2 CITY OF RYDE PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).

5 WEST RYDE CENTRE PEDESTRIAN ACCESS AND MOBILITY PLAN 2017/18

The attached media article on ‘Keeping Watch on Safety’ relating to West Ryde appeared in the Northern District Times on 11 October 2017. Whilst this article focusses primarily on pedestrian safety from traffic and parking concerns in West Ryde, Council has a rolling program of centre based pedestrian accessibility and mobility improvements that have been in progress over the past 5 years and are continuing as new Pedestrian Accessibility and Mobility Plans (PAMPS) are developed. This work aims to improve the walking environment and improve connections across all of its centres to encourage greater use for all pedestrians and mobility levels. This program is being completed through the preparation and implementation of Centre specific PAMPS at the rate of 1 new centre based PAMP each year, with subsequent years for implementation. To date, PAMPS for Eastwood, Macquarie Park, Gladesville, Top Ryde, Cox’s Rd and Blenheim Rd Centres have been completed. This year PAMPS for West Ryde and Meadowbank West are being competed and both are currently on public exhibition. It is expected that both these PAMPS will be submitted to Council in November 2017. These PAMPS are not necessarily focused on pedestrian safety arising from traffic and parking issues however crash statistics for incidents involving pedestrians at roads within the study areas over a five year period between 2011 and 2015 are considered and the statistics are used, where possible, to recommend improvements to the walking environment and associated connections. In West Ryde for instance, there were 16 crashes over this period that involved pedestrians. Each of those incidents resulted in an injury ranging from minor to serious. No fatalities were recorded. Victoria Road experienced the highest number of recorded crashes with six accidents occurring along Victoria road within the study area. The high incidence of crashes involving pedestrians on Victoria Road highlights that there is potential for enhancement of pedestrian infrastructure along Victoria Road to improve pedestrian safety. The bus interchange at West Ryde Station has also been identified as presenting a significant challenge for pedestrians crossing the site to the West Ryde Town Centre. The draft West Ryde PAMP is recommending some high, medium and low priority treatments for consideration including upgrades or new pedestrian refuges and kerb blisters locations throughout the study area. Subject to adoption of the West Ryde PAMP, on-ground implementation works in West Ryde will be scheduled for next year.

A budget of $250k has been allocated in 2017/18 ($725k over the next 4 years) for the systematic implementation of PAMP works across all Centres in addition to alignment with other existing budget allocations relating to footpath and road renewal works to maximise benefits to the walking environment across Ryde.

On 9 October 2017, Council was formally notified by Tanya Davies MP, Minister for Women, that Council’s application for a Grant of $17,650 under the “Investing in Women Funding Program” was successful. This program is funded through Women’s NSW, NSW Government. Out of the 107 applications received The City of Ryde was one of only 10 applicants chosen as a recipient for this funding. (see attached letter) Council’s application called, The Women’s Empowerment Boot Camps Project, provides for 4 Boot Camps, which are to be delivered over a 12 month period and will cover a diverse range of issues affecting women within the Ryde LGA. The Women’s Empowerment Boot Camp Project will consist of the following activities:

• August 2017 – STEM Careers • November 2017 – Women’s Security and Independence • March 2018 – Women in Leadership • May 2018 – Women in Small business

These project activities facilitate interactive learning, skill development and networking for women and will be supported by a range of project partners that include, larger and small scale employers, government agencies, community support services, community networks and chambers of commerce. These Boot Camps are designed to create a sustainable and supportive community of practice for women addressing women’s financial security and independence, women in small business, STEM careers and women in leadership roles. The first Boot Camp called the STEM Careers Boot Camp was held on 28 August 2017. The second Boot Camp, The Secure, Independent and Ready Women’s Forum will be held at the West Ryde Community Hall on 29 November 2017. This Forum will consist of guest speaker, panelists Q&A and service provider information stalls. A further update on the remaining Boot Camps will be provided to Councillors closer to the date.

