    The Colombo bourse commenced trading with relatively slow paced

    activity, with turnover being fuelled by large off-market deals in

    bluechips. The ASPI fluctuated within 5,756.64 points (+10 points) and

    5,736.25 points (-10 points) before settling broadly flat at 5,750.24 points.

    Nearly one counter dipped with each one that gained reflecting

    significant positive contributions from Ceylon Tobacco Company

    (+2.7%), John Keells Holdings (+0.6%), Commercial Leasing and Finance

    (+2.6%)and Chevron Lubricants (+1.8%). The S&P SL20 index which was

    added on to the main trading screen in place of the MPI traced a

    similar trading pattern as the ASPI as it closed with a marginal dip at3,134.32 points.

    The Banking and Finance sector with its promising potential in terms of

    valuations grabbed the investor eye as Commercial Bank, Sampath

    Bank and Central Finance saw interest further picking up. The former

    spearheaded the days turnover backed by four large off-board deals

    accumulating to c. 2.1 mn shares which were transacted at LKR105.0

    while it added two on-board blocks of 105.5k shares at the same price.

    The counter which traded at a peak of LKR105.90 closed flat at

    LKR105.0.Central Finance denoted interest weighing heavier on the buying side

    with c.108k shares being picked on board at its intra-day high of

    LKR180.0 before it settled with a 1.9% gain at the same price. Sampath

    Bank regained momentum during the latter trading hours as it edged

    up to the top turnover slot after a block of c.91k shares traded at

    LKR205.0. Thereafter the counter appreciated 2.2% to touch LKR205.5.

    John keels Holdings was noted as a significant positive contributor to

    the index while it depicted notable on-board interest coupled with two

    crossings totaling 450k shares at LKR225.0. Its price appreciated to

    LKR224.5 (+0.7%) before it closed at LKR224.30.S&P caliber players; Ceylon Tobacco, Distilleries and Chevron

    Lubricants touched new 52-week high levels today with each touching

    LKR875.0 (+2.7%), LKR181.0 (+0.4%) and LKR223.9 (+4.1%). The latter

    encountered a block of c.48k shares which traded at LKR220.0 after

    which it touched its new 52-week peak before closing with a gain of

    1.8% at LKR218.9.

    Large deals in Dialog Axiata persisted as several large on-board blocks

    were traded at LKR8.3 at which the counter closed flat for the day.

    Retail activity stepped on a low note however penny stocks Panasian

    Power and Free Lanka Capital Holdings gathered notable interest

    before both closed flat at LKR3.0 and LKR2.6 respectively.European Stock-Index Futures Fall on US Debt Ceiling: European stocks

    were little changed as concern grew about the US debt ceiling, and a

    report showed Germanys economy expanded slower than expected

    last year. The Stoxx Europe 600 Index declined 0.1% to 285.62 at 9:06

    a.m. in London.Oil Trades Near Highest in Four Months on Colder Weather: Oil traded

    near the highest level in almost four months in New York before reports

    that may show the economy recovering in the US and as lowertemperatures buoy demand for heating fuels. Crude for February

    delivery was at USD94.24 a barrel, up 10 cents, in electronic trading on

    the New York Mercantile Exchange at 9:16 a.m. London time.

    Sri Lanka's bank credit to business, state grows in November: Sri Lanka's commercial banks loaned LKR24.1bn to business in November 2012, with the state also borrowing another LKR18.8 bn, official data showed.

    Credit to private business rose 20.7% to LKR2,348.5 bn in November 2012 from a year earlier, Central Bank

    data showed. Rupee denominated loans rose LKR25.8 bn to LKR2,157.8 bn while loans from dollar books fell

    to LKR190.7 bn from LKR192.5 bn in October. In October private businesses borrowed LKR25.9 bn fromcommercial banks amid a net contraction in state credit. In November credit to state expanded LKR18.8 bn

    against a LKR9.7 bn contraction in October led by state enterprises. Loans to state enterprises picked LKR6.5

    bn to LKR261.1 bn in November with rupee denominated loans rising from LKR184.6 bn to LKR188.8 bn.

