Executive Office Agencies (1)• When Thomas Jefferson became president, there

were only a few people in the Executive Branch. However, over the course of the years, it has expanded to nearly 2,000 people.

• One of the most important people is the Chief of Staff who supervises much of the workers and sets the President’s schedule

• The Office of Management & Budget (OMB) prepares the federal budget, including the President’s budget and all the departments in the executive branch.

Executive Office Agencies (2)• The National Security Council (NSC) advises on

national security. This includes the Vice President, the Securities of State, and Defense, and Chairperson of the Joint Chiefs of Staff (the top commanders of armed forces).– The National Security Advisor heads the NSC

• The Council of Economic Advisors (CEA) helps the President with his role of economic leader and to provide advice on the economic policy. The President names the head of the CEA and the Senate must approve it.

President’s Cabinet • The Head of each department is in the

presidential cabinet. All of them are called secretaries except the Attorney General who leads the Department of Justice.

• Their responsibilities are to give advice based on their departments, and to carry out their plans.

Federal Bureaucracy• All the agencies and employees that help make

government policies. They:1.Write plans2.Carry out the plans3.Oversee the activities of the plans• Independent Agencies are not in the cabinet, but

work with the executive branch (NASA, CIA, EPA)• Government Corporations are owned by the

government (USPS, FPL)• Regulatory Commissions protect the public (FCC,

CPSC)

Government Workers• Top people in department are usually political

appointees chosen by the President. (Some friends of the President or people who support him can get these jobs, and is the spoils system)

• The Civil Service System includes clerks, rangers, lawyers and others who take a test to get their job.– This is called the merit

system because they get their job based off of ability and skills.
