EPS08: Traffic Committee - 24 July 2015 Report of Michaela Kemp, Manager Traffic and Transport Operations This report presents the recommendations of the last meeting of the Traffic Committee held on 24 July 2015, for Council adoption. The minutes are attached for information. Recommending: 1. THAT the information regarding Delegated Authority items be received. 2. THAT Council cut back the rock outcrop on the western side of Ancrum Street adjacent to Euroka Street Playground (4.2.1). 3. THAT Council notify residents in the vicinity of Ancrum Street of the intention to cut back the rock (4.2.1). 4. THAT the remainder of recommendations made for changes in the minor parking restrictions be adopted. 5. THAT Council remove the ‘access for vehicles over 6 metres is unsuitable’ signage in Winter Avenue at Bent Street (4.3.1). 6. THAT Council erect a new standard ‘Trucks Prohibited’ sign with a supplementary plate ‘Vehicles over 6m’ in Winter Avenue at Bent Street (4.3.1). 7. THAT Council monitor the effectiveness of the new Trucks Prohibited sign in Winter Avenue at Bent Street over the course of six months once the sign has been installed and report findings to the Traffic Committee (4.3.1). 8. THAT the remainder of recommendations made for changes in the minor traffic investigations be adopted. 9. THAT Council raises no objection to the Sydney Spring Cycle event to be held on Sunday 18th October 2015, subject to Police and RMS approval, appropriate public liability insurance, and the event being carried out in accordance with AS 1742.3 and 2015 Traffic Management Plan, and the applicant liaise with the North Sydney Oval Manager regarding access to North Sydney Oval for sports event. Traffic Management Plan and all other relevant documentation must be sent to the Traffic Management Centre. 10. THAT the Traffic Committee approve the road closures detailed in this report, in accordance with the submitted Traffic Management Plan, on Sunday 20th September 2015 for the purpose of the 205 Sydney Running Festival, subject to TMC and Police approval, appropriate public liability insurance and subject to notifications being distributed to affected properties at least 2 weeks prior to the event and compliance with North Sydney Council’s standard Road Closure conditions. Traffic Management Plan and all other relevant documentation must be sent to the Traffic Management Centre. 11. THAT Traffic Committee endorse the concept plans proposed kerb and intersection adjustments on Merlin Street and Park Avenue, pedestrian crossing improvements on Merlin Street, and separated cycleway along Merlin Street, Ernest Street and Park Avenue as proposed in the Route 2 Cycleway and Streetscape Improvement Plan. 12. THAT subject to RMS endorsement of the Wheeler Lane TMP and Design Plan, Council approves the installation of a Shared Zone in Wheeler Lane, North Sydney (application for Wheeler Lane to become a Shared Zone to be submitted to Speed Management Team for assessment prior to RMS decision to approve or not). 17. THAT the Abandoned Vehicles Processed Report be received. 18. THAT Council staff be congratulated on the meticulous work done consistently over a long period of time to ensure abandoned vehicles in the North Sydney LGA are managed effectively. 19. THAT Council Traffic Engineers investigate solutions to the issue of vehicles reversing in Wonga Road against the one way flow and any proposed solution be referred to the Traffic Committee for approval. 20. THAT Council's Traffic Engineers investigate how parking can be provided at the rear of businesses in Zig Zag Lane between Burlington Street and Ernest Place. 21. THAT the plans received by the Traffic Committee prepared by Lipman Constructions (Construction Contractor for Department of Education) only be approved on the condition that RMS reviews the design and that it is demonstrated to the RMS by the proponent that the location will meet the vehicle and pedestrian warrants for a pedestrian crossing and that the effect of the west bound turning vehicles into Anzac Avenue will not cause significant delays in traffic on Ernest Street. 22. THAT Council investigate speeding in Grosvenor Lane and possibility of making the area a shared zone 23. THAT Council investigate the size limits of trucks in Grosvenor Lane and confirm whether or not there has been any breach in the original consent granted to companies who use the road for transporting goods. 24. THAT Council write to concerned parents outlining the reasons why a new crossing will not be installed on Yeo Street surrounding Neutral Bay Public School - the Traffic Committee agreed unanimously that there are adequate pedestrian safety measures currently on Yeo Street.

