Explosions – Boston MA, April 15
Boston, MA
Overview:
• April 15, 2:50 pm EDT, two explosions occurred near finish line of Boston
Marathon
▲ 3 confirmed fatalities; MA EOC reports 176 injured and hospitalized; other
agencies reporting higher number of injured
Critical Infrastructure Impact:
• Boston Logan Airport open but remains on heightened security
• Boston Metro resumed service on all lines, with exception of Copley Station
State/Local Response:
▲ MA EOC returned to Level III (Partial Activation) at 7:00 a.m. EDT
▲ MA National Guard remains on site with 2 Civil Support Teams
▲ All shelters have closed (MEMA)
▲ NJ and MD EOCs returned to normal operations; TN EOC remains activated at
Level IV (Localized Emergency/Enhanced; monitoring only) in response to
explosions

Explosion – Boston MA, April 15 Federal Response - FEMA:
▲ Region I RRCC transitioned to Level III (Virtual RRCC continues)
• LNOs deployed to MA EOC
▲ Region I IMAT returned to Portsmouth, New Hampshire JFO
▲ US&R MA-TF1 available for deployment; supplied non-FEMA equipment to Boston law enforcement
• US&R LNOs deployed to MA EOC
• NRCC not activated
▲ NWC returned to Normal Operations at 5:00 p.m. EDT on April 16
▲ National IMAT White stood down
• No additional requests for FEMA assistance
Other Federal Response:
▲ Temporary flight restrictions remain in place in a radius of 1 nautical mile and from surface up to 2,000
feet
▲ National Targeting Center scrubbing all outbound flights from Boston and JFK for National security
reasons
• FBI is lead agency working together with Boston Joint Terrorism Task Force
▲ Port of Boston remains at modified maritime security (MARSEC) Level II

Spring Flood Season ‘13 - Update Overview
• Red River of the North remains primary area at risk for major flooding
• Souris River Basin seeing moderate flooding due to releases from
Lake Darling (done in anticipation of future Canadian releases)
• Other basins at normal/below normal risk for major flooding
• Upstream releases for Souris lowered slightly, but minor to moderate
flooding will continue at downstream locations
Red River of the North – Current Situation
• Snow Water Equivalent of 6-8 inches in the southern Red River
Valley – at or above 4 inches in most Souris River Basin and
throughout the Red River Valley
• Snowfall possible in the southern Valley today-tomorrow
• Any significant river response due to Spring melt will be this weekend
or early next week at the earliest
• While below normal temps and normal precipitation is currently
forecast by CPC, models are showing potential for more significant
warm-up in the April 25-27 timeframe