    Central Bank credit to government (printed money) also rose LKR10 bn to LKR330 bn. Total credit from the

    commercial banking system including central bank credit was LKR42.9 bn in November, in line with the levels

    seen before June 2011 before a balance of payments crisis was triggered.

    Sri Lanka imports fish from China for canning, more factories ahead: Sri Lanka is to set up another plant tocan fish while existing tax protected factories are importing raw fish from China to prevent extinction of

    some species, a media report said. Sri Lanka's The Sunday Times newspaper said a new factory was plannedwith possible Chinese investment in Galle in addition to existing ones in Galle itself, Peliyagoda, and Mundala

    in Puttalam. The newspaper quoted fisheries minister Rajitha Senarathne as saying that newly established

    canneries in Galle and Puttalam were importing fish from China as the local catch was not sufficient. Linna

    and mackerel species are used for canning. Fishermen have been asked to limit their catch of Linna to

    protect it from extinction, the report said. Sri Lanka is said to be spending LKR5.2 bn a year to import canned

    fish. Canned fish used to be a cheaper source of protein for the poor and construction workers until the

    state jacked up import duties. A tax-arbitraging canning industry is emerging under autarkist policies

    pursued by the state at the expense of higher cost foods for the people. A tax-arbitraging enterprise is set up

    to produce a good in order to channel the taxes that would have gone to the state as imported duty into

    itself as profits. The Sunday Times newspaper said the state hoped to increase domestic production of

    canned fish to two thirds soon. Sri Lanka is said to consume 120,000 tins of canned fish a day and threeplants with capacity to produce 50,000 tins a day has been set up. The state was expecting to boost

    domestic production to meet the entire requirement of canned fish domestically by 2016. Sri Lanka was also

    hoping to export canned fish, the fisheries minister was quoted as saying. However import duty on canned

    fish has been increased to LKR75 and it was not clear how local production will be competitive in

    international markets when the domestic market itself is protected give tax-arbitrage profits.

    Sri Lanka to buy oil from PetroChina: Sri Lanka's state-run Ceylon Petroleum is to buy refined petroleumproducts from PetroChina International (Singapore) Pte Ltd, according to a deal that has received cabinet

    approval. The state information office said the term tender would be for combined cargo and would run for

    six months from Dec 2012 to May 31, 2013. Sri Lanka is expected to get 180 days credit from the companywith 30 days grace for gas oil gasoline and aviation fuel. Sri Lanka has been importing greater volumes of

    refined petroleum from multiple sources after crude supplies from Iran were reduced due to US sanctions.

    State-run CPC also started importing from PetroVietnam's Singapore based trading arm from last year.

    Customs to go fully online; poised to handle USD30 bn trade: Sri Lanka Customs is set to go fully online fromend March 2013, with the implementation of latest version of Automated System for Customs Data, widely

    known as ASYCUDA World, according to the Treasury Secretary. Once completed, the Air Cargo terminal

    will also see its activities automated for the first time, a process started in November 2011 with sea cargo

    now being fully cleared electronically. With ASYCUDA World, our Customs is going to manage international

    trade to the value of USD30 bn and will facilitate one million tourist arrivals. Besides, the Customs will begeared to co-ordinate the activities of the countrys three free ports (Colombo, Htota & Trincomalee) which

    enable transshipments and other value additions similar to that of Singapore and Hong Kong , said Dr. P.B.

    Jayasundera. Meanwhile a top Customs official who did not want to be quoted told Mirror Business that full

    implementation of ASYCUDA World would only be possible if the required network infrastructure could be

    sourced from the private sector network providers who are currently in the process of upgrading their own

    networks to support the bigger bandwidths required by ASYCUDA World. Dr. Jayasundera speaking of the

    transition said, ASYCUDA World is a dream coming true, despite some teething problems during

    implementation and it is going to be the best Customs office in the region. Going forward, I am equally

    optimistic the department will transform in to a more customer-friendly organization, added Dr.

