Department/Service Support Services to Land ManagersJob Title Historic Buildings Officer - 3 year FTCReports To Conservation ManagerMain Purpose of Job:

Leads delivery of the National Park Authority’s statutory duties for historic buildings and the built environment, provides advice and recommendations to the Authority, its stakeholders and partners and to the public. Ensures a high profile of the historic built environment throughout Exmoor to foster understanding and enjoyment of these important assets. Delivers the three year work programme.

Main Responsibilities and Duties: % of Time

Provide advice to the planning section of Exmoor National Park Authority in respect of listed buildings and other non-designated built assets.

30Assist with Listed Building Consent applications, prepare reports and recommendations and lead on any enforcement and appeals, working closely with colleagues in development management.

Lead on implementing condition surveys to fulfil Heritage At Risk requirements, undertaking and writing up these surveys where necessary.

Ensure that all data in respect of the historic built environment (e.g. Conservation Area Appraisals, Buildings at Risk Surveys) is up to date and fit for purpose.

Contribute specialist knowledge and skills to relevant areas of the Authority’s business, especially within the Conservation Team, through informal consultations, Major Work Consultations and other project/interpretation support.

Ensure the high profile and conservation of the historic built environment by driving forward projects and other initiatives, training and outreach.

PERSON SPECIFICATION

CONDITIONS OF SERVICE

Post title Corporate Support Officer

Office Location and Travel

You will be employed by Exmoor National Park Authority and will principally work from Exmoor House, Dulverton. You will regularly be required to visit sites across Exmoor. For journeys where business mileage is incurred using private vehicles you will be reimbursed at the agreed casual mileage rate. You will be expected to use an Authority pool vehicle when one is available.

Contract type and Conditions of Service Three year fixed term contract in accordance with the Scheme of

Conditions of Service agreed by the National Joint Council for Local Government Services together with other local conditions of service as set out in the Authority’s Personnel Policies and Procedures.

Grade & Salary Grade F £24,174-£27,668 per annum. Progression through the salary range will be by annual increments, subject to satisfactory performance. New employees may be started anywhere within the salary range depending on experience.

Hours

The normal working week is 37 hours worked Monday to Friday, in accordance with the Authority’s flexitime scheme. Attendance at occasional weekend events or evening meetings will be required.[Part-time or other flexible working patterns can be considered – please indicate on your application form if you are applying on this basis or give us a call to discuss].

Leave The annual leave entitlement will be 29 days plus recognised English bank holidays.

Pension The post is superannuable under the Local Government Pension Scheme but membership is not compulsory. You will automatically be admitted to the pension scheme but can choose to opt out.

Notice Period To terminate the appointment, at least 3 calendar months’ notice will be required on either side.

Probationary Period The appointment will be subject to a 6 month probationary period.

APPENDIX 4

Exmoor National ParkExmoor was designated as a National Park in 1954 under the National Parks and Access to the Countryside Act 1949. The purposes of National Park designation as amended by the Environment Act 1995 are:

To conserve and enhance the natural beauty, wildlife and cultural heritage of the National Park area

To promote opportunities for understanding and enjoyment of Exmoor’s special qualities

In meeting those purposes, the Authority must seek to foster the social and economic well-being of local communities.

There are 15 members of the National Parks family in the UK, beautiful areas of mountains, meadows, moorlands, woods, wetlands, rivers and coast. They are areas of protected countryside that everyone can visit, and where people live, work and shape the landscape.

Exmoor covers 693 km2 of West Somerset and North Devon. The varied countryside includes moorland, woodland, farmland, river valleys and 60 km of magnificent coastline. About 10,200 people live in the National Park which receives an estimated 2 million visitor days each year. The main settlements are Lynton & Lynmouth, Dulverton, Porlock and Dunster.

Support to Land Managers TeamThe team are responsible for the conservation and enhancement of Exmoor’s special qualities which include its historic environment, wildlife, distinct and diverse landscape and exceptional rights of way network. The Authority takes a partnership approach to achieving strategic outcomes for Exmoor and all its officers are required to work closely with each other and with external agencies, landowners/land managers and the public. Increasingly, the Authority achieves its objectives through cross team/cross agency projects and therefore project management skills are essential.

This is a 3 year post to support delivery of the following work programme:

Listed Building Condition Surveys: (‘Buildings At Risk’ Survey) 2017/8Carry out condition survey of every Listed Building within the National Park. This forms a valuable part of our State of the Park reporting and provides a basis on which to carry forward the safeguarding of historic buildings that are considered vulnerable.New Conservation Area designations and submit more buildings for Listing as appropriate, working alongside the planning Policy Team. Give protection to areas where there are low numbers of listed buildings: Winsford, Exford, Simonsbath, Timberscombe, Luxborough etc. Local community engagement: Proactively work to engage listed building and historic building owners; local history groups and the wider public.Develop learning opportunities and raise the profile of historic buildings.Identifying sites of national designation potential: Ensure that Exmoor’s Listed Buildings reflect the range and importance of Exmoor’s historic buildings. Producing Technical guidance on website.Retaining the historic character of Exmoor:Conservation of street furniture (e.g. phone boxes, signposts) to ensure that historic character is retained where appropriate.Providing grant guidance: £10,000 is budgeted for historic buildings projects.
