconjunctionwiththeemergencyservices–An

GardaSíochána,HealthServicesExecutiveandMayoFireServices.

Itsetsoutstandardagreedproceduresforaneffectiveand

coordinatedresponseintheeventofanunplannedoremergency

incidentalongtheonshorepipelinerouteoratthelandfallvalve

installation.Thisplanwasdevelopedinaccordancewiththeexisting

plansoftheemergencyservicesforthelocalarea,andwassubjectto

theapprovaloftheemergencyservices.

The emergency services will have overall control at the scene of any incident along the route of the onshore pipeline or landfall valve installation.

Themobilisationoftheemergencyservicesmaybeinitiatedbythe

controlroomoperatorattheBellanaboyterminaloranymemberof

thepublicwhobecomesawareofanincident.


EXTERNAL EMERGENCY RESPONSE PLAN

This External Emergency Response Plan details the arrangements that

are in place for a coordinated emergency services response to any

incident along the route of the onshore pipeline or at the landfall valve

installation.

Itshowswheretrafficcordonswouldbeestablishedandhowthe

scenewouldbemanagedbytheemergencyservices.Pleasenotethat

thisdocumentisnotintendedtoreplicatethecontentsoftheExternal

EmergencyResponsePlan(ER)butinsteadprovidesanoverviewof

therelevantpointsoftheERplan.Acopyofthefullplanisavailable

ONSHORE PIPELINE

ROUTE OF THE ONSHORE PIPELINE

The onshore section of the Corrib gas pipeline commences at the

landfall valve installation and traverses the Glengad headland, in an

east-south-easterly direction for approximately 640m.

Thepipelinethenproceedsforapproximately4.9kminsidea

dedicatedtunnelwhichwaslaidbeneathSruwaddaconBay.

TheendofthetunnelissituatednearAughoose,wherethepipeline

routeturnsinaneasterlydirectionforapproximately900m,

traversinganareaofblanketbogandincludingacrossingofthe

Leenamoreriver.

Thepipelinethenentersanareaofforestedbog(approximately

2.2kmlong)whereitturnsinasoutherlydirection,atthecrossingof

theGlenamoytoGlengadRoad(L1202),beforecontinuingontothe

Bellanaboyterminal(seefigure1).

THE BELLANABOY BRIDGE GAS TERMINAL

The Bellanaboy Bridge Gas Terminal is one part of a larger

development which also includes the Corrib gas onshore pipeline, the

landfall valve installation, the offshore pipeline and subsea facilities.

Naturalgasistransportedtotheterminalfromthesubseaproduction

facilitiesviatheoffshoreandonshorepipelines.Gascontainssmall

amountsofwaterandcondensate,alight,diesel-likesubstance.The

terminalseparatesthesereservoirfluidsfromthegastoproduce

condensate,treatedwastewaterandexportqualitynaturalgas.

EMERGENCY SERVICES RESPONSE

COMMAND AND CONTROL ARRANGEMENTS

In the event of an emergency situation, command and control for dealing

with the event will be managed by the emergency services; An Garda

Síochána, Health Services Executive and Mayo Fire Services supported by

Vermilion operations staff.

PleaserefertotheOnshore Pipeline External Emergency Response Planforfurtherinformation.Cordonshavebeenidentifiedforthe

landfallvalveinstallationandonshorepipelineroutetoaidinthecontrol

ofemergencyservicesvehiclesandprivatemotorvehiclesintheevent

ofanincidentbeingdeclared.Thesearedescribedinfurtherdetailinthis

section.Membersofthepublicarerequestedtofollowthedirectionsof

emergencyservicespersonnel.