    Jayasundera. E-Customs, a step toward promoting E-Governance where digital interactions between the

    government and the businesses (apart from citizens) will facilitate and improve the calculation, collect andaccount Customs duties and other charges related to Customs operations, speed-up the clearance of goods

    and prevent smuggling and provide the Customs management with timely and accurate information. Since

    implementation of 2.6 version of ASYCUDA way back in 1994, Sri Lanka Customs upgraded the system to

    ASYCUDA++ in 1998 before opting to the latest version, ASYCUDA World which enables virtually all Customs

    functions to be automated (paperless) ruling out physical presence at the department by the traders.

    However, despite conducting many training sessions for traders amongst the other facilitations to

    familiarize the system, we still find some traders walking to the department for their cusdec clearance, the

    official said. The ASYCUDA is a program by UNCTAD with no cost directed at reforming the Customs

    clearance process of member countries. However the cost of people training and the software customization

    based on the national needs is borne by the member country.

    Kingsbury Hotel opens after LKR2.2 bn overhaul: Hayleys [HAYL: LKR296.0]had further invested over LKR1bn to add more rooms and other facilities to the Kingsbury Hotel in Colombo. The comprehensively

    refurbished five star hotel which hosted the first function last month also welcomed their first guest,

    yesterday. The hotel which was earlier known as Ceylon Intercontinental after an acquisition by the Hayleys

    group three years ago went through a complete overhaul of the property with an investment of LKR1.2 bn.

    Under the new plan we have further invested a further LKR1 bnand the property would be completed by

    next March, said Director Sales and Marketing, Harsha Samaranayake. He said that they did several changes

    after the initial planning to the property and has decided to build a new infinity swimming pool, sky bar,

    restaurant and add more facilities. He said that currently 57 rooms would be in operation in two floors and

    every week they would complete more rooms. All rooms would be ready by next month. The hotel wouldalso offer one of the biggest banquet facilities with the main ball room catering to 550 guests. The

    management had also invested over LKR7 mn to import special furniture and other equipment from Ireland

    to set up the special Irish pub. The very first room guest at the Kingsbury received a warm welcome from

    Mohan Pandithage, Chairman Hayleys, Otto M Stohl, CEO of The Kingsbury and other hotel associates

    yesterday. To recognize this momentous occasion Storm was hosted to morning refreshments and a lunch at

    Italy to invest in Lanka tourism: Dr. Luis Durnwalder President of Bolzano, South Tyrol, Italy, has expressedhis intention to invest six million dollars to establish a Tourism Centre in Sri Lanka to promote tourism in the

    island. He said this when an Italian delegation met Economic Development Minister Basil Rajapaksa at his

    ministry office. The delegation will explore the facilities available here for investments in the area. Dr.

    Durnwalder welcoming the steps Lanka had taken for tourism promotion said that the country had all

    facilities tourists need. He made a special note of the progress in the road network. When tourism develops

    many foreign students are bound to visit the country, he predicted. Durnwalder and his team had visitedseveral places to select the best location to establish a tourism centre in the island. Minister Basil Rajapaksa

    stressed the need for introducing new courses for students in the field of tourism and said the government

    has taken the responsibility of building infrastructure, hotels, providing food and security for tourists. He

    said that providing accommodation for tourists in private homes had also become popular among locals. He

    also briefed the Italian visitors on the governments development policy and the Divi Neguma national

    programme aimed at eradicating poverty in the country. Drawing attention to the completion of the

    Southern Expressway, he told the visitors that the Northern Expressway and the Colombo-Katunayake

    Expressway were already under construction. Minister Rajapaksa added that Sri Lanka was now focusing on

    generating electricity through solar power and bio-gas since hydro-electricity was not enough to meet the

    countrys power requirements.

    German Growth Slowed as Debt Crisis Dampened Investment: Germanys economy, Europes largest,probably shrank in the final quarter of 2012 as the sovereign debt crisis and weaker global growth damped

    exports and company investment. Gross domestic product may have dropped as much as 0.5% from the

    third quarter, the Federal Statistics Office in Wiesbaden said today in a preliminary estimate. In 2012, growth

    slowed to 0.7% from 3% in 2011, it said. Economists forecast expansion of 0.8% for last year, according to

    the median of 28 estimates in a Bloomberg News survey. Germany posted a budget surplus of 0.1% of GDP,

    the first since 2007 and up from a deficit of 0.8% in 2011. While todays fourth-quarter estimate leaves

