connectivity and interoperability among various integration processes in a Wider

Europe while

infrastructure interconnections between the EU, Eastern Partnership countries and

various European sub-regions. Exploring the theme of Europe – Asia connectivity

between the EU, its Eastern Partners and China to make the Eastern European

dialogue on investment and connectivity.

Tackling the ongoing migration crisis. Exploring migration issue from the viewpoint

2. Interpretation

The working language of the CEI Summit is English with simultaneous interpretation

into Russian and vice versa. Interpretation to other languages during the event is

not provided.

Heads of Delegations requiring interpretation are kindly requested to bring their

own interpreters and cover the relevant costs. Interpretation booths may be

provided by the Presidency for use during the Plenary Session, subject to prior

indication by the Delegations in the registration form. Interpretation equipment is

not provided in rooms for bilateral meetings.

3. Accommodation

The Heads of Delegations will be accommodated in President Hotel, Minsk.

The costs for accommodation of the Heads of Delegations of CEI Member States

and International Organizations will be covered by the CEI Belarusian Presidency.

However, any extra costs besides breakfast (such as room services, dry cleaning,

additional drinks and beverages etc.) are expected to be covered by respective

Delegations.

Other Members of Delegations (including National Coordinators) will be responsible

for booking their accommodation and covering the related costs, including any

extras.

Standard and Standard Twin Rooms are available at President Hotel for Members of

Delegations at a fixed rate of 114 USD. Breakfast is included in the room rate.

6. Meals

The CEI Belarusian Presidency provides the following meals:

Dinner on 11 December 2017 at 19:30 for the Heads of Delegations will be

hosted by H.E. Mr. Andrei Kobyakov, Prime Minister of the Republic of Belarus, at

President Hotel. The format of the dinner is 1+1 (Head of Delegation and one

accompanying Member of Delegation). Delegations are kindly invited to confirm

their participation in the dinner in the attached Registration Form.

Buffet dinner on 11 December 2017 at 19:30 for other Members of Delegations

will be hosted at President Hotel by the Council of Ministers of the Republic of

Belarus.

Lunch on 12 December 2017 at 14:10 will be hosted by H.E. Mr. Andrei Kobyakov,

Prime Minister of the Republic of Belarus. The format of the lunch is Heads of

Delegations only.

Buffet lunch on 12 December 2017 at 14:00 will be hosted at President Hotel by

the Council of Ministers of the Republic of Belarus.

7. Transportation

Transportation with police escort will be provided for the Heads of Delegations

from/to the Minsk International Airport to/from President Hotel, Minsk.

A VIP lounge shall be arranged upon arrival/departure for the Heads of Delegations

and accompanying Members of Delegations arriving/departing with the same flight.

The provided transport includes one executive-class car for the Head of

Delegation. Respective Embassies of the CEI Member States accredited in the

Republic of Belarus are expected to arrange transportation for accompanying

Members of Delegations.

Additional transport may be provided by the Presidency for accompanying

Members of Delegations upon prior written request.

Delegations are kindly asked to communicate in advance the number plates of their

respective Embassies’ vehicles to be included into the Motorcade en route to/from

the Minsk International Airport to allow free access to the airport’s parking area for

security reasons.

8. Liaison Officers

A Liaison Officer will be designated to each Delegation and will be responsible for

communication with the Organizers of the Host Country. Every Delegation will be

informed about their respective Liaison Officer and relevant contact details.

9. Visa Support

Delegations are kindly invited to submit as soon as possible the documents

necessary for obtaining their entry visas to the diplomatic missions of the Republic

of Belarus in the respective CEI Member States.

All clarifications on visa requirements should be obtained directly from the relevant

diplomatic missions of the Republic of Belarus.

Please note that entry visas are not required for holders of diplomatic

passports of the following CEI Member States: Bosnia and Herzegovina, Hungary,

Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia.

Members of Delegations of all CEI Member States holding ordinary passports also

do not require an entry visa to Belarus in case the duration of their stay does not

exceed 5 days and they arrive in Minsk via the Belarus National Airport. This does

not apply to flights from Russian Federation.

Members of Delegations of the CEI Member States, where diplomatic missions

of the Republic of Belarus are not directly present, may obtain their visas at

the Minsk International Airport upon arrival subject to prior written notice.

Please note, however, that Members of Delegations arriving on flights from

the Russian Federation will not be able to apply for visas at the airport.

Members of Delegations intending to use the option of obtaining their visas at the

airport are invited to mark the corresponding point in the Application Form and

provide their passport details. In order to speed up the processing of relevant

documents upon arrival, such Members of Delegations are kindly requested to bring

with them a filled-out and signed visa application form (download at

http://mfa.gov.by/en/visa/info/visa-applications.html) and one photo (35x45).