INNER CORDON

Forthelandfallvalveinstallation(LVI)theInner Cordonisdefined

bythedouble-fencelinearoundthelandfallvalveinstallation.Forthe

onshorepipeline,itisdependentonthelocationoftheincidentandthe

emergencyservicesrendezvouspoint(RVP)usedtorespondtothe

incident.TheaccesspointfortheInner CordonattheLVIistheentrance

tothelandfallvalveinstallationaccessroadfromthePullathomasto

BarnatraRoad(L1202)whichwillbemannedbyAnGardaSíochána.The

accesspointtoanonshorepipelineinnercordonwouldbedetermined

onacasebycasebasisdependingonthelocationoftheincident.

OUTER CORDON

AnOuter Cordonwillbesetupsoastosealoffanareaaroundthe

incidentscene.TheareabetweentheInner CordonandOuter Cordon

willbeusedbytheemergencyservicestoprovidesupporttopersonnel

withintheInner Cordon.TheOuter Cordonaccesspointswillbe

controlledbyAnGardaSíochána.


TRAFFIC CORDONS

TheTraffic CordonissimilartotheOuter Cordon.Thepurposeofthis

cordonistoensurefreepassageofemergencyresponsevehiclesto

andfromtheincidentsceneandtopreventcongestion.Thiscordon

willbemanagedbyAnGardaSíochána.Passagethroughanycordon

shouldbepermittedtoanymembersofthepublicwhocanshowthat

theyneedtopassthroughi.e.localresidentsetc.

RENDEZVOUS POINTS (RVPS)

A Rendezvous Point is the location to which all emergency services

responding to the incident are directed in the first instance. It is not an

assembly point for mustering members of the public.

AnGardaSíochánawillorganisetherendezvouspointsforthe

emergencyservicesvehicles&personnel.

Threerendezvouspointshavebeenidentifiedforthelandfallvalve

installationandonshorepipeline.

For any incident, only one rendezvous point will be used.

Thispointwillbeselectedbasedontheincidentdetailsandother

factorsincludingwinddirection.Intheeventofanemergencythe

controlroomoperator,whencontactingtheemergencyservices,will

directtheemergencyservicestoRVP1,2or3.

Toaidpersonnelrespondingtotheselocations,routesforeach

rendezvouspointhavebeenidentifiedanddetaileddirectionsare

providedtomembersoftheemergencyservices.

RENDEZVOUS POINT 1 TRAFFIC CORDONForthepurposesoftheonshorepipeline,thetrafficcordonfor

RendezvousPoint1wouldbethetriangleofroadsaroundtheterminal

sitemannedprimarilybyAnGardaSíochána(Figure1:points1,2,3

and5)

IftheneedarisesthiscouldbeextendedtotheBellanaboytoBangor

Road(L1204)toincludeAnGardaSiochanaatpoint4(Figure1)near

BangorErris.

Analternativetrafficcordon,ifrequired,canbearrangedalong

theBelmullettoBallycastleRoad(R314)leadingeastfromthesite

throughGlenamoyandonintoBallina(junctionwiththeN59Sligo

Road).ThiswillrequirethejunctionwiththeR315atBallycastletobe

mannedbyAnGardaSíochánainadditiontootherlocationsonthe

BelmullettoBallycastleRoad(R314)andSligoRoad(N59).

RENDEZVOUS POINT 2 TRAFFIC CORDON

There are 2 traffic cordons associated with Rendezvous Point 2.

Oneisthetriangleofroadsaroundtheterminalsitemannedprimarily

byAnGardaSíochánaatpoints1,2,3&5.

AsecondcordonhasbeenidentifiedtocoverthevicinityofRossport

mannedbyAnGardaSíochánaatpoints8,9and10.

HOW NEIGHBOURS WILL BE NOTIFIED OF AN INCIDENT

All dwellings within the immediate locality of the Bellanaboy terminal

have been invited to submit their contact details for entry into an

automated notification system, operated by Vermilion.

Residentswhohaveagreedtosubmittheircontactdetailswillreceivean

alert.Residentsinthesurroundingareawillreceiveinitialcontactviathe

notificationsystemfromtheBellanaboyterminalinformingthemof:

■■ Anyactionsthegeneralpublicshouldtake
