December 1, 2016 Mayor Sam Liccardo and Councilmembers City Council City of San Jose 200 East Santa Clara San Jose, CA 95113 RE: Item 11.6- Gateway Tower Mixed-Use Development Project Dear Mayor Liccardo and City Council Members, On behalf of the Silicon Valley Leadership Group, I am writing to endorse the staff recommendation to adopt Site Development Permit, Development Variance Permit and Vesting Tentative Map, located on the Northeast Corner of South Market Street and East William Street, which would allow the Gateway Tower Mixed-Use Development Project to move forward. This proposed development is innovative and well balanced to meet San Jose’s evolving needs. The Silicon Valley Leadership Group, founded in 1978 by David Packard of Hewlett-Packard, represents nearly 400 of Silicon Valley's most respected employers on issues, programs and campaigns that affect the economic health and quality of life in Silicon Valley, including energy, transportation, education, housing, health care, tax policies, economic vitality and the environment. Leadership Group members collectively provide nearly one of every three private sector jobs in Silicon Valley and have more than $6 trillion in annual revenue. On an annual basis, the Silicon Valley Leadership Group surveys its member companies at the CEO level to find out which issues are most important to a healthy economy in Silicon Valley. Each year, housing affordability and attainability is selected as the top impediment. The cause of our housing crunch is clear. Demand consistently outpaces supply. For that reason, the Leadership Group seeks out and supports quality housing proposals that can help alleviate our persistent housing crisis by bringing more homes to the market. Activating any downtown core in a meaningful way to attract retail, restaurants or dynamic events, requires a certain level of housing density. While large downtown developments are common in other major cities, they have long been absent from San Jose. Core Companies’ Gateway Tower development marks a major and important change to San Jose in a space that has been long overlooked. Gateway Tower is not only a project that can bring new residents to activate downtown, but also one that can help San Jose honor its past history. In the interest of preserving historic resources, Core is preserving the two historic buildings on site by incorporating the facades into the new project. Additionally, the new space will have a dedicated area that will be staged with visuals to provide information about the building’s former user, Charles David “Doc” Herrold, a pioneer in radio broadcasting. Core has affirmed the activation of the display by contracting with History San Jose to serve as the curator of the space and to maintain the Doc Herrold display year-round. It’s exciting to see innovation and historic preservation side by side in San Jose. We look forward to learning about the City Council’s decision and we thank you for your consideration of our input. Dear Edward:

We appreciate the opportunity to comment on HP15-003 and H15-047/ Items 3 cl & 3 c2 (Gateway Tower), specifically the exhibit space that will feature the contributions of Charles "Doc" Herrold. The Historic Landmarks Commission is scheduled to discuss this at their November 2 meeting.

Our Board has reviewed and discussed the Gateway Tower project following presentations by representatives of the developer, The CORE Companies. We have had ongoing discussions with the developer regarding the size, location, and content of the exhibit space that will highlight Doc Herrold's significant role in establishing the first broadcast radio station. We support the direction in which the exhibit is proceeding.

The area where Doc Herrold had his school and store will be dedicated space for a professionally curated exhibit area. The exhibits, which will also include interactive elements, will bring more awareness about Doc Herrold, the innovations of early electronics, and the history and culture of San Jose. History San Jose has been contracted to produce the educational exhibit materials.

Our support is contingent on the completion and cost of the exhibition space at the developer's expense being made a Condition of Approval and that a specified dollar amount also be included to adequately maintain and support the exhibit space in the future.

Preserving elements of the Doc Herrold building and providing an educational opportunity to visitors to learn more about his work is an important aspect of this project.

We appreciate the opportunity to comment on the Gateway Tower project that will be heard at the Commission's December 2, 2015 meeting.

Our Board has reviewed the Gateway Tower project, heard two presentations by representatives of the developer, CORE, and discussed this proposal. As a result, we are pleased to support this project.

The proposed building will retain, incorporate and preserve the four facades:

465-467 S. First Street - (Doc Herrold space - City Landmark #74) 455 S. First Street - a Structure of Merit 470-480 S. Market Street (rear part of the Doc Herrold Landmark building) 460 S. Market Street (the rear of 455 S. First Street)

These will be commercial spaces and the facades will be rehabilitated following the Secretary of the Interior's Standards for repair and rehabilitation. The area where Doc Herrold had his school and store will be dedicated space for a professionally curated exhibit area. The exhibits will bring more awareness about Doc Herrold, the innovations of early electronics, and the history and culture of San Jose. History San Jose has been contracted to produce the educational exhibit materials.

Preserving important elements of the Doc Herrold building and providing an educational opportunity to visitors to learn more about his work is an important element of this project. We hope this will set a precedent for future developments and will encourage new development to continue this effort to preserve our history.

Dear Mr. Freitas:

I am writing you to voice my support for the Gateway Tower project. 1 have been a business owner and/or manager on South First Street (in the SoFA district) since 1975. I have been invested in the community for over 40 years, first with Camera One Theater, then with Eulipia, one of downtown San Jose's premier restaurants, and most recently working with my son who owns Cafe Stritch. SoFA is going through a great revival. New investments, including The Core Companies Gateway Tower, are GREAT for our neighborhood, its businesses, and the City of San Jose.

Given the complexity of the property, I am especially pleased with the historic preservation of the existing facades and the owners' commitment to permanently honor radio broadcasting pioneer Doc Herrold (the world's first radio disc jockey), and his wife Sybil, with a display exhibit. This will help preserve the neighborhood feel of SoFA while creating critical mass in our downtown.

I fully support the City's processing of final entitlements for the development of Gateway Tower and your recommendations and approvals.
