16 Installation - Installation & commissioning 1

1.1 The scope of work shall also include hardware and software items, accessories, devices, special tools required to make the IT Setup fully functional. Such additional items required shall be explicitly stated.

1.2 The bidder shall undertake the installation and commissioning tasks at Smart Card division, ITI Ltd. Palakkad.

1.3 Seamless integration of the Servers, Storage, UTM, Router, switches OS etc. meeting the required functionality is the responsibility of the bidder. The bidder shall provide necessary licenses and support for the same.

1.4 The Bidder shall provide maintenance support for service and spare parts for the warranty period of 3 years, at no extra cost.

1.5 All the cables to be drawn for the purpose of inter connection among various components including power cables and LAN cables are to be neatly laid and covered using suitable and descent conduit.

1.6 This work shall be in compliance with all applicable standards, statutory regulations and safety requirements in force of the date of award of this contract

1.7 The bidder shall also be responsible for deputing qualified personnel for installation, testing, commissioning and other services under his scope of work. All required tools and tackles for completing the scope of work is also the responsibility of the bidder

1.8 Cables must be tested after laying and connecting at both ends. The supplier shall bring all testing equipment. A test report shall be submitted after the completion of the work

1.9 All the cables, connectors, sockets, panel's etc. shall be labeled for identification purpose

1.10 Equipment furnished shall be complete in every respect with all mountings, fittings, fixtures and standard accessories normally provided with such equipment's and/or needed for erection, completion and safe operation of the equipment's as required by applicable codes though they may not have been specifically detailed in the technical specification, unless included in the list of exclusions

1.11 A documentation covering the details of equipments, its current configuration, installation procedure, network diagram, IP address table, list of licenses etc. need to be submitted after installation.

1.12 A single point of contact shall be provided for the networking and maintenance

2. General Information, Terms and Conditions

2.1 Total value of all items including installation and commissioning

charges will be considered for comparison, for ordering purpose. The bidder should quote for all items. Quote for partial items will not be considered.

2.3 All software licence need to be in the name of ITI Limited, Kanjikode West, Palakkad, Kerala.

2.4 The bidder need to attach all technical documentation/data sheets related to the offered items.

3. Techno commercial Eligibility

3.1 The Bidder must be a registered and reputed firm in India and should be operating in India for the last 2 (Two Years). The Certificate of incorporation or certificate of commencement of business shall be submitted.

3.2 The bidder should be an OEM or an authorised agent of the OEM of offered items. Authorised agents have to produce the certificate from the OEM in this regard.

3.3 The bidder should have sufficient technical manpower to execute the project. List of technical personnel with their experience profile shall be submitted along with the bid.

3.4 The bidder should have executed orders worth Rupees 10 lakhs towards supply and installation of Servers and storage in the last 2 years (cumulative). Documentary evidence of details of orders executed shall be submitted.

3.5 The bidder shall have office in Palakkad or nearby towns Coimbatore/Trichur/Cochin/Trivandrum/Kozhikode. Address of such office with contact details shall be submitted.

3.6 The bidder should have quoted for all items. Quote for partial items will not be considered.

3.7 All hardware and software item quoted shall be of latest model and version and are not declared as end of life products.

3.8 The bidder shall submit an undertaking from OEM that all equipments supplied are new and are not declared as end of life products.

3.9 Compliance statement to the specification shall be submitted along with the technical bid in the format as in Annexure B, for every line item as called for in the specification.

3.10 The bidder shall submit a statement of unconditional acceptance of full responsibility for executing the Scope of Work.

3.11 The specifications of offered items are to be submitted by OEM Documents.

3.12 Block diagram shall be submitted illustrating connections among different hardware components and layers.

3.13 The bidder shall submit copies of certificates for service tax registration no; Income tax Pan and sales tax no.

3.14 Earnest Money Deposit(EMD)

3.14.1 The vendor shall submit an EMD of Rs.50,000/-(Rupees Fifty

Thousand only) by way of Demand Draft from Nationalised /Scheduled Bank, drawn in favour of M/s.ITI Limited, payable at Palakkad. The EMD DD shall be attached in the Technical Bid.

MSMEs registered with National Small Industries Corporation Ltd., New Delhi and in respect of which competency certificates are issued by the corporation will be exempted from payment of EMD. Attested copies of certificates shall be attached.

3.14.2 The EMD of unsuccessful vendors, not meeting the general terms and conditions or techno-commercial eligibility will be returned within 30 days from the date of tender opening.