THAT any person(s) that has made a submission in relation to Yeo Street be notified of when the item will be presented to the Traffic Committee so they are able to speak to the item.

Report of Traffic and Transport Engineer, Anil Shrestha An application has been received on behalf of Bicycle NSW for the annual Spring Cycle event which is to be held on Sunday 18th

Temporary road closures are proposed along Angelo Street, Arthur Street, Berry Street, Bullivant Lane, Carlow Street, Denison Street, Little Spring Street, Little Walker Street, Miller Street, Mount Street, Ward Street and Cahill Expressway from between 4.00am to 11.00am. Road closures will be implemented by the RMS and/or NSW Police.

October 2015. As in previous years the North Sydney section of the event will start from St Leonards Park in North Sydney to the Harbour Bridge. The courses then continue to Pyrmont and Sydney Olympic Park.

Special Event Clearways between 3am-11am will be implemented by the RMS along the route in Arthur Street, Miller Street and Berry Street. Complaints were received last year that Special Event Clearways were installed in Carlow Street contrary to the Traffic Management Plan. The Event Organiser and RMS should ensure that road closures and clearways are only implemented in accordance with the TMP. The applicant has submitted the Draft 2015 Traffic Management Plan. No major route changes in the North Sydney area are proposed and will be similar to previous years’ events. It is to be noted that railway trackwork will be occurring on the same day. 63. (7.1) Wonga Road – Pedestrian Safety

Ms Ehlers addressed the Committee raising concerns about vehicles reversing over the pedestrian crossing adjacent to Brightmore Reserve in Wonga Road to access the recently installed parking spaces. It was noted that Wonga Road is one way, on a curve and downhill grade. The Traffic Committee noted the demand for parking in

THAT Council Traffic Engineers investigate solutions to the issue of vehicles reversing in Wonga Road against the one way flow and any proposed solution be referred to the Traffic Committee for approval. 64. (7.3) Anzac Avenue - Traffic & Parking Arrangements

A plan was tabled for traffic and parking changes to Anzac Avenue including a raised pedestrian crossing with kerb extensions and angle parking associated with the approved redevelopment of the former ANZAC Club site to a School. The RMS representative advised that the pedestrian crossing could not be supported without details of vehicle and pedestrian volumes demonstrating the crossing would meet the RMS warrants. These plans were subject to approval under the NSW Infrastructure SEPP for which the Department of Education and Communities was the consent authority.

Mr Webb, Mr Martin, Mr Thomas and Mr Porter addressed Council.

Resolved to Recommend: 1. THAT the plans received by the Traffic Committee prepared by Lipman Constructions (Construction Contractor for Department of Education) only be approved on the condition that RMS reviews the design and that it is demonstrated to the RMS that the location will meet the vehicle and pedestrian warrants for a pedestrian crossing and that the effect of the west bound turning vehicles into Anzac Avenue will not cause significant delays in traffic on Ernest Street. The Motion was moved by Councillor Reymond and seconded by Mr Rutherford.

The event comprises four different courses with similar routes to last year’s event. The North Sydney leg for each course will start from Bradfield Park via Alfred Street, Middlemiss Street, Arthur Street Tunnel/ Lavender Street and Pacific Highway to the Harbour Bridge.

Road closures between 4am and 11am and special event clearways between 1am and 10am in areas of Milsons Point, Lavender Bay and Kirribilli are proposed on the day. These will be implemented under Police and RMS control. The applicant has also provided Traffic Control Plans for pedestrian management between Milsons Point Train Station and the event marshalling area in Bradfield Park. The plans include water-filled and crowd control barriers on the western side of Ennis Road and Broughton Street, closure of the exit on the western side of Milsons Point Train Station in liaison with Sydney Trains, and a reduced temporary 40 km/h speed limit for Broughton Street during the event. Speed limit authorisations require approval from RMS. 67. (4.6) Route 2 Cycleway and Streetscape Improvement Plan - Stage 1a

Report of Sustainable Transport Projects Coordinator, Lindsay Menday The Route 2 Cycleway and Streetscape Improvement Plan (‘the Plan’) proposes significant improvements to streetscape quality, landscaping and the walking and cycling network in parts of North Sydney, Neutral Bay and Cremorne. The Plan was publically exhibited in May/June 2015, and received a high level (68%) of supporting submissions. Further detail regarding the outcomes of public exhibition are provided in the attached post exhibition report. A post exhibition report for this project prepared for the July 20, 2015 Council meeting (attached) included the recommendation: 1. THAT Council commences detailed design of the project and construction of

works proposed as Stage 1a and Stage 1b in this report (subject to relevant approvals and funding availability) with a target completion date of the 2015/2016 Financial Year.