10. Media

Representatives of the Media require prior temporary accreditation through the

Press Service of the Ministry of Foreign Affairs of the Republic of Belarus.

The following documents must be provided for temporary accreditation (valid

for two months):

A written request on the official letterhead of the organization signed by the

head of the mass media organization. The request must contain the following

information: first and family names, date of birth, citizenship, passport number,

issue and expiration dates, desired duration of accreditation, diplomatic mission

where a journalist intends to receive an entry visa, purposes of the visit;

Press Accreditation Form completed personally by a journalist to be accredited.

PRESIDENT HOTEL

President Hotel was constructed in 2013 and is currently one of the most well-equipped hotel

complexes in Minsk. It is located in the main administrative quarter of the city, next to the

buildings of the Presidential Administration and the Ministry of Foreign Affairs of the Republic

of Belarus.

President Hotel is known as a place for many high-level meetings, including at the level of

heads of states and governments. Among other formats, at present it is one of the venues for

meetings of the Trilateral Contact Group on Ukraine.

The Hotel has 154 rooms of various categories with capacity of over 300 people and a wide

range of conference and leisure facilities.

The Hotel is a walking distance from the main transport artery of Minsk, Nezavisimosti ave., as

well as from the historical city centre, shopping streets and main attractions. While being

located in a quiet area away from busy streets, it is easily accessible by public transport.

THE NATIONAL LIBRARY OF BELARUS

The National Library of Belarus was founded on 15 September 1922. It is a copyright library of

the Republic of Belarus. It houses the largest collection of Belarusian printed materials and the

third largest collection of books in Russian behind the Russian State Library (Moscow) and the

Russian National Library (St Petersburg).

Since 16 June 2006 it is located in a unique building, which became one of the key modern

architecture landmarks of Minsk. Its main architectural component has the shape of a

rhombicuboctahedron. It is 72-metre (236 feet) high, which has 22 floors, can seat about

2,000 readers and features a 500-seat conference hall. Every day the library is visited by more

than 2,200 people. The library delivers about 12,000 documents daily.

The construction of the modern library’s building was a huge crowd-funding project, with

contributions from students, academia, research entities and production enterprises of Belarus.

Broad public involvement in the construction of the National Library and its unusual shape have

made it an outstanding city attraction. It is situated in a park on a river bank and has an

observation deck looking over Minsk. As of 2009 it is the only structure in the city with a public

observation deck. The area in front of the library is used for many public concerts and shows.

PLACES TO SEE

MINSK

Minsk is the capital and largest city of the Republic of Belarus, situated on the Svislach and

Nyamiha rivers. At present it has a population of around 2 million. It is the political, economic

and cultural centre of the country.

The earliest historical references to Minsk date to the 11th century (1067). In 1242, Minsk

became a part of the Grand Duchy of Lithuania. It received town privileges in 1499.

By the middle of the 16th century, Minsk was a notable economic and cultural centre

in the Polish–Lithuanian Commonwealth. Minsk was annexed by Russia in 1793 as a

consequence of the Second Partition of Poland. Throughout the 19th century, the city

continued to grow significantly and improve, especially with development of railway links

between Moscow and Warsaw and between the Black and the Baltic seas.

Minsk was almost fully destroyed in the Second World War and rebuilt from ashes, becoming

an important transportation, manufacturing and research hub in the Soviet Union. Today it is a

modern European capital with rapidly growing population, developed transport system, vibrant

economy, research and education network and intense cultural life.

TRINITY SUBURB

Trinity Suburb is an old picturesque part of Minsk located on the bank of the Svislach River in

the city centre. Its cosy little streets and houses, with tile roofs and delicate colors, have become

a symbol of Minsk. Their image can be often seen on souvenirs and candy.

The settlement Trinity Hill appeared near the Svislach River in the 12th-13th centuries.

In ancient times this suburb was a commercial centre. It was a place where roads from Vilno

(modern Vilnius), Polotsk, Smolensk and Mogilev intersected. In late 16th century it became the

largest marketplace in town called Trinity Market. In the 15th -17th centuries Trinity Hill, Lower

Market and Rakov Suburb were surrounded by fortresses next to which stood little wooden

houses of artisans, merchants, peasants and servicemen.

The ancient design of the suburb was lost in the great fire of 1809. This place was redeveloped

and, in line with the project approved by Russian Emperor Alexander I, new stone buildings

were built here. These buildings, however, were mostly destroyed or seriously damaged during

the Second World War. In the 1940s-1960s, when Minsk was rebuilt, some entire streets of the

suburb were ruined. Buildings in Trinity Suburb and Upper Town were renovated in the 1980s to

give them a touch of the 19th-century Minsk.