3.14.3 The EMD of successful bidder shall be discharged within 30 days after acceptance of purchase order and submission of performance bank guarantee for 10% of the Purchase Order value.

3.14.4 The EMD of all other unsuccessful bidders shall be discharged within 30 days from the price bid opening.

4 Bid Submission

The tender will be processed in Two Part Bid System (Techno-Commercial Bid and Price Bid)

4.1 Techno-Commercial Bid

4.1.1 The Techno-Commercial bid shall be submitted in a separate sealed envelope superscribing “Techno Commercial Bid”, indicating the enquiry referencePM486L022and due date19/01/2017.

4.1.2 The bidder should submit the techno commercial bid indicating clearly the make and model basic quantities, without price

4.1.3 The bidder shall submit the technical Bid as in Annexure A and a technical compliance statement as per format in Annexure B

4.1.5 Thebidder shall submit details and documents for meeting the eligibility conditions in clause 3.1 to 3.13.

4.1.6The EMD DD shall be attached in the Technical Bid.

4.2 Price Bid

4.2.1 The Price Bid as per the format at Annexure C shall be submitted in a separate sealed envelope, super scribing “Price Bid” indicating the enquiry reference PM486L022 and Due Date.19/01/2017.

4.2.2 The bidder should submit the price bid mention quantities and price against each item. Duties and Taxes shall be indicated against each line item.

4.2.3 Prices shall be indicated both in figures and in words for total value. 4.2.4 Prices shall be FOR AT OUR STORE(ITI Limited, Kanjikode) and shall

include all charges towards packing, forwarding, freight, transit insurance and unloading.

4.2.5 Bids shall remain valid for 120 days from the due date for submission of bids

4.2.6 The bidder who has quoted the lowest against the total of the prices mentioned at slnos.1 to 15 in Annexure-C will be considered as the L-1 bidder of the tender

4.3 Address for Bid Submission

Two sealed envelopes ie, (Techno-Commercial Bid and Price Bid) together should be put in a separate sealed envelope super scribing our enquiry Ref:PM486L022 and Due Date19/01/2017on the top. 4.3.1 Clarification on Bid documents

A prospective bidder, requiring any clarification on the Bid Documents shall notify the Tendering Agency in writing or by e-mail only at the Tendering Agency’s mailing address indicated in the invitation of Bid on or before the stipulated date. The Tendering Agency will respond in writing to any request for the clarification of the Bid Documents received within the schedule. Copies

of the query (without identifying the source) and clarifications by the Tendering Agency will be sent to all the prospective bidders who have asked for the clarifications. Clarifications shall be made available as a corrigendum in the Tendering Agency’s web site (itiltd-india.com) and National Portal (tenders.gov.in) also.

Adherence to delivery schedule is the essence of the contract. The bidder shall agree to deliver the materials as a single lot within 6-8 weeks from the date of Purchase Order. In the event of any delay in supply with respect to the agreed delivery schedule, liquidated damages will be recovered @ 0.5% per week of delay for first four weeks and 0.7% per week for every week of delay thereafter, or part thereof for the item delayed.Installation & Commissioning to be completed within 3 weeks after the supply of equipments

6. Payment Terms

6.1 90% payment will be made after 60 days of receipt, subject to successful installation and commissioning and acceptance. 6.2 10% payment after completion of warranty period. (or ) On completion of six months after commissioning and against submission of Performance Bank

Guarantee for a value of 10% of our Purchase Order covering the warranty period.

7. Warranty (Onsite Comprehensive)

Warranty of the complete OFC network shall be for a period of 3 years(onsite comprehensive) from the date of commissioning, acceptance and taking over. Any fault in the supplied system shall be made good within 48 hours from the time of intimation by ITI. Delay in rectifying the fault shall attract a penalty of 0.05% of the PO value per day of delay or part therof. The total penalty during the period of warranty will be adjusted with the PBG prior to the release of PBG. (PBG format as per Annexure-Dattached)

8. Assignment The bidder shall not assign any obligations of the purchase order either in full or part thereof to any other party, except under written consent by ITI. 9. Specifications

Wherever proprietary specification terms are given, equivalent open system standards and specifications are acceptable. In such cases, the bidder shall provide the offered specification in remarks Bidder can quote for items with higher specification . extension being granted to the said suppler or for any forbearance act or omission on the part of the

Company or any indulgence by the Company to the Supplier or by any such manner or thing whatsoever,

which, under the law relating to sureties would, but for this provision, have effect of so relieving us.

5. This guarantee will not be discharged due to the change in the constitution of the Bank or the Supplier.