Consistent with this recommendation, this report seeks Traffic Committee endorsement works proposed in Stage 1a, and directly connected works including: • New traffic signals at the intersection between Ernest Street and Merlin Streets to

provide a formal pedestrian and cycling crossing. • New kerb layout on Merlin Street near to the intersection with Military Road. • Kerb adjustments to shorten crossing distances on the existing pedestrian crossing

on Merlin Street. • New separated cycleway on the east side of Merlin Street. • New separated cycleway along the north side of Ernest Street between Merlin

Street and Park Avenue which will allow the existing share path to revert to pedestrian only use.

• New separated cycleway along the east side of Park Avenue Street between Ernest Street and Sutherland Street which will allow the existing share path to revert to pedestrian only use.

• New landscaping. • New raised intersection and kerb revisions at the intersection between Sutherland

Street and Park Avenue (excluding the provisions of pedestrian and cycle priority over this crossing as shown in the Plan – design to be amended to provide safe and effective function independent of separated cycleways being implemented in Sutherland Street).

A preliminary Traffic Assessment has indentified that the proposed signals meet relevant warrants, are appropriate in the context of surrounding land uses, would address an existing missing link in the walking and cycling network, and provide for likely future demand. Proposed separated cycle lanes would not require the loss of vehicle lanes or parking, and would allow the existing shared user path along Ernest Street and Park Avenue to revert to pedestrian only use. Proposed adjustments to kerbs and intersections have been designed to slow traffic on local roads and reduce to potential for conflict between pedestrians, cyclists and other vehicles. The works as proposed would not result in a net reduction in parking. Council has received a funding contribution pledge of $470,000 from the RMS for construction of works proposed in this project in the 2015/2016 financial year. This report recommends that the Traffic Committee endorse the works proposed, subject to RMS approval of the proposed signals. Recommending: 1. THAT Traffic Committee endorse the proposed kerb and intersection adjustments on Merlin Street and Park Avenue, pedestrian crossing improvements on Merlin Street, and separated cycleway along Merlin Street, Ernest Street and Park Avenue as proposed in the Route 2 Cycleway and Streetscape Improvement Plan.

Report of Traffic Manager Ranger and Parking Services, Mark Richardson Report of Abandoned Vehicles processed during the reporting period of 19 May 2015 TO 30 June 2015.

Year to date (2015) Council had investigated 266 reports of abandoned vehicles. Recommending: 1. THAT the information be received.

Resolved to Recommend: 1. THAT the Abandoned Vehicles Processed Report be received. 2. THAT Council staff be congratulated on the meticulous work done consistently over a long period of time to ensure abandoned vehicles in the North Sydney LGA are managed effectively.

The Mayor raised the matter of parking in Zig Zag Lane between Burlington Street and Dean Lane where shopkeepers have historically parked. A map was tabled showing the boundary alignments demonstrating that the vehicles were parked on the Council road. There was discussion about marking of bays and provisions for pedestrians within the Shared Zone. Resolved to Recommend:

Safety concerns raised by parents of Neutral Bay Public School were discussed in detail. It had been proposed that a new crossing be installed to improve safety measures on Yeo Street.

Resolved to Recommend: 1. THAT Council write to concerned parents outlining the reasons why a new crossing will not be installed on Yeo Street surrounding Neutral Bay Public School - the Traffic Committee agreed unanimously that there are adequate pedestrian safety measures currently on Yeo Street.

The Motion was moved by Councillor Gibson and seconded by Ms Mackenzie.

Voting was unanimous.

Ms McKenzie raised the matter of parking outside Whites Dental Centre on Ben Boyd Road. It was noted that Council would be writing to inform affected properties of the changes to parking restrictions as previously resolved.