    Germany on the brink of recession, the Bundesbank predicts the economy will stabilize and avoid twoconsecutive periods of contraction even as the debt crisis curbs growth across the euro region. Latest data

    suggest confidence is improving, and European Central Bank President Mario Draghi last week expressed

    optimism that the 17- nation euro economy will return to health later this year. The German economys

    performance last year is still a remarkable one despite the weakness in the fourth quarter, said Andreas

    Rees, Chief Germany Economist at UniCredit Research in Munich. Both companies and consumers managed

    to hold their ground in turbulent times, especially in the first half of 2012 when euro-zone break-up fears on

    financial markets were looming high.

    Draghis Bond Rally Masks Debt Doom Loop Trapping Spain: The bond rally that has sent Spanish borrowingcosts to 10-month lows has distracted attention from the nations growing debt pile. Spains budget deficitprobably exceeded 9% for a fourth year in 2012 as Europes highest unemployment rate, a third recession in

    four years and the cost of bailing out its banks offset almost all of the governments EUR62 bn (USD83 bn) of

    spending cuts and tax increases, according to Economists at Societe Generale SA (GLE), Lombard Street

    Research and the Madrid-based Applied Economic Research Foundation. Total debt will reach 97% of gross

    domestic product this year, the International Monetary Fund forecasts. This is a classic example of the

    doom loop, Societe Generales London-based Chief European Economist, James Nixon, said in a Jan. 10

    telephone interview. They just arent making any progress. The last time Spanish debt was trading at this

    level, with 10-year yields around 5%, was early March 2012 after European Central Bank President Mario

    Draghi flooded the banking system with more than a trillion euros. Spanish Prime Minister Mariano Rajoy

    shattered that calm when he surprised EU leaders March 2 by rejecting the countrys deficit target just hours

    revamp the jobs market while falling short of a labor revolution. The agreement, reached after 10 p.m. in

    Paris on Jan. 11, gives companies the right to reduce working time and salaries when demand slows while

    also extending medical and unemployment benefits and increasing taxes on short-term contracts. Labor

    Minister Michel Sapin yesterday hailed the result as historic, even as two national unions refused to back it.

    Hollande called for the talks in an effort to stem a 19- month-long increase in jobless claims and improve the

    competitiveness of an economy that has barely grown in more than a year. The negotiations were aimed at

    rendering the French labor market, best known for its 35-hour workweek, more flexible while still ensuringsome job security. The agreement is a step in the right direction, not a revolution, said Pierre-Olivier Beffy,

    Chief Economist at Exane BNP Paribas in London. Companies are gaining a fair amount of flexibility in

    downturns and that will be welcomed. After pushing through a EUR20 bn (USD26 bn) payroll tax credit for

    businesses last year, the labor negotiations are the second significant plank of Hollandes plan to improve

    French competitiveness in the wake of the euro area sovereign debt crisis. We hope this agreement will be

    ratified by parliament as soon as possible, Laurence Parisot, head of the Medef business lobby, said in an e-

    mailed statement. It contains measures that will change the life of companies.

    UK Inflation Stays Above BOE Goal: UK inflation held at the highest rate since May last month as increasesin gas and electricity bills helped to keep consumer-price growth above the Bank of Englands target.

    Consumer prices rose 2.7% from a year earlier, the same as in November and October, the Office for

    National Statistics said today in London. That matched the median estimate of 36 economists in a Bloomberg

    News survey. Housing and utility costs added 0.26 percentage points to inflation. From the previous month,

    prices rose 0.5%. Britains economy is struggling to recover after emerging from a double-dip recession in

    the third quarter. Still, with inflation above the Bank of Englands 2% goal that may leave some of the

    Monetary Policy Committee reluctant to support more stimulus to help bolster growth. Inflation could pick

    up a bit further in the near-term, quite possibly reaching 3%, said Vicky Redwood, an Economist at Capital

    Economics in London. It will probably stay relatively high for most of this year, prompting households real

    pay to fall again in 2013. But we continue to expect inflation to fall back below its target towards the end of

    the year.
