UNDERSTANDING STATE AND FEDERAL FIREARMS DISQUALIFICATIONS, 2015 The Michigan Department of State Police Firearms Records Unit has scheduled the following training classes for agencies and staff issuing Licenses to Purchase, for officials making policy decisions regarding License to Purchase, and property officers in determining eligibility for the release of firearms. The class is a Michigan Commission on Law Enforcement Standards (MCOLES) recognized program and discusses the Brady Handgun Violence Prevention Act, the Michigan Firearms Act of 1927, as amended, and how these laws impact an individual’s ability to obtain a License to Purchase. State and federal factors to consider in denying a License to Purchase are discussed in depth. The latest requirements and restrictions for conducting National Instant Criminal Background Check System (NICS) verifications are reviewed, as well as the restoration of a convicted felon’s firearms rights. These classes will also focus on drug disqualifications, domestic violence, denials and appeals, along with procedural and legislative updates. There is no charge for this training session. AMBUSH SURVIVAL TRAINING & ACTIVE SHOOTER UPDATE

INSTRUCTOR: Joseph (“Little Joe”) Ferrera – Sergeant, Southfield Police Department (retired) is a certified instructor in several use-of-force disciplines from verbal skills to firearms. He is also a staff instructor at the Oakland Police Academy in Auburn Hills, Michigan, a Subject Matter Expert/Instructor Trainer for the Michigan Commission on Law Enforcement Standards (MCOLES) and member of the commission’s team tasked to rework the State’s police academy standards for Defensive Tactics. Joe currently serves as a court approved expert witness for police departments/ municipalities involved in litigation regarding use of force cases. COURSE DESCRIPTION: The course defines the types of ambush situations officers have encountered over a ten year period based on FBI / Law Enforcement Officers Killed or Assaulted (LEOKA) research. BASIC BLOODSTAIN PATTERN RECOGNITION AND DOCUMENTATION

INSTRUCTOR: Jennifer Dillon, forensic scientist, Michigan State Police. She currently works in the Biology Unit, has previous experience in the Trace Evidence Unit, and actively participates in crime scene processing including bloodstain pattern analysis. She is a member of the Midwestern Association of Forensic Scientists where she served as the Crime Scene Section Coordinator from 2008-2012, American Academy of Forensic Sciences, International Association of Bloodstain Pattern Analysts, and the American Society of Trace Evidence Examiners. COURSE DESCRIPTION: This course will provide an introduction to bloodstain pattern recognition and documentation. The investigator will leave this course with an understanding of how bloodstain pattern analysis can be used in crime scene reconstruction. An emphasis will be placed on recognizing patterns and documenting them properly through photography to ensure proper analysis through photographs at a later date. Recognizing when a qualified bloodstain analyst should be consulted will also be discussed. This IS NOT an all-inclusive pattern course and does not satisfy the requirements of a basic course, which requires 40 hours. Non-Destructive Entry for Police Personnel MCOLES 302 funding registered

Why use Non-Destructive Entry (NDE)? NDE offers an alternate option to a forced entry. Techniques such as lock picking can allow patrol officers, supervisors, command officers, detectives, surveillance/narcotic officers and special response/SWAT teams a covert and non-destructive entry method. NDE can be appropriate and helpful for welfare checks, community caretaker functions, suspicious circumstances, search warrants, a tactical option, or even a home lockout. Forced entry is the most expensive and least efficient method of entry, and is not always necessary. With forced entry, there are significant costs of repair or replacement of a smashed door, broken lock and split door frame, all of which costs several hundred dollars to well over $1,000, not to mention officer time waiting for board up or repair crews, litigation and loss of goodwill. BASIC COURSE: This 2-day course will introduce participants to the core basics of non-destructive entry, including lock-picking techniques, bumping, and bypass methods over a 2-day course with more than 200 locks. The course will cover Michigan law and Federal law and legal theories used against police supervisors and their agencies.