In 2009 the park built at the site of the former marketplace was given its historic name

Trinity Hill. Many buildings located in Trinity Suburb house museums, antique shops, souvenir

stores, cafes, restaurants and art galleries. Work is also underway to reproduce the historic

appearance of Trinity Suburb and rebuild the missing buildings in Upper Town.

VICTORY SQUARE

Minsk was among the first cities of the Soviet Union that took the blow of the Nazi invasion

during the Great Patriotic War, which started in the early morning of 22 June 1941. The city was

heavily bombed in the first day of the invasion and came under Wehrmacht control four days

later. Thousands of inhabitants were killed or imprisoned, both locally and after being

transported to Germany. Minsk was the site of one of the largest Nazi-run ghettos in the

Second World War, housing over 100,000 Jews most of whom perished in the Holocaust. Minsk

was recaptured by Soviet troops on 3 July 1944, during Operation Bagration. As a result of

the War, Minsk was almost entirely destroyed. While before the Second World War it had a

population of 300,000 people, in 1944 this figure reduced to a mere 50,000.

The Victory Square Monument was erected in 1954 in remembrance of the soldiers of the

Soviet Army, partisans of Belarus and all those who fell victims in the War. It is a 38-metre tall

granite column, standing beside granite blocks with capsules containing soil from Soviet Hero

Cities: Moscow, Saint Petersburg, Volgograd, Kiev, Odessa, Sevastopol, Kerch, Novorossiysk,

Tula, Brest Fortress, Smolensk and Murmansk. A green park stretches from the Victory Square

to the river of Svislach and to the entrance to the M. Gorky Park.

Today Victory Square is the key landmark of Minsk and remains a place of special meaning for

all Belarusians. It is also one of the key architectural milestones on the central Nezavisimosti

(Independence) avenue of Minsk, running some 15 kilometers through the city and being one

of the longest city mains in Europe.

INDEPENDENCE SQUARE

Independence (Nezavisimosti) Square was initially created in the 1930s by Soviet architect Iosif

Langbard as the main ceremonial venue during Soviet times. In the course of reconstruction of

Minsk after the Second Word War in 1950-1960s it became one of the main landmarks of the

Independence Avenue, crowned by the House of Government. Notably, the latter was among

the very few buildings (together with the National Academy of Sciences and the National Opera

and Ballet Theatre) that remained relatively intact during the War.

Besides the House of Government, which today is also the seat of thу House of Representatives

(lower chamber) of the National Assembly of Belarus, Independence Square also houses the

Church of Saints Simon and Helen (also known as the Red Church). It is one of the oldest

Roman Catholic churches in Minsk constructed in 1905-1910. Notably, mass is celebrated in the

church in four languages: Belarusian, Polish, Lithuanian and Latin.

In 2002-2010 Independence Square was completely renovated with one of Minsk’s largest

shopping malls – “Stolitsa” – constructed underground. It has a common area of more than

75 000 square meters used for rent by trade shops and boutiques, public catering,

entertainment and leisure.

THE NATIONAL OPERA AND BALLET THEATRE OF BELARUS

The National Academic Grand Opera and Ballet Theatre of Belarus is located in a park in the

Trinity Banlieu of Minsk. The current theatre building was opened in 1939. It was designed by

Iosif Langbard, who was one of the key architects of Minsk in 1920-1930s. Swan Lake,

performed by K. Muller, was the first show on the stage of the new theatre. By 1940, Grand was

added to the theatre's name to indicate its expansion. The performances by the theatre

company during the "Decade of Belarusian Art" in Moscow in June 1940 was a great success

which included the first Belarusian ballet, The Nightingale composed by Mikhail Kroshner. The

theatre building was among the few in Minsk that was not destroyed in the Second World War

despite heavy shelling and bombing.

In the 2000s the building was renovated and reopened in 2009. Many sculptures were added

around the theatre, its stage and audience space were expanded. Modern lighting and motion

equipment was added while adhering to the original design.

Among the stagers of the productions of the Bolshoi Theatre of Belarus one can find such

outstanding masters of ballet and opera as Nikita Dolgushin, Andris Liepa, Vladimir Vasiliev,

Neeme Kuningas, Plamen Kartaloff, representatives of the George Balanchine Trust and

Kylian Productions BV. In 2009-2017 over 40 productions premiered at the theatre. Today its

repertoire comprises 71 titles. The theatre’s productions invariably win honourable domestic

and international prizes.
