DECLARATION OF 70 BARANGAYS IN ZAMBOANGA DEL NORTE AS DRUG-CLEARED

AND DRUG-FREE

On July 19, 2017 at around 1000H, members of the Regional Oversight Committee for Barangay Drug-Clearing Program, attended the Ceremonial Signing of the Certificates of the 70 barangays in Zamboanga del Norte declared as Drug- Cleared and Drug-Free held at Zamboanga del Norte Sports and Convention Center, Dipolog City.

Lyndon P. Aspacio, CESE declared these 70 barangays in the province after thorough assessment and validation that these barangays satisfied and complied with all the requirements pursuant to the parameters set forth by the Dangerous Drugs Board Regulation No. 3, Series of 2017 which entitled “Strengthening the Implementation of Barangay Drug Clearing Program”.

Said 70 barangays came from the different municipalities of Zamboanga del Norte who

have given their time and made extra efforts in Barangay Drug Clearing Operations in coordination with their local police units and the Department of Interior and Local Government.

Present during the ceremonial signing were the following: Paizal O. Abutazil, CESO III

(RD-DILG9), PCSUPT Billy B. Beltran (RD-PRO9) and Hon. Roberto Y. Uy (Provincial Governor-ZDN). Also in attendance were Hon. Senen O. Angeles (Provincial Vice Governor), PSUPT Edwin BC Wagan (Acting PD, ZDNPPO), Lerma M. Campaner (PD, DILG-ZDN) and some other stakeholders.

PEACE SUMMIT AGAINST TERRORISM AND

ILLEGAL DRUGS IN INDANAN, SULU

On July 29, 2017 at around 1300H, Ms. Darmalyn H. Jumlail, together with Ms. Karren E. Gesulga, Mr. Napoleon Calaoagan, Agent Job Bolotaulo and Agent Randy C. Ticangen, proceeded to Indanan, Sulu and attended as Resource Speaker and discussed the Dynamics of Illegal Drugs during the “Peace Summit against Terrorism and Illegal Drugs” held at Pasil Elementary School, Indanan, Sulu. The activity was hosted by Indanan Municipal Government, Indanan Municipal Police Station and DILG-Indanan, Sulu.

The said Peace Summit was attended and participated by Municipal Mayor, Councilors, Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Punong Barangays/Councilors from the 34 Barangays of Indanan Municipality and their 4Ps Beneficiaries and representatives from different sectors. They are estimated to be more or less seven hundred (700) participants.

The activity commenced with the welcome message by the Vice Mayor of Indanan

followed by the discussion of the Brigade Commander of 101st Infantry Brigade through his Civil Military Officer on Terrorism. PSInsp Albert M. Carbungco (Chief of Police-Indanan Municipal Police Station) discussed about the local situation of Indanan and the Double Barrel Reloaded and Ms. Jumlail talked about the Dynamics of Illegal Drugs. This was followed by the messages of the Municipal Mayor, Hon. Hermot Jikiri and his father, Hon. Yusop H. Jikiri. The program was officially closed with the Recap and Closing Remarks by the Municipal Administrator, Hon. Hji Akmad D. Muksan.

PEACE SUMMIT AGAINST TERRORISM AND ILLEGAL DRUGS IN JOLO, SULU

On July 14, 2017 at around 1330H, Agent William M. Dulay (Team Leader, PDEA Sulu)

attended as Resource Speaker and discussed the local drug situation during the “Peace Summit on Terrorism and Illegal Drugs in Jolo” held at Jolo Daycare Center, Jolo, Sulu. The activity was hosted by Jolo Municipal Government, Jolo Municipal Police Station and DILG, Jolo, Sulu.

The said Peace Summit was attended and participated by Municipal Mayor,

Councilors, Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), Police Port, Bureau of Fire and Protection (BFP), Local Government Units (LGUs), Punong Barangays/Councilors and representatives from different Religious Sectors.

