Segment Descriptions: This procurement was conducted in two segments. Each Segment operates within its own respective terms and conditions, and with its own independent pricing structure. 1. Segment A was the result of a competitive procurement using the

Washington State templates under the rules established by RCW 43.19. It is a specialized award tailored to meet the needs of agencies that house citizens. These locations have special security and system requirements. Segment A is only available to Department of Corrections (DOC), Department of Social Health Services (DSHS), schools, and similar public entities outside state government. Segment A was awarded to three Contractors.

2. Segment B was created as a result of a participating addendum, accessing a Western States Contracting Alliance (WSCA) award for similar work. Segment B is available to all agencies. Segment B was awarded to one Contractor.

Provided that an agency subsequently notifies the Office of State Procurement (OSP) contract administrator that the pricing is less costly for such goods or services than the price from the state contractor.If the non-contract supplier's pricing is less, the state contractor shall be given the opportunity by the state agency to at least meet the non-contractor's price. and State of Oregon Cooperative Purchasing Program (DASCPP/ORCPP) listings published and updated periodically by OSP and DAS may purchase from this contract. It is the contractor’s responsibility to verify membership of these organizations prior to processing orders received under this contract. IV. Contract Terms: This Document includes by reference all terms and conditions published in the original Invitation for Bid (IFB).

SPECIAL CONDITIONS: 1. The Segment A award of this contract is made to those vendors that were successful in the

competition for the original 13 institutions listed in solicitation. Each awarded vendor will be assigned the locations they won in the original process. Additional locations will be added using the process described below and in Section of the 7.7- Changes, of the Contract. Each awarded vendor will have equal and full access to all new Segment A opportunities, as they arise. Should any of the original assignments prove unacceptable, the customers will be free to select any of the remaining Segment A awarded vendors to meet their needs.

2. To add new locations to Segment A, perspective customers need to prepare a statement of work. The statement of work needs to include information including specifications similar to the original solicitation. Each awarded Contractor will have equal and full access to all new Segment A opportunities, as they arise. The statement of work needs to be sent to the Contract Administrator for prior approval allowing 30 days for consideration. Contractors will need to respond with reference to the Contract award showing how the proposed pricing is similar to that bid and awarded. Once a satisfactory proposal is received, and approved by the Contracts Administrator, the facility and its pricing will be added to the Contract. The Contracts Administrator will maintain a list of all locations and attach them to the Current Contract Information (CCI).

3. Contractors must successfully pass a background check in order to obtain access to Department of Corrections (DOC) facilities/buildings. Therefore, Vendors must submit personal information to provide adequate time for completion of a background check. This background check must be done for every individual who will be visiting the facility/building. Vendors must submit the required attached form 72 hours prior to the visit. Background information needs to be sent to the appropriate contact at for each facility listed in the attached Specifications.

4. Contractors must provide Sales and Subcontractor Reports to the Office of State Procurement on a quarterly basis in the electronic format provided by the Office of State Procurement at: https://fortress.wa.gov/ga/apps/CSR/Login.aspx. Reports must be submitted within thirty (30) days after the end of the calendar quarter; i.e., no later than April 30th, July 31st, October 31st, and January 31st.

5. Upon completion of testing, Vendors will provide the facility, and if required to, the State and local authorities with documentation as to the results of the tests.

WSCA Fire Suppression Services Contract Information

To use the services of this contract, contact one of the regional representatives listed above.

The State of Nevada is the lead for this WSCA goods and services contract for Fire Suppression Services. After conducting a multi-state competitive procurement, SimplexGrinnell received the contract award on November 1, 2007.

The State of Washington has done a Participating Addendum that allows us to access certain portions of this contract*, and our start date is October 1, 2008.

SCOPE OF WORKFire Extinguisher Service:

Hydrostatic testing of carbon dioxide, wet chemical and foam fire extinguishers on an as needed basis;

Provide State with a receipt for all services performed; Fire extinguishers that were inspected must have a fire

inspection tag; Compliance with N.F.P.A. Standards and State Fire Marshal

Codes; All work to be completed in a timely and professional manner;

and All services will be conducted by a State Certified Technician

Fire Alarm Systems: Inspections to include complete testing of all smoke detectors

and pull stations; Inspect fuses, lamps, LED’s, control equipment; Provide State with test report following each quarterly service; Compliance with N.F.P.A. Standards and State Fire Marshal

Codes; All work to be completed in a timely and professional manner;

and All services will be conducted by a State Certified Technicians.

Fire Sprinkler Systems: Inspections to include alarm devices, hose connections, hose

racks, fire department connections; Ensure all facilities are in compliance with all existing rules and

regulations; Compliance with N.F.P.A. Standards and State Fire Marshal

Codes; All work to be completed in a timely and professional manner;

and All services will be conducted by a State Certified Technicians.