7 RYDE LIBRARY - ONE MILLION AND COUNTING

Ryde Library Service achieved the significant milestone of exceeding one million visitors in the 2016/2017 financial year with an annual door count of 1,017,089. The March to a Million promotional campaign that was rolled out leveraged messages to our community about the value of Library services and in particular that “The Best Things in Life are Free”. The March to a Million campaign built awareness of the Library services, collections and programs and increased community engagement. Reaching over a million visitors in a financial year has placed Ryde Library Service in an elite group of six Local Government Areas that includes Blacktown, Sydney City,

Richmond/Tweed, The Hills and Newcastle. City of Ryde is the smallest Local Government Area Public Library Service (by population) to reach one million visitors in a financial year. We are continuing the journey with our community with a new “One Million and Counting” promotional message that highlights why over a million visitors use Ryde Library Service. The visitor statistics for the first quarter of 2017/18 of 270,043 are strong and, coupled with healthy results for program attendance, WiFi logins, and e-collection loans, we are off to a flying start. The recently released 2015/16 statistics for public libraries from the State Library NSW show, on a per capita basis, for e-Loans that Ryde Library Service ranks first out of 40 metropolitan public libraries for this collection and again is performing well above benchmarks for visits, loans, events and Public PC and WiFi usage.

8 MEDIA ARTICLE - BEACH AT PUTNEY

The attached media article titled ‘Point Fake – Beach life on the river’ appeared in the NDT on 11 October 2017.

This update is provided to clarify the work of the Parramatta River Catchment Group (PRCG) who are facilitating the Parramatta River ‘Swimmable 2025’ campaign and whose work is related to this article.

Council has been working as an integral member of the PRCG since 2012 towards measures to improve water quality, public amenity along the river and most recently towards the Parramatta River ‘Swimmable 2025’ campaign.

Three locations inside Ryde were selected by community vote for Council to consider as potential swim sites into the future. These included Putney Park, Kissing Point Park and Meadowbank Park (where the historical baths existed).

A feasibility analysis of all the sites is underway including considerations around parking, shading, safe entry to water for interaction, water quality and general amenity proximity.

From various site assessments and scientific studies conducted at the sites, the original riverside pool site at Meadowbank was ruled out due to elevated dioxin levels and proximity to historical sites of pollution occurrences.

Investigations at the other two sites are continuing.

The PRCG is currently working on Masterplan for the whole river system and is conducting water quality improvements, monitoring and sediment testing in the area to assess all of the community selected sites across the whole River system including sites within the Ryde LGA. This work requires significant time to collect and collate data to provide an indicative snapshot into current river health.

Council has been working with the PRCG to host community stakeholder workshops to gauge interest in the nominated potential sites and proposed options. This process continues and is integral to the whole plan for a ‘Swimmable 2025’ River Plan.

9 PROPOSED TRAFFIC CHANGES TO FACILITATE WASTE COLLECTION IN THE CITY OF RYDE

Due to continuing population growth and developments across the City of Ryde, Council’s waste collection contractor is currently experiencing difficulties in either accessing narrow streets, or manoeuvring within the turning areas of cul-de-sacs. Council in the past had implemented parking restrictions to improve access for waste collection vehicles on an ad-hoc basis along one side of an identified narrow street and the turning area of a cul-de-sacs as being signposted “No Parking 5am – 11am Tuesday” to facilitate this essential service. However with the increase in population, car ownership and limited gaps for vehicles to pass between parked vehicles, the ability for large vehicles to navigate through narrow street is significantly compromised. In some instances the waste contractor has physically been unable to service some streets due to cars being parked on both sides of the road, while in others, it has been forced to reverse back down narrow streets due to resident cars being parked in the turning areas. As a result of additional truck manoeuvring, there are WH&S issues, additional noise, and potential vehicle damage issues (wing mirrors being broken). Council staff, in association with Council’s waste collection contractor, has reviewed over 140 locations within the Ryde LGA that were narrow and could cause access difficulties for waste vehicles. The Traffic team has rationalised the number of streets under consideration to around 50 streets following in-depth onsite investigations. The first stage covers 14 Streets, which are listed below:

Beazley Street, Ryde Blair, Orr and Linsley Streets, Gladesville Clare Street, Gladesville Farm Street, Gladesville Griffiths Ave and Forsyth Street, West Ryde Hancott Street, Ryde Hatton Street, Ryde Jones Street, Ryde Monash Road, Kim Street and Leawill Place, Gladesville

Traffic staff also identified which side of the street would have the least impact to resident parking, and thus nominated these as the preferred location for the temporary parking restrictions. Council staff has begun the resident consultation process where letters are sent to all residents on affected streets explaining the situation as to why these temporary parking restrictions are required. Residents are invited to respond to the proposed changes and survey responses are being collected through Council’s webpage with a