The activity commenced with the welcome message by PCI Almer M. Ismael (Chief of

Police, Jolo MPS) followed by the discussion of Agent William M. Dulay (Team Leader, PDEA Sulu) on the present drug situation of Municipality of Jolo. Deputy Bde Commander of 101st Infantry Brigade, Philippine Army discussed about Terrorism, and Hon. Kerkhar S. Tan (Municipal Mayor) gave his inspirational message. Open forum concluded the activity and closing remarks was given by Mr. Zaide A. Pascual (MLGOO-Jolo/OIC, DILG).

The said activity was attended by more or less two hundred (200) participants from

different sectors.

REGIONAL OVERSIGHT COMMITTEE MEETING AT PRO9

On July 06, 2017 at around 0900H – 1330H, PDEA RO IX Regional Director, Dir.

Lyndon P. Aspacio, CESE together with PECI Chief, Darmalyn H. Jumlail, Agent Ingrid Radaza and the different Provincial Team Leaders of PDEA ROIX attended the meeting of the Oversight Committee on Barangay Drug Clearing Program held at PRO9 Conference Room, Camp Abendan, Mercedes, Zamboanga City.

During the meeting, Dir. Aspacio reiterated and presented to the participants the

parameters on declaring the barangay as drug-cleared pursuant to Dangerous Drugs Boards Regulation No. 3, Series of 2017, the status of Barangay Drug Clearing Program in the region, the proposed process and the barangays ready to be declared.

The meeting was presided by Regional Director, PRO9, and PCSUPT Billy B. Beltran and also attended by City and Provincial Directors of PRO9 and their respective PCR Officers.

ORIENTATION SEMINAR ON BARANGAY DRUG CLEARING PROGRAM IN SIAY, ZAMBOANGA

SIBUGAY On July 13, 2017 at around 1400H – 1700H, PDEA RO IX Zamboanga Sibugay and the

Siay Municipal Police Station conducted an orientation seminar on Barangay Drug Clearing Program held at Covered Court, Siay, Zamboanga Sibugay. This was attended by barangay officials of the 29 barangays in Siay Municipality estimated to be more or less (75) participants.

Ms. Karren E. Gesulga, Chemist III, PDEA RO IX discussed in full details the DDB Regulation No. 3, Series of 2017 which is “Strengthening the Implementation of Barangay Drug Clearing Program” giving emphasis to the parameters set forth by the said regulation and said to be the bases in declaring a barangay as drug-cleared. Further, Ms. Carlyn T. Joson discussed with the participants the Ill-effects of Dangerous Drugs.

ORIENTATION SEMINAR ON BARANGAY DRUG CLEARING PROGRAM IN NAGA, ZAMBOANGA

SIBUGAY

On July 18, 2017 at around 1000H, PDEA RO IX Zamboanga Sibugay together with the Naga Municipal Police Station, MLGOO, Naga MADAC Members conducted an orientation seminar on Barangay Drug Clearing Program held at Municipal Function Hall, Naga, Zamboanga Sibugay. This was attended by barangay officials of the 23 barangays in Naga Municipality estimated to be more or less (100) participants.

Ms. Karren E. Gesulga, Chemist III, PDEA RO IX discussed in full details the DDB Regulation No. 3, Series of 2017 which is “Strengthening the Implementation of Barangay Drug Clearing Program” giving emphasis to the parameters set forth by the said regulation and said to be the bases in declaring a barangay as drug-cleared. Further, Ms. Carlyn T. Joson discussed with the participants the Ill-effects of Dangerous Drugs. Said lecture concluded with the drug testing conducted to all participants facilitated by PDEA IX Chemists.

On July 27, 2017 at around 1000H, the above-signed was interviewed by Ms. Queenie B. Casimiro, a local news writer/reporter from ABS-CBN TV 3, simultaneously aired over MOR My Radio for Life regarding the Barangay Drug Clearing Program in Zamboanga City and other matters relative thereto. The above-signed also mentioned and made an announcement regarding PDEA Recruitment and PDEA Hotlines during the interview. The interview was held at RD’s Room, PDEA ROIX, Upper Calarian, Zamboanga City.
